Setting Up the Polling Place
Set up the Scanner using the instructions located within the lower scanner bin door.
Set up the Touchscreen using the instructions located within the Touchscreen leg compartment.
Set up the voting booths using the instructions located in the Disabled Adapter Bag in the Gray Ballot Box.
Post outdoor, indoor, voting booth and Touchscreen signs using the list located in the Opening the Polls Supply Bag.
Set up the Official Table using the diagram below.

Set up the polling place as suggested in the diagram below.
Remember to think about the flow of voter traffic.

CHECKLIST: OPENING THE POLLS
Poll Workers sworn in and have signed payroll documents Poll Worker Break Schedule is posted. Poll worker has been assigned to ride to Return Center with Inspector.
Scanner up and ready
RED security seal (serial number has been verified and Seal Verification Form signed) Everything removed from scanner bins Scanner LCD display reads zero Vote Totals Report reads zero, precinct number, date and time are correct. Scanner tape has been signed by all Poll Workers
Touchscreen up and ready
RED pull-tite security seal (serial number has been verified and Seal Verification Form signed) POLLS OPEN/CLOSED cover is sealed with new Blue seal. Old Blue seal is taped to the
reverse side of the Seal Verification Form Public Counter reads zero Audio Unit has been placed in Touchscreen ‘well’ area as described in “Setting Up the Audio
Unit”
Card Activator ready
Voter Cards are nearby on Official Table

SETTING UP THE VOTER INFORMATION CENTER (V.I.C)
The Voter Information Center (V.I.C) will be delivered with the Voting Equipment and the Registrar of Voters cart.
The Voter Information Center will look like this election morning:
Bring left and right vertical wings (in back), forward:
Lower and lock the two (2) horizontal wings, to fit into vertical wings:

SETTING UP THE VOTER INFORMATION CENTER (V.I.C)
Now lift the top of the Voter Information Center up:
Fold sides forward, to make Voter Information Center to stand straight. After correct assembly, Voter Information Center will look like this:
AFTER ASSEMBLY OF THE VOTER INFORMATION CENTER, PLACE SAMPLE BALLOTS ACCORDING TO EACH LANGUAGE INTO SLEEVES. THEN PLACE RCV BROCHURES ACCORDING TO EACH LANGUAGE, IN FRONT OF THE SAMPLE BALLOTS.
PLACE THE VOTER INFORMATION CENTER INSIDE THE POLLING VISIBLE TO ALL VOTERS.

Voter Procedures: Inspector and 1st
voter have verified that:
Scanner bins are empty. Inspector secures scanner door with blue seal after verification)
Date, time and precinct number on Scanner tape are verified
Scanner LCD display is ‘Zero’
Ballot box is empty, Inspector secures Ballot box with white pull tite after verification
Touchscreen ‘Public Counter’ is ‘Zero’
Touchscreen door marked ‘Polls Open/Close’ is secured with blue security seal

REMINDER: VERIFY RED SEALS FOR SIGNS OF TAMPERING
Red security seals MUST be verified against Seal Verification Form three (3) additional times Election Day by two (2) poll workers.
See suggested times on reverse side of the Seal Verification Form.

Closing Reminders
Take Down Signs and Street Index
Bring in A-Frame flag (and Accessible Entrance A-Frame if applicable) place sign(s) on cart
Place Tri-fold of outside signs on or near Registrar of Voters cart
Dismantle Voter Information Center (V.I.C) and place near Registrar of Voter cart
Take down all signs, inside and outside the Polling Place
Place signs back in Opening the Polls Supply Bag
Pack items on Official Table in the appropriate supply bags
Supply bags will be put in scanner bins
Dismantle Blue Voting Booths
Dismantle blue voting booths (Do not remove signs)
Pack legs inside each booth and secure S-hook across privacy shield
Unlock adapters from Accessible Voting Booth by lifting locking tab on back of adapter
Remove adapters and place in Disabled Adapter Bag
Set Disabled Adapter Bag aside for later placement in Scanner bin
Stack Blue voting booths on the cart ready for pick-up by the Registrar of Voters
DO NOT REMOVE SIGNS INSIDE OF VOTING BOOTHES
Record Numbers on Official Ballot Tally
Count Signatures in Roster-Index
Count signatures on Pink and White Roster-Index pages
Write the total number on Line 7 of the Ballot Tally (front cover of Roster-Index).
Count Unused Ballots
Count unused English, Chinese, Spanish, Tagalog & Vietnamese ballots and write the individual numbers on the Seal for Unused Ballots. All Poll Workers must sign the seal.
Add the counts together and write grand total(s) on Line 3 of Ballot Tally.
Place unused ballots in the Unused Ballot box, all poll workers sign the “Seal for Unused Official Ballot Box’ seal before the seal is affixed to the Unused Ballot box.
Unused Ballots go to the Return Center

Finishing Up
1. Complete Official Ballot Tally
Line1 – Total number of ballots received by type. Count all ballots received.
Line 2- Total number of Spoiled ballots. Count Spoiled Ballots in the #7 plastic bag. Write the number of spoiled on bag label and on Line 2. Bag #7 goes in the Gray Ballot box
Line 3 – Unused Official Ballots.
Line 4 - Count Unscanned Ballots (if any) and place in #5 plastic Bag. Write total number on bag label. Bag #5 goes into the RED bag
Line 5 - All Provisional envelopes. Count all Provisional Ballot/Envelopes, place in #3 plastic Bag. Write number on bag label and on line 5. Also place completed Voter Registration forms in #3 bag. Bag #3 goes into the RED bag
Line 6 – Total Voted ballots. Write the total number showing on the Scanner LCD display.
Line 7 – Total Signatures on white and pink Roster pages.
Line 8 – Total Votes Cast on Touchscreen, write the number showing on Touchscreen Public Counter.
Count Surrendered Vote by Mail Ballots in #6 plastic bag. Write the number on the bag label. Bag #6 goes into the Gray Ballot box.
Count Vote by Mail Ballots. Write number on bag label, place in #4 plastic bag.
Bag #4 goes in the RED bag.
NEVER OPEN a Vote By Mail or Provisional Envelope!
Place totals in all boxes on Official Ballot Statement.
Cut white pull tite seal on Gray Ballot Box and retrieve contents. Trim and tape white pull tite to the reverse side of the Seal Verification Form.

Packing RED Bag!
1. Place plastic bags 1, 2, 3, 4, and 5 in Red Bag.
Bag 1 should be visible as shown below, with anti static bags and Roster(s) visible.
2. Place scanner keys in the Red Bag.
