In some mature gas markets the number of proposed

LNG terminals is more than double the number of

existing and approved plants combined. The numbers

under study are even greater. Which ones will ultimately

be profitable depends not only on supply/demand factors, but also on a strong grasp of design options and the

associated costs. In fact, for regasification owners, the

ability to secure both customers and a steady supply of

gas may be significantly impacted by the plant’s cost-

competitive position relative to other LNG terminal points.

Our QUE$TOR™ LNG software suite is aimed at helping

anyone who needs to design, specify, and estimate costs

for new LNG facilities, with easy ways to compare the

impact of different design options for your facility – or that

of your potential competitors.

The initial module in the QUESTOR™ LNG family,

Regasification, helps you estimate costs and compare

concepts on a global basis with a fast, reliable cost

calculation engine. There are many factors that can affect

the cost-competitive positioning of an LNG plant, including

local gas specifications and the costs associated with the

NGL removal to meet these specific specifications.

IHS Forecaster™

QUE$TOR™ LNGRegasification

An integrated software system leveragingregional cost data for design and cost

estimation of LNG facilities

Other factors affecting costs and risk include the method

of vapourisation used at a specific LNG plant, type of

tanks required and the civils construction work for marine

slips and other structures. Dredging material disposal

varies by location, the cost of which can vary by a factorof seven depending on which area you are working in.

QUE$TOR LNG™ is an extension of our popular QUE$TOR™

software suite for upstream oil and gas project cost

analysis. Used by more than 500 companies in 40 countries,

QUE$TOR™ Onshore and Offshore modules provide a

consistent methodology for generating cost estimates and

optimizing development plans. The Regasification module is

available as an add-on to QUE$TOR™ Onshore.

QUESTOR™ LNG Regasification software helps companies designing

approved or prospective plants model designs and compare costs,

quickly and with confidence.

IHS Forecaster™ > QUE$TOR™ LNG – Regasification

QUE$TOR™ LNG Regasification: How it Works

At the heart of QUE$TOR™ is the calculation engine

that provides engineering definition for the plant in that

location and to meet the specifications and end product

to be delivered. The regional databases are populated

with unit rates for equipment items, materials, fabrication,

installation, hook-up and commissioning, and other

project costs.

QUE$TOR™ modules are benchmarked against actual

project costs, with the cost databases continuously

developed to reflect the latest changes in technology

and global costs. The result is a highly accurate cost

estimation system and a consistent methodology forevaluating facilities projects anywhere in the world, yet in

a regional context.

QUE$TOR™ LNG Regasification builds on this proven

approach to provide a consistent methodology for

generating cost estimates and optimizing the plans for

regasification facilities.

For example, cost engineers and project teams can use

QUE$TOR™ to estimate at the equipment item level for:

• Marine infrastructure including jetties, piers and

marine slips• LNG storage with single, double, full or membrane

containment tanks

• LNG processing, when additional processing is required

to meet outlet gas specification, nitrogen injection and/

or Demethaniser, Ethaniser and Stabliser

• LNG pumping – in-tank pumps, processing feed pumps

and send out pumps

• Liquids storage – LPG or gasoline

• Vapour handling – boil-off compressors, recondensor

and vapour return blowers

• Vapourisation – open rack, submerged combustion,

intermediate fluid

• All ancillary utilities: controls and communications,

power generation and civil works

Fast modeling, more time for sensitivity analysis

• Worldwide cost and technical databases, which can be

easily copied and edited

• Generates complete cost profiles, CAPEX and OPEX

• Calculates results in seconds, allowing you to spend

additional time modelling sensitivities and different

approaches to a project

• Saves thousands of manhours in gathering raw data andbuilding complex spreadsheets

Who can benefit from QUE$TOR™ LNG

Regasification?

• Oil and gas companies considering LNG plants to

monetise stranded gas assets

• Independent regasification plant owners and operators

• LNG shippers, purchasers and end-users considering

risks and options for long-term contracts

• National oil & gas ministries evaluating whether to build

and operate LNG plants to secure domestic gas supply

• Contractors and project finance partners
