It was attended by Pyithu Hluttaw Speaker Thura U Shwe Mann and 386 Pyithu Hluttaw representatives. As a ministry concerned did not discuss the proposal “Ward or Village-tract Administration Bill” submitted to the Hluttaw yesterday, the proposal would be discussed in first week of September, and those wishing to submit corrected proposals were asked to submit the proposals in accordance with the Pyithu Hluttaw Rules No. 157 and to nominate at the Hluttaw not later than 4 September. At today’s session, 11 questions were raised and answered, a proposal was discussed and two proposals and one bill were submitted to Pyithu Hluttaw. Union Minister for Rail Transportation U Aung Min replied to the two questions related to the ministry. U Han Sein of Taikkyi Constituency asked the question that “whether the ministry has a plan for the Yangon-Bagan Ex- press Train to stop over at Taikkyi Station for 2 minutes and to resume Letpadan-Yangon (Local) Train which ran in the past between Letpadan and Yangon.” Union Minister U Aung Min replied that there are two six trains which stop over at Taikkyi Station. They are Yangon-Thayawady- 69-up and 70-down trains, 63-up and 64- down Yangon-Pyay trains, Yangon-Pyay 71 Up and 72 Down-trains. Being an express train, Yangon-Bagan Ex- press train stops over only at seven stations which are located at junctions. If it stops over at Taikkyi Station, it will have to stop over 11 more stations which have the same status of Taikkyi Station. It takes around 12 minutes for a train to stop over at a station for two minutes, and it takes a total of 144 minutes for a train to stop over at 12 stations. If the express train stops over at 12 more stations, it will be degraded as a mail train, the minister said. The Ministry has no plan to stop over Yangon- Bagan Express Train at Taikkyi Station as it is an express train, he said. Union Minister U Aung Min continued to say that in the past, trains ran between Taikkyi- Yangon in the past as Yangon was not easily accessible from Taikkyi. But, today, there are 158 city buses and 168 express buses are running daily from Letpadan, Thayawady and Okkan to Yangon passing through Taikkyi and from Taikkyi. Rail transportation is effective for a long trip and cars are effective for a short trip. Improve tourist industry, amain source of nationalincome

The open season is coming, andMyanmar will see a stream of foreigntourists commencing October, the start ofthe tourist season. Therefore, all necessaryarrangements are to be made to providefine services for tourists on their arrivalsand departures and during their stay.

Most of the tourists enter Myanmarthrough Yangon, Mandalay, Bagan andborder checkpoints. Yangon InternationalAirport is coping with a growing numberof tourists: to be exact about 500,000foreigners and over 300,000 locals up tonow this year. Several projects getunderway to upgrade the airport toincrease its capacity from over two millionto over three million a year.

Smooth transport is a must for theconvenience and comfort of tourists.Yangon, Mandalay, Bagan and Inlay arepopular tourist destinations in Myanmar.

Asia-Pacific region includingMyanmar receives large numbers oftourists. Archaeological regions, ancientbuildings and artistic works really putMyanmar on the map, thus fascinatingtourists.

The number of tourist arrivals has beenon the increase since the beginning of thisyear. We should improve services by theforthcoming open season such as smoothtransport, five-star accommodation,international standard service, guides,aircraft, vehicles, chartered ships andmotorboats.

10 militants killed in AfghanistanKABUL, 30 Aug— A total of 10 insurgents

were killed and nine others captured whenAfghan and NATO-led forces conducted jointoperations in the country’s eastern Ghazniand Wardak Province, the NATO said onTuesday.

“A combined Afghan and coalitionsecurity force killed more than 10 militants anddetained another nine during separate, overnightsearches targeting a Haqqani network attackcell in eastern Afghanistan,” said a statementissued by NATO-led International SecurityAssistance Force (ISAF).

The targets of the searches were severalHaqqani facilitators responsible for planning animminent attack on capital City of Kabul under

direction from Haqqani leaders based in Pakistan,the statement said, adding “Tips from localcitizens indicated the militants’ locations andthat they were organizing the attack to happenin the next few weeks,”

A Taleban-affiliated group of militants whichalso has connection with al-Qaeda, the Haqqaninetwork mostly operates in eastern AfghanProvinces and Capital Kabul, has been responsiblefor many high-profile attacks including suicidebombings and Improvised Explosive Device (IED)against security forces and government targets.

According to statement, the search operationswere lunched in Nerkh District of Wardak andAndar district of neighboring Ghazni province.

August is deadliest month for US in

AfghanistanKABUL, 30 Aug— Sixty-six US troops have died

in Afghanistan so far this month, making August thedeadliest month for American forces in the nearlydecade-long war.

Nearly half of the troops killed died on 6 Aug whenthe Taleban shot down a Chinook helicopter in easternAfghanistan. That was the single deadliest event of thewar and sent the monthly total soaring, according to atally by The Associated Press.

The 30 American service members — most ofthem elite Navy SEALs — were aboard the helicopteras it flew in to help Army Rangers who had comeunder fire. Most of the SEALs who died were fromthe same unit that killed bin Laden, although none ofthe men took part in that mission.

Aside from the 30 killed in the crash in WardakProvince, southwest of Kabul, 23 died this month inKandahar and Helmand Provinces in southernAfghanistan, the main focus of Afghan and US ledcoalition forces. The remaining 13 were killed ineastern Afghanistan. The deadliest month forAmerican forces until now was July 2010 when 65were killed.

The US military recorded its worst monthlydeath toll at the same time that troops have begungoing home. President Barack Obama announced in

June that he would begin pulling out the 33,000 extratroops he dispatched to the war.

He ordered 10,000 out this year and another23,000 withdrawn by the summer of 2012.

In addition to the 66 Americans killed so far thismonth, the NATO coalition suffered the loss of twoBritish, four French, one New Zealander, oneAustralian, one Polish and four other troops whosenationalities have not yet been disclosed.

Two killed in blast

in Karachi,

PakistanISLAMABAD, 30 Aug — At least two people were

killed and another two injured in a powerful blastthat occurred early Tuesday morning in Pakistan’ssouthern port City of Karachi, said police sources andlocal media.

According to the local media reports, the blastalso partially damaged the buildings nearby thesite.

Local TV channel ARY reported that the blastwas of a suicide nature. But most of the otherreports said the blast took place when the explosivescarried by two unidentified persons on a motorcycleto some unknown places went off accidentally onthe Abul Hasan Ispahani Road in the city.

Police have cordoned off the area. The natureof the blast is yet to be determined, they said.

NEW YORK, 30 Aug— Pro and amateur soccerplayers who regularly did a particular strengtheningexercise were less likely to get sidelined with a hamstringinjury, according to a new study from Denmark.

The exercises only take about 10 minutes, and canbe done without any extra equipment, researcherssaid. Hamstring strains are the most common injuryamong soccer players, and “it’s also the injury thattakes out the most days from training and matches,”said study author Dr Per Holmich, from the Universityof Copenhagen.

The injuries typically happen when players aresprinting and the hamstrings — the muscles that rundown the back of the thigh to the knee — extend toprevent the knee from overstretching.

That tension while the muscle is extending isknown as eccentric contraction. It means very highpressure on the muscles, sometimes for long periods oftime, Holmich said.

He and his colleagues figured that mimicking thattype of pressure in a strengthening exercise might

mean the hamstrings were more prepared to deal withhigh force in practices or matches. The researchersstudied 50 professional and amateur men’s soccerteams in Denmark during a full year of practice andplay.

They trained coaches on half of the teams to lead“eccentric training” exercises during a midseason breakand then regularly during the season.

To do the exercises, players pair up, with oneathlete on his knees and the other holding the back ofthe first player’s legs and ankles to the ground. Thekneeling player slowly leans forward while holding hisweight back with his hamstrings, until reaching a push-up position, then pushes himself back up once he hitsthe ground.

Teams did those exercises up to three times aweek during the 10-week break between seasons, thenonce a week once matches were underway. Otherteams followed their normal training plan with no extrahamstring exercises.

NEW YORK, 30 Aug—Aerobic exercise is betterthan resistance training if you want to lose the belly fatthat poses a serious threat to your health, researcherssay. That’s the finding of their eight-month study thatcompared the effectiveness of aerobic exercise (suchas jogging), resistance training (such as weight lifting),or a combination of the two activities in 196 overweight,sedentary adults aged 18 to 70.

The participants in the aerobic group did theequivalent of 12 miles of jogging per week at 80 percentmaximum heart rate, while those in the resistancegroup did three sets of eight to 12 repetitions threetimes per week.

The Duke University Medical Centre researcherslooked at how these types of exercise reduced the fatthat’s deep within the abdomen and fills the spacesbetween internal organs. This type of fat — calledvisceral and liver fat — is associated with increasedrisk of heart disease, diabetes and some types ofcancer.

Aerobic exercise significantly reduced visceraland liver fat and improved risk factors for heart diseaseand diabetes, such as insulin resistance, liver enzymesand triglyceride levels. Resistance training didn’t deliverthese benefits. Aerobic exercise plus resistance trainingachieved results similar to aerobic exercise alone, theinvestigators found.

“Resistance training is great for improving strengthand increasing lean body mass,” lead author andexercise physiologist Cris Slentz said in a Duke newsrelease.—Internet

BEIJING, 30 Aug—Chinese oil giantSinopec, Asia’s largestrefiner, has reported a 12percent gain in net profitfor the first half this year,thanks to strong growthin the world’s secondlargest economy.

Sinopec earned 41.2billion yuan ($6.4 billion)in the first six months, upfrom 36.8 billion yuanthe same period a yearearlier, according tofinancial results filed withthe Shanghai StockExchange.

Total revenue rose31.5 percent on the yearto 1.23 billion yuan in thefirst half. Sales ofpetroleum products,which accounted for morethan 60 percent of totalrevenue, surged 31.6percent to 746.3 billionyuan. “The Chineseecono-my has continuedits steady and robustgrowth,” the company

said in the statement lateSunday. “Demand forpetroleum and petro-chemical products hasincreased steadily.”

China’s economygrew an annual 9.6percent in the first half ofthis year.

Sinopec said inter-national and domesticprices of crude oil, refinedoil products andpetrochemical productsall increased in the firsthalf, helping the

company.But it said it would

keep an eye on volatilityin crude prices in thesecond half of this year.

“We expect inter-national crude oil priceswill fluctuate within awider range,” Sinopecsaid, but added domesticdemand for its refined oiland chemical productswould stay steady.

The companyproduc-ed 156 millionbarrels of crude oil in the

first half, down 5.4 percentfrom a year earlier, due tothe overhaul ofproduction machinery ata field in Angola.

Its natural gas outputrose 26.6 percent year onyear in the first half to253.9 billion cubic feet.

In the second half ofthis year, Sinopec said itplans to produce 165million barrels of crudeoil and 247.2 billion cubicfeet of natural gas.

U Soe Paing of WunthoConstituency asked the ministry if ithas any plan to construct a newrailroad section between Nankhamand Bonchaung stations in WunthoTownship by passing the rockymountain in the area because therailroad section between Nankhamand Bonchaung stations on Mandalay-Myitkyina Railroad is very dangerousin the rainy season due to landslides,erosion and derailment.

It was very difficult to construct therailroad section which lies between therocky mountain and the creek. For saferail transportation, the ministry has kepton watch to maintain the railroad section.The ministry has repaired the sectionlast year and this year and replaced theold rail tracks with the new ones andfilled gravels for betterment of therailroad section. A construction groupof Myanma Railways is carrying outland survey measures in the areas tofind a new axis which will bypass therocky mountain and the creek. Theministry has a plan to construct the newrailroad section in the opening season ifit finds a new favourable axis.

Afterwards, Union Minister forConstruction U Khin Maung Myintreplied five questions raised by fiverepresentatives.

U Tin Hlaing of Kalay Constituencyraised a question “whether the ministryhas a plan to upgrade the 115.5 mileslong Monywa-Yagyi-Kalewa Roadwhich passes through Kani, Minkinand Kalewa townships as it is also animportant one.” The Union Ministerreplied that the ministry let the MonwayGroup Construction Co. Ltd to upgradethe road and bridges meeting the setstandard since 17, August, 2010, throughthe BOT system. It is necessary to use theadvanced construction technology toupgrade the road which lies betweenPuhtolon Mountain and ShwethaminMountain Range as heavy rain has causedlandslides, damaging basis layers of theroad. Therefore, the Monywa GroupConstruction Co. Ltd abandoned theproject, leaving to the ministry. Theministry’s road construction research unithas been making assessment to the roadand the ministry has a plan to inviteengineers from NEDA based in Thailandto work together with Myanmarengineers to upgrade the bad section ofthe road section.

U Kyaw Than of BamaukConstituency asked the Ministry ofConstruction if it had a plan tomaintain the 29-mile long Bamauk-Inndaw Road Section and 70 smalland big bridges on the road section.

The Union Minister said theministry carried out maintenance to 22

bailey bridges and 12 wooden bridgesand conduit pipes at three bridgesduring the 2011-2012 fiscal year.Bamauk-Inndaw Road Section has beendamaged because it lies in the areawhich has heavy rain falls with heavymachineries for gold mining runningon the road. The ministry has plannedto upgrade Tonsi, Nantha and Latpanbridges on the road section toreinforced ones in the 2012-2013 fiscalyear.

Ten teams of the SpecialConstruction Group-6 in PyinOoLwinDistrict have carried out road works andmaintained bridges until today on theroad and the Bridge ConstructionSpecial Group-14 have built temporarybailey bridges while they aremaintaining the big bridges inPyinOoLwin District to ensure regulartransportation. In Kachin State, twospecial project groups of the Ministry ofConstruction have alreadyreconstructed the six bridges which are20 to 110 ft long as reinforced oneswhile Kachin State Public Worksreplaced the 23 wooden bridges withthe reinforced ones.

The Ministry of Construction hassupervised the BOT companies to collecttoll gate fees in accordance with the instructionof the ministry, the minister said.

The ministry has planned tocontinue to maintain the road andbridges in the 2012-2013 fiscal year.The road can be durable only when

trucks which transport logs use anotherroad. Therefore, all are responsible tomaintain the roads in respective areasfor durability.

Afterwards, U Nyan Win ofHlinethaya Constituency asked whenthe Ministry of Constructioncompleted the repaving of 29 concreteroads which are under constructionand when it completed repaving of602 earth roads in HlinethayaTownship. There are 237 asphaltroads, 143 concrete roads and 602earth roads.

The minister replied that 29 concreteroads which are under construction inHlinethaya Township are being carriedout by Yangon City DevelopmentCommittee. Out 602 earth roads, 482 liesin the municipal area of YCDC and 120lies in the municipal area of the Departmentof Human Settlement and HousingDevelopment of the Ministry ofConstruction.

The DHSHD has a plan to upgradethe 120 roads in the 2012-13 fiscal yearand Yangon City DevelopmentCommittee has also planned to upgradethe 482 earth roads to asphalt or concreteones in the 2012-13 fiscal year.

Union Minister for Education DrMya Aye replied that the ministry hascompiled the list of students attending inthe basic education middle and highschools and has made assessment forroad access to the schools and schoolbuildings to upgrade the schools. Theministry has also made efforts to upgradethe schools after recognition of theMinistry of National Planning andEconomic Development and an approvalof the Union Government. Therefore,the ministry has a plan to upgrade theBasic Education High School (Branch)in Paypinchaung Village in KyunhlaTownship and Leiksintaung BasicEducation High School (Branch)according to priority list.

For the Basic Education MiddleSchool in Thityamyaing Ward inKyunhla Township, the ministrieshave plans to hand over 0.3 acre ofthe Agricultural Produce Trading and2.2 acres of Thityabin Police Stationin accordance with rules andregulations of the Ministry ofEducation and the ministry willproceed the work in accordance withthe rules and regulations.

were many laws which were added,amended and revoked since 1955. It isfound that out of revoked laws, somelaws are not agreeable to the currenttime, not practised for a long time andthere is no reason to practice it in thefuture. Work should be done to scrutinizean existing law whether it can benefit tothe State and people, is agreeable to thecurrent time and the market orientedeconomic system which is practised bythe State or not. It is found that theprovisions of the 1950 Emergency Actare very important and are necessary fordefense of the State and for guardingagainst the dangers posed to the securityand the constitution of the State.Therefore, the proposal should bewithdraw, U Than Oo said.

U Aung Kyaw Soe of NatmaukConstituency said that it is found that the1950 Emergency Act includes provisionsfor the State security, prevalence of peaceand tranquility, and also transportation,communications, economy, collectionof revenue, morality and observance ofdisciplines and carrying out tasks inaccordance with the law. Besides, thelaw also includes provisions for publicaffairs, security and safety of the people.Therefore, the 1950 Emergency Actshould not be revoked and should beaccepted as the existing act as it presentsthe special act which guard against thedangers posed to the State and lives andproperty of the people.

U Soe Paing of Wunto Constituencydiscussed that the Emergency Actcovers a number of provisions that protectthe public; that purpose of the law is toprotect the people and the law willcontinue to exit as it has protected thepeople till now; that as some anti-organizations at home and abroad areinstigating servicemen and the public’smisunderstanding of and opposition tothe nation, absence from duties,fabricating rumors to undermine thepeace and stability, damaging theeconomic structure of the nation andsome armed groups are committing suchacts as attack on servicemen andmembers of Myanmar Police Force onduty, and explosion of roads and bridges,actions can only be effectively takenagainst such acts with 1950 EmergencyAct, and said that the law should not becancelled.

U Zao Kaung of Sawlo Constituencydiscussed that he assumed that theEmergency Act is issued for peace andstability of the nation; that law is essentialand those practicing laws and laws areindispensable; that if laws are to becancelled for the weakness of thosepracticing laws, there would be an endlesscancellation; that the needs of the peopleshould not be neglected for feeling andbelief of an individual.

Regarding the proposal, UnionMinister for Home Affairs Lt-Gen Ko Kosaid that the law to protect the nation

from the dangers posed by those wishingto disrupt the State was enacted as 1975Pyithu Hluttaw Law No. 3 to preventthreats to State sovereignty and security,and peaceful life of the people, and toprotect the nation from the dangers posedby those wishing to disrupt the State,without sacrificing the fundamentalrights of citizens; that this law is torestrict any of the rights of such offendersas necessary, not to punish an offender;that in other words, the law is designedto detain and prevent the offenders fromharming the State’s sovereignty andsecurity, and peaceful life of the public,not to file a lawsuit against the offender.

He added that Sections 2 and 3 of1950 Emergency Act (Act 17/1950)state crimes and punishments forinforming insurgents about movementsand acts of members of the Tatmadawand the police discharging duties forState law and order restoration; thatSection 4 states the crimes andpunishments for abetting treason; thatSection (from a to k) states the crimesand punishments for harming State lawand order restoration, security and peace;that Section 6 states the crimes andpunishments for destroyinggovernmental buildings, vehicles,machines, roads, bridges, waterworksand water pipelines and for destroyingvehicles, roads, bridges, lakes and damswith the intention of threatening publiclives and security; that Section 7 statesthe crimes and punishments forpoisoning public water, and destroyingand moving military property; and thatthe cases on 1950 Emergency Act aredealt with only with the prior approval ofthe Ministry of Home Affairs as they areserious crimes for the nation.

He said that the punishmentsembodied in Criminal Law are notpunitive enough for the State stability,restoration of law and order, and the ruleof law, and 1950 Emergency Act wasenacted to hand down punitive sentencesto those who have harmed restoration ofState law and order, public code of ethicand life. So, it is not wise to abrogate1950 Emergency Act.

In the submission of proposals, USoe Tha of Twantay Constituency tableda proposal calling for regularlyoperating businesses facing crisis dueto falling exchange rate between USdollars and Myanmar notes. Theproposal will be discussed on 31 August,and the Hluttaw representatives wishingto discuss it are to take register thisevening.

U Maung Maung Thein of KayanConstituency submitted a proposalcalling for exemption of income tax oninterest from treasury bills. TheHluttaw decided that as the proposalmust be scrutinized in line with the law,the Pyithu Hluttaw Bill Committee willreview the relevant laws to report it,and more discussions will be helddepending on the report of the BillCommittee.

Constituency changed his proposal to aquestion asking if selection andappointment of State service personneland their promotion meets law, rulesand regulations. Chairman of Union CivilService Board U Kyaw Thu replied to hisquestion.

U Hla Myint Oo said there weresome surreptitious acts on appointmentand promotion of State servicepersonnel and recruiting withoutexactly abiding by the existing law,rules and regulations, and he askedhow will manage clear of such acts;how will set the plan on coordination onrecruitment of graduate youths as jobopportunities for gate posts of Stateservice personnel; how will manage toget rid of malpractice on uncorrectedline of promotion in appointing servicepersonnel together with appointmentof the personnel favoured by thesuperior; and how will createopportunity for staff to be promotedranks as a special matter in line witheight qualification points in the directiveissued in 1992. Chairman of UCSB UKyaw Thu replied that with regard to thequestion, the UCSB Rule (bill) was drawnto be able to abide by the Union CivilService Board Law and recommendationand remarks were asked from the UnionAttorney-General’s Office for it. The billrefreshed in line with the legal words bythe Union Attorney-General’s Office hasbeen submitted to the President Office. Itwas because the UCSB is under directcontrol of the President in accord withSection 246 (a) of Constitution of theRepublic of the Union of Myanmar.Arrangements have been made to seekthe approvel from the Union governmentmeeting and then will issue the UCSBRule in line with Article 27 (a) of theUCSB Law. To be able to exactlyprescribe duty and rights of State servicepersonnel, the Union Law on StateService Personnel (bill) is being draftedby the board. Outsider and State servicepersonnel are tested under three questionpapers namely Myanmar, English andgeneral knowledge at the writingexamination centre in Nay Pyi Taw. Listof eligible persons who passed the writtenexamination are approved for the

In submitting the bills, U Htay Oo ofHinthada Constituency submitted the2011 Farmlands Bill, and one Hluttawrepresentative seconded it.

The Hluttaw approved the proposalto be discussed and the bill will be handedover to the Bill Committee.

U Hla Swe from Magway RegionConstituency (12) asked when MyitthaDam Project in Gangaw Township,Magway Region, will be completed.The Union minister replied that theMinistry of Agriculture and Irrigationsought green light at Meeting (1/2011)of the Special Projects ImplementationCommittee on 22 April 2011 toimplement Myittha multipurpose damproject by damming the Myittha Riverin Gangaw Township to produce 40megawatts; that so far, the project hasbeen completed by 36 % and designs

have been drawn out; that thegovernment will set a budget for theproject; that the ministry will consumethe project with added momentumaccording to the budget; and the projectis due to be completed in the 2013-2014fiscal year.

U Saw Tun Mya Aung from KayinState Constituency (5) said that Papungets sufficient electric power in the rainyseason; that the engines of thehydropower plant have been out of orderdue to ravages of time, and asked if theywill be repaired. that the small-scale hydropower plantscan be operated for six months in a yearfrom June to November, and supplypower to some urban parts 18 to 20hours a day with the diesel-fired powergenerator.

The small-scale hydropower plantis situated about one and a half milesfrom Papon and no habitants residearound its environs. While carrying outsilting works in the filter lake, siltinglake and along intake channel in August2008, three security guards were deaddue to attack by insurgents. Later on,because of security problem of theplant, responsible persons could hardlyoperate the plant from time to time inorder of good run of generators of theplant. Only diesel-powered generator issupplying electricity to Papon two hoursa day on a regular basis.

The staff could not go to the plantthen because of security problem. Onlyif security prevails in the area, can theplant operate its generators. Measureswill be taken for safety of the plant withcollaboration efforts of regionalauthorities and local people, and foroperation of the plant when securityprevails in the area.

U Phone Myint Aung of YangonRegion Constituency No. 3 asked that

according to the Prison Manuals(1894), formation of board of visitorsincluding local residents in order ofrank in prisons; appointment to localresident visitors of prisons for localprominent residents of their ownvolition interested in welfare ofprisoners; if there have been formingof board of visitors, how many boardsof visitors in order of rank and localvisitors have been in prisons; andaccording to the Prison Manuals, whenthe forming of board of visitors willstart.

Union Minister for Home Affairs Lt-Gen Ko Ko responded to the questionthat matters relating to prison visitors hasbeen prescribed in Paragraph (24), (26)and (27) of Chapter (4) of Section (1) inthe Prison Manuals (1894). Tasks for

boards of visitors in order of rank and localvisitors aim for better management ofprisons. But, in practical, prisoners arereluctant to take heed of prisonauthorized body. They wanted to reporteven small rows to prison authority aftermeeting with prison boards of visitors.There were growing coercing, bullying,disregarding and violating the prisonrules that lead to unrest, intimidation andrebellion. So, the appearance of prisonboard of visitors was dissolved in 1975.

Although appearance of prisonboards of visitors was ended, prisonvisitors in order of rank such as district/township level administrators, judges,police officers, doctors, auxiliaryfirefighters, Red Cross members, andmembers of Women Affairs Federation,and Maternal and Child WelfareAssociation have been making monthlyvisit to prisons to deal with prisonerproblems and make consultation till now,as well as delivering letter from prisonersand giving healthcare treatments. From2001 to 25 August 2011, there were 643times of donation to prisons and 106times to labour camps worth K 2407.8million. Moreover, monks and localprominent residents interested in socialwelfare are carrying out measures forconstruction of purified drinking water

plant, construction and repair of religiousbuildings, opening of meditation centres,making donation, and educating, theUnion Minister said.

U Nyunt Tin of Yangon RegionConstituency No. 2 discussed theproposal raised by U Khin Maung Yi ofAyeyawady Region Constituency No. 6that urging the Union Government toamend, draw and prescribeadministration laws of Ministry ofTransport in order of priority.

Regarding the proposal, UnionMinister for Transport U Nyan Tun Aungsaid that in the time of the newgovernment, Ministry of Transport istaking steps for supplement, amendmentand substation of laws disagreeable topresent day. Fifth-day second regularsession of First Amyotha Hluttaw heldon 26 August 2011 approved to discussthe proposal for amendment to laws.Ministry of Transport is the one givingservices to water and air transportations,exercising three laws relating to airtransport and 18 laws relating to watertransport. Of them, as Myanma Five StarLine law is no longer to be followed,there remain 20 laws.

Ministry of Transport is takingmeasures in accord with standards andnorms prescribed by InternationalMarine Organization-IMO and drawingnew laws in accord with rules andregulations of International CivilAviation Organization-ICAO. Theministry will make a go at prescribingusages and provisions agreeable topresent days in order of first, secondand third priorities. Six laws of the firstpriority have been tabled to Attorney-General Office to be enacted. In order toenact eight laws of the second priority,measures are being taken in coordinationwith Attorney-General Office to amendoutdated provisions, usages, crimes andpunishments. Cancelation of the remaining theAdministration of Public Finance Act,Bogyoke Fund Act, 1956 InternationalFinancial Corporation Agreement Actand International Wealth Act are in theprocess in coordination with theAttorney-General’s Office.

As for laws in need of amendment,a bill has been submitted to ongoingPyithu Hluttaw to amend and confirmServices Duty Act, Stamp Duty Act,Income Tax Act, and Trade Tax Lawsuitable to the current conditions.

Moreover, the ministry has madecoordination with Union AttorneyGeneral’s Office to amend The PensionAct, The Foreign Exchange RegulationAct and Central Bank of Myanmar Actand Myanmar Financial Institution Actin accord with the modern times.

The ministry is also reassessing thelaws pointed out by HluttawRepresentative U Thein Win and takingmeasures to amend them suitable to thecurrent conditions and announced thatthe ministry approved the proposal.

U Ye Myint from Constituency No.4 of Bago Region and U Thein Win ofConstituency No. 9 of Sagaing Regiondiscussed the proposal forgovernment’s measures to confirmone foreign exchange rate as thereare currently different foreignexchange rates in Myanmar submittedby Dr Khin Shwe at yesterday’s session.

Regarding the proposal, UnionMinister for Finance and Revenue UHla Tun said that setting of stableexchange rate beneficial to the nation isa must for the monetary sector; thatinflation rate, foreign reserve, GDP,budget deficit, exchange rates of majortrading countries, trade volume, bordertrade, etc are to be considered in achange for the exchange rate.

The Union Minister went on thatMyanmar joined the ASEAN 23 July,1997 and implementing the ASEANEconomic Community 2015 like the otherASEAN members; that every memberhas agreed to observe the Section (8) of

the Charter of the International MonetaryFund commencing 2011 according to theAEC Blueprint Strategy; that Myanmar,to observe the Section (8) of the Charter,has to focus on releasing restrictions onforeign currency and integration offoreign currencies; and thus is takingreleasing measures step by step.

The economic relations of the nationwith the international and regional nationsare on the increase and problem ofexchange rate gap, main barrier tointernational trade, will be solved alongwith the proper evolution of marketeconomy, the Union Minister said.

To observe the Section (8) of theIMF Charter, The Union Minister saidthat the ministry has formed study groupsholding coordination meeting; thatCentral bank of Myanmar is makingcoordination with the IMF and theministry has sent trainees to attendseminars and courses on foreignexchange rate to study the experiencesof other nations and is makingassessments through review anddiscussion of experiences.

The Union Minister added thatintegration of foreign exchange rates isa top priority in lighting up the marketeconomic system and thus the ministry iscoordination with institutions concernedfor the integration; that foreign exchangerate is an important equipment in nationalmonetary policy and thus special focuswill be made on this issue; that in doingso, measures will be taken to ensurethere is no harm to interests of thenational and the people and everydaysocioeconomic life.

The Union minister continued that inintegrating the different exchange ratesto one exchange rate, there needs tohave an official foreign currency market;that integration of different exchangerates will take time as Myanmar doesnot possess developed official foreigncurrency market. The Hluttawannounced that it approved the proposal.

Summary of observations at 09:30 hr MST on today

During the past (24) hours,weather has been partly cloudy in Lower Sagaing Region, rain or thundershower have been isolated in Upper Sagaing Region, Kachin and Shan States, fairly widespread in Mandalay, Magway and Bago Regions Chin, Rakhine, Kayah and Kayin States widespread in the remaining Regions and States with regionally heavy falls in Mon State and heavy fall in Magway Region. The noteworthy amounts of rainfall recorded were Billin (3.66) inches, Kyaikkhami (3.43) inches, Thaton (3.23) inches, Mindat (2.80) inches, Nyaunglebin (2.44) inches, and Htilin (1.60) inches.

Bay Inference According to the observations at (12:30) hrs MST today, the low pressure area over West Central Bay and adjoining Northwest Bay of Bengal still persists. Monsoon is moderate to strong in the Andaman Sea and Bay of Bengal.

State of the Sea Squalls with moderate to rough sea are likely at times off and along Myanmar Coast. Surface wind speed in squalls may reach (35 to 40) mph.

Project in Kalay Township, SagaingRegion, was launched in 2005, and theproject on completion will be able toirrigate 6500 acres of farmlands andgenerate four megawatts; that when thewater from the dam is supplied, localfarmers can use double- and triple-cropping patterns and the project willhelp improve agriculture and industryand satisfy the electricity demand of theregion and asked how soon the projectwill be completed, the Union ministersaid that the multipurpose dam project isbeing implemented by damming the

Nayyinzaya Creek, about 2 miles northof Yazagyo Village, Kalay Township,Sagaing Region; that green light toimplement the project was given atMeeting (2/2004) of the Special ProjectsImplementation Committee on 27December 2004; that pre-engineeringworks, feasibility study and groundworkwere launched in 2003-2004; that inproportion to the size of the budgetallocated by the State, the project wascompleted by 35 per cent; that plans areunderway to import necessaryhydropower equipment; that when theequipment is imported, the project willbe resumed with added momentum withministry-owned machinery and vehiclesalong with entrepreneurs; and that theproject is due to be completed by 2013-2014.

U Win Tint from Sagaing RegionConstituency (1) in his question said thatMonywa-Mandalay Road and villageswere flooded, and asked if Thitlein CreekDam will be built in Myinmu Township,Sagaing District, Sagaing Region, toprevent floods and supply water to LetpanDam, and when the project will belaunched. The Union minister in hisreply said that Letpan Dam was built bydamming the Letpan Creek in MyinmuTownship, Sagaing Region; that with thewater storage capacity of 4910 acre feet,the earthen facility was intended to irrigatesome 2500 acres of farmlands; that theestimated amount of annual inflow waterinto the dam was about 5500 acre feet,

but the highest amount of inflow waterwas only 3965 acre feet in 2010 so thatthe dam could not irrigate 2500 acrescompletely; so, feasibility study waslaunched in 2008 to build Thitlein Dam(supporting dam for Letpan Dam); that ifthe findings show possible, a budget willbe submitted to the government tocontinue, based on the amount of thegovernment budget.

U Soe Myint from Magway RegionConstituency (6) in his question said thatthe government is building new dams,so it should make major repair andmaintenance to old irrigation facilitieslike Wetthi Lake in Salin, Minbu District,and asked if land survey can be carriedout for maintenance of the irrigationfacilities. The Union minister said thatthe lake was built in the times of Myanmarmonarchs; that the lake is undermaintenance of Shwesettaw SanctuaryAdministrative Office not under theIrrigation Department; that relatedministries are now working together tosupply water to Linzin Dam at stonepillar No. 82000 through MyaungmadawCanal along the outlet channel of WetthiLake sluice gate; that a budget of 41.5million kyats was passed from the 2011-2012 fiscal year, so the rebuilding of thelake is due to be completed by this dryseason;and that the Irrigation Departmentwill submit a bill for a budget to thegovernment to start maintenance of olddams and lakes this dry season.

Ceiling tiles save shopkeepers fromheat at Thiri Mingala Market

Thiri Mingala Market was built near PadaukCreek in Hline Township by spending K 532.8 million.The market was completely moved from KyimyindineTownship on 23 December 2010. The new marketwas opened on 24 December. The market was builtwith six large complexes, three small complexes,totalling nine in addition to two vast car parking.

A shopkeeper from fruit row said that they sufferedheat due to lack of any shade at the environs of themarket and roofs of corrugated iron sheets.

On 25 August, we the news crew of the MyanmaAlin daily visited the market. We saw that ceiling tileshave been installed at the complex (A) of the market,and more ceiling tiles were being installed at thecomplex (B). In meeting with in-charge of the marketU Myo Win at his office, he introduced us to the marketdevelopment committee.Secretary of the marketdevelopment committee U Than Tun explained, “Themarket development committee organized the installationof ceiling tiles with half by half contributions by themarket families and Markets Department of YangonCity Development Committee. Installation of the ceilingtiles for a large complex cost K 16.2 million.”
