Fishermen rights• Traditionally fishermen are seasonal
migrants.hence in many fishing villages, they don`t have clear title for their houses or sites on which they process their catch.
• It is necessary to legislate an act similar to that which recognises forest dwellers rights.
Marine rights• If we culture fish in a pond, we will wait for the
fish to mature before harvesting.• But in the open places like rivers, seas, fishermen
are resorting to frequent fishing due to competition. Hence average yield is decreasing. Matured fishes are decreasing. Hence the capacity of a fish population to rejuvenate is decreasing.
• If we give marine fishing rights, fishermen will wait till the fish harvest is productive as he will do if it is his own pond.
