Forum: General AssemblyIssue: Achieving the Second MDG of universal primary education for boys and girlsMain Submitter: MoroccoMain Co-Submitters: Romania, United States of AmericanCo-Submitters : Botswana, Costa Rica, Ecuador, Gabon, Israel, Kenya, Mauritania, Poland, Rwanda, South Korea, Thailand, Togo, United Kingdom THE GENERAL ASSEMBLY Alarmed by the low coverage of primary education for boys and girls at school age in nations centralized in sub-Saharan Africa and south Asia, Realizing the importance of universal primary education which can narrow the gap between LEDCs and MDCs, and as a result making the world a more civilized place, Aware of the disparity of proportion of males and females enrolling in primary school in LEDCs are narrowing, but there are still lots of room for improvement, Believing that members states would desire to have better education and coordinate with the United Nation (UN) so that the issue of achieving primary education will be solved, Recalling the goal is to “ensure that by 2015, children everywhere, boys and girls alike will be able to complete a full course of primary schooling," which should be treated seriously,  Urges local governments to do their best to reduce dropouts, by ways of:

charging no tuition fee and offering free breakfast and lunch,establishing a compulsory primary school system,setting girl primary teaching departments in neighborhoods which many female students don’t have access to primary education,setting primary teaching centers in small villages which are far away from big cities,legislating age limits for child laborer,offering rewards to schools where the disparity of the enrollment rate of male and female is less than 10%,giving working opportunities, such as appointment of teachers and part-time jobs to locals, especially females, after they complete the training lessons; and making sure the salary is higher than the ordinary laborers,offering scholarships to hard-working students who pass particular exams and incentives to poor families for the purpose of keeping them in school;

 Encourges all member states and local governments to view and treat this issue wholeheartedly by means of:

providing financial supports or constructive ideas for WEO to fulfill the tasks and for resolving the issue as a whole,encouraging the mass medium including newspapers, TV news, television programs, soap operas, and even movies to propagate the severity of children not in school by adding “Special Programs” or “policy placement”.
