At its Budget Meeting held 24 June 2015, Central Highlands Regional Council adopted a system of Differential General Rating. The Council has implemented Differential Rates with the intent and for the purpose of adjusting/ easing the effect of what it regards as uneven fluctuations of the annual valuation which would otherwise lead to an inequitable distribution of rates.
Council will issue rate notices for all general rates, special rates and charges, utility charges and other charges (other than water consumption charges) half yearly; the first for the half year ended 31 December and the second for the half year ended 30 June.
Water consumption charges will be levied half yearly (based on a water consumption rating year beginning 1 June and ending 31 May ) or inconjunction with the rate notice for the half year ending 31 December and 30 June, respectively.
STATEMENT PURSUANT TO SECTION 90 OF THE LOCAL GOVERNMENT REGULATION 2012You may object to the categorisation of your land by giving to the Council an Objection Notice on the form approved by the Council within 30 days after the date of issue of the rate notice.
The sole ground on which you may object is that, having regard to the criteria determined by the Council for categorising ratable land, your land should have been included, as at the date of issue of the rate notice, in another of the categories specified in this statement.
Giving an Objection Notice will not, in the meantime, affect the levy and recovery of the rates specified in this rate notice.
If, because of an objection made, your land is included in another category, an adjustment of rates will be made by Council.

LIMITATION ON INCREASE IN RATES AND CHARGESAs required by section 172(2) of the Local Government Regulation 2012, Council records that in 2015/2016 it will be applying section 116 of the Local Government Regulation 2012 to certain of its differential rating categories, to limit the increase in the applicable differential general rates for land within those categories, as follows: -
