7

In which cases is the cooperation justified?

Critical Mass :

Investments are too high to be borne by a single country ;

Needs of several countries for the same equipment,

Important series ;

Complex environment :

Various stakeholders, multiple funding sources, deferent legal jurisdictions, procurement processes;

Efficient Cooperation :

Golden rules : simple organization of the cooperation, lean processes, single point of leadership, single set of

specifications;

Experience, Skills and Know-How :

A single contractor responsible for the execution of the main contract;

Selection of partners in order to derive the greatest benefit from existing technological niches and Know- How's;

Competitiveness :

Identification of new ways to reduce costs while coping within a given budget ;

Ambition of expending the market outside the first circle of cooperation ;

Finance :

Any country with the ambition to participate in the program must be willing to contribute to its financing;

Scientific cooperation - Clean Sky

A large European aeronautical research programme for greener aviation

Equally shared between European Commission and

aeronautical industry

Clean Sky I over the period 2008 – 2016

Clean Sky II over the period 2014 – 2024

Develop and mature cutting-edge “clean” technologies for

air transport tested on Integrated Technology Demonstrators

and Innovative Aircraft Demonstration Programmes

Scientific cooperation - MMT

Man Machine Teaming:

the future of combat air systems

• Man Machine Teaming is a research project initiated and financed by

the French defense procurement agency (DGA) and led by Dassault

Aviation and Thales.

• This study seeks to implement artificial intelligence into aeronautic

systems for new man-machine relationships.

• Its specificity is to gather startups and SMEs into an ecosystem missioned to

develop technological innovations and open new perspectives for the

future of Combat Air Systems.

• The project was launched in March 2018.

Industrial cooperation

MALE RPAS

(Medium Altitude Long Endurance

Remotely Piloted Aircraft System)

Airbus Defense & Space, Leonardo and Dassault

Aviation are conducting a 2-year definition study to

develop a MALE drone.

This study was notified in 2016 by the OCCAR

(Organisation for Joint Armament Co-operation), in

conjuction with the French, German, Italian and Spanish

Ministries of Defense.

Development programme to be launched in 2019.

A full-scale model of the Euro-MALE RPAS was unveiled

at the ILA Berlin airshow on April 26, 2018.

Conclusion

Cooperation in Defence Aeronautics is a fact

Best interest for European countries :

Operational sovereignty;

Autonomous operations for the armed forces;

Better operational cooperation between Air Forces;

Economical returns.

Industrial Cooperation in Europe is a reality

Should be based on “best expertise and Know-How” criteria;

Research and Development is Key;

Should be the obvious first choice for European Countries procurement.
