Background
Randwick City Council (RCC) area is proud to be home to two NRL Teams – South
Sydney Rabbitohs (Rabbitohs) and the Sydney Roosters (Roosters).
Randwick City Council flies street banners across the city to support the teams.
Traditionally Council has relied on the official NRL boundary to determine where to fly
each clubs flags.
The official NRL boundary is as follows:

Each year, some residents, Roosters members and local rugby league fans have asked
the Council to review the boundary, specifically for Coogee Beach and Anzac Parade,
concerned that the Roosters were under represented (both areas currently fly
Rabbitohs banners, as per the current official boundary).
This year, before installing the banners for the 2014 final season, Randwick Mayor Scott
Nash asked the people of Randwick City, and rugby league fans everywhere, where
they thought the banners should fly.
On 2 September 2014, Mayor Nash officially launched the community consultation
campaign - #TURFWAR.
Executive summary of the survey findings
Randwick City Council conducted an online survey between Tuesday 2 September and
Tuesday 9 September 2014. This survey was supported by an extensive
communication and social media strategy.
The survey attracted strong interest with 4,887 participants completing the survey
within the 7-day period.
This community consultation elicited a fast response from a large number of people
within a short space of time. Given the substantial response, it is clear that this issue
struck a passionate chord with many members of the community.
The results show that generally people voted for the banners of the team they support
to be flown in all locations surveyed (Coogee Beach, Clovelly Beach, Kensington and
Alison Park, Randwick).
Overall, 73% of the respondents were Rabbitohs supporters and this heavily influenced
the findings. The overall results show support to fly Rabbitohs banners in every
location.
The option of flying alternate Roosters and Rabbitohs banners did not receive support.

Recommendation: Continue flying Rabbitohs banners
The survey results show substantial support to fly Rabbitohs banners. 98% of
Rabbitohs supporters voted for Rabbitohs banners. 8% of Roosters supporters voted
for Rabbitohs banners. 63% of residents from Coogee and South Coogee supported
flying Rabbitohs banners and 31% supported flying Roosters banners.

Recommendation: Continue flying Rabbitohs banners
The survey results show substantial support to fly Rabbitohs banners. 96% of
Rabbitohs supporters voted for Rabbitohs banners. 66% of Roosters supporters voted
for Roosters banners , 22% voted for Rabbitohs banners and 10% voted to fly alternate
banners.

Recommendation: Continue flying Roosters banners
58% of respondents voted for Rabbitohs banners and 37% voted for Roosters banners
to be flown. 96% of Roosters supporters voted for Roosters banners and 17% (602
respondents) of Rabbitohs supporters voted for Roosters banners. The 123 Clovelly
residents who responded were split on this issue. Clovelly Beach is widely regarded as
Roosters territory and given continued support from Roosters supporters it is
recommended to continue flying Roosters banners in this location.

Recommendation: Continue flying Roosters banners
88% of Roosters supporters voted for Roosters banners, and 8% of Rabbitohs
respondents voted for Roosters banners. Those who said they supported neither team
were split on the issue, as were the 330 Randwick residents. This location is north of
Alison Rd and therefore Roosters territory under NRL boundaries. Given continuing
support from Roosters supporters, it is recommended to continue flying Roosters
banners in this location as per NRL guidelines.

Communications approach
Randwick City Council worked with both clubs to develop the concept and release and
promote the “Turfwar” campaign to foster a local, friendly rivalry in the lead up to the
team clash (September 4) and encourage residents, club members and NRL
supporters everywhere to vote on where they think the banners should fly.
Our joint communications approach included:
The development of a website by RCC - www.yoursayrandwick.com.au/turf-
wars - to survey and manage all the votes;
Front page story in Southern Courier (2 September)
Promotion of the web address on all social media platforms of RCC, Roosters
and Rabbitohs using the hashtag #turfwar to monitor and follow the
conversation
Feature stories in e-newsletters of RCC, Roosters and Rabbitohs
Feature stories on the websites of RCC, Roosters and Rabbitohs
Coverage in the Daily Telegraph (4 September)
The #turfwar community consultation campaign was well received online and had a
broad reach thanks to social media.

The hashtag #turfwar was quickly adopted on Twitter and was ‘trending’ in Sydney
within 12 hours of the release on the community consultation.
Twitter received the largest social media response, reaching a cumulative audience of
over 2.4 million people.

Almost half of the respondents said they had supported their team for 31 years or
more. This is likely to indicate that many of the supporters consider themselves “life-
long” supporters.
Of the respondents, 2,658 did not live in Randwick City and 2,203 did live in Randwick
City.
