Q. What is the official name of your company?A. AECOM

Q. AECOM has been in business since 1990, but has a richheritage in Alaska long before that from its heritage compa-nies. What do you think makes the company so resilient? Espe-cially during downtimes in Alaska?

A. AECOM and its heritage companies in Alaska have been re-silient, particularly during downturns in Alaska, thanks to thepeople we employ and the ability to support projects across theglobe.

Alaskans are resilient by nature – we try not to let the weatheror economy push us around. As we encounter challenges indowntimes, we refocus on how the opportunities have changedand how we can best pursuethem. Our partnerships withother Alaskan firms on projectshelp us all get through the hardtimes and benefit from the goodtimes.

Q. AECOM has an interesting heritage in Alaska, datingback to 1942, during World War II and its heritage company.Would you elaborate on that?

A. During World War II, an invasion force was headed towardthe Alaskan mainland when it was met by a force of 110 U.S. AirForce bombers. The bombers had been deployed from an airbaseat Cold Bay, which was recently built by a heritage AECOM com-pany. After the war, a high-ranking Army Officer was quoted in amagazine saying that our construction of the airbase was “theproject that saved Alaska.”

Q. AECOM has been previously ranked as the #1 engineer-ing design firm by revenue in Engineering News-Record maga-zine’s annual industry rankings and had been recognized byFortune magazine as a World’s Most Admired Company, dothey still hold this standing, if so, what does the company do tocontinue to strive for excellence?

A. AECOM is currently ranked #1 in Engineering NewsRecord‘s “Top 500 Design Firms” and has held its first placestanding for the past seven consecutive years. AECOM is alsopresently recognized by Fortune magazine as a World’s Most Ad-mired Company.

We strive to achieve excellence every day. Our employeeslook for innovative improvements to provide our expertise in alldimensions of our business; including delivering clean water andenergy, building iconic skyscrapers, planning new cities, restor-

ing damaged environments, connecting people and economieswith roads, bridges, tunnels and transit systems, designing parkswhere children play and helping governments maintain stabilityand security. We successfully strive to deliver a better world.

Q. “Safety for Life” is AECOM’s world-class safety program, built around employee involvement and one of the core valuesfor the company, what are other core values does the companyhave that help it to maintain its admired status?

A. Our values define who we are, how we act and what weaspire to. It’s one thing to imagine a better world. AECOM wasbuilt to deliver it.

Our core values include; safeguard, we operate ethically andwith integrity, while prioritizing safety and security in all that wedo; collaborate, we build diverse teams that connect expertise tocreate innovative solutions. Inspire, we develop and celebrateour people, and elevate the communities we touch; anticipate,we understand the complexity of our clients’ challenges andhelp them see further; deliver, we grow our business throughoperational excellence and flawless execution; dream, we tran-scend the industry by reimagining what is possible – and realiz-ing it.

Q. In 2014 AECOM joined forces with URS and began pro-viding arctic – smart engineering and environmental servicesin Alaska, how has that impacted the way AECOM does busi-ness?

A. Both companies have been operating in the Arctic for over40 years and brought complimentary skill sets to the acquisition.URS had tremendous experience in the arctic with the oil indus-try, federal, State and municipal clients. AECOM brought experi-ence with federal environmental remediation projects, and abuilding and infrastructure practice that includes potential invest-ment in projects through AECOM Capital. Together, AECOM canprovide plan, design, finance, construct, operate and close serv-ices to wide range of clients on a broad scale of projects.

Q. What is your company’s main strength or its edge overthe competition?

A. AECOM is built on delivering infrastructure critical to qual-ity of life and mobility, and our design, build, finance and operate

capabilities differentiate us among our peers in the industry. Ourability to integrate these services into a combined offering, bestaligning this offering to meet the exact needs of our clients, is un-rivalled in our industry.

Our clients face tough challenges, and we work to understandand solve them better than anyone else. We match the complex-ity of these challenges with the diversity of our expertise, span-ning all phases of the development life cycle. This experiencedelivers innovative solutions that transform communities and im-prove lives.

Q. When AECOM joined forces with URS in 2014 the com-pany expended its capabilities and workforce, how does thatlook today and what additions or changes have been made?

A. AECOM’s purchase of URS helped AECOM’s capacity to de-sign, build, finance and operate major projects. We no longer justdraw up a set of plans to hand over to the contractors to tweakand build. Now, we are at the forefront of assessing the client’sneeds, deal-making to finance a program and/or planning its exe-cution.

Q. In 2015 you told our PN readers that AECOM was testingunmanned aerial systems for a client on the North Slope, howdid that go? Has AECOM continued to test this system and oruse it on other projects?

A. We are proud to report that the unmanned aerial systemsdata collection effort was a success, and provided comparablemonitoring to traditional aircraft that are more expensive andsubject to weather delays. We have a team of subject matter ex-perts that have deployed this technology for clients across theglobe.

Q. Are there any important projects the company is cur-rently a part or anticipate in the next few years?

A. We have worked on most of the major North Slope devel-opment projects over the last 15 years, including the Alaska LNGproject and its predecessors, the Point Thomson Project, and a

variety of projects for ConocoPhillips. We hope to continue ourinvolvement in those projects as they move forward. In addition, there are a number of exciting environmental, mining and infra-structure prospects and AECOM’s experience and performancerecord can contribute to their successful development.

Q. Previously you said that locally half of your work is forthe oil and gas business, how has this changed?

A. Oil and gas remains an important foundation of the state’seconomy. While the amount of oil and gas spending has declinedin Alaska, we continue to work with our clients providing fit forpurpose services as efficiently as possible until market conditionsrebound. We are fortunate to have clients across all sectors andare able to balance our staff and project work to adjust to the cur-rent market.

Q. The other half of your work you said was divided intoservices for the private and public sectors, have you had to pur-sue more of those projects? For instance mining, the ShemyaPower Plant, infrastructure etc?

A. We continue to pursue work with public and privateclients as well as oil and gas opportunities. With the decline insome sectors, we look for more opportunities in others. AECOMmaintains a strong practice with engineering design, National En-vironmental Policy Act (NEPA) and hazard mitigation services tostate and municipal clients, in addition to environmental and en-gineering services provided to the Department of Defense.

Q. What do you most want people to know about your com-pany?

A. AECOM is built to deliver a better world. We are a globalnetwork of experts working with clients, communities and col-leagues to develop and implement innovative solutions to theworld’s most complex challenges. We connect expertise acrossservices, markets and geographies to deliver transformative out-comes. Worldwide, we design, build, finance, operate and man-age projects and programs that unlock opportunities, protect ourenvironment and improve people’s lives.

One of our most challenging jobs included an EPC contractto install an eight mile 12” diameter jet fuel pipeline from the Portof Anchorage to Anchorage International Airport’s fuel storage fa-cilities. This project included the installation of four miles of pipethat was laid offshore in the intertidal mud flats with constructionactivities only occurring during low tides. Concrete coated pipejoints were flown and strung along the ROW utilizing a heavy lifthelicopter.

Another challenging project was the installation of 20 miles of6” and 8” dia. pipelines from the Kustatan Production Facility tothe Osprey offshore platform located on the West side of CookInlet. Two heavy wall pipelines were pulled from onshore to theOsprey Platform, two miles offshore. Four each, 1,700 feet of 12”dia. casings were installed using horizontal directional drillingequipment at the onshore approach to avoid a 200-ft. high shore-line bluff. Pulling of the pipelines from onshore to offshore wasperformed by a barge rigged with heavy duty pull winches and amodified anchoring system. The final pull into the platform “J”tube was performed by a specially designed and fabricated hy-draulic chain jack along with barge assist support. Numerous div-ing operations were also performed.

come known. The Arctic Tugs have towed oil field equipmentfrom Korea to Alaska’s North Slope, traveled thousands of milesacross the globe towing drilling rigs – to the Siberian Arctic and an-other to the North Slope – and joined in our operations at Red DogMine. Along with these carefully planned trips, the Arctic ClassTug, Michele Foss, recently executed an emergency rescue of a751-foot, 81,882-deadweight ton bulk carrier in the Gulf of Alaska.

We also recently completed the transportation of three 320’long steel bridge sections, each weighing about 700 tons, alongwith two 100-ton beams to New Jersey. The components will bepart of the new Wittpen Bridge across the New Jersey HackensackRiver. They were manufactured by Vigor Works, loaded onto Foss’barge The American Trader on the Columbia River, and thentowed by the Lauren Foss south, down the coast and through thePanama Canal before heading to the U.S. East Coast.

Our tugs are hard at work in harbors every day all along theWest Coast, Hawaii and Alaska. In addition to ship assist/escortservices of the ships calling on ports, Foss also provides a vital linkwithin the oil and gas industry, both in shipping and upstream de-velopment. Foss transports bunkers, refined products and raw in-dustry materials between supplier, seller and buyer. We arecurrently having a LNG bunkering barge completed that will sur-pass all others in the U.S. The barge will re-liquefy the fuel, as wellas transport it.

Q. How many employees does your company have? A. Over 1,700

Q. Describe the equipment your company uses and are thereany new equipment purchases planned?

A. Foss has one of the largest fleets of tugs and barges, and ex-tensive capabilities at our shipyards. In the coming months wecontinue to move forward on the construction of four new“Kapena Class” (Hawaiian for Captain Class) tugs for our Honolulubased subsidiary, Young Brothers. We are also finalizing the pur-chase of a new Marine Operating System that will greatly improvethe connectivity of fleet and shore.

Q. Is your company expanding any of its operations or loca-tions?

14 ARCTIC OIL & GAS DIRECTORY • Vol. 22, No. 1

Q: Can you provide a brief introduction to Fugro?A: Fugro delivers technical information about the earth to

support construction, infrastructure, and natural resource proj-ects. We work on land and in ma-rine environments all over theworld, combining local geophysicaland geotechnical expertise withglobal resources.

Alaska is a great example of howwe work best. Our Anchorage of-fice, led by Rada Khadjinova, staystuned to client needs and issuesthat influence projects in Alaska. She and her staff coordinate withexperts from our Site Characterization and Asset Integrity busi-ness lines to provide acquisition, analysis, and consulting serv-ices throughout a project’s lifecycle.

Q: How is Fugro responding to the downturn in the oiland gas market?

A: Innovation, both in terms of technology offerings and in-

ternal alignment. This is how we stay relevant, ready, and re-silient. There are several new and newly adapted technologieswith good potential for Alaska oil and gas clients. Satellite de-rived bathymetry is one. It can be difficult and expensive to ac-quire water depth information in certain parts of the state, especially when it requires mobilizing vessels to remote loca-tions. These data are criticalwhen considering developmentalternatives. In some instances,we can use relatively inexpen-sive satellite imaging data in lieuof vessel-based methods to im-prove bathymetric knowledge andde-risk development decisions.

Another innovation is our seabed seeps mapping capability, which is a geochem study that combines geophysical and geot-echnical datasets to help industry and government clients iden-tify, with confidence, areas of high exploration value. In an eraof low oil prices, this economical approach to exploration isvery much in-demand,and is generating excellent results.

On the land side, we are using cone penetrometer test (CPT)methods to mitigate permafrost soil instability. While CPT is aflagship of Fugro innovations dating back to the 1960s, modernCPT investigations can isolate the precise cause of soil instabil-ity in permafrost to help reduce or eliminate infrastructure dam-age caused by heaving or subsiding soils.

Q: You also mentioned internal align-ment. Can you tell us more about that?

A: Globally, we have had to adjust ourworkforce to match the realities of the mar-ketplace. With challenge comes opportunity, though, and Fugro has reshaped the companyfor a successful future. That work actuallybegan ahead of the market turn, specificallyto meet the expectations of our customersmore efficiently.

By the end of 2016, we had realigned ourorganization from multiple divisions to justtwo: Land and Marine, and focused all of our services undertwo similar business lines: Site Characterization and Asset In-tegrity. On the Marine side, this means we have integrated ourgeotechnical, geophysical, and subsea services, within SiteCharacterization and Asset Integrity, which now work seam-lessly across regions. To us, Site Characterization means green-field, feasibility-type investigations that provide certainty toengineers as far as soil conditions are concerned, while Asset In-tegrity focuses on geo-intelligence during operations, mainte-nance, and subsequent project phases.

In addition to making us a more efficient organization, thesechanges are providing greater value to our clients. With this“one Fugro” approach, we continuously improve delivery excel-lence and innovation across states, regions, and countries.

Q: How have these changes impacted Fugro’s Alaska opera-tions?

A: The Alaska office has for years been a model for the “oneFugro” approach. Our work on the Alaska LNG project is agood example. In 2016, we closed out a three-year geotechnicaland geophysical campaign in Nikiski on a proposed onshore liq-uefaction facility, marine terminal, and offshore pipelines. TheAlaska team helped design and execute the annual field pro-grams, manage local subcontractors, and communicate withclient leads. These contributions were formally recognized bythe client, which is incredibly satisfying to our entire organiza-tion. Fugro continues to support the AK LNG project under theleadership of Alaska Gasline Development Authority.

Q: What is Fugro’s outlook for Alaska?A: Despite the current oil and gas market, we remain opti-

mistic about the state’s future and are committed to a contin-ued presence in the state. Ongoing work and recent finds bymajors and independents have been encouraging, as has beenthe emphasis on improved transportation infrastructure. And, aswe’ve done for many years, Fugro continues to work in non-oil-and-gas markets, collecting baseline datasets for multiple clientuses.

Q: What do you mean by baseline datasets?A: Baseline data helps government and business perform mis-

sion critical activities. In Alaska, I would identify topographicbase maps, hydrographic charting, and coastal mapping as threefundamental baseline datasets. Over the past decade, the stateand its federal partners have made real progress on the topo-graphic mapping front. Topographic maps combine imageryand elevation layers and inform decisions on transportationsafety, disaster preparedness, mitigation, and recovery, resourcemanagement, energy, infrastructure, and economic develop-ment.

Hydrographic charting is an ongoing effort of the NationalOceanic and Atmospheric Administration (NOAA), for whomFugro is a contractor. While updating Alaska’s charts is a statedpriority for NOAA, funding is not adequate to meet the need, es-pecially considering increased traffic in the Arctic region. Un-charted shoals are a real hazard, as evidenced by perennialvessel groundings and the icebreaker Fennica accident a fewyears back. The need for updated charts was recently docu-mented by members of an Arctic-Related Incidents of NationalSignificance Workshop on Maritime Mass Rescue Operations. The danger isn’t just for the vessels who run into trouble, butfor the responders too.

And that brings me to coastal mapping, a framework thatmerges shallow water, shoreline, and coastal elevation data fora seamless depictions of the land-sea interface. This informationis important not only to emergency response, but also to na-tional security, economic development, and energy policy. It isalso a key input to understanding and monitoring the effects ofcoastal erosion, which is a concern for communities and indus-try alike given potential impacts on existing and planned infra-structure. But while coastal mapping programs arecommonplace to other coastal states, that’s not the case forAlaska.

Q: Alaska doesn’t have a coastal mapping program?A: Surprisingly, no. In the Lower-48 states and Hawaii,

coastal mapping is primarily accomplished through the NationalCoastal Mapping Program (NCMP), an effort managed by theU.S. Army Corps of Engineers in coordination with multipleother stakeholder agencies. The NCMP does not apply toAlaska, however, and most of Alaska’s coastal mapping data isdecades old.

It’s not all bad news, though. There is growing awareness ofthe need for a coastal mapping program in Alaska. One brightspot was last year’s Alaska Coastal Mapping Summit, hosted byNOAA. While focused more on coordination of existing proj-ects than initiating a comprehensive one, it’s a step in the rightdirection. Additionally, the Digital Coast Act introduced in Janu-ary, co-sponsored by Senators Murkowski and Sullivan, couldhelp fill Alaska’s significant coastal mapping data gaps. The billpassed the Senate in May by unanimous consent, which is en-couraging. Fugro was part of the California Seafloor MappingProject years ago, so I’ve seen this start at the grass-roots beforeand I’m confident it can happen in Alaska, too.

PND engineer addresses fish waste management

PND Engineers Inc. said July 12 that a chapter by Alex Jef-feries, PE, a hydraulic engineer with PND’s Anchorage office, isincluded in a newly published textbook intended to help educa-tors engage youth in discussions about the past, present, and fu-ture role of animals in science education. “Engineering aSolution for Managing Fish Waste” is the third chapter in thebook, “Animals and Science Education - Ethics, Curriculum andPedagogy,” and is one example of animals as the focus of sci-ence education. In Jeffries case, her studies led to an engineer-ing solution that contributes to ecosystems, mitigating issuesranging from safety and pollution to odors and aesthetics.

Nathan Harris, EIT, also with the Anchorage office, andBrandi Opsahl, EIT, who joined PND upon graduation but hassince moved to Washington, receive a credit in the chapter aswell, for contributing to Jeffries’ fish grinder project while stu-dents at UAA, as part of their senior design project.

Jeffries was approached to write the chapter by Dr. MichaelP Mueller, a professor with the College of Education at the Uni-versity of Alaska Anchorage, after she earned attention for herinvention of a fish-waste disposal system. In 2014, she wasawarded U.S. Patent 8,833,682 B2 for a water-powered fish car-cass disposal system, an innovation inspired by growing up onthe Kenai Peninsula among fishermen, salmon and wildlife. Shedesigned a system that floats in a body of water, grinds fish car-casses into pieces, and returns them to the water. The goal is todecrease human-bear interactions by more thoroughly dispos-ing of fish remains that otherwise attract dangerous predatorsto populated river areas.

Jeffries graduated from UAA with a bachelor’s degree in civilengineering in 2011, and completed her master’s in civil engi-neering earlier this year.

NSTI’s ‘No-Layoff’ approach survives 2016 recession

In the face of declining oil prices and a statewide economicrecession, North Slope Telecom said it has a lot of be gratefulfor in the last year!

2016 was a tough time for Alaskans, losing about 6,800 jobsand thereby netting the first annual jobs loss for the state since2009.

Then, in October of 2016, Alaska recorded the nation’s high-est unemployment rate at 6.8 percent.

However, it is with great pride that NSTI announces thatzero of the 6,800 lost jobs belonged to NSTI employees. In fact,NSTI ended up with more employees at the end of 2016 thanthe beginning.

“Everyone who worked for NSTI at the beginning of 2016and wished to maintain that employment, still had their job atthe beginning of 2017; and we are very proud of that!,” saidDavid Smith, vice president.

NSTI can attribute some of that success to its focus on strate-gic diversification. By taking on new challenges, new clientsand new types of work consistent with its core competencies, skills and values, NSTI has expanded its market to keep its com-pany healthy and whole during the economic downturn in itsprimary market, Alaska oil and gas.

Another way NSTI was able to grow in 2016 was by takingsomething it was already very good at and expanding the sizeand scope of the work it offered. NSTI has been known for in-stalling high quality fiber optic communication networksthroughout the state for years; in 2016 it stepped into the“long haul fiber” market with a 125 mile fiber installation alongthe northern part of the Dalton Highway. NSTI was able to com-plete all project objectives for 2016 ahead of schedule.

NSTI is excited to form new connections and continue ourcontribution to a healthy economy in this great state!

has settled with PND for $750,000.PND was the designer of record on the project, which was

halted before completion of the construction. “We are happy tosettle this meritless suit against us for less than the cost of goingto trial, and move on with the business of engineering,” said JimCampbell, PND president.

PND’s Open Cell Sheet Pile design was originally selected forthe Port of Anchorage expansion project after a lengthy reviewby multiple local, state and federal agencies, and subject ex-perts in soil mechanics and seismic design. To combat the mu-nicipality’s subsequent contention that the project suffereddesign problems, PND and other design defendants brought inadditional top internationally recognized experts in engineer-ing, soil mechanics and seismic stability, who were able toclearly explain why the municipality’s contentions were wrong, and that the design was suitable, the company said.

PND stands behind its Open Cell Sheet Pile design which hasbeen used successfully in more than 180 projects worldwide.“The OPEN CELL design provides advantages in many infra-structure projects and has been successfully installed all overthe world,” said Campbell.

“As the lawsuit progressed, testimony and expert studiesshowed that PND’s design was suitable for the project and theproblems with the Port of Anchorage project in 2008 2009were the result of poor management and construction prac-tices.” PND was the first to raise construction concerns andcalled for dredging and dive surveys that confirmed construc-tion related damage in 2009.

PND Engineers is consistently ranked as one of the top firmsin the country in its field.

PND looks forward to the opportunity to air the full andcomplete facts of the lawsuit now that it is settled.
