NEW PIPELINE CONSTRUCTION REQUIREMENTS
Session Overview
Goals of this presentation is to:• Clarify who the pipeline construction rules apply to
• Review what’s covered under the rules
• Provide information on Corrosion Control Requirements for cathodic protection
New Pipeline Construction ReportsApplicability• Gas Pipelines under 49 CFR 192
– Transmission– Gathering– Distribution/Mastermeter
• Liquid Pipeline under 49 CFR195– Crude/Condensate– HVL
• Gas/Liquid under TAC– Offshore– Production
New Pipeline Construction ReportsRequirements of the Rule • Liquid, Gas Transmission or Gathering
– PS-48 - Any construction totaling one or more miles (new or existing)
• Gas Distribution / Master Meter– PS-48 - New construction on natural gas distribution or
master meter system of five miles or more
• LPG Distribution– PS-48 - New construction report for the initial construction
of a new liquefied petroleum gas distribution system

New Pipeline Construction ReportsCorrosion Control Requirements • Liquids
– New pipeline metallic systems, relocation or replacement of existing facilities, and the operation and maintenance of steel pipelines.
• Coatings shall be inspected with Holiday Detector• Joints, fittings, and tie-ins shall be coated with materials
compatible with the coatings on the pipe. • Test lead wire material shall be compatible with the pipe coating
and wire insulation.
Summary
• New Construction report applies to all pipelines under 192/195 & TAC
• PS-48 shall be submitted 30 days prior to activity
• Liquids has does have some construction requirements
