I. SUMMARY This specification covers the requirement of Fibre Distribution Management
System for Composite Cable (6copper quads & 8/24 fibres) consisting of OFC Termination Box, Patching Shelf & Copper Conductors Termination Shelf suitable for mounting on a 19” rack.
II. SOURCE
Draft specification RDSO/ SPN/71/2008, Revision 1.0 has been prepared by RDSO, Lucknow as per Railway Board letter no. 2003/ Tele/ TP/1/Pt. Dated 25/04/2006 suitable for Composite Cable.
III. FOREWORD
Research Designs and Standards Organisation (RDSO) is an attached office of Ministry of Railways, engaged in design and standardization of equipment for use on Indian Railways. RDSO/ SPN specification is issued as draft specification. This specification is circulated to customers/ Railways and field inspection units for comments and implementation. In the absence of IRS specification, procurement may be made as per RDSO/ SPN specification.

Draft Specification of Fibre Distribution Management System for
Composite Cable
Draft Specification No: RDSO/SPN/TC/71/2008 (Revision 1.0) 1.0 SCOPE:
This specification covers the requirement of Fibre Distribution Management System for Composite Cable consisting of 6 numbers of copper quads & 8/24 fibres suitable for mounting on a 19” rack.
2.0 REFERENCE
In preparing this standard assistance has been derived from the following.
i). Generic Requirements No. G /FDM-01/01 Dec 99 of TEC. ii). Technical Specification for Terminal Blocks, Fuse Terminal Blocks and
Miniature Fuse Links of International Standard for Railway Signaling as per Specification No. RDSO/SPN/189/2004 Version 1.
iii). Safety and reliability requirement of Electronic Signaling Equipment as
per Specification No. RDSO/SPN/144/2006 Revision 2.
3.0 GENERAL REQUIREMENTS: 3.1 Fibre Distribution Management System (FDMS) suitable for Composite Cable
shall be manufactured as per the latest state of the art technology. It shall provide management of 8//24 numbers of single mode fibres & jointing of 24 copper conductors of 6 quads of composite cable. It shall also provide facility for reconfiguration, expansion and testing.
3.2 FDMS shall be of compact in design, easy in handling and its constructed
structure shall be inherently robust and rigid for all conditions of operation, replacement, storage and transport. It should be made of fire retarding material.
3.3 FDMS should be suitable for all kind of cable construction with proper
arrangements for holding the sheath, FRP, loose tubes, copper quads etc. 3.4 The system shall be modular in design and shall be easily expandable.

3.5 Powder coating and plating shall be of good quality with the thickness of 50
micron to 70 micron. 3.6 FDMS shall be accessible for operation, testing easy handling from the front
side. 3.7 Bend radius of pig tails, patch cords and optical fibres in installed condition
should be better than 70 mm diameter. 3.8 Any special tool if required for installation or operation of FDMS shall be
provided. 3.9 Capacity: 3.9.1 Line side shall have maximum capacity to terminate 2 nos. composite cable
each of < 35 mm nominal diameter. Splice tray shall cater for 8/24 splices with 1/2 nos. of trays.
3.9.2 Disconnecting type terminal blocks shall be provided to terminate 60 copper
conductors of 0.9 dia each on either side of terminal blocks. Two sets of 30 number terminal blocks mounted on mounting rails with all accessories shall be provided.
3.9.3 Equipment side shall have maximum capacity to take out & terminate 24
pigtails/patch cords. 4.0 CONSTRUCTION & FUNCTIONAL REQUIREMENTS OF FDMS: 4.1 Schematic of various sub-assemblies of Fibre Distribution Management
System, suitable for 19” rack, has been shown in diagrams having numbers RDSO/TC/71/1, 2, 3, 4 & 5. Dimensions given in these diagrams are for guidance & indicative only. The actual dimensions shall be indicated by the manufacturer at the time of type approval. Detailed construction diagrams of FDMS and its sub assemblies/ components are to be approved by RDSO before starting manufacturing.
4.2 The FDMS modules shall be sheet metal boxes suitable for mounting on a
standard 19” rack. 4.3 The box shall be made up of sheet metal chassis with pull out drawers type of
splicing shelf, patching shelves & terminal blocks tray mounted on telescopic slides.
4.4 Splicing shelf shall accommodate max. 4 nos. of cassettes/ splice trays each
capable to house maximum 12 numbers of fusion spliced joints. The loose tubes coming into splicing shelves shall be stored in the storage space provided before entering into the cassettes.

4.5 Patching shelf shall house maximum 24 numbers of FC/ PC adaptors
mounted on an adaptor fixing plate. The pigtails and patch cords are to be connected to these adaptors. The recording sheet provided in the label holder shall store the routing information.
4.6 Terminal blocks shelf shall mount disconnecting type terminal blocks on
mounting rails with numbering strip & other accessories consisting two sets of 30 numbers terminal blocks to terminate copper conductors of 0.9 mm diameter.
4.7 These shelves shall be able to slide in the front direction only. 4.8 The FDMS shall have sufficient storage space for storing extra length of loose
tubes & patch cords which shall not experience the bend below critical bend radius. It shall also have sufficient space to store excess length of copper conductors
4.9 Identification mechanism of incoming & outgoing cables, loose tubes, pigtails,
patch cords, fibres, connector, adopter, copper conductors of quads etc. shall be provided.
4.10 Type of Organizer / Cassette: 4.10.1 Fibre organizer shall be non-metallic made of ABS material with
following properties.
(a) Specific gravity ASTM-D-792 1.01-1.21 gm/cc (b)Tensile strength ASTM-D-638 2 kg/mm2 - 5kg/mm2 (c) Elongation ASTM-D-638 < 50% (d) Water absorption ASTM-D-57-59 < 0.4% (e) Rock well hardness ASTM-D-785A R81-R111 4.10.2 Splice trays shall allow for coiling of fibres with primary (0.250 mm) and
secondary (0.9 mm) coating. Following type of splices shall be accommodated in each tray:
a) Splicing of primary coated fibres (0.250 mm) b) Splicing of secondary –coated fibres (0.9 mm) to primary coated
fibres (0.250 mm). c) Splicing of secondary coated fibres (0.9 mm) to secondary coated fibres
(0.9 mm)
4.11 Dimensions: Height = 266.00 mm + 10 mm Width = 434 mm (max.)

Depth = 265 mm + 10 mm
Thickness of the sheet: 1.6 mm + 0.20 mm (IS 1852 – 1885) 4.12 Suitable mounting holes along with nut bolt & locking arrangement shall be
provided for mounting on a standard 19” rack (IS 9606 – 1980).
4.13 Clamping arrangement for holding the cable & strength member shall be of stainless steel material.
4.14 Type of connector adaptor shall be FC/PC to FC/PC unless otherwise
specified. The optical coupling loss must be <0.5 dB. 5.0 TECHNICAL REQUIREMENTS OF TERMINAL BLOCK: 5.1 Terminal blocks shall be ‘disconnect’ type of International Standard with
screw type terminals to provide electrical and mechanical connection between round copper conductors.
5.2 Disconnect terminal block shall comply following technical requirements:
Conductor size : 0.2 to 2.5 mm² Type of terminals : screw type Type of connection link : Disconnect type Construction of disconnect link : Knife type Load current : 16 Amperes (maximum) Rated voltage : 300V, 50 Hz (nominal) Mode of wire entry : Front or side entry Thickness : 5.2 mm ± 0.2 mm
5.3 Disconnect terminal blocks shall comply International Standard IEC-947-7-1. 5.4 Terminal block shall have provision for identification marks or numbers for
each wire termination. Such provision may consist of separate marking items, such as marking tags, identification labels, etc.
5.5 Terminal blocks shall be provided with means that allow them to be securely
attached to mounting rail as per Clause 5.6. 5.6 Mounting rail shall be ‘Top hat’ section rail TH 35 – 7.5 as per appendix A of
IEC 715 for 35mm + 0.3mm wide, 7.5 (+0, -0.4) mm high and 1mm + 0.04mm thick unperforated rail of required length. Material of rail shall be galvanised/ thick layer passivated (RoHS Compliant) with cold – rolled carbon steel. A line shall be marked along the center of the rail to simplify drilling of mounting holes.
5.7 Every individual terminal block shall be modular in design. It shall be feasible
to add terminal blocks one after another on the mounting rail.

5.8 Disconnect terminal blocks shall be supplied in group of 30 terminal blocks
and accessories along with mounting rail suitable to form a cohesive group of 30 terminal blocks referred to as ‘terminal strip’. Such two terminal strips are to be fixed inside terminal block shelf of FDMS.
5.9 One terminal strip shall comprise of 30 terminal blocks, 1 end plate, 2 end
brackets with provision of group marking, 30 marking tags, 2 group marking tags and any other accessory along with mounting rail as applicable.
5.10 Terminal blocks shall be suitable for termination of rigid
(solid/stranded)/flexible conductors. It should be possible to connect the thinnest conductor in the terminal block. Termination should be feasible with or without lug.
5.11 The terminal block shall be touch proof. 5.12 The insulating material of terminal block and accessories shall be Polyamide
6.6. This shall withstand continuous operation at temperature ranging from -40°C to 100°C. This shall be self-extinguishing and shall meet UL (Underwriters Laboratories Inc.) 94 flame classification ‘V0’. Material should have protection against damage by ozone or ultraviolet light. Presence of anaerobic earth bacteria, mould fungus and enzymes should not cause degradation of the material. Material should be resistant to corrosion, termites and should not offer a source of oxygen or other biogenic elements to microorganisms.
5.13 All the metal parts including the screws shall be non- ferrous. 5.14 Terminal block shall have female test point of atleast 2.3 mm diameter for
every termination. 6.0 QUALITY MANAGEMENT: 6.1 FDMS shall be manufactured as per International Quality Standards and
manufacturer shall be duly accredited for ISO 9001-2000 series of standards. 7.0 MARKING: 7.1 The marking on the FDMS shall carry the following minimum information on
the front panel of the system. a) Manufacture’s name, month & year of production. b) Model No. c) Type of system. d) Capacity for number of fibres. e) Identification details / cable/ fibre / labeling facility.

7.2 Marking on disconnect terminal blocks shall be provided as per Clause 5 of
IEC 947- 7-1. 8.0 ACCESSORIES: 8.1 Following accessories are to be supplied along with each FDMS. One set of
Wire stripper and screw driver of reputed make and suitable for termination in terminal block shall also be supplied along with 5 numbers of FDMS.
i. FC/PC Adopters (For testing purposes) 24 Nos. ii. Protection sleeves 30 Nos. iii. Iso Propyl Alcohol 500 ml. iv. Cable ties 3 dozen v. 1 meter scale 1 No. vi. Adhesive pads 2 packet vii. Numbering Ferrules 2 sets viii. Cotton Buds 6 pieces ix. Velcro strap 2 nos. x. Terminal Strip comprising 30 terminal
blocks, 1 end plate, 2 end brackets with provision of group marking, 30 marking tags, 1 group marking tags and any other accessories with mounting rail of appropriate length.

xi. Wire stripper and screw driver of reputed make and suitable for termination in terminal block.

8.2 The material of the cable tie should be Polyamide with inflammability class V2
and be free from silicon & halogen. 8.3 The wire stripper should be capable to remove the PVC insulation cover of
flexible or solid conductor, whereas the screwdriver should be a lever for suitable termination on terminal block & as specified by terminal block manufacturer .
9.0 ACCEPTANCE CRITERIA OF TERMINAL BLOCKS: 9.1 Following shall be provided by manufacturer of terminal blocks for evaluating
the product before it is considered suitable for telecommunication application on Indian Railways-
(i) Remarks/compliance for all clauses of this specification and relevant Indian
Railway and International Standard Specifications, as applicable in this specification.

(ii) Detailed quality assurance plan along with its flow chart detailing
manufacturing criteria, raw material specification and its source of procurement, test and monitoring details from raw material stage to finished product to ensure manufacturing a reliable and quality product as per this specification and relevant Indian Railway and International Standard Specifications, as applicable in this specification.
(iii) Laboratory test reports in compliance to Clauses 5.12, 5.13, 8.2 & 9.1(ii). (v) Performance feedback from railways for satisfactory working for minimum two
years of operation. 9.2 Manufacturing unit of terminal block should be ISO (International Organization
for Standardization) certified and should have requisite manufacturing and test infrastructure to produce a reliable and quality product as per this specification.
9.3 Manufacturer shall arrange for any other test and / or documents considered
necessary to establish quality and performance of the product. 10.0 TESTS: 10.1 The FDMS shall be examined physically for the workmanship and the design
technology employed. It shall be checked for any flaws/ defects.
10.2 Tests & Performance Criteria of Disconnect Terminal Blocks: 10.2.1 Disconnect terminal blocks shall comply constructional and performance
requirements as per Cl. 7 of IEC 947-7-1. 10.2.2 Disconnect terminal blocks shall pass tests as per Cl. 8 of IEC 947-7-1. 10.2.3 Disconnect terminal blocks shall pass disconnect test for minimum 100 cycles
at rated current. Variation in contact resistance after completion of test shall not be more than 10%. There should not be any loosening or deformation in mechanical arrangement.
10.2.4 Terminal strip mounted on rails as per Clause 5.6 shall pass vibration test as
per Serial number 12 of Clause 9.3 of RDSO/SPN/144/2004 applicable for outdoor track side electronic equipment or as recommended by the manufacturer, whichever is more severe. Terminations should not become loose after completion of test. During the vibration test, there should not be any electrical interruption and voltage drop across terminal blocks should be steady.
10.2.5 Terminal strip mounted on rails as per Clause 5.6 shall pass climatic test as
per Serial number 1, 2, 3, 4, 5, 6 & 7 of Clause 9.3 applicable for outdoor

track side electronic equipment and insulation resistance test as per Clause 9.5(c) of RDSO/SPN/144/2004 or as recommended by the manufacturer, whichever is more severe.
10.2.6 Terminal blocks shall generally comply RDSO/SPN/144/2004. 10.3 Manufacturer will submit the following documents during type test &
acceptance test to inspecting authority. 10.3.1 Statement of deviation, obtained from the specification at the time of type
testing if any. 10.3.2 Statement of raw material used in offered lot and at the time of type testing. 10.3.3 Routine test results as per Clause 10.10. 10.3.4 DOT/ CACT valid approval of all raw materials & components used wherever
applicable. 10.4 During acceptance test, sampling percentage figure shall be rounded off to
the next higher integer. 10.5 A certificate with results, for all those tests, from recognized laboratory is
acceptable if the manufacturer does not have the test facility. 10.6 Raw materials & components are to be used only from reputed sources. In
case manufacturer wants to change source of raw material/ materials/ components other than mentioned in Type Approval Certificate (TAC), manufacturer shall have to obtain prior permission from RDSO, Lucknow. All those tests related to raw material/ materials/ components of changed source and required tests on FDMS shall be carried out by inspecting authority of RDSO on one FDMS and necessary corrigendum to Type Approval Certificate (TAC) shall be issued.
10.7 Test certificates of acceptance criteria of terminal blocks as per Clause 9.0
are to be submitted by manufacturer of terminal block. 10.8 Type Tests: 10.8.1 Two complete samples shall be manufactured and checked/ tested against
the clauses 3 to 10.7 of the specification. 10.9 Acceptance Tests: 10.9.1 Tests conforming to clauses 3, 4 (excluding 4.10) with 20% sampling and
tests conforming to clause 8.2 on one sample shall be undertaken.

10.10 Routine Tests:
Following shall constitute the Routine Testing: 10.10.1 Test results conforming to clauses 3, 4 (excluding 4.10) on 100% items shall
be submitted during type and acceptance tests.
