Mr. Dux is a native of rural Fairbury and will be starting his teaching career with us this year. I hope that you’ll welcome these staff members to our school and community. I look forward to working with them as well as the returning staff, students, parents and com- munity members to continue the fine educational opportunities available in the Mead Public Schools. From the Superintendents Desk SCHOOL BEGINS

AUGUST 18TH Dear Parents, Students and Patrons, Welcome back to the Mead Public Schools for the 2011-12 school year. I hope you and your children are excited to begin the new year of learning and growing in both mind and body. The first day back for teachers will be Tuesday August 16. Following meetings on the 16th and 17th, students will begin classes on Thursday August 18. Beginning on Friday August 19, classes will resume on the full day schedule with dismissal at the elementary school at 3:15 pm and at 3:27 pm at the Jr-Sr High. Student Handbook Highlights and Major Changes Each year, parents have several questions regarding attendance, excused absences, unexcused absences, and the limits on absences. A student can miss 10 days per semester or 20 per year. Once a student exceeds these limits, he/she is in violation of school policy and state statute. Most student absences are considered excused, but excused absences still count toward the 10 and 20 day limits. Only absences for school activities are not counted toward the 10 and 20 day limits. For example, if a student misses a day for illness, the absence is considered excused if the school receives proper notice, but it still counts as one of the 10/20 absences. Doctor’s appointments are also considered excused, but they, too, count as one of the 10/20 absences. However, if a student misses two days for an FFA event, the absences are for a school activity and do not count as one of the 10/20 absences. Parents and students also have frequent questions about absences and extra-curricular participation. Mead’s attendance policy requires students to be in school the full day to be eligible for that day’s extracurricular practices or performances. A student who sleeps in cannot practice, nor can a student who arrives late or leaves early due to illness. Students who miss part of a school day for a doctor’s appointment can still practice if the school was informed prior to the absence, the student is absent only for the time necessary, and documentation of the visit is presented to the office. Though Mead students are honest and trustworthy, each year we still have a few incidents in which valuables or money is missing from lockers. It is often difficult to recover these items, and we recommend students bring as few valuables to school as possible. Last year, we allowed students to use cell phones during Homeroom and lunch. Homeroom has been elimi-nated from the schedule, so we plan to permit texting during passing time. Students will be expected to complete all texts before entering a classroom. If a student completes a text and enters the classroom after the bell rings, he/she will be counted tardy and will receive consequences for misuse of a cell phone. Cell phone use will not be allowed to inter-rupt class time in any way. Therefore, ringers must be kept on silent throughout the day. Rules for cell phone use will be strictly enforced to prevent interruption of the educational environment. Because cell phones have the capability to play music, access the Internet, or play games, these activities will also be monitored, especially in terms of noise level and appropriate times of use. The Student Handbooks include a section on academic integrity. Teachers are concerned that “cheating” is a growing problem among Mead students. Please be familiar with this section and encourage students to practice aca-demic integrity. Though it is often difficult to stay home with or find child care for ill children, it is not fair to other students or parents to have ill and/or contagious students at school. The Handbook states that students with a fever of 100 F or other symptoms may be sent home. Students should not attend school unless they are fever free without the aid of fever reducing medicines. Students cannot take medication at school without the necessary consent form. This includes common medica-tions such as acetaminophen and ibuprofen. While there is much more information in the school handbooks, these items are new or come up frequently. Hopefully, they will help prepare us for a great year!

In addition to the technology enhancements, custodial and maintenance crews have been busy during the break spruc-ing up the facilities, grounds, and equipment. Appreciation is noted to Vern and Lisa Taylor and their cleaning ser-vice for work in the buildings, Terry Miller and his crew for grounds work, Aggregate Carriers for their work on the buses as well as staff members Gil Ludacka, Shelly Parsons, Sara Nicola, Kris Schutt, Jim Halbmeier, Mick Coady and many others for their extra efforts in helping get things shipshape for the upcoming school year. NEWSLETTER AVAILABILITY FOR 2011-12: Last year the primary distribution method for the newsletter was changed from bulk mailing to having it available on the district website. For patrons that do not have access to the Internet, a mailed copy will still be available. Patrons may request their name be added to the mailing list by contacting Kris Schutt at the high school. Her telephone num-ber is 624-3435. The electronic format will be posted to the district website by the first of each month. WEIGHT ROOM TO BE REKEYED: The school weight room located behind the high school may be utilized by district staff and residents. The annual fee for weight room access is $50.00 and there is a $25.00 one time charge for the key. On September 1, 2011, new locks will be installed on the weight room and adjacent restrooms. In order to continue access, patrons will need to arrange to acquire a new key. Mr. Dahl will have keys available for distribution by mid August. Individuals with current paid memberships may exchange their existing key for a new key at no charge. Those with expired memberships will be expected to pay both the membership and key charge to retain access to the weight room.

SONY TELEVISIONS FOR SALE: The school district was fortunate to get a grant to replace equipment in the Distance Learning room. As a result, we have nine Sony Trinitron televisions that are no longer needed. Each unit measures 32” diagonally. These units are offered for sale by sealed bid. All televisions were working at the time they were removed from the classroom. Interested persons should submit a sealed bid to Dr. Dale Rawson, Superintendent, Mead Public Schools, 115 N. Elm, Mead, NE 68041 not later than 9:00 AM on July 5, 2011.

FEDERAL HANDICAPPED CHILDREN’S ACT

The Mead Public Schools requests your help in locating handicapped children. The school implements the Federal Handicapped Children's Act (PL-94-142) which guarantees a free appropriate educational program for all children between the ages of 0 and 21 years of age. If you have a student or know of any young person with special needs between 0-21 years of age who is not enrolled in an appropriate education program, please call 402-624-2745 or write to: Del Lindgren, Special Education Dept., Mead Public Schools, Box 158, Mead, NE 68041-0158.

PHYSICAL EXAMINATION REQUIREMENT

Nebraska School Law (79-444.01-.08) requires all students entering the school for the first time, seventh grade, or transferring from an out-of-state school to have a physical examination by a qualified physician within six (6) months prior to the entrance of school. Also, in accordance with NSAA guidelines every student participating in athletics must pass a health screening each year. This health screening must be completed and on file before the student athlete may participate in any athletic practice or contest.

ANNUAL ASBESTOS NOTIFICATION The Mead Public Schools has removed most of the asbestos from the school buildings as a part of our energy conservation projects. The remaining asbestos is in the form of floor covering such as the tile and linoleum in the high school and elementary schools. The high school also contains some asbestos core doors. There are several assumed locations for asbestos. For details about the location of these areas, please contact Dr. Dale Rawson, Superintendent at 624-2745 All asbestos and assumed asbestos are monitored on a regular basis and a periodic surveillance completed every six months, just as we have been doing since July 9, 1989. The Institute for Environmental Assessment has recently completed a three year re-inspection and appropriate action has been taken on their recommenda-tions. Please rest assured that the district’s ongoing efforts related to the management and control of asbestos-containing materials are geared toward providing a safe and healthy environment for students, employees and other occupants. If you have any questions, or would like to review the management plans and update materials, please feel free to contact the District’s Asbestos Program Manager, George Robertson.

DISCLOSURE OF STUDENT RECRUITING INFORMATION: The No Child Left Behind Act of 2001 requires Mead Public Schools to provide military recruiters and institutions of higher education access to secondary school students’ names, addresses, and telephone listings. Parents and secondary students have the right to request that Mead Public Schools not provide this information, (i.e., not provide the student’s name, address, and telephone listing) to military recruiters or institutions of higher education, without their prior written parental consent. Mead Public Schools will comply with any such request.

NOTICE CONCERNING STAFF QUALIFICATIONS:

The No Child Left Behind Act of 2001 give parents the right to get information about the professional qualifications of their child’s classroom teachers. Upon request, Mead Public School will give parents the following information about their child’s classroom teacher: 1. Whether the teacher has met State qualifications and licensing criteria for the grade levels and subject areas in which the teacher provides instruction. 2. Whether the teacher is teaching under an emergency or provisional teaching certificate. 3. The baccalaureate degree major of the teacher. You may also get information about other graduate certification or degrees held by the teacher, and the field of discipline of the certification or degree. We will also, upon request, tell parents whether their child is being provided services by a para-professional and, if so, the qualifications of the para-professional. The request for information should be made to the administrator in your child’s school building. The information will be provided to you in a timely manner. Fi-nally, Mead Public Schools will give timely notice to you if your child has been assigned, or has been taught for four or more consecutive weeks by a teacher who does not meet the requirements of the Act.

NOTIFICATION OF RIGHTS UNDER FERPA FOR ELEMENTARY AND SECONDARY INSTITUTIONS:

The Family Educational Rights and Privacy Act (FERPA) affords parents and students over 18 years of age ("eligible students") certain privacy rights with respect to the student's education records and information. The Mead Public Schools will not release student records without written permission except for the release of student data in the form of roster information, honor roll and other academic and activity related honors or for the student’s participation in activities, and required student information to college recruiters and the armed services unless the parent or student over 18 notify the school that they do not wish to have this type of information released regarding the student.

These costs do not include the use of school sound equipment. Sound equipment rental will be charged based on the number of microphones needed and whether the portable system or permanent system is being used.

Weight Room Fee Information

The initial fee for a one year weight room membership is $75.00 which includes a $50.00 membership fee and a $25.00 key deposit. Members must complete a weight room key checkout agreement form available at the high school.

A Regular Meeting of the Board of Education, District 72, Mead Nebraska, was held Monday June 13, 2011 in the Jr.-Sr. High IMC. President Kuhr called the meeting to order at 7:00 p.m. The following board members were present: Tim Johnson, Andy Carritt, Stephanie Langemeier, Rich Kuhr and Bob Bice. Absent Nate Mongan. Also in attendance were Superintendent Dr Dale Rawson and Secretary Shelly Parsons. Visitors present were Jason Unger -Wahoo Newspaper. The following is a condensed version of the minutes. A complete copy is available for inspection in the Mead Elemen-tary Office. Superintendent Rawson reported for Principal Quinn on handbooks and end of year reports, yell squad numbers for next year and the weight room. He also reported on summer maintenance, upcoming hamburger fry, disposal of hazardous waste, budget, technology updates and board policies The following other action was taken by unanimous vote of members present: approval of the minutes, bills and finan-cial reports; consent agenda as reordered, purchase of up to 8 laptop computers, first section of series 6000 as recom-mended, to recess into closed session to discuss strategy with respect to collective bargaining pursuant to the provisions of Nebraska Statute 84-1410 at 7.45 pm (out at 7:57 pm), ratify the contract with the MEA for 2011-2012, recess into closed session for the prevention of needless injury to the reputation of an individual for the following reason: evaluation of the job performance of the superintendent with recognition that the superintendent has not requested said evaluation to be conducted during a public meeting at 8:00 pm out at 9:53 pm. President Kuhr declared the meeting adjourned at 10:00 pm.

*Fee waiver eligibility: must meet at least one indicator of economic need listed (receives public assistance, ward of state, resides in foster home, homeless, free or reduced lunch) Each student who qualifies may use two fee waivers, which are available from Ms. Moser. Register online at www.actstudent.org

Seniors: If you haven’t already taken the ACT as a junior or during the summer, you are strongly encour-aged to take the September, October and December test. If you have already taken the ACT test as a junior, you are still encouraged to take it twice more during your senior year. These fall test dates are often the last chances you have to improve your score for many scholarships and college admissions. Seniors will once again have the opportunity to participate in the John Baylor ACT prep class prior to the October ACT test. Juniors: You should plan on taking the ACT test at least twice during your junior year. Often, juniors take both the February and April test but you may also test in December. Juniors will have the opportunity to participate in the John Baylor ACT prep class prior to the April test.

BUS SERVICE Bus drivers will be calling you by August 15th to let you know an approximate pick up time. It will take us a few days to adjust each route so please be ready early so the bus does not have to wait for you. If you did not have bus service last year but would like to start service this year please contact the elementary office as soon as possible. If your driver has not contacted you by Wednesday, August 17th, please call the Superintendent at 624-2745.

Notice of a $100.00 grant supported by Saunders County Lodging Tax was received from Saunders County Visitors Promo-tion and Improvement Committee for the 2011 Easter Egg Hunt. The dollars will be passed on to the Easter Egg Hunt chair in support of the annual event.

A regular meeting of the Mead Board of Trustees was held June 14 at 6:00 am at the Village Office. Present were Chair A. Raver, Trustees Halbmaier, Mayfield, Miller and Wielage. Also present were Clerk Moline and Utility/Maintenance Supt. N. Raver. Guest present was Tim Adams. Tim Adams, JEO, presented the Final Report on the Water Study. Several alterna-tives were discussed. Alternatives being: construct well northeast of village, con-struct well and water treatment plant near existing north well, connect to LPNNRD or City of Wahoo water system, construct new elevated water storage tank, install and replace distribution system valves and hydrants and improve water mains. Ac-tion was taken to accept the Water Study Report and pursue funding from state and federal sources for a water project. Utility/Maintenance Supt. Report: N. Raver reported quarterly back-up well viola-tion, meter maintenance, rock on streets and requested alleys and work list for Mead Day. Volunteers have cleaned and replanted flowers at the island located at the north entrance into Mead. Police Report: A written report was read from Chief Carlson. Discussion was held on patrol hours. Clerk Report: Moline reported meters in need of repair, Mayor/Council Forum in Fremont on July 21, notification of a $100 award from Saunders Co. Lodging Tax for the Easter Egg Hunt and 61 pet licenses sold to date. Accountant will be here on July 19 to review books and seek knowledge for the upcoming fiscal year budget. The Attorney opinion regarding C & L lots was presented and concerns were ex-pressed regarding Saturday dump hours. Action was taken to retain current wages of Water Supervisor Frey and Sewer Supervisor Haag as is with no evaluation com-pleted. Motion carried 5-0. The meeting was adjourned at 7:50 p.m.

Mead Community Group Forty Developmental Assets Tip of the Month Positive Values – Young people need to develop strong values that guide their choices. Asset #26 Caring – Kids place a high value on helping other people. Regularly spend family time helping oth-ers. Volunteer at your local food pantry, at shelters or soup kitchens for homeless people, at nursing homes. It is tremendously inspiring for kids to see their parents helping others and to know they can make a difference too. VILLAGE TIDBITS . . . Just a reminder that all water/sewer bills are due on the 15th of each month. A late fee of $10.00 will be added to all bills not received by 9:00 am on the 16th. Thereafter, you have ten days to pay the bill or the meter will be shut off. The cost is $50.00 to have the meter turned on or $65.00 for non regular working hours of the utility superintendent. If you have an account with the Bank of Mead, you can have your payment automatically with-drawn from your account the 15th of every month. All that’s required is that you complete a form available from the village clerk to allow the monthly withdrawal. Please be aware that prior to beginning a building project, you must complete a Building Permit application. The application is then reviewed by the Mead Planning Commission for approval. If a construction project is started prior to the approval, the building permit fee is doubled. The Planning Commission meets the fourth Monday of the month, excluding December, at 7:30 p.m. at the village office. A permit must also be approved to demolish a building. You do not need to seek a building permit for a temporary dog kennel or concrete construction. Fences require permits. Fences with locks are required to enclose all swimming pools, hot tubs and spas con-taining greater than 18” of water. All items must be placed on the agendas for meetings of the Board of Trustees and Planning Commission 24 hours prior to the meetings. The dump is open Wednesdays, 5:00 p.m.– 9:00 p.m. and Saturdays, 8:00 a.m. - 12:00 p.m. Items allowed ONLY are weeds, tree branches, grass clippings and leaves. All items are to be unbagged. Approved metal items may be dumped during regular dump hours. A dump fee of $2.00 is to be paid to the dumpmaster at the time of the disposal. Please do not mow your grass clippings into the street. They clog the drain system that cause the streets to flood during rainfall. The Water Study was recently completed with recommendations being made by village engineers, JEO Consult-ing Group. Ongoing projects supported by CDBG and village funding are the Street Study and Wastewater Study. Wyatt Winn sold the most tickets for the Ball Association and his team also won a picnic. Beer Pong Winners: Josh Charles and Alex Carritt Whiffle Ball Winners: Alex Carritt, Jordan Moline, Nate Raver, Eric Johnson (coaches Josh Charles and Jordan Schlif-fke) Tractor Pull Winners: We had 18 participants. Age 4/5: Chris Hanson Age 6/7: AJ Carritt Age 8/9 : Gunnar Banek Fun Run:We had 55 participants. We had runners from Mead, Wahoo, Lincoln, Columbus, Omaha and South Dakota. 0-15 Female: Alyson Stuart, Male: Matthew Callahan 16-30 Female: Carol Miller, Male: Nick Beare 31-54 Female: Rose Sutton, Male: Brock Angelos 55+ Female: Connie Williams, Male: Ron Dobesh Texas Hold’em Tournament had eight participants with top four places awarded. 1st Place: Mike Coyle, 2nd Place: Derek Kellams, 3rd Place: Shawn Havelka and 4th Place: Dwight Schulz. The weekend kicked off with great Polka Music by Dean Hansen, DJ by Ronnie Menicucci, Hawaiian Dancers and 28 teams for Beer Pong Tournament and Chinese Horseshoes. Fireworks were delayed until Saturday evening due to the rain. Mary Vogt was the winner of the Russ Party Hour Bus drawing for her favorite Mead Days memory. Saturday be-gan with the Fun Run with 55 participants. Continued activities were Sand Co-ed Rec and Competitive Volleyball, Horseshoes, Parade, Kid Games, Kids Treasure Hunt, Movies sponsored by Mead Community Group, Hula Hoop Com-petitions throughout the day, Youth Tractor Pull, Lil Raider Dance Performance, Whiffle Ball Tournament, Variety Show by Flying Debris, DJ Music by Cody Heinke and a great Street Dance by Haywood Wakefield, sponsored by Mead Volunteer Fire Department. When Sunday rolled around we continued activities with Mud Volleyball and Texas Hold’em Poker Tournament. Due to the rain on Friday evening and Saturday morning, we were unable to have the An-tique Tractor Pull. Overall the weekend was a huge success for everyone. We had visitors from several towns and even one from Germany, who won a free T-shirt for traveling the greatest distance to attend Mead Days. The Mead Days Committee, Mead Ball Association, Mead Athletic Boosters, and Mead Volunteer Fire Department would like to thank everyone for participat-ing. A special thanks to all the volunteers who made this weekend a success. Without your dedication and donations, Mead Days would not be possible. Thanks again and mark your calendars now for next year’s Mead Days June 15-17, 2012.
