    All objectives were essentially met during the period, although the coordinator was in an Acting Administrator capacity for most of the year. The ooordinator and assistants (1) monitored legislation to assure eligibility, (2) reviewed and expedited project documentation, (3) supervised projects to assure compliance with State and Federal laws and policies, (4) coordinated with cooperating agencies, and (5) sought to maintain professional standards. Inspection trips to review projects were made to Hawaii (November 21 and December 9, 1987) ; Maui (July 24 and August 25, 1987) ; Oahu (February 12, 1988) ; mlokai (April 8, 1988) ; and Kure Wildlife Sanctuary (December 15, 1987). A Federal Aid staff meeting was held May 16-17, 1988 to review reporting, assess progress, and plan for the next segment. A Coordinators Meeting was attended in Washington State on October 5-9, 1987. Project charges (purchase orders, time sheets, reports) were reviewed for accuracy and accountability. Delinquent reporting and erroneous charges continued to improve.

    Job Title: Technical Guidance to Provide Wildlife and Wildlife Habitat Protection and Enhancement

    Job Number : I-A

    A total of 65 Conservation District Use Applications, 62 Project Proposals or Plans, 34 Ehviromntal Impact Statements, six Land Use Reviews, and 20 mvironmental Assessments were reviewed, with advice provided. On 71 occasions, guidance was given to private landowners, sportsmans clubs, military installations, and others on improving wildlife habitat. 78 man-days were spent providing assistance on: research proposals, captive propagation, wildlife management, exotic animal control, and wildlife enhancement methods. Project personnel served on advisory committees and provided guidance on wildlife and habitat protection. All technical guidance actions are documented and on file in the Division of Forestry and Wildlife office in Honolulu, Hawaii. Mre time should be allotted for field assessments for Conservation District Use Applications and Environmental Reviews. This job should be continued.

    Game bird harvests declined slightly compared to last year although there was more acreage to hunt in. The U. S. Army at Pohakuloa and Parker Ranch allowed public hunting in some previously closed areas.

    Job Title: Status, Trends and Utilization of Game Birds and Their Associated Habitat in the County of Maui

    Job Number : R-I-B

    The installation of additional water units in the Game Management Areas was not completed during the past year due to manpower deficiencies. The total of 14.49 inches of rainfall recorded in the Kula and Kahikinui Game Management Areas was similar to the 14.33 inches experienced last year. On Maui, a comparison of this and the previous year's harvest data indicated similar results in terms of hunter pressure, birds taken and success ratios. The success rate on hbui was 0.78 bird per hunter per day. On Lanai, hunter success declined from 1.24 in 1986 to 0.77 this past season. Only Molokai recorded an increase in success rate from 1.83 last year to 2.73 this year. This job should continue with the maintenance of water units, emphasized.

    All job objectives were mt. The Kuaokala-Mokuleia Public Hunting Area was open for the entire game bird season consisting of 26 days. Six hundred thirteen hunter trips wre made and 110 game birds were harvested. No potential public hunting area was found. This job should be continued.

    All job objectives were met as planned. The 1987-88 upland game bird harvest data was collected, tabulated and analyzed. The effects of game bird habitat improvements were considered in the game harvest analysis. Recomndations were made to continue this job, and to continue experimental mlasses grass control mrk within Kekaha Game Management Area.

    Job Title: Status, Trends and Utilization of Game Mammals and Their Associated Habitats on the Island of Hawaii

    Public hunting opportunities were expanded on the Mauna Kea Game Management Area to utilize big game resources destined for eradication by court order. Feral sheep, feral goats, mouflon and muflon-feral sheep hybrids were taken during an extended hunting season with no restrictions on bag limits. Data in other hunting areas collected at unmanned hunter checking stations showed a continuing sustained-yield trend.

    Job Title: Status, Trends and Utilization of Game Mammals and Their Associated Habitats on the Island of hui

    Job Number: R-11-B

    Operation of the hunter checking stations and aerial surveys accomplished job objectives for this report period. An aerial survey of game mammals conducted by helicopter resulted in an actual count of 1,429 axis deer in the Lanai Game Management Area. Extrapolation projected the population to an estimate of 3,715. A total of 2,254 participants harvested 1,056 (571 bucks, 485 does) axis deer. During the two-day archery season, 11 (8 bucks, 3 does) deer were taken by 421 archers. A count of 547 mouflon was projected to an estimated population size of 1,422. Eleven mouflon rams were taken during the archery season as compared to one the previous year. The 80 hunters participating during the rifle season harvested 62 rams for a success rate of 77%. A count of % axis deer was obtained in the Wlokai Game Management Area. The computed population estimate was 212 deer. Due to the low predicted numbers for harvest, the Axis Deer Season on Wlokai was closed. An early morning limited three strip aerial survey was conducted on portions of private ranch lands on Maui. A total of 47 deer was counted, the largest herd containing 11 deer. Reports of axis deer on Maui have become a common occurrence.

    Annual Performance Report - 5 - 7/1/87 to 6/30/88

    Job Title: Status, Trends and utilization of Game Mammals and Their Associated Habitats on the Island of Kauai

    Job Number: R-11-D

    All of the job objectives were met as planned. Game m m a l harvest data from 12 hunter checking stations were collected, tabulated and analyzed throughout the year. A feral goat census was made and resulted in the closure of the 1988 hunting season, because of an insufficient game population. Feral pig and blacktailed deer population trends =re evaluated through harvest statistics and habitat condition surveys, and were considered to be stable. Deer range surveys conducted at thirty-five permanent transects indicated little change from the previous year. All deer taken by hunters were weighed, measured and examined for physical condition, disease and parasitism. Six feral range study exclosures were visited and analyzed, indicating goat populations have been reduced in most areas of the range. Recommendations were made to continue the study and work towards reducing the illegal game mammal harvest which has frustrating management efforts.

    Study Title: Game Bird Habitat Regeneration Study on Kauai

    Job Title: Evaluation of Game Bird Habitat Reqeneration Test Plots on Kauai

    Both objectives of this study were accomplished as planned. Quarterly measurements of carpet grass test plots were made to determine coverage and vigor. Regrowth of mlasses grass and other undesirable grasses was also measured. Rainfall was recorded monthly at all three test sites. Although rainfall was low, all test plots continued to increase in coverage and rebounded in vigor following the spring rainy season. A plastic mulch test plot was established, and planted with Cajanus. Difficulty in getting good planting stock of Osteomeles and Solanurn was encountered in thenursery, and must be tried again. The cost of the mulch establishment was recorded for future analysis. It was too early to evaluate the effectiveness of the mulch system in providing game bird foods in dry habitats.

    Study Title : Ecological Study of the Rock Wallaby on the Island of Oahu

    Job Title: Ecological Study of the Fack Wallaby on the Island of Oahu

    Job Number: R-VII-A

    Brush-tailed rock wallabies (Petrogale penicillata) were surveyed in Kalihi Valley from January 11 to February 6, 1988. Ten live traps were set-up and re-established in the study site. Rats (Rattus rattus) and feral dogs (Canis familiaris) were controlled with poison bait stations and live traps respectively. mre blood samples were taken this year and sent to the University of Hawaii in hopes of gaining more insight on the origin, genetic evolution, and general biology of the wallaby colony. Further monitoring of the rock wallaby population should be continued.

    Study Title : Nene Investigations

    Study Number: R-I - Job Title: Survey of the Nene Population on Maui

    Job Number: R-I-D

    A total of 75.52 inches of rainfall was recorded in the eastern portion of Haleakala Crater during the nene breeding season (November-February), A high count of 43 nene was obtained during the month of December in the eastern portion of the crater. Of the 43 nene, 14 (33%) were banded and 29 (67%) unbanded. Six active nests were located this year. A survey in early April resulted in the sighting of 14 young. This should continue with more frequent monitoring of nests and young.

    released at the Keauhou Nene Sanctuary and were maintained throughout their release period. Wild unbanded nene utilized feeders and water units and freely associated with newly released birds in the sanctuaries. Predator control was undertaken in sanctuaries at nesting and feeding sites to oontrol mongooses and rats,

    Job Title: Survevs of the Nene Pmulation on Kauai

    Records were kept of Nene observations on Kauai, their location, numbers and flock size. Three nests were known to have been successful at Kipu Kai, producing 10 goslings. Only one mrtality was recorded. The total Kauai population was impossible to determine because of apparent wide dispersal. Reports of Nene observations up to 26 miles from Kipu Kai were recorded. Color banding of Nene was not accomplished as planned, due to the retirement of the Kauai Game Management Assistant and lack of manpower to pre-bait and capture the birds. Notes were kept on Nene nest site characteristics and habitat preferences.

    Study Title: Forest Bird Investigations

    Study Number: R-I1 - Job Title: Inventory of Palila on Mauna Kea, Island of Hawaii

    Job Number: R-11-A

    Surveys of Palila were conducted on Mauna Kea during the breeding (summer) and non-breeding (winter) seasons. Bird counts were made at 150 sampling stations along 17 permanent transects using the variable circular plot method. Results were compiled and analyzed to assess annual trend in population level and changes in Palila distribution. This project was a cooperative effort of the State Division of Forestry and Wildlife (DOFAW) and the U. S. Fish and Wildlife Service (USFWS).

    A total of 130 Palila was counted during the breeding season (July 21-23, 1987) and another 219 were tallied during the non-breeding season (February 2-4, 1988) surveys. The population was estimated at 3,624 (95% CI = 2,065-5,183) and 4,358 (95% CI = 3,199-5,517) birds, respectively. As usual, the greatest density of Palila was centered in the Puu Laau area. Results indicated that the population increased approximately 20 percent between the first and second counts. The 1987 estimate was the highest obtained since 1981. Reasons for the population increase were not apparent, but favorable weather conditions were probably an important factor.

    Surveys were conducted on m l o k a i (May 1988), Hanawi Natura l Area Reserve (March 1988) and Puu Makaala NAR (February 1988). The m l o k a i survey was t h e second major at tempt ever to estimate abundance and d i s t r i b u t i o n o f n a t i v e f o r e s t b i r d s i n t h e i r core range on Molokai. Using t r a n s e c t s e s t ab l i shed t e n years ago by t h e USFWS and l ay ing t h r e e new t r a n s e c t s , b i r d s were censused a t 145 s t a t i o n s using the "va r i ab l e c i r c u l a r plot count" method. P a r t i c i p a t o r s i n t h e survey included DOFAW, USFWS, t h e U. S. Nat ional Park Serv ice , and t h e Nature Conservancy. Fo res t b i r d abundance and d i s t r i b u t i o n remained l i t t l e changed from t e n years ago, except t h a t t h e m l o k a i Thrush had a l l bu t disappeared (one s igh t ing ) and t h e Japanese Bush-Warbler had undergone a dramat ic populat ion explosion. Br ie f surveys o f t he State Natura l Area Reserves (NAR) showed a d e c l i n e i n n a t i v e f o r e s t b i r d s a t Puu Makaala, while b i r d popula t ions a t the Hanawi NAR remain t h e same. A t t h e l a t t e r site the Maui, Akepa was seen a f t e r a h i a t u s o f s e v e r a l years .

    A f o r e s t b i r d survey t r i p was made to M t . N ~ l o k a m a , an i s o l a t e d high e l e v a t i o n peak on Kauai I s l and dur ing 17-23 June 1988. Only four endemic f o r e s t b i r d s were encountered: Apapane, Anianiau, ~ l e p a i o and Pueo. A l l t h r e e were considered u n m n . Hab i t a t cond i t i ons compared with those o f a survey made 20 years previously, had become s e r i o u s l y degraded. Hurricane Iwa (11/23/82) destroyed much o f t h e Metrosideros-Chirodendron f o r e s t . F e r a l p i g s and goa t s had a l s o become es t ab l i shed and had chanqed much of t he hq vegetat ion. Notes on t h e abundance o f non-native b i r d s were also made. The presence of t h e Japanese bush warbler was a n f i r m e d on Kauai dur ing t h i s survey .

F ie ld m r k cons i s t ed p r imar i ly of s h o r t surveys i n t h e b e s t h a b i t a t s . Areas checked were Kaloko Subdivis ion, Puu Waawaa Wi ld l i f e Sanctuary, Pa l an i Ranch, Honuaula, Honaunau and South Kona Fores t Reserves, and the Waiea sec t ion of W a n d l e s s Ranch. A t o t a l o f 20 man-days was expended on Ala l a f i e l d work. Crows were on ly found i n one of t h e a r e a s surveyed. Fern Duvall heard a s i n g l e b i r d c a l l i n g on March 29, 1988 i n t he Waiea s e c t i o n o f McCandless Ranch (approx. 4 ,600 ' e l e v ) . E f f o r t s to v i s u a l l y locate t h i s b i r d were unsuccessful. No Ala la populat ion e s t ima te was made because of inadequate survey r e s u l t s .

    Job Title: Surveys and Inventories of Waterbirds and their Habitats in the State of Hawaii

    Job Number: R-111-A

    The annual summer (July 29, 1987) and winter (January 25, 1988) waterbird surveys and the annual stilt recruitment survey (September 30, 1986) were mnducted as in previous years. A ten year analysis of survey data shows the following long term trends: (1) an increase of Koloa on Oahu, (2) a shift in distribution of waterbird populations from cane settling ponds to managed refuges on Oahu, (3) an increase in Aukuu on Oahu as a result of prawn farms installations, followed by a population crash as control measures were implemented, and (4) fluctuations in population abundance and distribution of stilt and coot in response to rainfall. The Nature Conservancy, under contract with monies from the Coastal Zone Management Program, was hired to incorporate all four native waterbirds into a natural heritage data base. All survey sites were mapped and catalogued. Niihau was censused by air on January 28, 1988. Summer stilt and coot populations were down slightly, but Koloa and Gallinule numbers increased. Niihau was apparently very dry. Winter populations of stilts, coots and migratory waterfowl were extremely low on both Kauai and Niihau, indicating dispersal following heavy rains and possible off-island migrations. All data was tabulated, analyzed and related to habitat conditions.

    Job Title: Statewide Waterbird Marking, MDvement and Disease Study

    The objectives of this job were not met as planned. Coots departed Kauai Island almost entirely after heavy winter rainfall, making trapping and marking attempts unjustifiable. No coots could be captured for disease and parasite sampling. The retirement of the Kauai Game Management Assistant limited manpower to such an extent that capture and marking birds on Oahu and Maui were not attempted.

    problem. Follow up visits were made, but mots did not return to Kauai following this years unusual winter dispersal. Therefore, no nesting activity could be monitored. No other waterbirds were observed using the structures.

    A script was cmpleted for the video program on Hawaii's endangered birds. Valuable footage was obtained from several sources, including the British Broadcasting Corporation. Recordings of bird vocalizations were obtained from the Library of Natural Sounds at Cornell University. Hawaii Public Television was contracted to produce the video and anticipated completing the project by November, 1988. This project should be continued.

    Job Title: Survey and Inventory of Seabirds in the State of Hawaii

    ~ l l objectives of this job were accomplished. The annual seabird salvage project resulted in record number of birds (2,330) handled. Shearwater fallout data was analyzed and related to lunar periodicity, urban light changes and weather. Follow-up surveys on cross-fostered Newells shearwater at Kilauea Point N.W.R. were accomplished, but resulted in no observations of nesting. A survey of Kalaheo Newell's shearwater nesting colony was made. Seven nestlings were banded and measured. Tm adult and one chick mrtalities were found and attributed to rats and owls. A Natural Area Survey team confirmed the location of Dark-rumped petrel nesting colony about 0.3 miles N.W. of Kilohana, Kauai at about 4,000 feet elevation.

    Kauai Segment

    A l l projects were accomplished a s planned on Kauai, except t he f u l l s c a l e p l an t ing o f herbaceous seedl ing. This was no t done because o f t h e u n a v a i l a b i l i t y o f a r e n t a l s p r i g p l an te r dur ing t h e w e t season. Work progressed on land tenure and planning f o r impoundment development, b u t a c t u a l water a r ea development was not s t a r t e d , because land a c q u i s i t i o n was delayed. No vege ta t ion c o n t r o l was required i n sanc tuary a r e a s t h i s year . The a t tached t a b l e shows t h e degree of performance f o r each work i t e m .

  • Annual Performance Report

    The majority of the planned mrk items for wildlife management and habitat development and maintenance activities on Oahu were accomplished. Few mrk items were not carried out; however, certain work projects went beyond the planned projections. Game and non-game programs included development and maintenance work projects such as water units, feeding sites, vegetation control, hunter access roads and trail maintenance, sign posting, and checking station maintenance of signs, buildings and service roads. This project should continue. Details of accomplishment, by work item are attached.

    Maui Seament

    Most of the mrk items planned for wildlife management and habitat development and maintenance for the Maui District were accomplished. Certain projects went beyond the planned wrk while a few others were not fully completed. No land rental agreements have been secured; however, negotiations have continued with prospective cooperators. A summary of progress is attached.

    Hawaii Segment

    Although there was progress on m s t work items, mrk was delayed or not accomplished due to emphasis on animal control to protect endangered species habitats. mad work at Puu Waawaa was delayed pending planning; nest structures were not completed due to design changes; weather and lack of equipment prevented full implementation of plantings and mowing, respectively. A summary is attached.

Telemetry equipment w i l l be used to l o c a t e family groups and monitor brood survival .     A va r i ab le circle census technique (as developed by Fish and Wildl ife Service ~ e s e a r c h ) and/or a technique to index abundance w i l l be used to monitor se lec ted areas for s t a t u s , d i s t r i b u t i o n , and abundance of endemic f o r e s t b i rds . Presence or absence of extremely r a r e , endangered f o r e s t b i rds , or b i rds thought to be e x t i n c t , w i l l a l s o be monitored. Habitats , l imi t ing fac to r s , and poss ib le management so lu t ions w i l l a l s o be invest igated.

    To determine the in t e r - i s l and movements of t h e Hawaiian coot i n Hawaii and i f t h e r e a r e poss ib l e c o n t i n e n t a l migrants i n t h e Hawaiian coo t populat ion; to survey the occurrence of waterfowl d i s e a s e s and p a r a s i t e s i n wild coot popula t ions as b a s e l i n e information upon which to eva lua t e t h e " f i t n e s s " of captive-reared or salvaged b i r d s for r e l e a s e back i n t o the wild.

    Procedures:

    Up to 100 Hawaiian coo t s w i l l be captured with a cannon n e t on Kauai, Oahu, and Maui. Color-coded and numbered plastic neck collars w i l l be used to i d e n t i f y i nd iv idua l s as we l l as t h e i s l a n d s on which b i r d s are captured. Butt-ended metal l e g bands w i l l also be used f o r i nd iv idua l markings.

    Follow-up surveys of key h a b i t a t a r e a s w i l l be made i n add i t i on to the semi-annual waterb i rd censuses to m n i t o r t h e movements o f t h e marked coots . I f c o l l a r e d and banded coots appear i n c o n t i n e n t a l populat ions and are c o l l e c t e d , t h e ex i s t ence of a migratory po r t ion o f t h e populat ion i n Hawaii could be confirmed.

    Oppor tunis t ic sampling of Hawaiian coots f o r d i s e a s e s and p a r a s i t e s while they are being handled dur ing t h e marking and mvement part of t h e s tudy w i l l be accomplished, using c loaca1 and t r a c h a e l swabs and preserved f e c a l samples. Analysis of swabs and f e c a l samples w i l l be done through coopera t ive s e r v i c e s o f t h e S t a t e Department o f Agr i cu l tu re Veter inary Laboratory and/or t h e Univers i ty o f Hawaii.

    To design and construct three types of floating nest structures for use by Hawaiian coots i n plantation reservoirs; to evaluate each type of structure as to its acceptability for nest construction by Hawaiian coots, and to determine nesting success i f nests are made.

    Procedures :

    Available literature w i l l be reviewed on nest s i te characteristics of the Hawaiian coot, to determine those habitat qualities normally selected by coots for nest sites.

    Three prototype designs for floating nest structures w i l l be constructed and positioned i n irrigation reservoirs that are inhabited by coots the year round.

    Follow-up v i s i t s w i l l be made a t least mnthly during the nesting season to determine i f the structures are used by coots for resting, roosting, or nesting. I f nests are found, their success w i l l be mnitored by more frequent v i s i t s . Records of other waterbird use w i l l also be kept to determine i f there is inter-specific competition for the use of the nest structures.
