On behalf of the Executive Board, I want to welcome you all to our Major County Sheriffs of America (MCSA) 2020 Virtual Regional Meetings.

With COVID restrictions still in place, these virtual meetings provide us with a critical opportunity to gather in a safe, responsible way to discuss topics of importance to all our offices. Over the next month, we’ll focus on technology in public safety (Oct. 14); innovations in corrections (Oct. 28); criminal justice reform (Nov. 12); and issues on the legislative horizon in 2021 (Nov. 19). We’ll also provide updates on MCSA goals, initiatives and priorities.

Included in each of these four meetings will be sheriffs’ roundtables. These closed sessions will allow us to meet privately and exchange ideas just as we do when we gather in person.

In closing, I want to offer my sincere gratitude to our Regional Chairs Sheriffs Dennis Lemma, Bill Brown, Bill Waybourn, and Earnell Lucas who are working with our MCSA staff to organize these sessions. I also want to acknowledge our incredible partners who are supporting these meetings and will be joining us for presentations throughout the month.

Mike SenaExecutive DirectorNorthern California High Intensity Drug Trafficking Area &Northern California Regional Intelligence Center

Mike Sena is the Executive Director of the Northern California High Intensity Drug Trafficking Area (NC HIDTA) and the Northern California Regional Intelligence Center (NCRIC). Director Sena has a diverse twenty-seven (27) year law enforcement career as a veteran investigator with the California Department of Alcoholic Beverage Control, the California Department of Justice, the San Mateo County Sheriff’s Office, and the San Mateo County District Attorney’s Office. Mr. Sena serves as the president of the National Fusion Center Association (NFCA), is the chairman of the Criminal Intelligence Coordinating Council (CICC), and is the chairman of the HIDTA Directors’ Intelligence Committee. He also serves on law enforcement and homeland security advisory committees for members of the President’s Cabinet, the Department of Homeland Security, the Federal Bureau of Investigation, and the Attorney General of the United States.

Director Sena holds a Bachelor of Arts Degree in Criminal Justice from California State University, San Bernardino.

Robert A. “Bob” McDonald was nominated by President Obama to serve as the eighth Secretary of Veterans Affairs, and he was confirmed unanimously by the United States Senate on July 29, 2014.Secretary McDonald led the Department in its ambitious transformational journey to be a world-class service provider and the No. 1 customer-service agency in the Federal government. His goal was to give Veterans consistent, high-quality experiences.Before joining VA, Bob McDonald was Chairman, President, and Chief Executive Officer of The Procter & Gamble Company (P&G). Under his leadership, P&G significantly recalibrated its product portfolio, expanded its marketing footprint. This growth was reflected in P&G’s stock price, which rose from $51.10 the day he becameCEO to $81.64 on the day his last quarterly results were announced —a 60 percent increase from 2009 to 2013.Bob McDonald is the recipient of numerous leadership

awards and honorary degrees. In 2010, the University of Utah Alumni Association named Bob a D i s t i n g u i s h e d Graduate. The West Point Association of Graduates named McDonald for its admired D i s t i n g u i s h e d Graduate Award

in 2017, recognition provided annually to “West Point graduates whose character, distinguished service and stature draw wholesome comparison to the qualities for which West Point strives.” In 2014, the President of the Republic of Singapore awarded Bob the Public Service Star for his work helping shape Singapore’s development as an international hub connecting global companies with Asian firms and enterprises.In July, 2020, Bob became the April and Jay Graham Fellow of the George W. Bush Institute. In this endowed role he serves as a key member of the Bush Institute’s Military Service Initiative team, advocating for post-9/11 Veterans and building awareness for the issues that affect their successful transitions to civilian life including employment, education, and health and wellbeing. In September, 2020, Bob was appointed to the Biden Transition Advisory Board, to ensure a smooth administration transition if Vice President Biden is elected.Bob McDonald graduated from the United States Military Academy at West Point in the top 2 percent of the Class of 1975. He served as the Brigade Adjutant for the Corps of Cadets and was recognized by The Royal Society for the Encouragement of Arts, Manufacturing, and Commerce as the most distinguished graduate in academics, leadership, and physical education. In 1978, Bob earned his MBA from the University of Utah. An Army Veteran, Bob served with the 82nd Airborne Division. He completed Jungle, Arctic, and Desert Warfare training. He also earned the Ranger tab, the Expert Infantryman Badge, and Senior Parachutist wings. Upon leaving military service, then- Captain McDonald was awarded the Meritorious Service Medal.Bob McDonald and his wife are the parents of two grown children and the proud grandparents of three grandsons and three granddaughters.

Kevin has worked at OffenderWatch for over six years starting in Territory Management and is now in charge of bringing on new states into the OffenderWatch network. Kevin’s experience in Territory Management and state level consultation brings him expertise in respective sex offender statutes and understanding of the relative challenges faced at the state and local levels by Law enforcement. In private life, Kevin is a retired musician who still enjoys playing

Patrick T. GormanSpecial Agent in ChargeBureau of Alcohol, Tobacco, Firearms and Explosives (ATF)

Mr. Patrick T. Gorman was appointed as the Special Agent in Charge (SAC) of the San Francisco Field Division for the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), in April 2020. Mr. Gorman is responsible for the oversight of ATF Operations and criminal investigations in 18 offices across Central and Northern California and the State of Nevada.Special Agent in Charge Gorman has more than 20 years of law enforcement experience. He has held several leadership positions within ATF. Prior to this assignment, he served as the Assistant Special Agent in Charge (ASAC) of the San Francisco Field Division. There, he directed and managed field operations and investigative activities for multiple criminal enforcement groups and oversaw special agents, task force officers and support staff. Under his leadership, the San Francisco Field Division’s first Crime Gun Enforcement Team was stood up in Oakland, CA.

Mr. Gorman also led the San Francisco Field Division’s Crime Gun Intelligence Center, which focuses on ATF’s National Integrated Ballistic Information Network (NIBIN) program. NIBIN is the nation’s leading program for processing ballistic evidence and sharing that intelligence with law enforcement agencies not only locally but also globally. Mr. Gorman has previously served as the Chief of the Inspection Division for ATF’s Office of Professional Responsibility and

Security Operations. He has also held the position of Assistant Country Attaché for ATF’s International Affairs Division at the U.S. Consulate in Tijuana, Mexico. Mr. Gorman led the Long Beach Field Office as the Resident Agent in Charge (RAC) and worked as a Supervisory Special Agent in Charge in the Los Angeles Field Division. In this capacity, he managed special agents who conducted criminal investigations of violent gang members, firearms traffickers, and individuals who committed arson and explosive violations. Mr. Gorman began his career with ATF as a Special Agent in Philadelphia, PA. There he worked complex firearms trafficking cases, violent crime and gang investigations, bombings, and arsons, which are the cornerstones of ATF’s mission of ensuring the safety of the public. Special Agent in Charge Gorman is a native of the Greater Philadelphia Area. He graduated from Rowan University in New Jersey with a Bachelor of Arts degree in economics. In 2013, he obtained his MBA from the University of Southern California. Mr. Gorman began his career in federal law enforcement in 1998 as a U.S Border Patrol Agent.

Christopher WRayDirectorFederal Bureau of Investigation

Christopher Wray became the eighth Director of the FBI on August 2, 2017.

Mr. Wray began his law enforcement career in 1997, serving in the Department of Justice as an assistant U.S. attorney for the Northern District of Georgia. In that role, Mr. Wray prosecuted a wide variety of federal criminal cases, including public corruption, gun trafficking, drug offenses, and financial fraud. In 2001, Mr. Wray was named associate deputy attorney general, and then principal associate deputy attorney general, in the Office of the Deputy Attorney General in Washington, D.C. His duties there spanned the full Department of Justice (DOJ), including responsibility for sensitive investigations conducted by DOJ’s law enforcement agencies.

Mr. Wray was nominated by President George W. Bush in 2003 to be the assistant attorney general for DOJ’s

Criminal Division, supervising major national and international criminal investigations and prosecutions. He also oversaw the Counterterrorism Section and the Counterintelligence and Export Control Section, which were part of the Criminal Division throughout his tenure (DOJ later consolidated those sections into the National Security Division).

Mr. Wray was a member of the President’s Corporate Fraud Task Force, supervised

the Enron Task Force, and served as a leader in DOJ’s post-9/11 efforts to combat terrorism, espionage, and cybercrime with domestic and foreign government partners. At the conclusion of his tenure, Mr. Wray was awarded the Edmund J. Randolph Award, DOJ’s highest award for leadership and public service.

Mr. Wray was born in New York City. He graduated with a bachelor’s degree from Yale University in 1989 and earned his law degree from Yale Law School in 1992. He clerked for Judge J. Michael Luttig of the U.S. Court of Appeals for the Fourth Circuit. In 1993, Mr. Wray joined the international law firm of King & Spalding LLP, where he spent a total of almost 17 years practicing law in the area of government investigations and white-collar crime. At the time of his nomination to be FBI Director, Mr. Wray was chair of the firm’s Special Matters and Government Investigations Practice Group.

John RutherfordCongressman – Florida – 4th District

John Rutherford (FL-04) is serving his second term in the U.S. House of Representatives. He sits on the House Appropriations Committee where he serves on three subcommittees: Homeland Security, Military Construction and Veterans Affairs, and Transportation and Housing and Urban Development.

John has lived in Jacksonville, Florida since 1958, and attended Florida Junior College and Florida State University where he studied Criminology. He is a graduate of the FBI National Academy, 171st Session and the National Executive Institute. He began his career in law enforcement in 1974 as a patrolman in the Jacksonville Sheriff ’s Office, working his way up through the JSO where he eventually served as Director.

In 2003, 2007, and 2011, John was elected Sheriff of Duval County. For three terms and twelve years, John ran a 3,200 employee office, and due to his effective leadership, homicide and overall violent crime in Jacksonville dropped to a 40-year low. Using a model of intelligence-led and community-based policing, John and his team of law

enforcement professionals dramatically improved neighborhoods and prevented crime throughout the community. He also made the mental health component of the criminal justice system a priority, reducing the recidivism rates of the mentally ill and facilitating their treatment. John also served as Chair of the Legislative Committee for Florida Sheriff ’s Association, where he advocated before the legislature for policies that strengthened constitutional rights, supported our law enforcement, and enhanced public safety across the state.

John has been happily married to his wonderful wife Pat for forty-six years. They enjoy their two children and six grandchildren, and they are also devoted members of Assumption Catholic Church in Jacksonville.

Bernard MelekianAssistant County Executive OfficerCounty of Santa Barbara

Bernard “Barney” Melekian is the Assistant County Executive Officer for the County of Santa Barbara. He joined the County Executive Office on September 10, 2018. Barney oversees Public Safety and Criminal Justice. He has over 46 years of local law enforcement experience, including serving as the Police Chief for the city of Pasadena for from 1996 until 2009. He served as the Undersheriff for Santa Barbara County from January 2015 until September 2018 when he retired from active law enforcement. He previously served as the Chief of Police for the City of Pasadena (CA) from 1996 until 2009.

In October 2009, Attorney General Eric Holder appointed Barney as the Director of the Office of Community Oriented Policing Services (COPS). He served in that capacity until March 2013. As part of his work with COPS, he oversaw

the development of the concept of Collaborative Reform, a widely acclaimed alternative to the traditional consent decree.

He holds a Bachelor’s degree in American History and a Master’s degree in Public Administration, both from California State University, Northridge. In 2012 he was awarded a Doctorate in Policy, Planning and Development from the University of Southern California for his thesis on Values-Based Discipline in Law Enforcement Organizations. His thesis was selected as the recipient of the Sol Price award for the best dissertation of 2012.

Undersheriff (ret) Melekian has served in a variety of professional capacities including being the President of the California Police Chiefs’ Association and President of the Los Angeles County Police Chiefs’ Association and Chairman of the California Attorney General’s Blue Ribbon Committee on SWAT Policy from 2000-2002. He authored the final report from that Commission. He serves as the Chairman of the Board of the National Police Foundation and has done so since 2017. In 2020, Los Angeles Mayor Eric Garcetti appointed Barney to the Los Angeles Police Commission’s Advisory Group on Trust and Racial Equity

Eric SwalwellRepresentativeCalifornia, 15th District

Growing up in what now is California’s Fifteenth Congressional District taught Eric Swalwell a lot about hard work, strong principles, and planning for a brighter future.

The oldest of four boys and son to Eric Sr., a retired police officer, and Vicky, who works as an administrative assistant, Swalwell was raised and attended public schools in the East Bay. A Division I soccer scholarship was his ticket to becoming the first person in his family to go to college. During college, he worked as an unpaid intern in the office of his representative, Congresswoman Ellen Tauscher, and so was on Capitol Hill on September 11, 2001. This inspired his first legislative achievement: using his Student Government Association position to create a public-private college scholarship program for students who lost parents in the attacks.

After earning undergraduate and law degrees from the University of Maryland, he returned to the East Bay to serve as a prosecutor in the Alameda County District Attorney’s Office for seven years. He also served as chairman of the Dublin Heritage & Cultural Arts Commission, on the Dublin Planning Commission, and was elected to the Dublin City Council.

Eric Swalwell in 2012 was elected to represent California’s Fifteenth Congressional District, which includes a large part of the East Bay. Now in his fourth term, he’s working hard to bring new energy, ideas, and a problem-solving spirit to Congress, with a focus on advancing policies that support equality, opportunity, and security.

Congressman Swalwell serves on the House Permanent Select Committee on Intelligence, and believes protecting

Americans is Congress’ most solemn duty. He chairs the Intelligence Modernization and Readiness Subcommittee, which oversees overall management of the Intelligence Community: the policies and programs focused on making sure that all 17 U.S. intelligence agencies have the workforce, infrastructure and services they need to succeed. This involves fostering greater collaboration and better use of resources across the entire Intelligence Community in personnel management, security clearance reform, information technology modernization, and other areas.

He also serves on the House Judiciary Committee, where his experience as a prosecutor and as a son and brother of law enforcement officers informs his perspective on criminal justice reform while he also address issues including voting rights, LGBT equality, comprehensive immigration reform, and protecting a woman’s right to make her own health care decisions.

A leader in the House, he is co-chair of the Democratic Steering and Policy Committee, which makes committee assignments and sets the caucus’ policy agenda. He also founded and is chairman emeritus of Future Forum, a group of almost 50 young Democratic Members of Congress focused on issues and opportunities for millennial Americans including student loan debt and home ownership.

But in keeping with his promise to work across the aisle, in his first term, Congressman Swalwell co-founded the bipartisan United Solutions Caucus to bring new Members together; the group meets regularly to advance common-sense solutions and overcome the partisan divide. And in his second term, Swalwell cofounded the bipartisan Sharing Economy Caucus to explore how this burgeoning new economic sector can benefit more Americans.

Congressman Swalwell’s first-term legislative accomplishments include two of his bills signed into law – tied for the most bills signed from any freshman Member of his class – including one that incentivized charitable giving after Typhoon Haiyan devastated the Philippines. And, while serving on the Homeland Security Committee in his first term, he led a successful effort opposing a TSA proposal to allow certain knives aboard airplanes and advocated for enhancing airport perimeter security with innovative technological solutions.

Even while addressing national and international issues, Congressman Swalwell remains rooted in the region he represents. He flies home almost

every weekend, and has been a leader in adopting social media such as Facebook, Twitter, Instagram and Snapchat as well as technology like Skype to stay in constant contact with constituents.

After graduating from high school, Thom was unable to afford college, so he took a job as a warehouse records clerk earning minimum wage. He knows firsthand how difficult it is to raise a family while attending school at night, struggling to make ends meet.

Professional CareerThrough hard work and dedication, Thom quickly moved up the corporate ladder, earning his degree at 36 and becoming a top-level executive at PricewaterhouseCoopers and IBM. Thom’s 29-year private sector career in technology and management consulting provided him with a deep understanding of policy-making and the management of complex organizations.

Public ServiceFueled by a desire to make a difference in his local community, Thom’s involvement in public service began by serving as the PTA president of his daughter’s high school and as a member of the Town of Cornelius Board of Commissioners. In 2006, he was elected to the North Carolina House of Representatives and was selected by his peers to serve as Speaker of the House from 2011 to 2014. As Speaker, Thom played an instrumental role in enacting job-creating policies and reforming North Carolina’s tax and regulatory codes. Jason leads AT&T’s FirstNet business. In 2017, AT&T won the privilege of building FirstNet, the first-ever nationwide, wireless network for first responders. Jason is responsible for delivering on the 25-year public-private partnership with the First Responder Network Authority, which represents the largest government contract to ever be awarded to a telecommunications provider. He is charged with bringing first responders the advanced communications capabilities

they need, meeting AT&T’s commitments through the network build, development of products and services, and remote operations capabilities. Jason is also responsible for driving more innovation and competition in the public safety marketplace – an area where we’ve been previously underpenetrated.

Since beginning his career with AT&T in 2002, Jason has held several leadership positions in engineering, strategy, operations and marketing spanning across the consumer and business customer segments. Sheriff Troy Nehls has dedicated his life to service. At the age of 19, he enlisted in the U.S. Army. He was deployed on combat tours to Bosnia, Iraq, and Afghanistan, among other places. After 21 years of service, he retired with the rank of Major and as the recipient of two Bronze Star medals. Back home, Troy continued his service through law enforcement, a multi-generational tradition for his family.

In 1994, Troy began his law enforcement service with Fort Bend ISD. He has spent the two decades since serving Fort Bend County in various law enforcement roles. From 2004 to 2012, he served two terms as the elected Constable for Ft. Bend County Pct. 4. After two successful terms as Constable, Troy was elected as Fort Bend County Sheriff in 2012. He won re-election as Sheriff in 2016 and will complete his second four-year term in December 2020.

In his 8 years as Sheriff, Troy has maintained his fiscal conservative principles of doing more with less, while managing the 826 staff and $79 million budget of the Fort Bend County Sheriff ’s Office. He instituted cutting edge recidivism reduction programs like HVAC and welding training programs for non-violent Fort Bend County jail inmates, at no cost to taxpayers, so the inmates had job ready skills when they were released. He used his position as Sheriff to advocate increased awareness of mental illness, even hosting large seminars. He even took steps to start a specialized mental health unit at the Sheriff ’s Office who responds to mental health calls.

Since taking over as Sheriff, crime is also down in Fort Bend County: - Burglaries are down 60%- Aggravated assaults are down 27%- Robberies are down 31%

His commitment to serving our communities goes beyond his official duties. During Hurricane Harvey, Sheriff Nehls didn’t hide behind his desk. He was out on air boats rescuing pets still chained up, rescuing residents from homes and high water, and helping deliver feed to farmer’s stranded cattle.

Troy comes from a long line of law enforcement family members with his father and two brothers also serving. His twin brother, Trever, holds the same Fort Bend County Constable position Troy once held.

Outside of his official capacity as Sheriff, Troy proudly volunteers for many local groups around Fort Bend County. He is the Chairman of the “Fort Bend Salutes America” Memorial Day ceremony, a life member and former Commander of VFW Post 3903 in Rosenberg, and member of the Sugar Land Exchange Club, to name a few. Troy resides in Richmond with his wife, Jill, daughters, Jenna, Cambry, and Tori, and their four dogs Archer, Buddy, Boo, and Lulu. They worship at Faith United Methodist in Richmond.

First elected in 2018, Congressman Bryan Steil represents Wisconsin’s First Congressional District in the U.S. House of Representatives.

Bryan has built a reputation of working hard for Southeast Wisconsin during his first term in Congress. He’s made it a priority to be available and accessible to residents and listen to their concerns. To hear directly from residents, Bryan has held numerous in-person town halls across the First District and when in person events were not possible, held numerous telephone town halls. His office is also here to help. In 2019 alone, he helped more than 1,200 constituents receive assistance with federal agencies such as the Social Security Administration, VA, and Medicare. In this role, Bryan brought together industry leaders from our community including UW-Parkside in Kenosha County and S.C. Johnson in Racine, to meet with caucus members in Washington, D.C. and work on real world solutions to the problems facing America.

As a member of the House Financial Services Committee, Bryan is focused on making the American dream achievable for everyone. He is focused on bringing family sustaining jobs to our communities by increasing investments in Southeast Wisconsin. For example, he authored the Expanding Investment in Small Businesses Act of 2019, which passed the House in

July of 2019 by a vote of 417-2. This bill allows entrepreneurs to obtain capital, hire workers, and create jobs right here in Wisconsin. Bryan is working to grow job opportunities and provide entrepreneurs with the tools to hire and expand.

Bryan is focused on keeping our communities safe. Bryan has built a coalition of 50 Members of Congress, Republicans and Democrats, and local law enforcement in Southeast Wisconsin to shine a light on the problem of human trafficking. Bryan’s bill, the Exposing the Financing of Human Trafficking Act, holds countries accountable and gets them to investigate, prevent, and prosecute financial criminal acts associated

with human trafficking. In addition, Bryan is leading an effort to ensure Iran never obtains a nuclear weapon and enforce U.S. sanctions on European countries that trade with Iran.

Prior to being elected to Congress, Bryan spent a decade working in Wisconsin’s manufacturing industry - first with an industrial motion control manufacturer and later as an executive at a plastics manufacturer. There, he saw firsthand how burdensome federal regulations and red tape can hinder economic growth and job creation in Wisconsin. He also learned the importance of fighting for common sense solutions to even the toughest problems.

In 2016, Bryan was appointed by the Governor of Wisconsin and unanimously confirmed in the Wisconsin Senate to serve on the University of Wisconsin Board of Regents. As a Regent, he oversaw the 26 UW system campuses, their 170,000 students, and a six billion dollar budget. He was known as a fiscal hawk who was focused on fighting for students. For example, Bryan supported initiatives that froze tuition to ensure all students had the opportunity to obtain an affordable high quality education.

Born and raised in Janesville, Bryan graduated from Janesville Craig High School, Georgetown University, and the University of Wisconsin-Madison. He is a member of St. John Vianney Parish in Janesville.

Pat O’ConnorPresident & CEOMinor League Baseball

Pat O’Conner has spent 34 years in professional baseball, including the last 24 in the Minor League Baseball (MiLB) offices. He joined the Minor League Baseball staff in May 1993 as Chief Operating Officer and added the title of Vice President, Administration, in December 1995. Pat was elected the 11th president of Minor League Baseball in December 2007. He was re-elected for a third term in December 2015.

Since arriving at the Minor League Baseball headquarters, O’Conner has overseen a period of unprecedented increases in revenue and franchise values. Minor League Baseball set new attendance records for five consecutive years from 2004-08, has attracted over 41 million fans in each of the last 11 seasons (2005-15) and drew over 42 million fans in 2014 and 2015. In 2008, Minor League Baseball topped the 43 million mark for the first time since the organization was founded in 1901.

His achievements with Minor League Baseball also include developing, administering and overseeing the operation of the Professional Baseball Umpire Corporation (PBUC), now known as Minor League Baseball Umpire Development. O’Conner also negotiated collective bargaining agreements with the Association of Minor League Umpires (AMLU) and oversaw the negotiations that resulted in a five-year agreement lasting through 2016. O’Conner also helped to end a 67-day Minor League umpires’ strike which lasted from April 6 to June 12, 2006.

He has successfully led efforts to realign Minor League Baseball leagues in a manner to capitalize on geography and effectively address Major League Baseball and Minor League Baseball needs.

Additionally, Pat brought together Minor League Baseball clubs in packaging digital rights, entering into an agreement with Major League Baseball Advanced Media (MLBAM) in a landmark Operating Agreement between the organizations in December 2008.

Under Pat’s guidance, Minor League Baseball announced a first-ever diversity initiative in 2009, executing programs aimed at diversifying the ownership, executive and staff personnel, fan base and business-to-business relationships within the industry.

As a result of his diversity initiative and efforts, Pat was named the recipient of the third annual Allan H. (Bud) Selig Mentoring Award in 2010. The award is presented annually to a person in athletics administration who has been at the forefront in creating equal opportunities for minorities in the field of athletics.

In 2012, Pat was presented with a Lifetime Achievement Award by the United Athletes Foundation (UAF) for his work in making a difference in the lives of others and his longstanding commitment to communities around the country.

At the 2012 Baseball Winter Meetings, O’Conner introduced Project Brand: 160 Teams, One Brand, an industry-wide marketing program created to promote its model of affordable, family-friendly entertainment in order to attract major corporate sponsors to Minor League Baseball. O’Conner is credited with developing Minor League Baseball’s “Green Team” initiative to make Minor League Baseball teams and stadiums more eco-friendly and cost effective.

Pat began his baseball career as Administrative Assistant with the Vero Beach Dodgers (Florida State League) in 1981. He then spent the 1982 season as General Manager of the Greenwood Pirates (South Atlantic League) and followed that stint with two seasons as Assistant General Manager of the Beaumont Golden Gators (Texas League).

After 18 months as Director of Athletic Marketing and Promotion for Lamar University in Beaumont, Texas, O’Conner returned to baseball in November 1986. At that time, he became head of Florida Operations for the Houston Astros and served as General Manager of the Osceola Astros of the Florida State League from

1986-93. Pat was named the Florida State League Executive of the Year in 1988, as Osceola posted the best record in the league at 83-54.

A native of Grove City, Ohio, O’Conner received a degree in economics and finance from Wittenberg University in Springfield, Ohio, and a master’s degree in sports administration from Ohio University in Athens, Ohio.

Prior to this, Leighton successfully led the southwest sales region. Under her leadership, L3Harris was awarded three different large, notable state-wide contracts.

Prior to joining the company, Leighton worked for companies such as Ceragon, Harris Microwave Communications Division (now Aviat), Alcatel (now Nokia) and Nortel.

With more than 35 years of telecommunications experience, she has consistently delivered profitable growth while creating teams focused on exceeding customers’ expectations. Leighton holds a bachelor’s degree in computer science from New Mexico State University.

Regina Holloway is the VP of Community Impact at Axon. Prior to joining Axon, Regina was a Sr. Program Manager at the Policing Project at NYU School of Law where she helped to implement the Neighborhood Policing Initiative in the City of Chicago.

Regina has also served as a Supervising Investigator with the Civilian Office of Police Accountability in Chicago, where she

supervised a Major Case Squad which investigated officer involved shootings.

Regina is a Senior Atlantic Fellow for Racial Equity through a partnership between Columbia University and the Nelson Mandela Foundation.

She holds a Bachelor of Arts in Political Science and African-American Studies from Temple University, and earned her Doctor of Jurisprudence from Suffolk University Law School.
