Art. 23-A. A hiring organization whose specific activity orworkplaces do not offer an appropriate environment for thedelivery of practical classes can, apart from delivering suchclasses exclusively at the facilities of a qualified professionaltechnical training organization, contact the respectivedecentralized unit of the Ministry of Labor and Social Welfare tosign a term of commitment to comply with the quota at an entityspecialized in providing practical experience to apprentices.
Paragraph 2 - The following are considered entities specialized inproviding practical experience to apprentices:
I - public agencies;II - civil society organizations, as defined in art. 2 of Law No.13,019 of July 31, 2014; andIII - units of the National System of Socio-Educational Services -Sinase.
Paragraph 5 - Apprentices shall be selected from the public employmentregister available at the More Employment (Mais Emprego) portal andtheir selection shall give priority to the inclusion of youth and adolescentsin situations of vulnerability or social risk, such as:
I - adolescents released from the socio-educational system or servingsocio-educational measures;II - young people serving a sentence in prison;III - young people and adolescents whose families are beneficiaries ofcash transfer programs;IV - young people and adolescents in institutional sheltering situations;V - young people and adolescents removed from child labor;VI - young people and adolescents with disabilities;VII - young people and adolescents enrolled in an elementary, secondaryor technical-vocational public school, including in the Youth and AdultEducation modality; and,VIII - unemployed youths who completed elementary or secondaryeducation in the public school system.

Companies should be offered some kind of taxexemption to hire young people and adolescents insocially vulnerable situations, such as:
Adolescents removed from child labor
Adolescents serving socio-educational measures
Adolescents in shelters

◦ Reduction in the number of young people dependent on government to the minimum necessary
◦ Competition with illegal ways of earning an income
◦ Reduction in the school dropout rate
