Invitation for Bids IV MINISTRY OF CITY PLANNING, WATER SUPPLY & HIGHER EDUCATION WATER SUPPLY AND SANITATION IMPROVEMENT PROJECT CONSTRUCTION OF DEHIGOLLA WATER SUPPLY SCHEME IN BADULLA DISTRICT CONTRACT NO: MCPWS/WaSSIP/Badulla/Haliela/New/Dehigolla/2018/83 INVITATION FOR BIDS The Government of the Democratic Socialist Republic of Sri Lanka has received a credit from the International Development Agency of World Bank towards the cost of Water Supply and Sanitation Improvement Project and it is intended that part of the proceeds of this credit will be applied to eligible payments under the Contract for Construction of Dehigolla Water Supply Scheme in Badulla District will be through National Competitive Bidding (NCB) procedure as specified in the World Bank guide lines for procurement of goods, works and non-consultancy services. 1. Chairman, Project Procurement Committee on behalf of Ministry of City Planning Water Supply & Higher Education now invites sealed bids from eligible bidders for Construction of Dehigolla Water Supply Scheme in Badulla District 2. The Bidders who fulfil qualification criteria described below may forward proposals. National Bidders shall have ICTAD registration (CIDA) category C3 or above in Water Supply & Sewerage and shall fulfil the qualifications given in 2 (c) below. In case of joint venture, joint venture formation should be as per the clause 1.6 of CIDA publication no – CIDA/ID/10M ( see annex 15) & shall fulfil the qualification given in 2(c) a) b) Foreign Bidders shall fulfil the qualification criteria given in 2(c) below. c) Qualifications of the Bidders i) The bidder who are individual firm or Joint Venture should have been completed at least one construction contract in the category of water supply and sewerage, with a value not less than LKR 150 million during the last five years. Percentage of work done is taken based on the percentage of work mentioned in the Joint Venture agreements. ii) Following works completed during the last 5 (five) years by one contract or more contracts. Laying of uPVC pipes at least 5km and any diameter of pipes having not less than 63mm Laying of DI pipes at least 2km of any diameter of pipes. Construction of water Treatment plant or Sewerage Treatment plant not less than 100m3/day

Supply and installation of Mechanical & Electrical equipment in Water Treatment plant, which consist of supply & installation of pumps having more than 5 kW as a single unit

The Bidder shall demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means (independent of any contractual advance payment) sufficient to meet the construction cash flow requirements estimated LKR 59 million equivalent for the subject contract(s) net of the Bidders other commitments

Project Management Unit, Water Supply & Sanitation Improvement Project, No. 230, E.W. Perera Mawatha, Jubilee Post, Mirihana,Nugegoda before 10.00 Hrs (local time) on 27th November 2019. Late Bids shall be rejected.

6. A Site inspection will be held on 13th November 2019 at Dehigolla, Haliela in Badulla

District followed by a Pre-bid meeting at District Supportive Unit, Badulla at 10.00Hrs.

7. Bid shall be valid up to 25th march 2020

8. All bids must be accompanied by a bid security of LKR 2,340,000.00 with the Bid in the

form specified in the bid forms, bid security valid up to 22nd April 2020

9. Bids will be publicly opened soon after the closing in the presence of Bidder’s designated representatives who choose to attend, at the address below.
