1 If you are not yet a member YOU ~ UST complete a membershipapplication and PAY YOUR DUES before you can compete l lembershi p applications will be processed at a separate table from the one where you will pay your entry fee for the meet

2 If you are a ~ember or as soon as you pay your membership dues come to the second t able and complete a waiver (You Iill be

eQuired to complete and sign one each week) You must print yournruJe and also sign the waiver If you are under 18 years of age you must have a parent s ign this waiver After you have signed the wai ver and paid your dollar entry fee you will be gi ven a number This number must be worn for all runni ng events and must bE VlOrn or shown at all f ield event s Thi s will not be a permanent number as different numbers will be issued each week

NEill RRCAAAU ANTAGONISIi FLARES UP IN EASE AND wUEST RRCA chapters and members in two parts of the UShave been tangling with the AAU lately In Spokane ~middotashington the Bloomsday RRC decided after unsuccessful dealings with Inland Emyire AAU registration Officials to hold their Bloomsday Run as an RRCAjUSTFF sanctioned event Thi s was precipitated by AAU demands for percentage of entryf ees r egistration of all runners with MU dual awards structure for international class athletes and others (that is no t-shirts to all policy) and other equally silly requests In an attempt to derail this mass participation run the AAU took out paid advertising in s everal newspapers warning AAU registered runners and others who might want to ever join the AAU that they should not run in this event Local registration officials in California and New England and other places wrote letters to t op compet i t ors like Bill Rodgers and Joan Ullyotwarning them that t heir amat eur eligibility could be endangered if they ran All the invited runners showed despite t he threats---runshyners like Ullyot Rodgers and Duncan IiacDonald Gary Bjorklund Herm Atkins and of course the hose Don Kardong to just name some Of equal or more importance is the fact that 5000 plus other runners ran too Joan Ullyot va-ote a blistering letter to the AAU telling them that they mi ght be able to intimidate little children but not her and that they would face legal action should they suspend her

Letters from the RRCA to the National AAU leadership went unanswered as the drones in Indianapolis must have had more important proj ects to attend to I~leanwhile the National AAU Long Distance Running COlTIDlit tee meeting in Boston was apprised of t~le case It s react i on---many of its l eaders and members cast apers i ons on the intentions and motives of the Bloomsday RRC the RRCA Don Kardong and others After listenshying to an impassioned report by Kardon a key race or ganizer they disshymissed his views by saving that if there was trouble out there i t must be in large part due to him and the RRCA in general The AAU Long Di stance Committee ended up taking no substantive acti on in t he case (One aside that I must relate At this same meeting an AAU LDR chairman from California got up and proud as a peacock related how he had gone about trying to destroy an unsancti oned womens race put on in his area by threatening runners etc Ironically the run was conducted by the womens AAU LDR chairperson in his area who had decided for this beginner type run no registr~tion was t he best policySomehow this runner fel t that by depriving women of the right to run or by threatening themwith that he was promoting our sport I )

lYevlspaper coverage i n Spokane of the hass les was int 2nse with the AAU get ting plenty of bad press while gaining no community support The AAU a f ter having spent months threatening and harassing the Bloomsday RRC finally caved in (Several of its own officers---the Track and Field Committee Vice Chairman among them---broke with the local AAU) Sensing defeat add seeing the array of armament the Bloomsday RRC and the RRCA had assembl ed (legal newspapers City Council etc) the National Board of Directors of the AAU voted to issue an emergency sanction although no sanction was ever requested This action on their part was to presumably try to save face since they real i zed everyone was ignoring their actions anyhow The race was a great success and the town was jubilant over it~ The sanction ---well we have always maintained we didnt need one for several reasons including right to hold closed competition right t o hold open competition without AAU sanction or registration (domestic) interference (The lawyers have a more complicated retionale which I won t go into now) How the AAU could manage to issue one after it

In Pittsburgh a long- standing feud erupted again with the suspensionof two GPRRC members who are team mates on the Human Energy TC Both were depri ved of an opportunity to compete at Boston as t hat race s officials caved i n to pressure after waver ing back and forth several times report edly Both runners (Tom All ison and Sam Bair) who have been AAU members f or years Were suspended without a hearing That i s a violati on of the USOC cons t i tution which the AAU as a member is botmd to obey The Allegheny 1ountain Asso ciation AAU has continued to t r y and get these two runner s Barred from other competitions but at last report race dir ectors were ignoring t he AAU ffi d welcoming these athletes to their events l~at s i mportant to remember here is that regardless of hat these two men are supposed to have done t o de8er ve suspension ( In Allison s case conduct a non-AAU sanctioned event ) they have never even been given the opportunity to de fend thems elves Even in many tot alitarian government s kangaroo trails are off r ed but the AAU just finds people gui l ty period A f ormal complaint has been filed with the SOC by Tom All i son and other substantive action is underway

As Iord spreads and the maj ority of race director s in both AAU and non-AAU events stick together it will become obvious that the coalition of non- running AAU officials and those few misguided AAU officials who are runners too will be shown t o be powerless t o unfair ly halt the athletic career3 of rurmers Ie put on most of the events anyhow so we wil l determir c if justice has been served In the case of international competition the runners have the right to appeal to the USOC and fai ling to cet satisfaction to get binding ~bitration That is right nOlI in the USOC constitution RRCA officials and the proglcsoive MIT runningofficials cant l et a few runners i n the MIT call the shots when the actions can ruin our sport that we all haye worked hard to build

The RHCA at its annual meeting in Baltimore (February 1978) comshymitted itself to the right of amateur athletes to compete Let me clearly state some facts about that commitment Je in 110 ~ay want or intend to interfere in the right of race directors to voluntarilyrequire AAUnembership for entry into their races That is a policy of even some RRCA clubs on occasion albeit a minority 1illen it serves the local needs that is their right (as long as it isn t an RRCA championship o~ course) However when a race director does not want an AAU sanction andor require AAU membership ~or entry into a race as i is the case in many major and small events w will fight for that right if challenged ~~e are fight i ng for the -ight of athletes to comshypete and the right of race directors to let t ~m compete ithout fear of reprisal from our National Governing Body

So far we have provided technical l egal as istaace to some clubs and to eorne nnCA members pl anning a l arge run in Oregon Legal options arK r emedies are being explored in several areas Legi slative initiati ves are also a possibility It appears that this method will be necessary as the AAU has so far been unwilling~ enter meaningful negoti ations

It shoul d be emphasized that our actions have the full support of many progr3ssi ve AAU long distance running offi cials ~ho are sickened by the actions of their organization They understand our positionis aililed at re taining our independence and jurisdiction over our pr oshygrams and is not directed at the right of local AAU offi cials to sanction competition which they conduct when requested to by local runshyners 1e also commend the AAU offi ci als who have worked wit IllCA officials in some areas to devel op compromises that are agreeable t o both groups locally continued on nextpage

NEill RRCAAAU ANTAGONISIi FLARES UP IN EASE AND wUEST RRCA chapters and members in two parts of the UShave been tangling with the AAU lately In Spokane ~middotashington the Bloomsday RRC decided after unsuccessful dealings with Inland Emyire AAU registration Officials to hold their Bloomsday Run as an RRCAjUSTFF sanctioned event Thi s was precipitated by AAU demands for percentage of entryf ees r egistration of all runners with MU dual awards structure for international class athletes and others (that is no t-shirts to all policy) and other equally silly requests In an attempt to derail this mass participation run the AAU took out paid advertising in s everal newspapers warning AAU registered runners and others who might want to ever join the AAU that they should not run in this event Local registration officials in California and New England and other places wrote letters to t op compet i t ors like Bill Rodgers and Joan Ullyotwarning them that t heir amat eur eligibility could be endangered if they ran All the invited runners showed despite t he threats---runshyners like Ullyot Rodgers and Duncan IiacDonald Gary Bjorklund Herm Atkins and of course the hose Don Kardong to just name some Of equal or more importance is the fact that 5000 plus other runners ran too Joan Ullyot va-ote a blistering letter to the AAU telling them that they mi ght be able to intimidate little children but not her and that they would face legal action should they suspend her

Letters from the RRCA to the National AAU leadership went unanswered as the drones in Indianapolis must have had more important proj ects to attend to I~leanwhile the National AAU Long Distance Running COlTIDlit tee meeting in Boston was apprised of t~le case It s react i on---many of its l eaders and members cast apers i ons on the intentions and motives of the Bloomsday RRC the RRCA Don Kardong and others After listenshying to an impassioned report by Kardon a key race or ganizer they disshymissed his views by saving that if there was trouble out there i t must be in large part due to him and the RRCA in general The AAU Long Di stance Committee ended up taking no substantive acti on in t he case (One aside that I must relate At this same meeting an AAU LDR chairman from California got up and proud as a peacock related how he had gone about trying to destroy an unsancti oned womens race put on in his area by threatening runners etc Ironically the run was conducted by the womens AAU LDR chairperson in his area who had decided for this beginner type run no registr~tion was t he best policySomehow this runner fel t that by depriving women of the right to run or by threatening themwith that he was promoting our sport I )

lYevlspaper coverage i n Spokane of the hass les was int 2nse with the AAU get ting plenty of bad press while gaining no community support The AAU a f ter having spent months threatening and harassing the Bloomsday RRC finally caved in (Several of its own officers---the Track and Field Committee Vice Chairman among them---broke with the local AAU) Sensing defeat add seeing the array of armament the Bloomsday RRC and the RRCA had assembl ed (legal newspapers City Council etc) the National Board of Directors of the AAU voted to issue an emergency sanction although no sanction was ever requested This action on their part was to presumably try to save face since they real i zed everyone was ignoring their actions anyhow The race was a great success and the town was jubilant over it~ The sanction ---well we have always maintained we didnt need one for several reasons including right to hold closed competition right t o hold open competition without AAU sanction or registration (domestic) interference (The lawyers have a more complicated retionale which I won t go into now) How the AAU could manage to issue one after it

As Iord spreads and the maj ority of race director s in both AAU and non-AAU events stick together it will become obvious that the coalition of non- running AAU officials and those few misguided AAU officials who are runners too will be shown t o be powerless t o unfair ly halt the athletic career3 of rurmers Ie put on most of the events anyhow so we wil l determir c if justice has been served In the case of international competition the runners have the right to appeal to the USOC and fai ling to cet satisfaction to get binding ~bitration That is right nOlI in the USOC constitution RRCA officials and the proglcsoive MIT runningofficials cant l et a few runners i n the MIT call the shots when the actions can ruin our sport that we all haye worked hard to build

The RHCA at its annual meeting in Baltimore (February 1978) comshymitted itself to the right of amateur athletes to compete Let me clearly state some facts about that commitment Je in 110 ~ay want or intend to interfere in the right of race directors to voluntarilyrequire AAUnembership for entry into their races That is a policy of even some RRCA clubs on occasion albeit a minority 1illen it serves the local needs that is their right (as long as it isn t an RRCA championship o~ course) However when a race director does not want an AAU sanction andor require AAU membership ~or entry into a race as i is the case in many major and small events w will fight for that right if challenged ~~e are fight i ng for the -ight of athletes to comshypete and the right of race directors to let t ~m compete ithout fear of reprisal from our National Governing Body

So far we have provided technical l egal as istaace to some clubs and to eorne nnCA members pl anning a l arge run in Oregon Legal options arK r emedies are being explored in several areas Legi slative initiati ves are also a possibility It appears that this method will be necessary as the AAU has so far been unwilling~ enter meaningful negoti ations

It shoul d be emphasized that our actions have the full support of many progr3ssi ve AAU long distance running offi cials ~ho are sickened by the actions of their organization They understand our positionis aililed at re taining our independence and jurisdiction over our pr oshygrams and is not directed at the right of local AAU offi cials to sanction competition which they conduct when requested to by local runshyners 1e also commend the AAU offi ci als who have worked wit IllCA officials in some areas to devel op compromises that are agreeable t o both groups locally continued on nextpage

am sorry to have had to truce so much space to discuss this situashytion (and in fact have probably just glossed over it ) but it is important He can no longer pretend tl_ttt there are not elements in LDR that are disruptive rJe can It hide behind the i dea that all runshyners are great guys and thi nk alike

Let me leave you with the knowl edge that the runners in ittsburgh are planning a legal defense fund run probably on July 4 It is sad that runners have to raise money to assure their right to run but good on the other hand that there are man~ other runners standing by to support them The RRCA wil l provide lhatever assistance it can and will continue to work to dispel the myths about registration and sanshyctioning Remember nowhere i the IAAF rul es does it say the AAU has to get all runners to r egister for domestic competition It is an AAU inventiun Amateur status can neither be proved or lost by payment or non paYllHut fo a Iittle card by Jeff Darman Pres nnCA

NEill RRCAAAU ANTAGONISIi FLARES UP IN EASE AND wUEST RRCA chapters and members in two parts of the UShave been tangling with the AAU lately In Spokane ~middotashington the Bloomsday RRC decided after unsuccessful dealings with Inland Emyire AAU registration Officials to hold their Bloomsday Run as an RRCAjUSTFF sanctioned event Thi s was precipitated by AAU demands for percentage of entryf ees r egistration of all runners with MU dual awards structure for international class athletes and others (that is no t-shirts to all policy) and other equally silly requests In an attempt to derail this mass participation run the AAU took out paid advertising in s everal newspapers warning AAU registered runners and others who might want to ever join the AAU that they should not run in this event Local registration officials in California and New England and other places wrote letters to t op compet i t ors like Bill Rodgers and Joan Ullyotwarning them that t heir amat eur eligibility could be endangered if they ran All the invited runners showed despite t he threats---runshyners like Ullyot Rodgers and Duncan IiacDonald Gary Bjorklund Herm Atkins and of course the hose Don Kardong to just name some Of equal or more importance is the fact that 5000 plus other runners ran too Joan Ullyot va-ote a blistering letter to the AAU telling them that they mi ght be able to intimidate little children but not her and that they would face legal action should they suspend her

Letters from the RRCA to the National AAU leadership went unanswered as the drones in Indianapolis must have had more important proj ects to attend to I~leanwhile the National AAU Long Distance Running COlTIDlit tee meeting in Boston was apprised of t~le case It s react i on---many of its l eaders and members cast apers i ons on the intentions and motives of the Bloomsday RRC the RRCA Don Kardong and others After listenshying to an impassioned report by Kardon a key race or ganizer they disshymissed his views by saving that if there was trouble out there i t must be in large part due to him and the RRCA in general The AAU Long Di stance Committee ended up taking no substantive acti on in t he case (One aside that I must relate At this same meeting an AAU LDR chairman from California got up and proud as a peacock related how he had gone about trying to destroy an unsancti oned womens race put on in his area by threatening runners etc Ironically the run was conducted by the womens AAU LDR chairperson in his area who had decided for this beginner type run no registr~tion was t he best policySomehow this runner fel t that by depriving women of the right to run or by threatening themwith that he was promoting our sport I )

lYevlspaper coverage i n Spokane of the hass les was int 2nse with the AAU get ting plenty of bad press while gaining no community support The AAU a f ter having spent months threatening and harassing the Bloomsday RRC finally caved in (Several of its own officers---the Track and Field Committee Vice Chairman among them---broke with the local AAU) Sensing defeat add seeing the array of armament the Bloomsday RRC and the RRCA had assembl ed (legal newspapers City Council etc) the National Board of Directors of the AAU voted to issue an emergency sanction although no sanction was ever requested This action on their part was to presumably try to save face since they real i zed everyone was ignoring their actions anyhow The race was a great success and the town was jubilant over it~ The sanction ---well we have always maintained we didnt need one for several reasons including right to hold closed competition right t o hold open competition without AAU sanction or registration (domestic) interference (The lawyers have a more complicated retionale which I won t go into now) How the AAU could manage to issue one after it

NEill RRCAAAU ANTAGONISIi FLARES UP IN EASE AND wUEST RRCA chapters and members in two parts of the UShave been tangling with the AAU lately In Spokane ~middotashington the Bloomsday RRC decided after unsuccessful dealings with Inland Emyire AAU registration Officials to hold their Bloomsday Run as an RRCAjUSTFF sanctioned event Thi s was precipitated by AAU demands for percentage of entryf ees r egistration of all runners with MU dual awards structure for international class athletes and others (that is no t-shirts to all policy) and other equally silly requests In an attempt to derail this mass participation run the AAU took out paid advertising in s everal newspapers warning AAU registered runners and others who might want to ever join the AAU that they should not run in this event Local registration officials in California and New England and other places wrote letters to t op compet i t ors like Bill Rodgers and Joan Ullyotwarning them that t heir amat eur eligibility could be endangered if they ran All the invited runners showed despite t he threats---runshyners like Ullyot Rodgers and Duncan IiacDonald Gary Bjorklund Herm Atkins and of course the hose Don Kardong to just name some Of equal or more importance is the fact that 5000 plus other runners ran too Joan Ullyot va-ote a blistering letter to the AAU telling them that they mi ght be able to intimidate little children but not her and that they would face legal action should they suspend her

Letters from the RRCA to the National AAU leadership went unanswered as the drones in Indianapolis must have had more important proj ects to attend to I~leanwhile the National AAU Long Distance Running COlTIDlit tee meeting in Boston was apprised of t~le case It s react i on---many of its l eaders and members cast apers i ons on the intentions and motives of the Bloomsday RRC the RRCA Don Kardong and others After listenshying to an impassioned report by Kardon a key race or ganizer they disshymissed his views by saving that if there was trouble out there i t must be in large part due to him and the RRCA in general The AAU Long Di stance Committee ended up taking no substantive acti on in t he case (One aside that I must relate At this same meeting an AAU LDR chairman from California got up and proud as a peacock related how he had gone about trying to destroy an unsancti oned womens race put on in his area by threatening runners etc Ironically the run was conducted by the womens AAU LDR chairperson in his area who had decided for this beginner type run no registr~tion was t he best policySomehow this runner fel t that by depriving women of the right to run or by threatening themwith that he was promoting our sport I )

lYevlspaper coverage i n Spokane of the hass les was int 2nse with the AAU get ting plenty of bad press while gaining no community support The AAU a f ter having spent months threatening and harassing the Bloomsday RRC finally caved in (Several of its own officers---the Track and Field Committee Vice Chairman among them---broke with the local AAU) Sensing defeat add seeing the array of armament the Bloomsday RRC and the RRCA had assembl ed (legal newspapers City Council etc) the National Board of Directors of the AAU voted to issue an emergency sanction although no sanction was ever requested This action on their part was to presumably try to save face since they real i zed everyone was ignoring their actions anyhow The race was a great success and the town was jubilant over it~ The sanction ---well we have always maintained we didnt need one for several reasons including right to hold closed competition right t o hold open competition without AAU sanction or registration (domestic) interference (The lawyers have a more complicated retionale which I won t go into now) How the AAU could manage to issue one after it

In Pittsburgh a long- standing feud erupted again with the suspensionof two GPRRC members who are team mates on the Human Energy TC Both were depri ved of an opportunity to compete at Boston as t hat race s officials caved i n to pressure after waver ing back and forth several times report edly Both runners (Tom All ison and Sam Bair) who have been AAU members f or years Were suspended without a hearing That i s a violati on of the USOC cons t i tution which the AAU as a member is botmd to obey The Allegheny 1ountain Asso ciation AAU has continued to t r y and get these two runner s Barred from other competitions but at last report race dir ectors were ignoring t he AAU ffi d welcoming these athletes to their events l~at s i mportant to remember here is that regardless of hat these two men are supposed to have done t o de8er ve suspension ( In Allison s case conduct a non-AAU sanctioned event ) they have never even been given the opportunity to de fend thems elves Even in many tot alitarian government s kangaroo trails are off r ed but the AAU just finds people gui l ty period A f ormal complaint has been filed with the SOC by Tom All i son and other substantive action is underway

As Iord spreads and the maj ority of race director s in both AAU and non-AAU events stick together it will become obvious that the coalition of non- running AAU officials and those few misguided AAU officials who are runners too will be shown t o be powerless t o unfair ly halt the athletic career3 of rurmers Ie put on most of the events anyhow so we wil l determir c if justice has been served In the case of international competition the runners have the right to appeal to the USOC and fai ling to cet satisfaction to get binding ~bitration That is right nOlI in the USOC constitution RRCA officials and the proglcsoive MIT runningofficials cant l et a few runners i n the MIT call the shots when the actions can ruin our sport that we all haye worked hard to build

The RHCA at its annual meeting in Baltimore (February 1978) comshymitted itself to the right of amateur athletes to compete Let me clearly state some facts about that commitment Je in 110 ~ay want or intend to interfere in the right of race directors to voluntarilyrequire AAUnembership for entry into their races That is a policy of even some RRCA clubs on occasion albeit a minority 1illen it serves the local needs that is their right (as long as it isn t an RRCA championship o~ course) However when a race director does not want an AAU sanction andor require AAU membership ~or entry into a race as i is the case in many major and small events w will fight for that right if challenged ~~e are fight i ng for the -ight of athletes to comshypete and the right of race directors to let t ~m compete ithout fear of reprisal from our National Governing Body

NEill RRCAAAU ANTAGONISIi FLARES UP IN EASE AND wUEST RRCA chapters and members in two parts of the UShave been tangling with the AAU lately In Spokane ~middotashington the Bloomsday RRC decided after unsuccessful dealings with Inland Emyire AAU registration Officials to hold their Bloomsday Run as an RRCAjUSTFF sanctioned event Thi s was precipitated by AAU demands for percentage of entryf ees r egistration of all runners with MU dual awards structure for international class athletes and others (that is no t-shirts to all policy) and other equally silly requests In an attempt to derail this mass participation run the AAU took out paid advertising in s everal newspapers warning AAU registered runners and others who might want to ever join the AAU that they should not run in this event Local registration officials in California and New England and other places wrote letters to t op compet i t ors like Bill Rodgers and Joan Ullyotwarning them that t heir amat eur eligibility could be endangered if they ran All the invited runners showed despite t he threats---runshyners like Ullyot Rodgers and Duncan IiacDonald Gary Bjorklund Herm Atkins and of course the hose Don Kardong to just name some Of equal or more importance is the fact that 5000 plus other runners ran too Joan Ullyot va-ote a blistering letter to the AAU telling them that they mi ght be able to intimidate little children but not her and that they would face legal action should they suspend her

Letters from the RRCA to the National AAU leadership went unanswered as the drones in Indianapolis must have had more important proj ects to attend to I~leanwhile the National AAU Long Distance Running COlTIDlit tee meeting in Boston was apprised of t~le case It s react i on---many of its l eaders and members cast apers i ons on the intentions and motives of the Bloomsday RRC the RRCA Don Kardong and others After listenshying to an impassioned report by Kardon a key race or ganizer they disshymissed his views by saving that if there was trouble out there i t must be in large part due to him and the RRCA in general The AAU Long Di stance Committee ended up taking no substantive acti on in t he case (One aside that I must relate At this same meeting an AAU LDR chairman from California got up and proud as a peacock related how he had gone about trying to destroy an unsancti oned womens race put on in his area by threatening runners etc Ironically the run was conducted by the womens AAU LDR chairperson in his area who had decided for this beginner type run no registr~tion was t he best policySomehow this runner fel t that by depriving women of the right to run or by threatening themwith that he was promoting our sport I )

lYevlspaper coverage i n Spokane of the hass les was int 2nse with the AAU get ting plenty of bad press while gaining no community support The AAU a f ter having spent months threatening and harassing the Bloomsday RRC finally caved in (Several of its own officers---the Track and Field Committee Vice Chairman among them---broke with the local AAU) Sensing defeat add seeing the array of armament the Bloomsday RRC and the RRCA had assembl ed (legal newspapers City Council etc) the National Board of Directors of the AAU voted to issue an emergency sanction although no sanction was ever requested This action on their part was to presumably try to save face since they real i zed everyone was ignoring their actions anyhow The race was a great success and the town was jubilant over it~ The sanction ---well we have always maintained we didnt need one for several reasons including right to hold closed competition right t o hold open competition without AAU sanction or registration (domestic) interference (The lawyers have a more complicated retionale which I won t go into now) How the AAU could manage to issue one after it

In Pittsburgh a long- standing feud erupted again with the suspensionof two GPRRC members who are team mates on the Human Energy TC Both were depri ved of an opportunity to compete at Boston as t hat race s officials caved i n to pressure after waver ing back and forth several times report edly Both runners (Tom All ison and Sam Bair) who have been AAU members f or years Were suspended without a hearing That i s a violati on of the USOC cons t i tution which the AAU as a member is botmd to obey The Allegheny 1ountain Asso ciation AAU has continued to t r y and get these two runner s Barred from other competitions but at last report race dir ectors were ignoring t he AAU ffi d welcoming these athletes to their events l~at s i mportant to remember here is that regardless of hat these two men are supposed to have done t o de8er ve suspension ( In Allison s case conduct a non-AAU sanctioned event ) they have never even been given the opportunity to de fend thems elves Even in many tot alitarian government s kangaroo trails are off r ed but the AAU just finds people gui l ty period A f ormal complaint has been filed with the SOC by Tom All i son and other substantive action is underway

As Iord spreads and the maj ority of race director s in both AAU and non-AAU events stick together it will become obvious that the coalition of non- running AAU officials and those few misguided AAU officials who are runners too will be shown t o be powerless t o unfair ly halt the athletic career3 of rurmers Ie put on most of the events anyhow so we wil l determir c if justice has been served In the case of international competition the runners have the right to appeal to the USOC and fai ling to cet satisfaction to get binding ~bitration That is right nOlI in the USOC constitution RRCA officials and the proglcsoive MIT runningofficials cant l et a few runners i n the MIT call the shots when the actions can ruin our sport that we all haye worked hard to build

The RHCA at its annual meeting in Baltimore (February 1978) comshymitted itself to the right of amateur athletes to compete Let me clearly state some facts about that commitment Je in 110 ~ay want or intend to interfere in the right of race directors to voluntarilyrequire AAUnembership for entry into their races That is a policy of even some RRCA clubs on occasion albeit a minority 1illen it serves the local needs that is their right (as long as it isn t an RRCA championship o~ course) However when a race director does not want an AAU sanction andor require AAU membership ~or entry into a race as i is the case in many major and small events w will fight for that right if challenged ~~e are fight i ng for the -ight of athletes to comshypete and the right of race directors to let t ~m compete ithout fear of reprisal from our National Governing Body

So far we have provided technical l egal as istaace to some clubs and to eorne nnCA members pl anning a l arge run in Oregon Legal options arK r emedies are being explored in several areas Legi slative initiati ves are also a possibility It appears that this method will be necessary as the AAU has so far been unwilling~ enter meaningful negoti ations

It shoul d be emphasized that our actions have the full support of many progr3ssi ve AAU long distance running offi cials ~ho are sickened by the actions of their organization They understand our positionis aililed at re taining our independence and jurisdiction over our pr oshygrams and is not directed at the right of local AAU offi cials to sanction competition which they conduct when requested to by local runshyners 1e also commend the AAU offi ci als who have worked wit IllCA officials in some areas to devel op compromises that are agreeable t o both groups locally continued on nextpage

In Pittsburgh a long- standing feud erupted again with the suspensionof two GPRRC members who are team mates on the Human Energy TC Both were depri ved of an opportunity to compete at Boston as t hat race s officials caved i n to pressure after waver ing back and forth several times report edly Both runners (Tom All ison and Sam Bair) who have been AAU members f or years Were suspended without a hearing That i s a violati on of the USOC cons t i tution which the AAU as a member is botmd to obey The Allegheny 1ountain Asso ciation AAU has continued to t r y and get these two runner s Barred from other competitions but at last report race dir ectors were ignoring t he AAU ffi d welcoming these athletes to their events l~at s i mportant to remember here is that regardless of hat these two men are supposed to have done t o de8er ve suspension ( In Allison s case conduct a non-AAU sanctioned event ) they have never even been given the opportunity to de fend thems elves Even in many tot alitarian government s kangaroo trails are off r ed but the AAU just finds people gui l ty period A f ormal complaint has been filed with the SOC by Tom All i son and other substantive action is underway

As Iord spreads and the maj ority of race director s in both AAU and non-AAU events stick together it will become obvious that the coalition of non- running AAU officials and those few misguided AAU officials who are runners too will be shown t o be powerless t o unfair ly halt the athletic career3 of rurmers Ie put on most of the events anyhow so we wil l determir c if justice has been served In the case of international competition the runners have the right to appeal to the USOC and fai ling to cet satisfaction to get binding ~bitration That is right nOlI in the USOC constitution RRCA officials and the proglcsoive MIT runningofficials cant l et a few runners i n the MIT call the shots when the actions can ruin our sport that we all haye worked hard to build

The RHCA at its annual meeting in Baltimore (February 1978) comshymitted itself to the right of amateur athletes to compete Let me clearly state some facts about that commitment Je in 110 ~ay want or intend to interfere in the right of race directors to voluntarilyrequire AAUnembership for entry into their races That is a policy of even some RRCA clubs on occasion albeit a minority 1illen it serves the local needs that is their right (as long as it isn t an RRCA championship o~ course) However when a race director does not want an AAU sanction andor require AAU membership ~or entry into a race as i is the case in many major and small events w will fight for that right if challenged ~~e are fight i ng for the -ight of athletes to comshypete and the right of race directors to let t ~m compete ithout fear of reprisal from our National Governing Body

So far we have provided technical l egal as istaace to some clubs and to eorne nnCA members pl anning a l arge run in Oregon Legal options arK r emedies are being explored in several areas Legi slative initiati ves are also a possibility It appears that this method will be necessary as the AAU has so far been unwilling~ enter meaningful negoti ations

It shoul d be emphasized that our actions have the full support of many progr3ssi ve AAU long distance running offi cials ~ho are sickened by the actions of their organization They understand our positionis aililed at re taining our independence and jurisdiction over our pr oshygrams and is not directed at the right of local AAU offi cials to sanction competition which they conduct when requested to by local runshyners 1e also commend the AAU offi ci als who have worked wit IllCA officials in some areas to devel op compromises that are agreeable t o both groups locally continued on nextpage
