Ramadan Programme

2020 has been a year of surprises. We started with the promise of a fresh new decade and have seen things unravel since with Covid-19 taking centre stage. When designing the Ramadan Programme 2020 back in December 2019, the virus was limited to Wuhan, China. We at Seasonal Programmes and Islamic Relief field offices were busy designing and reviewing a global food distribution programme based on the model used in previous years, balancing service to rights-holders, affordability for donors and marketability for partners.

The Ramadan proposal was shared, partners began signing agreements, while field offices began procurement processes and finalising the design. The world moved on and the virus moved with it. On 11th March 2020, the WHO recognised the spread of Covid-19 as a pandemic. Country after country began implementing lockdowns, flights decreased and eventually stopped, national movement was severely limited and almost overnight a whole new vocabulary became the norm… social distancing, personal protective equipment (PPE), lockdown, quarantine.

As the world ground to a halt, Islamic Relief colleagues in field offices began working with local governments, local partners, Islamic Relief Worldwide, and beneficiary communities to adapt the planned Ramadan distributions in light of new safety concerns. Our colleagues in partner offices began working on new fundraising strategies and donor engagement. Meanwhile in the International Programmes Division we began drawing up guidance, monitoring the global situation and leading the way in implementing food aid distribution during a pandemic. The whole Islamic Relief family stepped forward, even as other organisations were limiting their operations.

As a result of Islamic Relief working tirelessly in the service of rights-holders reaching 934,549 beneficiaries during the blessed month of fasting. This is from the favour of Allah.

This report, compiled by one team, is one cog in a greater machine that is the Ramadan Programme 2020. Seasonal Programmes are immensely proud of this global programme which has grown again this year. We also know that this report cannot do justice to the outstanding efforts of field staff and partner office colleagues in making this year’s Ramadan Programme a success. It is moments like this in which Islamic Relief shines brightest and I extend my personal thanks, gratitude and prayers to each and every individual involved in bringing this programme to fruition this year.

Alhamdulillah in Ramadan 2019 Islamic Relief Worldwide have managed to distribute 164,435 food packs in 33 countries and areas in Asia, Africa and Europe reaching over 900,000 people, people who are struggling to obtain their daily meals to sustain their lives and wellbeing.

The Ramadan food distribution programme will continue targeting the most vulnerable groups and destitute people; we will continue our efforts to reach and access people who live in remote areas and thus are extra disadvantaged. Our aim is to make the programme as efficient and cost effective as possible so that the beneficiaries get the maximum benefit from it, inshaAllah.

Islamic Relief Worldwide and the millions of beneficiaries would like to thank all our donors for their generosity, and colleagues in the various fundraising positions for their hard work. Through these two sources we have been able to generate the funds from which Islamic Relief is able to execute one of its largest annual projects. Thanks to the great hard work by our numerous offices in implementing countries (regularly under extreme situations of war, weather extremes or other disasters); the donors’ generosity has reached the beneficiaries in good time, dignity and professionalism.

Ramadan is the ninth month of the Islamic calendar. Islam uses a lunar calendar - that is, each month begins with the sighting of the crescent moon. As the lunar calendar is about 11 days shorter than the solar calendar, Islamic holidays ‘regress’ each year. In 2020, Ramadan began on the 25th April 2020 (with a day’s difference in different parts of the world due to local moon sighting) and Muslims around the world celebrated Eid al-Fitr, marking the end of Ramadan, on the 24th May 2020. For more than a billion Muslims around the world Ramadan is a month of blessings filled with prayers, fasting, and charity.

“The month of Ramadhan [is that] in which was revealed the Quran, a guidance for the people and clear proofs of guidance and criterion. So whoever sights [the new moon of] the month, let him fast it; and whoever is ill or on a journey - then an equal number of other days. Allah intends for you ease and does not intend for you hardship and [wants] for you to complete the period and to glorify Allah

for that [to] which He has guided you; and perhaps you will be grateful.”

[Quran 2:185]

The holy month is strongly associated with the revelation of the Qur’an and with fasting. The Quranic verse above establishes the legislation for fasting during Ramadan for healthy, non-travelling Muslims. In another Quranic verse the purpose of fasting has been described as “so that you may gain God-consciousness/piety” [Qur’an 2:183]. It is clear that Ramadan is a month of intense spirituality and inner reflection for Muslims.

During the month of fasting, charitable giving is also strongly encouraged. Feeding people at the end of the fasting day represents a very rewarding spiritual act according to Islamic tradition and teachings. The Messenger is reported to have stated:

ائم شيئا ه ل ينقص من أجر الص ر صائما كان له مثل أجره غير أن من فط

“Whoever helps break the fast of a fasting person, he will havethe same reward as him (who fasted) without decreasing

anything from the reward of the fasting person.”

[Sunan An-Nasaa’i]

The Islamic Relief Ramadan Programme offers an opportunity for many vulnerable people around the world who do not know where their next meal is coming from to receive a Ramadan food pack. This eases their burden during the month of Ramadan whilst also enabling donors to reap the reward of charitable giving.

Report StructureThe Challenge

The Ramadan Food Programme is Islamic Relief’s second largest seasonal programme. It sees more than 30 projects implemented during the same six to eight week period, with funding from Islamic Relief partners and other partner agencies. The challenge in reporting such a programme in one document is the need to strike a balance between presenting accurate data, providing a degree of analysis and reporting, whilst ensuring readability and accessibility.

The Approach

The report has been split into three sections.

Section 1 provides an overview of financial information.

Section 2 provides information on the project implementation process. The general principles followed in beneficiary selection, procurement, selection of local partners etc. are discussed. Some commentary is also provided regarding significant changes or points of interest along with lessons learnt and recommendations.

Section 3 forms the bulk of the report and contains the field office summary sheets with core data and information pertinent for each of the 30 field offices we implemented the programme in this year.

Annexes at the end of the report contain media links, case study links and beneficiary breakdown data.

Method of Implementation

The programme is designed to operate in conjunction with other relief and development programmes which provide sustainable assistance in improving living conditions for beneficiaries. Project Implementation Committees are formed at the field level. Their role is to effectively coordinate and collaborate with the local community, local government and social institutions, vendors, volunteers and the beneficiaries. Their aim is to implement an effective and appropriate food aid distribution programme for the benefit of rights-holders and the wider society.

2.01

Distribution modalities

Up until last year, our normal method of implementation had been direct distribution of food packs to beneficiaries at agreed collection sites and dates. This year, in light of the need to minimise crowds and restrictions on movement for both beneficiaries and field staff, a combination of food pack distributions, food voucher disbursements and cash disbursements were used.

Traditional Food pack distributions

All field offices distributed some food packs in the traditional method, in which beneficiaries attend a distribution site and receive a food parcel after being verified by staff and volunteers. However, this year the distribution was spread over additional days, with smaller gatherings and staggered distributions throughout the day to minimise risk to beneficiaries, volunteers, local partners and staff. Traditionally the majority of our distributions are conducted between 15th Sha’ban to 15th Ramadan – i.e. starting two weeks prior to Ramadan and within the first two weeks of Ramadan.

Food voucher distributionsA new method of distribution has been the adoption of food vouchers. These have been used in one of two methods:

1. Food vouchers as shopping tokensThis method was adopted in our Turkey and Palestine Gaza operation. Beneficiaries were given a food voucher with an equivalent cash value of TRY 265 (Turkey) and ILS 120 (Palestine Gaza). Agreements were made with vendors who had stores across the country and occupied territory (i.e. our target areas) for beneficiaries to exchange their food vouchers for food items of their choice on designated days. Islamic Relief staff were present to monitor the exchange process and ensure registered beneficiaries were present to buy their items.

2. Food vouchers as exchange for set food itemsThe second method involved arranging the content and quantity of food items with vendors to be exchanged when beneficiaries collected their food parcels. This involved beneficiaries attending the supplier directly to collect their food pack, again with Islamic Relief staff present to monitor the exchange process. The countries which used food vouchers as exchange for food packs were Kenya, Mali, Niger, and Somalia.

Below we outline some of the key aspects of the programme and seek to give an insight into the workings behind the success of this programme.

Cash disbursements

This method was trialled in one field office, Islamic Relief Pakistan, and with a very limited and well-known group of beneficiaries, families supported by our Orphan Sponsorship Programme (OSP). In these cases there was a pre-established method of transferring money directly into beneficiary accounts. With these controls and caveats in place, approval was granted for limited cash disbursement to some OSP beneficiaries in Rawalpindi to reduce the need for unnecessary travel to distribution sites.

Distribution timelines

In 2020, the needs on the ground and the increase in funding for the Ramadan Programme led to a much larger distribution timeline. The very first distribution started on 15th April 2020 corresponding to 22nd Sha’ban 1441 in Gaza. The final distribution was conducted on 27th June 2020 corresponding to 6th Dhul Qa’dah 1441 in northern Syria.

In part this was due to the fantastic efforts of fundraising teams across partner offices, who exceeded forecasted income targets allowing additional funds for more food packs. This was also due to the need for smaller dispersed distributions. However, our data shows that the majority of food packs were distributed in the months of Sha’ban (the month preceding Ramadan) and Ramadan with only 11 field offices extending beyond the holy month.

The strength of Islamic Relief lies in the fact our colleagues are already based and working in the countries of Ramadan Programme implementation. They usually have a lot of experience in identifying appropriate right holders. This can be done in one of two ways:

1. The offices already have access to a database of potential beneficiaries for example, vulnerable households that are part of the Orphan Sponsorship Programme

2. Beneficiaries are also selected with the help and coordination of local authorities, local welfare groups and communities.

In many places where we work, the need often far exceeds the allocation. In such cases, a scoring criteria is usually adopted to identify the most vulnerable households. In this manner an objective standard is applied in the beneficiary selection process.

This year beneficiaries lists included widows, orphans, destitute, aged, disabled, refugees and people affected by disasters

Procurement Process

Local Partners

Field offices follow the Islamic Relief Worldwide (IRW) procurement process. Advertisements for the quantity, quality and detailed specifications of food items are placed in a wide range of media outlets such as newspapers, websites, posters with at least two weeks provided for suppliers to submit tenders. The specifications to suppliers often refer to the weight, quality and type of food items required to ensure that bids are of the quality and substance required.

Amongst the challenges faced by the Procurement teams is the rise in food prices in the weeks leading up to Ramadan. This becomes challenging for our teams as the original unit price per food pack is calculated well in advance of this seasonal inflation. However, as shown in the country breakdowns provided in this report, field office staff follow a strong procurement process with vigorous negotiation and drive to achieve the best value for money. As a result, 16 of the 30 country offices managed to achieve extra food packs due to favourable pricing. In total they obtained 8,746 extra food packs for the same price with the equivalent number of additional households receiving their Ramadan food pack this year. This is an impressive achievement by the Procurement Committees and indicative of the strong experience held in the field.

Two field offices, Islamic Relief Bosnia and Islamic Relief Somalia, were unable to fulfil the number of units ordered. Islamic Relief Bosnia had an allocation of 2,579 food packs. Due to Covid-19 restrictions on movement it was decided to engage with an external logistics company to assist with door-to-door deliveries of food packs. This additional expense impacted the project expenses with the result that 2,400 food packs were safely delivered to vulnerable households. The lessons learnt will be explored in how to mitigate this for future Ramadan distributions.

Islamic Relief Somalia had an allocation of 8,350 food packs. However, 7,575 food packs were ultimately distributed. This reduction was due to increased pricing and difficulties in sourcing food items due to Covid-19, however this is being investigated further to ascertain the extent and impact this will have on future projects.

Overall, we can see that net distribution of food packs exceeded number of food packs allocated across the Islamic Relief family of field offices as a whole, alhamdulillah.

Good local partnerships are key to implementing an effective food distribution project. Local partners include local government institutions, non-governmental organisations (NGOs), community and social welfare organisations, civil society and local security personnel.

Ramadan is a period of high charitable activity throughout much of the developing world. In order to avoid duplication of aid distribution, field office teams engage with local government to identify communities who are not currently being served by either government food assistance projects or other charitable endeavours. In this manner, we ensure that one household does not receive multiple food packs whilst other vulnerable households are deprived.

Local NGOs are a useful source of identifying potential beneficiaries. However, the verification of beneficiaries is conducted by Islamic Relief staff to ensure that only those who meet our criteria and score most highly are selected as beneficiaries.

Security personnel such as the local police may be informed after goods have been received to assist with site security at storage facilities in areas where safety may be an issue. This is in addition to the arrangements Islamic Relief has in place to guard storage sites..

All local partners are screened as per the Islamic Relief Worldwide screening policy to ensure that relationships are built and cultivated with reliable and genuine organisation. This is also essential to minimise the risk for Islamic Relief of entering into any exploitative or illegal practice.

This year, those who would previously have only engaged with Islamic Relief as vendors/suppliers have also engaged as local partners in areas were beneficiaries exchanged food vouchers for food packs or to procure items of choice. Training and orientation was provided for vendors to limit personnel in stores, use of PPE, maintenance of social distancing and protection of all stakeholders during the distribution/collection process..

Lessons Learnt & RecommendationsMany of the challenges, recommendations and lessons learnt are broad-based and affect a number of stakeholders. These will be grouped into major stakeholder groups.

Partners

• Seasonal programmes have extremely tight timelines. Funding Partners are requested to have the systems in place to sign the seasonal funding agreements and the fund transfers occur on the same day. This will help to speed up the fund transfers to the field.

• It is extremely important that we transfer the funds to the field at least six to eight weeks before the month of Ramadan. This will allow our field offices to follow the procurement process and try to achieve the best possible prices for the food pack items. Money saved means we can support more people. This can only be achieved if our partners transfer the funds to Islamic Relief Worldwide at least three months in advance.

• Any financial or banking issues which may impact funds transfers from Funding Partners should be communicated as early as possible with Seasonal Programmes team in order to mitigate and facilitate a solution.

• Islamic Relief Worldwide strongly recommends that our partners send their key staff to our field offices during Ramadan to gain a first-hand experience and better understanding of the distribution programme. This will help fundraising campaigns and potentially increase the income for seasonal programmes appeals.

Field offices

• All field offices have a complaints process in place, however, only seven countries have reported any complaints with a total of 57 complaints received. In a project spanning 30 countries and serving nearly a million beneficiaries, 57 complaints seems unduly modest. In the spirit of transparency, complaints are welcome and recorded to engage with communities and improve delivery.

• Seasonal Programmes endeavour is to ensure as a minimum the number of allocated food packs are delivered on behalf of Fundraising Partners. Field offices who experience specific challenges in achieving this must communicate these issues to Seasonal Programmes and a collaborative approach will be adopted to seek appropriate and fair solutions.

• The methods of food aid distribution need to be explored, with all stakeholders’ views taken into consideration.

• Early procurement of food items to avoid inflation and increasing prices will provide better value for money and also facilitate beneficiaries’ fasting before the month commences. This can only be possible if transfer of funds are made well in advance of Ramadan.

• Volunteers are a huge asset to many field offices and play a key role in community engagement, beneficiary verification and people management during distribution days. In a number of countries, beneficiaries with a long-standing relationship with Islamic Relief (e.g. Orphan Sponsorship Programme) also volunteer for seasonal programmes and form part of local management committees. They play a vital role in information dissemination and selection of suitable distribution sites. As stakeholders, they also contribute significantly to the success of distribution activities.

Seasonal Programmes

• Seasonal Action Points were agreed in winter 2019 after conducting review meetings with each Field Office. These formed a baseline for 2020 with respect to collating recurrent challenges and areas for improvement. The results of these action points have been received for Ramadan 2020 and a systematic review should be conducted to identify key issues and record base lines.

• Post-distribution monitoring (PDM) and beneficiary satisfaction surveys need to be standardised across all field offices and included as part of the reporting requirements. This year PDM reports and satisfaction survey results have been collated and will serve as a baseline for future years to improve this aspect of the global monitoring of the Ramadan Programme.

• A review will be conducted around the methods of food pack distribution this year, particularly food voucher and cash disbursement, and explore the benefits and challenges of such distributions from all stakeholders perspectives.

Food Pack Contents: Proposed and ActualIn this section, a comparison and explanation is given for those Field Offices where the final food pack content differed from that which had originally been proposal. There are a multiple reasons for this discrepancy. One major challenge is that the Ramadan proposal is prepared six months in advance of implementation. Significant changes can occur to impact the need, price and availability of food items. Islamic Relief field teams strive to provide an accurate indication of food pack. Factors affecting food pack contents also include:

Beneficiary feedbackBefore finalising food pack content, beneficiary feedback is an essential part of the process. In instances where distribution areas change, local dietary customs can also change and these inform the food pack content.

Restricted funding/allocationsThe need is greater than the commitments received. The initial proposal is based on the number of food packs and estimated price based the quantity. When final food pack allocations and funds are received, this will better inform what food items and the specification of food items that may be selected for food pack.

Food item priceVolatile exchange rates, local seasonal inflation due to Ramadan, failure of harvests etc. All play a role in the fluctuation of cost of food items.

Market availabilityAt times food items are not available in local markets and this require amendments to be made to food items. This year in particular, Covid-19 saw disruption to supply chains and impacted some countries, most notably Sri Lanka.

Due to political instability and inflation, food pack content was reduced but we maintained the number of

beneficiaries served.

Slight change in content as portion of rice was reduced and gram flour/salt content was increased.

Food packs were increased in weight when delivered. Two hundred food packs were delivered

The remaining distributions were by food vouchers worth ILS 120. Eight thousand eight hundred and

ninety-nine food vouchers were distributed.

Rice content was increased by 0.5kg.

Due to disruption to supply chains and stock shortages, two different food packs had to be distributed. The

larger food pack was distributed to 1,252 families, the smaller food pack to 1,276 families.

Due to Covid-19 restrictions, beneficiaries were provided with food vouchers of TL 265 value to

exchange for rations at approved vendors.

Vegetable oil was also included in the food packs based on focus group discussions and favourable

procurement process thus increasing food packs by 5kg.
