About This Document

Purpose

The purpose of this document is to specify the RAN KPI definition as well as counters used to

calculate the KPI. The original KPI definition comes from the experiences of commercial

network management and radio network optimization. The KPI definition shall be updated

according to the requirement from customers.

1 Changes in RAN KPI Reference

This describes the changes in RAN KPI Reference.

2 Accessibility

Accessibility is the ability of a user to obtain the requested service from the system. RRC

connection and RAB setup are the main procedures of accessibility. These items can be

calculated per cell and per RNC, and the RNC level KPI is calculated by aggregating all the cell

counters that belong to the RNC.

3 Availability

Availability KPIs mainly indicate the utilization for several several kinds of of network resources

such as Radio,bandwith or CPU load.

Coverage KPIs are uesed for monitoring cell Interference status and Soft Handover Gain in a

RNC or a cluster.

5 Mobility

Mobility KPIs are used to monitoring the successful ratio for several kinds of of handover features or service mode changing in difference scenarios.

6 Retainability

Retainability is defined as the ability of a user to retain its requested service for the desired

duration once connected. These items can be calculated per cell and per RNC. The RNC level

KPIs can be calculated by aggregating all the cell counters and Iur counters.

7 Service Integrity

Service Integrity KPIs mainly indicated the service capabilities for PS/HSPA throughput on

 busy hour in each cell and the service UL Average BLER for evaluating the UL BLER value of 

services in each cell.

8 Traffic

Traffic KPIs are used to evaluate the circulated traffic such as CS Equivalent Erlang,PS

Traffic,Mean UE number for several kinds of of services in a RNC or cluster.

2 Accessibility

About This Chapter

Accessibility is the ability of a user to obtain the requested service from the system. RRC

connection and RAB setup are the main procedures of accessibility. These items can be

calculated per cell and per RNC, and the RNC level KPI is calculated by aggregating all the cell

counters that belong to the RNC.

2.1 Radio Access Success Ratio

A complete call setup procedure contains the RRC connection, RAB setup, and Direct Transfer.

Generally only the RRC connection and the RAB setup can be observed from RAN and it is

usually assumed that no error occurs when RAN handles the direct transfer messages. That is,

the authentication procedure is considered to be successfully performed. This KPI can be used

to evaluate the radio access success ratio in one RNC or a cluster, and the access failures caused

 by the SCCP congestion are not considered in this call setup procedure.

2.2 RRC Setu p Success Ratio (other)

The RRC setup procedure is trigged by different reasons which are divided into two classes:

related service and other reasons. This KPI can be used to evaluate the RRC setup success ratio

excluding the service causes in one RNC or a cluster.

2.3 RRC Setup Success Ratio (service)

The RRC setup procedure is trigged by different reasons which are divided into two classes:

related service and other reasons. This KPI can be used to evaluate the RRC setup success ratio

for service causes in one RNC or a cluster.

2.4 AMR RAB Setup Success Ratio

This KPI can be used to evaluate the RAB setup success ratio of the AMR service in one RNC

or a cluster. This KPI cannot be used to evaluate the AMR call setup success ratio unless the

related RRC procedures of all AMR services are successful.

2.5 VP RAB Setup Success Ratio

This KPI can be used to evaluate the RAB setup success ratio of the VP service in one RNC or 

a cluster. This KPI cannot be used to evaluate the VP call setup success ratio unless the related

RRC procedures of the VP service are successful.

2.6 CS RAB Setup Success Ratio

This KPI can be used to evaluate the RAB setup success ratio of all CS services in one RNC or a cluster.

2.12 PTM Channel Setup Success Ratio

This KPI can be used to evaluate the channel setup success rate of MBMS service in PTM mode.

This KPI can be used to evaluate the channel setup success rate of MBMS service in PTP mode.

3 Availability

About This Chapter

Availability KPIs mainly indicate the utilization for several several kinds of of network resources

such as Radio,bandwith or CPU load.

3.1 IU Paging Congestion Ratio(RNC)

This KPI can be used to evaluate the consumption of PCCH bandwidth on busy hour within IU

interface.

3.2 IU Paging Congestion Ratio(Cell)

This KPI can be used to evaluate the consumption of PCCH bandwidth on busy hour within IU

interface.

3.3 Call admission Refused Ratio

This KPI can be used to evaluate the admission refused ratio of new call in radio network at

 busy hour in a cell.

3.4 Congested Cell Ratio

This KPI can be used to evaluate the utility ratio of radio network resources at busy hours in one

RNC.

3.5 Radio Network Unavailability Ratio

This KPI can be used to evaluate how serious the degrading of network performance can be

caused by the unserviceable cells at busy hour in one RNC.

3.6 Average CPU Load

This KPI can be used to evaluate the consumption of CPU at busy hour in RNC system.

3.7 IUB Bandwidth Utilizing Ratio(UL)

This grouped KPIs can be used to evaluate the ratio of consumption of Iub bandwidth and

configured Iub bandwidth in one NodeB for uplink and downlink at busy hour. The consumption

of interactive and background services cannot keep the full rate all time on the configured Iub

 bandwidth.

3.8 IUB Bandwidth Utilizing Ratio(DL)

This grouped KPIs can be used to evaluate the ratio of consumption of Iub bandwidth and

configured Iub bandwidth in one NodeB for uplink and downlink at busy hour. The consumption

of interactive and background services cannot keep the full rate all time on the configured Iub bandwidth.

6 Retainability

About This Chapter

Retainability is defined as the ability of a user to retain its requested service for the desired

duration once connected. These items can be calculated per cell and per RNC. The RNC level

KPIs can be calculated by aggregating all the cell counters and Iur counters.

6.1 AMR Call Drop Ratio

This KPI can be used to evaluate the call drop ratio of the AMR service in one RNC or a cluster.

The call drop occurs due to RNC abnormal release trigged by RAB RELEASE REQUEST or 

IU RELEASE REQUEST messages.

6.2 VP Call Drop RatioThis KPI can be used to evaluate the call drop ratio of the VP service in one RNC or a cluster.

The call drop occurs due to RNC abnormal release trigged by RAB RELEASE REQUEST or 

IU RELEASE REQUEST messages.

6.3 AMR Traffic Drop Ratio(RNC)

This KPI can be used to evaluate the traffic per call drop of the AMR service in one RNC in

terms of the experience of GSM network management.
