1. Overview

This rally will be held under the present

• FIA International Sporting Code (and its appendices)• National regulations, the national championship regulations• NEZ championship regulations• These Supplementary regulations.

All of these regulations are easily and readily obtainable and downloadable from the web.

These Supplementary Regulations are published in the following manner:

2. Programme

The programme of the event is aimed at giving information to competitors, spectators and the media. It has all of the official dates and times necessary to make advance preparations.

A time schedules for an event such as motorsport is partly cast in stone, but, partly it is in flux and changing. The organisers have thus decided to use the web in conjunction with an electronic calendar, to best enable interested parties to follow it.

3.7 Senior officialsThe Clerk of the Course is Tryggvi M. Thordarson. The names of senior officials will be published in an information bulletin.

3.8 Road surfaceMostly gravel with a single stage run on rough sealed surface, two partly on rough sealed surface and two on proper tarmac.

3.9 Location of rally headquartersRally HQ will be located in the club offices at Engjavegur 6 in Reykjavík (64° 8.434'N 21° 52.763'W)

3.10 Location of overnight Parc FerméThe exact location of the overnight Parc Fermé for all vehicles will be published in the Roadbook.

3.11 Description of the eventThe event is about 1070km in length with around 300km on special stages. It is a three day event starting 16:30 Thursday 6 th September 2012 and finishing on Saturday 8th September 2012. A detailed description of the event is in the roadbook and will also be posted on the event website.

4. Entries

4.1 Entry procedure Those wishing to take part in Rally Reykjavik 2012 must send an entry form duly completed (including co-driver details) to the Rally Office (address details in Art. 3.3) before the closing of entries; 27th August 2012 at 22h00. The entry will only be accepted if accompanied by the total amount of the entry fee.

An on-line entry form is available at http://www.rallyreykjavik.net/entries. When confirmation of payment is received the entry is considered valid.

The driver shall have a valid drivers license applicable to the type of car used. Native drivers shall both be members of an auto sports club within the LIA. All drivers shall hold a valid LIA competitors license or international ASN competitors license.

4.2 Number of entrants The number of entrants accepted is 90. If more than 90 entries are received the organiser reserves the right to decide which entries among the non-priority drivers will be accepted.

Each class shall contain at least three (3) cars. If the number of cars entered in the same class is lower than this, they will then be combined with the class immediately above, in other words, with cars having greater cubic capacity.

The table above shows entries for private individuals. The entry fee for legal entities and or companies is twice the entry fee for private individuals. For competitors not accepting the official sponsors logos on their vehicles the entry fee is double the normal fee.

The FIA-NEZ column shows the entry fee for foreign competitors partisipating in the FIA-NEZ 2012 Rally Championship.

Entry fees do not include accommodation nor meals.

Teams entry fees are set at €65 / ISK8000 and must be received before scrutineering.

4.5 Payment details The entry fee must be paid by cash, cheque or by direct debet into either of the two following bank accounts:

4.6 Refund Entry fees will be refunded in full to candidates whose entry has not been accepted or in case of the rally not taking place.

Organisers may refund part of the entry fee to those competitors who, for reasons "force majeure" (duly certified by their ASN), are unable to start in the rally. This must be applied for in writing containing reason for claim.

4.7 Personal information waiver Competitors, whose entry is accepted by the organisers, agree the police may inform the organisers of infringements of traffic laws in the time leading up to and during the event.

5. Insurance

5.1 Traffic insurance Icelandic law stipulates third party risk insurance (Traffic insurance) is compulsory for all cars taking part in a rally. This insurance should be valid for both the road stages and the special stages of the event. Competitors must be able to supply proof of this.

Foreign competitors can purchase the necessary additional coverage through:

5.2 Cars insured by foreign companiesCompetition cars insured by foreign companies must have traffic insurance valid for Iceland. Confirmation thereof may be in the form of an International Motor Insurance Card (Carte Internationale d’Assurance Automobile). This card (green card) is obtainable in the competitors’ home country and must indicate it is valid for this competition.

Those competitors wishing to supplement their existing policy or who wish to obtain a valid insurance policy for the special stages can contact Sjova Insurance Brokers (See Art 5.1) for further information.

5.3 Insurance amountsThe insurance policy of the Organisers only covers staff working directly for the Organisers, the damages and liabilities being defined yearly by the Icelandic Government.

6. Car identification

6.1 GeneralThe organiser will provide each crew with the number identification, which must be affixed to their car in the positions stated prior to scrutineering. Any advertising within this identification is obligatory and may not be refused by the competitors/entrants.

6.2 Door panelsTwo front door panels, designed as squares, measuring 650mm wide by 500 cm, with leg of the square being 170mm wide including a 10mm white surround.

Each of these panels shall comprise a matt black competition number box, 160mm wide by 160mm high, which shall always be at the front of the panel. Numerals will be fluorescent yellow (PMS 804). The remainder of this door panel is reserved for the organiser.

Each panel shall be placed horizontally at the leading edge of each front door, with the number at the front. The top of the plate shall be between 70mm and 100mm below the lower limit of the window.

No signage, other than the color scheme of the car, shall be placed within 50mm of this panel.

6.3 Rear windowOne rear window panel measuring a maximum of 300mm wide and 100mm high shall be positioned at the top center of the rear window. The panel shall comprise a matt black competition number box, 100mm wide by 100mm high, on the left side. Numerals will be fluorescent yellow (PMS 804). The remainder of this rear window panel is reserved for the Organiser.

6.4 Side windows / panelsTwo side window panels measuring 200mm wide by 100mm high.

Each of these panels shall compromise a matt black competition number box, 100mm wide by 100mm high, which shall always be at the front of the panel. Numerals will be fluorescent yellow (PMS 804).

6.5 Front plateOne plate fitting into a rectangle 430mm wide by 215mm high.

6.6 Drivers and co-drivers name The name of both driver and co-driver, followed by the national flags of the country of the ASN from which they have obtained their licences, must appear on the rear side window/panel on both sides of the competition vehicle, adjacent to the competition number. The names must be:

• In white Helvetica• In upper case for the initial(s) and first letter of each name with the remainder in lower case• 40mm high and with a stroke width of 6-8mm.

The driver’s name shall be the upper name on both sides of the car.

6.7 Location of panels

6.8 Restrictions on advertisingCompetitors are allowed to affix any kind of advertising to their cars, provided that:

• It is authorised by Icelandic law and the FIA regulations. Icelandic law states that advertising for tobacco, tobacco products and smokers’ requisites is forbidden. Advertising for alcoholic beverages other than those containing less than 2.25% alcohol, is severely restricted by law.

• It is not likely to give offense.• It is not political or religious in nature.• It respects the last paragraph of Article 15.2• It does not interfere with the crew’s vision through the windows.

6.9 Organiser's optional advertisingThe organiser may require competitors to carry optional advertising. Refusing to do increases the entry fee according to Article 4.4.

No additional fee for optional advertising referring to a make of automobile, tyres, fuel or lubricant may be imposed on a competitor if the competitor refuses such advertising. In the event the optional advertising details are published in a bulletin and should there be conflicts with the competitors’ advertising, the competitor may refuse such optional advertising without paying any extra fee.

Competitors who accept the organisers’ optional advertising as specified in the supplementary regulations must reserve space for it. No modification of the advertising is allowed.

7. Tires, lights, service, etc

7.1 TiresThe usage of tires is according to Icelandic traffic law, which states a minimum thread depth of 1,6mm and prohibits the use of “slicks”.

7.2 LightsIcelandic traffic law states that use of daytime ligths / low beams (minimum) must always be turned on.

7.3 ServiceWhen competition vehicles are serviced they must be serviced on a groundsheet or tarpaulin of sufficient size for the car. Competitors failing to comply will be penalised as follows:

8. Reconnaissance

8.1 Pace notes The organisers do not supply pace notes, but, crews may use their own pace notes.

8.2 Road closure Competitors are reminded that during reconnaissance, roads will not be closed, so normal traffic law applies to maximum speed, etc. Where the route is on private land, permission from the landowner has to be sought prior to reconnaissance.

8.3 Reconnaissance car Reconnaissance of special stages is not allowed in a competition car after a valid entry has been submitted for that car and after the last rally prior this event has been run.

8.4 Reconnaissance During reconnaissance and throughout the event competitors who are driving or being driven at an excessive speed or in a way which, in the opinion of the Organisers, causes or could cause danger or inconvenience to other road users or local residents will be penalised as follows:

First offense, fine of €300Second offense, fine of €1000 Third offense, start refused

For the purposes of this Regulation the decision of the Clerk of the Course with the agreement of the Stewards of the Meeting will be final. Such a decision will be made irrespective of whether or not Police action is taken and irrespective of the outcome of such action. There is no right of protest nor appeal and entry fees will not be refunded.

Notification of penalties will be made to competitors at the earliest opportunity but competitors may, if appropriate, be notified of second or third offenses simultaneously with notification of first or second offenses.

9. Scrutineering

9.1 Documents checked• Drivers and co-drivers competition license • Drivers and co-drivers club membership (local drivers only) • Drivers driving license • Authorisation from the drivers’ ASN to take part in the rally (foreign drivers)• Information given on the entry form • Insurance cover (third parties) for the rally car • Documents and registration papers for the rally car

9.2 Drivers equipment checkedDrivers helmets and flame-resistant clothing (including overalls, underwear, shoes and gloves where applicable)

9.4 Drivers presenceDrivers mandatory presence at scrutineering will be issued in a bulletin.

10. Features of the rally

10.1 Icelandic Rally Championship The event will give 2.0 times the usual points towards the Icelandic Rally Championship for the year 2012. Competitors must indicate on the registration form

10.2 Start of the rally There is no ceremonial start in this rally. The official start of the rally will be at the TC into the Parc Fermé before the start of the rally.

10.3 Change of time cards A time card will be issued at the start of each leg with the time card retrieved at the end of the leg.

10.4 Retirement When retiring, crews are obliged to give their time card to the next TC or to the Sweeper car.

10.5 Re-entering procedure The following pertains to cars that start leg one and have finished leg four. Those cars not starting leg 1 will receive a status of DNS and those cars not finishing leg four will receive a status of DNF.

Should a car for any reason not complete leg one, two or three, it may start the preceding leg incurring a five (5) minute penalty on the best time in class for each stage and also a five (5) minute penalty each road section in the leg that were not driven. This penalty is added to the total penalty in the normal manner.

Example:

Car drops out on the penultimate stage in a leg. The penalty incurred is:

Best time in class for penultimate special stage + 5:00

Best time in class for last special stage + 5:00

Penalty for road section between penultimate and last stage is 5:00

Penalty for last road section is 5:00

Giving a total of twenty (20:00) minute additional penalty.

The starting order of the car is left to the initiative of the organisers.

The crew and car cannot be changed.

A crew excluded from the event on grounds of these Regulations and the International Sporting Code will not permitted to re-enter the remaining legs.

The organisers reserve the right to ask the chief scrutineer and or the chief medical officer to inspect the car and crew respectively prior to allowing re-entry, irrespective of reason for dropout.

The crew must inform the organisers their intent to compete by noting so in the Notes section of the last page of the time card and confirm it no later than sixty (60) minutes prior to the start of the next leg. After the organisers have publish the start order for the leg normal provisions of these regulations apply in entering time controls etc.

10.5 Early check-inCrews are authorised to check in early without incurring a penalty at all TCs leading to a timed service and the TC into Parc Fermé at end of leg.

10.6 Change of place at start of special stageCars that have checked in at a start of special stage time control and have been given a starting time, may change places with the next car, at their own discretion, provided neither car is already at the starting line. They must inform the official at the start line who will change the times on the time card to reflect this.

10.7 Timing Timing is done to the second. The time used is that of Ms Clock in telephone 155.

10.8 Class 14 in Leg 1 The cars entered in class 14 will be run four minutes after all other cars during the first leg only. After that they will be placed normally.

11. Prizes

11.1 Presentation All awards, cups and trophies will be presented at the Rallyball held on 8th September 2012.

Those competitors finishing first, second and third overall will not be awarded general class awards, cups and/or trophies.

11.2 Overall winners First place trophy and awards, second place trophy and third place trophy.

11.3 The top Icelandic crew A trophy for the highest placed Icelandic crew should the overall first place fall to a non-Icelandic crew.

11.4 Class awards First place award for the winner of each class.

11.5 The Ashfield Motors Scottish Trophy Originally presented by Philip Walker, Gordon Dean and Gerry Facenna in fond memory of Hafsteinn Hauksson, to be awarded to the man of the rally.

The trophy will be kept at the Icelandic Motorsport Association offices. Winners will receive a trophy to keep.

11.6 Other awards and trophies. Other awards that will be presented are: Team Awards; souvenir Awards; drivers and support crew of each car officially classified as a having finished; drivers and support crew of each car that fails to be officially classified as a non-finisher; staff.

12. Final check and protests

12.1 Final checks Cars subject to final checks (decision by the Stewards and announced to the competitor concerned at the finish TC) must have one representative of the entrant as well as mechanics (in case of dismantling) present at the final check.

12.2 Protest fees The protest fee is €450

12.3 Additional fees If the protest requires dismantling and reassembly of different parts of the car, the claimant must pay an additional deposit.

For a protest involving a clearly defined part of the car (engine, transmission, steering, braking system, electrical installation, bodywork etc.) €650

For a protest involving the whole car €1500.

Appendix A Rally control signs

In general the yellow signs mean beginning or end of control zone, whereas red ones denote a compulsory stop. The exception from that is the red flying-finish sign, where competitors should not stop.

The diameter of the signs is just under 700mm.

All distances are approximate and will take note of the environment they are placed in.

Appendix B Competitors' Relations Officer

Principal missions:

Inform the competitors and play the role of mediator at all times.

This post is entrusted to an official in possession of a license issued by his ASN as it implies a certain knowledge of the general regulations. He may attend the meeting of the Panel of the Stewards of the Meeting, in order to keep abreast of all the decisions taken.

The Competitors' Relations Officer will be able to be easily identified by the competitors, as he will both wear a conspicuous badge and vest and will be introduced to competitors at briefings.

Presence at the running of an event :

When the Rally Office is opened, the Secretary of the Meeting will draft a schedule of the Competitors' Relations Officer's duties which shall be posted on the notice board of the event and which shall include:

• Presence at scrutineering. • At the Rally Office. • At the start of the event. • At the regrouping halt. • Parc Fermé at end of sections • Near the Parc Fermé at the arrival (the latter being dependent on the rally timetable).

Function:

• Give accurate answers to all questions asked. • Provide all information or additional clarifications in connection with the regulations and the running of the event.

Concertation :

Avoid forwarding questions to the Panel of the Stewards of the Meeting which could be solved satisfactorily by a clear explanation, with the exception of protests (for example, clarify disputes over times, with the assistance of the timekeepers).

The Competitors' Relations Officer shall refrain from saying anything or taking any action which might give rise to protests.

Appendix C Class 14 Definitions

Cars in class 14 can be in any one of the following three definitions:

1. Series production cross country cars (Category I Group T2)All vehicles defined in appendix J, article 281 in the FIA year book. Valid homologation papers must at all times be in the vehicle during competition.

2. Modified cross country cars (Category II Group T1)All vehicles defined in appendix J, article 281 in the FIA year book. Valid homologation papers must at all times be in the vehicle during competition.

3. Improved cross country cars (Category II Group T3)All vehicles defined in appendix J, article 281 in the FIA year book. Valid homologation papers must at all times be in the vehicle during competition

4. Open class4.1 General

Open class of vehicles that not covered by articles 1 to 3 above.

4.2 Definition

Mass produced vehicles by a vehicle manufacturer generally available for normal retail sales via a network of dealers with the following restrictions:

1. Have the same silhouette as the original car, exept for changes to sidepanels to fit tires.2. Weighing between 1500kg and 3000kg.3. Have a valid insurance and be eligible for public road use.4. Be found to comply with the FIA safety regulations for cars competing in rallies.5. A maximum engine power output of 300BHP or less at the wheels in a dyno test;6. The original frame and or chassis is used;7. Space frames are not allowed. A rollcage welded on top of a factory manufactured chassis is not considered a space frame.8. The engine must be located in its original place;9. The drive train is composed of gearbox / automatic or manual, transfercase and driveshafts connected to the transfercase connecting to

the front and rear axles.10. Maximum engine cubic capacity of 6000cm3

11. Maximum compression ration of 10.5.12. Limitation to the use of engines: Any mass produced engine from mass produced cars may be used. The number of cylinders may never

exceed the number of cylinders which the vehicles subtype was manufadtured with.13. When using turbines or supercharges restrictors must be used in accordance with the FIA regulations (Appendix J 285).14. Tires may be 33” maximum or 10% bigger than the original tires by the manufacturer.

4.3 Allowed changes

All modifications not authorised below are expressly prohibited:

1. Those modifications necessary to comply with the FIA safety regulations are authorised..2. Additional gauges for monitoring engine performance may be fitted.3. Front seats must be FIA approved competition seats.4. Rear seats may be removed but all interior trim must be retained as fitted.5. A dashboard must be fitted, either the original or a custom one.6. Front door interior skins must be fitted otherwise doortrim may be removed.7. Firewall must be between the engine and drivers compartment.8. Suspension is free.9. Shock absorbers are free.10. Brakes and brake materials are free.11. Steering machines are free, but a piston steering machine is not allowed.12. All changes in suspension, shock absorbers, breaks and steering must have been accepted at vehicle inspecition (MOT).13. Air filter elements are free and may be discarded. Air may never be drawn from the drivers compartment.14. Drive ratio and locking and limited slip differentials or traction control devices are free15. Transmission ratios are free. Sequential gear boxes may only be used if they were in the original vehicle.16. Transfercase is free.17. An additional spare wheel may be carried securely insided or outside the vehicle.18. Auxiliary lights may be fitted in pairs.19. Underbody protection may be added.20. Axles are free.

4.4 Weight

The weight limits are set forth in 4.2.2. with no exceptions.

4.4.1 Vehicles ideal weight

A vehicles ideal weight is defained as the weight when the vehicle was first registered and with the original engine.

4.4.2 Vehicles real weight

The real weight of the car is the weight of the car after the changes have been made.

The real weight of the car may be at most 100kg less than the vehicles ideal weight, but not less than 1500kg. The real weight of the car may be more than the ideal weight, but must be 3000kg or less.

4.5 Roll cages

The regulations set forth in the FIA regulations on roll cages in T1, T2 and T3 vehicles must be adhered to.

Appendix D Class 15 Definitions

1. DefinitionAll touring cars produced in at least fifty units and which have been registered by a governing body. The cars must comprise a single body piece and origin. Soft tops are not allowed. Cars having an expired homologation conform to these regulations should they conform to their homologation.

2. Minimum weight Cars are subject to the following scale of minimum weight in relation to their cubic capacity:

3. Engine The maximum allowed power output of an engine shall be 300bhp. Only one engine is allowed in each car. The choice of engine is free and not restricted to being of the same make or manufacture as the car itself. The engine must burn normal fuel, readily available to the general public. The use of NO2 and similar is prohibited. The cubic capacity of cars equipped with turbo chargers and/or Wankel engines will be modified according to the FIA Regulations.

4. Wheels and tires Tires must have a diameter of less than thirty-one inches. The width of the wheel must not exceed ten inches. The number of wheels shall be four on two separate axles.

5. Braking system It is obligatory to have two separate circuits operated by the same pedal and discs at the front. A fly-off handbrake is allowed.

6. Bodywork The bodywork must be of a single model and make. Should the framework be modified a breaking point must be ensured in front of the engine and suspension mounts. The car may be made lighter, subject to Article 2 and without reducing the strength of the body. Components made from alloys and/or man-made fibers may be used to replace fenders, bonnet, doors, spoilers and wheel arch extenders. The front windshield must be of laminated glass, other windows are free.

7. Steering Steering gear shall be street legal.

8. Transmission to the wheels The gearbox and differentials are free. The car may be either front, rear or four wheel driven.

9. Electrical system The electrical system is free, but must comply to normal safety standards. A general circuit breaker must be provided in an easily accessible place.

10. Fuel system The fuel tank shall be securely fastened and placed outside the drivers’ enclosure. Should the fuel tank be placed under the car a protective shield must be fitted. Fuel lines should be according to FIA specifications.

11. Safety equipment A roll cage must be provided in accordance to FIA Regulations. In addition the roll cage must be supplied with diagonal member in the main arch, and door bars. A bucket seat must be fitted instead of the normal seats in the car.
