    from members of the European Community) is likely to bea long term feature of German economic policy. Why hasthe importation of labor so long a major factor in WesGermany 's economic expansion ceased to be necessaryor profitable to the capitalis class ?

    In brief there are two main reasons. First the WestGerman economy is coming in o the phase of stagflation"which has been characteristic of the U S.A and Britain forsome years already. Seasonally ad usted unemploymen isat its highest level since the early fifties while the infla-

    tion rate hardly drops below las year ' s peak Any mea-sures taken to ease unemployment will increase the rate ofinflation thus further eroding the already much reducedinternational competitiveness of West German products.(A drama ic example of this is the fact that Volkswagen isconsidering building a plant in the U S A because wagerises in Germany and changes in international exchangerates now make production costs lower there than at home )The need for new immigrant labor is herefore likely to besmall in the near future

    Secondly the economic and political advantages of cheapimmigrant labor have declined in recen years. One reasonfor this is that the competition between Germany Switzerland France Sweden etc for workers during the boomyears of the mid sixties forced concessions with regard to

    family entry and social provisions which have necessi atedsocial investments. To avoid misunderstandings : immi-gran s still have far worse condi ions than most indigenousworkers and many necessary social facilities are no provided, but he old situa ion of bringing in masses of singleworkers who could be housed in old shacks is no longertypical so that the cost differences between immigrant la

    bor on the one hand and indigenous labor or labor savingrationaliza ion measures on the o her are much reduced.In addition and here we see the connection between t es rikes of 1 973 and the stopping of immigration he immigrant workers are no longer willing to pu up with theworst forms of exploitation.
