Interoperability in rail freight
Mobility andTransport
(3.a) Why is it so difficult to achieve
interoperability?
✓ Rail mind-set too national
✓ It is too expensive
✓ Rail not enough digitalised
✓ We need more innovation
✓ The framework is too complex (e.g. number
of players/structures/levels)
Mobility andTransport
(3.b) Does the ERTMS standardised on-board unit
make sense?
✓ Very important
✓ Important
✓ Nice to have
✓ Not needed

• TTR is a new capacity planning
and allocation process,
created by the railway
sector, which is:
• Market oriented
• Efficient
• Reliable
The redesigned timetabling process
• Benefits detected in Business Case:
• Implementation of all components of TTR ensures maximum benefits and
to fulfil client requirements.
• Increased usage of capacity with resulting high financial potential for the
sector
• The RNE General Assembly and the FTE Plenary Assembly have voted
with a large majority to start the implementation of the results of the
project TTR!
• Two implementation methods are being used:
Creation and execution of action plans

Rail freight capacity issues
Mobility andTransport
(4) Why is it so difficult to match capacity with
market needs? What is the main reason?
✓ Current timetabling processes not adequate
✓ Not enough capacity of quality available
✓ Processes/IT-tools not adapted for
coordination across borders
✓ Incompatibility of the needs (e.g.
freight/passenger or short term/long term)
✓ Other

Regulatory bodies’ observations
■ Monitoring of rail freight corridors has shown that improvements are needed
■ Regulatory bodies welcome and are willing to support the TTR pilots, but until now there
has not been much transparency about the procedures and actions taken in the pilots. We
would strongly recommend that regulatory bodies are taken on board in the foreseen pilot
structure
■ Regulatory support is necessary throughout the different elements of the TTR processes.
– To help define the commercial principles and criteria that are necessary to provide transparency in allocation of capacity and therefore optimise the demand for capacity
– To ensure that the offer of capacity products complies with EU rules
– To prevent or ease “discrimination issues” that may appear during the transitional project phase where the “old” and the new timetabling regime will be applied. In the event of a complaint, RBs will need to decide with utmost carefulness and need to be very informed, to find a solution fitting all parties concerned.
■ Integration of regulatory bodies in TTR pilots can be via the Access Working Group of IRG-
Rail, but also via the regulatory bodies involved on the corridors where TTR pilots are
planned.

Train tracking and tracing –
Estimated Time of Arrival
Estimated Time of Arrival(ETA)
68
December 2017
Common Sector Statement states:
69
In order to improve operational efficiency of the logistics chain,
the sector representatives commit themselves to implementing
the TAF TSI functions according to the Masterplan and
working toward a common ICT architecture wherever possible.
IMs will integrate international traffic management
information (e.g. via TIS) with national systems.
Under the protection of confidentiality clauses, IMs and RUs
agree to make information on estimated time of arrival
available (for handover points and final destination) to
their contract partners, including terminals and intermodal
operators for optimizing the use of resources such as rolling
stock and terminal capacity, and to provide freight forwarders
and shippers with up-to-date information about the status of
their freight and an estimated time of arrival.
December 2017
Project ETA and Train Tracking Info
70
No guaranteed access to
information➢ The partners involved in a train
run do not have guaranteed
access to train (wagon) tracking
and forecast information
➢ Contractual agreement between
all involved partners are required
(high administrative burden, legal
uncertainty)
➢ No standardised technical
interfaces between all partners
What is the current status?
Insufficient quality of
information➢ Forecast information does not
involve all partners
➢ Forecast information is often just
based on a time-shifting
➢ Quality of data and calculation
algorithm is poor
➢ Forecast information from
previous partner is not considered
by the next IM
➢ Some international trains are not
linked always (estimated above
25%)
December 2017
Project aims
71
1. Enable sharing of tracking information between all partners involved in a single train run, via TIS Train Information System (“Where is the train?”)
2. Offer estimated time of arrival data to all partners involved in a single train run, via TIS Train Information System (“When will the train arrive?”)
3. Achieve high quality output: ETA communicated to the following partner of the train run is reliable
1. All partners calculate their own part of the ETA
2. TIS shall be the common platform and measuring the quality of the ETA at defined points and directions
4. Step-by step introduction with volunteering RFCs, IMs, RUs, terminals, contractors for defined connections, and subsequent spreading to the network
5. Speed of action: first milestones by 2017

(5) How important is a good ETA for raising the
competiveness of cross-border rail freight?
✓ Very important, it will directly improve
operational efficiency along the logistics
chain
✓ Important, but to feel the effects, other
issues will need to be solved concurrently
✓ Not so important, it won't make a difference

(6) How do you see the RFCs in the mid-term?
✓ On the right track, the RFCs will continue to
develop at the right pace
✓ On the right track but commitment of the parties in
the RFCs should be clearly strengthened and the
RFC remit should be widened
✓ We should directly go for a network of RFCs
✓ The RFCs are an additional layer with questionable
added-value and the RFC governance structure
should be simplified

Conclusions
Mobility andTransport
1. The political priority attached to rail freight in the Rotterdam
declaration remains more valid than ever given the
continued stagnation in the market share of rail freight and
the priorities of the Sector Statement are still the right ones.
2. Implementation of the 10 sector priorities has to be
accelerated.
3. The Rastatt incident has damaged the credibility of the
industry but it should serve as an impetus to radical
customer oriented reform to make rail freight more flexible
and resilient, starting with stronger crisis management.
2
Mobility andTransport
4. Continued EU financial support beyond 2020 can only be
justified for a rail freight network which is embracing
intermodality, interoperability, digitalisation and
innovation; improving quality; and striving for growth.
5. Solving cross border issues for international traffic is
essential especially for ERTMS and deployment of
ERTMS should be closely monitored.
6. Strong high level commitment to the RFCs is needed by
Ministries and infrastructure managers who should ensure
they have sufficient resources enabling them to maintain
an ambitious approach.
2
Mobility andTransport
7. There should be a renewed focus on all operational questions,
developed by ERA in close partnership with RFCs.
8. The focus overall needs to remain on measurable delivery of
results through KPIs, such as on punctuality.
9. RFDay 2018 is the right moment to discuss
a) an analysis of the capacity pilot projects;
b) preliminary results of the ELETA project;
and ambitions and clear milestones are needed on both.
10. We look forward to RFDay 2018 in Vienna!
