Overview We would like to propose a state-of-the art CCTV security solution that will transform the way INDIAN RAILWAY uses technology to track ‘visitors and assets’. We believe we have a high level understanding of the security requirements, the current setup and we have the product that will provide the solution Indian Railways is the state-owned railway company of India. Indian Railways had, until very recently , a monopoly on the country's rail transport. It is one of the largest and busiest rail networks in the world, transport ing just over six billion passengers and almost 750 million tonnes of freight annually. Indian Railways is the world's largest commercial or utility employer, with more than 1.6 million employees.  The railways traverse through the length and width of the country; the routes cover a total length of 63,940 km (39,230 miles). As of 2005 Indian Railways owns a total of 216,717 wagons, 39,936 coaches and 7,339 locomotives and runs a total of 14,244 trains daily, including about 8,002 passenger trains . Security Challenge

 The main problem plaguing the Railways is the high accident rate whichstands at about three hundred a year. Although accidents such as derailment 

and collisions are less common in recent times, many are run over by trains,especially in crowded areas. Indian Railways have accepted the fact thatgiven the size of operations, eliminating accidents is an unrealistic goal, andat best they can only minimize the accident rate. Human error is the primarycause (83%) blamed for mishaps. The Konkan Railway route suffers fromlandslides in the monsoon season, which has caused fatal accidents in therecent past.

Contributing to the Railways' problems are the antiquated communication,safety and signaling equipment. One area of upgrading required is anautomated signaling system to prevent crashes. A number of train accidentshappened due to a manual system of signals between stations.

It is felt that this would be required given the gradual increase in train speedsand lengths, that would make accidents more dangerous.

In many places, pedestrians, vehicles or cyclists may cut across the tracks tosave time, causing a safety hazard to the railways. Most railway land in Indiais not fenced or restricted in any way, allowing free trespass. In rural areas,cattle and other animals may stray onto the tracks, posing a much moreserious safety hazard to fast-moving trains.

Mumbai is served by two zonal railways the western railway (WR) and central

railway (CR). The suburban railway services, which are in fact metropolitanservices in view of the frequency and short distances between stations, carryclose to 6 million passengers per day

Mumbai is the commercial and financial capital of India. This makes it a likelytarget for the terror strikes.

MOBILE DIGITAL VIDEO RECORDER:

 The EMNET Technology MDR unit which uses a Linux (real-time) operatingsystem has proven to be state-of-the-art in digital video recordingtechnology. The EMNET Technology MDR utilises MPEG4 video compressiontechnology and is Triplex in operation. The system provides administratorand user password protection for access to the menu and operation. With 4 channels of video and 4 channels of audio that can be recorded at 30(NTSC) 25 (PAL) images per second this unit is at the forefront of modern

mobile digital video surveillance technology. Some of the other featuresinclude customization of recording frame size and file size, variable numberof images recorded per channel per second. 9 sensor inputs that can beconnect to; speed, engine temp, brake. Turn signal, door open, reverse, etc,etc. Remote management control functions thru TCP/IP, anti-vibration andanti-shock. Built-in Flash Memory Card and USB port, RS 485 & 232.

MAIN FEATURES AND BENEFITS

Auto downloads:When the MDVR is in range of a wireless LAN the system will communicate

with the server and perform an “auto download” function where all new datawill be downloaded to the server.

Auto Daylight Saving Time Adjustment:“THIS IS A MUST HAVE” The MDVR can be user programmed for the start andfinish date for daylight saving and automatically adjust the time of the MDVR.

 This is critical where daylight saving may effect the admissibility of theevidence should the time be out plus it saves the end user a substantialamount of money to manually reprogram all units in the field.

GPS Time Sync:“THIS IS A MUST HAVE” Should the MDVR be fitted with the GPS module the

unit can be programmed to obtain a GMT time from the satellite and adjustthe time of the MDVR to GMT + or – for the region.

NTP (Network Time Protocol):“THIS IS A MUST HAVE” Should the MDVR be connected to a LAN/WAN thecentral server can send out a time sync pulse and the MDVR will adjust itsown time to that of the central server.

Protected Memory Module: THIS IS A MUST HAVE” The MDVR has an option for a non-volatile memorymodule to be fitted to the unit and providing 1 or 2 or 3 or 4 hours of recording if the HDD fail or the MDVR be blown up in an attack. This module

is waterproof, fireproof, and blast proof.

GPS Trigger for advertisement display:We have incorporated “Patent Pending” technology that allows foradvertising material to be displayed in reference to a GPS location.

WIFI and GPRS/CDMA Cellular Video Networking:We offer optional wireless WIFI module for short distance or internal wirelessnetwork connection, and GPRS/CDMA module for long distance remotefunctions via wireless connection. EMNET MDVR can set continuous record, motion record and alarm recordmodes. When vehicle's ignition is on, the system will automatically record, sono video files can be unintentionally missed or erased while no driverinteraction is required.

High Quality, Long Lasting Recording and Easy Event Searching:

EMNET MDVR is using latest MPEG 4 hardware compression which allows forlong period recording at superior quality. Mobile-certified hard drive (i.e. 2.5"Hitachi HDD) is capable of a full week of recording. Recording clips willcontinuously overwrite when HDD is full (FIFO). User friendly interface offersa menu for quick search and playback, also with advanced tools fortransmission or duplication of recording clips

Multimedia Advertising and Entertainment Applications:DVD quality video/audio advertising or entertainment programs can bebroadcasted on interior or exterior displays. The content is easily updatablewith a Compact Flash card.
