12. Private Member’s Resolution — Withdrawn

Shri B.S. Gnanadesikan moved the following Resolution—

"Having regard to the fact that—

(i) recently naxal attacks have increased which indicates that the naxalites are consolidating their presence across the country;

(ii) state police forces are ill-equipped to counter the naxal attacks and their activities;

(iii) nearly seven hundred people including about two hundred and fifty security personnel have been killed in naxal related violence during the last two years;

(iv) absence of awareness against the dangerous prevalence of naxalites in rural and jungle villages has caused expansion of naxal network; and

(v) many security personnel have been killed in naxal prone areas by contracting water-borne diseases by drinking contaminated water,

this House urges upon the Government to look into the problem of increasing naxal activities in the country and take war-time steps to eliminate naxal operations by taking the following measures:

(a) creation of specialized force to operate along with state police in naxal infected areas;

(b) deployment of Central Reserve Police Force in naxal affected areas;

(c) provide additional allowance to the jawans posted in naxalites affected areas in addition to nutritious diet allowance;

(d) provide medical facilities to security personnel who are posted in such area;

(e) accelerate development activities in naxal areas;

(f) involve the local leaders to prevent the people from joining the naxal movement;

(g) rehabilitate the naxal cadre who leave the organization and join the mainstream; and

(h) create a central agency to monitor, prevent and eradicate the naxal activities from the country.”
