This position description broadly describes the accountabilities, duties and conduct of an
employee of Bourke Shire Council. The role will evolve and change over time, in line with the
changing strategic and operational requirements and outcomes of the organisation.
Primary Purpose
This role is accountable for delivering efficient and effective Ranger services that enhance
public health, safety and amenity and complies with regulatory and legislative requirements

Core Accountabilities
Implement and administer the provisions of relevant legislation and regulation to ensure
Council complies with its responsibilities.
Undertake patrols and inspections and regulate companion animals, including but not
limited to breaches of legislation, dog attacks, barking dogs and the seizure of animals.
Undertake patrols and regulate controlled lands and property to ensure they are free
from abandoned vehicles, illegal advertising, waste dumping and other obstructions.
Operate Council’s pound and monitor the use of Council stock yards, ensuring animals
are managed humanely and in accordance with relevant legislation and regulation.
Investigate and resolve complaints, including matters received through Council’s after
hours notification system, promptly and fairly.
Issue penalty infringement notices or formal warnings for non-compliance matters.
Assist with Council’s public education and awareness programs and campaigns.
As required assist with the control and management of Biosecurity weed functions or the
operation of Council’s Waste Depot or Cemetery.
Take accountability for actions and comply with reasonable instructions, training and
communication to ensure the health, safety and well-being of all persons.
The incumbent is required to undertake any other duties, projects or tasks as directed by the
General Manager, which are within his/her skills, competence and training.
The incumbent is to comply with the organisation’s Code of Conduct, policies and
procedures (as varied from time to time) and undertake training and development where it
improves the employee’s capability and capacity to undertake the inherent requirements of
the role to the standard expected by Council.
Essential Criteria
1. Demonstrated experience working with and managing domestic animals and livestock.
2. Eligible to obtain and hold a category AB firearms licence.
3. Effective interpersonal and communication skills: record keeping, report writing, dispute
resolution.
4. Demonstrated experience using the Microsoft Office suite, specifically Outlook, Word
and Excel.
5. Class C Drivers Licence.
Desirable Criteria
1. Commitment to undertake Certificate IV in Local Government (Regulatory Services)
2. Effective dispute resolution/public relation skills.
3. Previous or current Local Government experience

SELECTION PROCESS Our recruitment process includes:
☐ Deciding who will be interviewed - the information you provide is used to decide how well your abilities,
qualifications, experience, attributes and standard of work performance meet the selection criteria. You will be contacted by telephone if you progress to an interview. You will also be told if testing is part of the selection process.
☐ Interviews – a panel will select the preferred candidates. A face-to-face interview is best but if required can
be conducted via Skype or phone. You will be required to bring the original documentation of qualifications, licences or tickets. You will also be required to provide proof of your right to work in Australia.
☐ Referee checks – you will need to provide at least two referees who we can contact by phone. We will only
contact these referees after you have given us permission to do so. Other verification checks may also be required such as qualification or Working with Children checks.
☐ Pre-employment medical – all positions require a pre-employment medical, including drug and alcohol
testing. Council will make the medical arrangements.
