RE: NT-2010 Interrogatories, Generators
1. If the facility has already been constructed, what versions of the NFPA standards wereutilized?
CDECCA was declared commercially operable in 1988. A list of codes used duringconstruction has been attached as Appendix 1 to our response. No documentation hasbeen found with regard to NFPA codes that may have been utilized.
2. If the facility has yet to be constructed, what versions of the NFPA standards will be utilized?
Not applicable.
3. How would recommendation #6, "Recommendation as to adoption of codes" in the ThomasCommission Executive Report affect the facility?
Recommendation #6 is not expected to affect the facility, as no modifications to the existingnatural gas piping or fire protection systems are anticipated. Should modifications becomenecessary in the future, the intent of the amended codes would be adapted.
4. How would the following codes affect construction or modification of the facility:a. NFPA 37 (2010 edition);b. NFPA 54 (2009 edition);c. NFPA 54 Temporary Interim Amendment 09-3 (August 25, 2010);d. NFPA 850 (2010 edition);e. NFPA 853 (2010 edition);f. ASME B31; andg. ASME B31.1 Appendices iV and V.
The facility was declared commercially operable in 1988. The facility does not anticipateany modifications to the natural gas piping or fire protection systems. Should modificationsbecome necessary in the future, the intent of the above codes would be adapted and theMaxim Power Corp. Management of Change program would be implemented. CDECCAhas been insured by FM Global for property and equipment as well as business interruptioninsurance since 2007. FM Global considers the facility to be a highly protected risk.
5. What is lIsefullifespan of the natural gas piping/pipelines located within and to the facility?
The lifespan or the facility considered during design was likely 25 years, however, manypower plants have a usefullìfespan of 40 years. The usefullirespan of natural gaspiping/pipelines depends on pipe stress levels, pressure surge events, temperatures, and

external corrosion. CDECCA plans to complete 1Iitrasonic testing of critical areas of thenatural gas piping system in 2011 to ensiire ongoing integrity.
6. Would the natural gas piping/pipelines within and to the facility need to be replaced duringthe life of the facility?
No, replacement of the natural gas piping/pipelines is not anticipated during the life of thefacility.
7. Do you foresee any circumstances that would require replacement of a section of naturalgas piping/pipeline within and to the facility?
No, replacement of a section of the natural gas piping within and to the facility (from thepoint of demarcation, downstream) is not anticipated. CDECCA cannot comment on thepiping/pipelines lIpstream of the demarcation point, which are owned by CNG.
8. If so, woliid a new section of natural gas piping/pipeline within and to the facility be installedand require cleaning?
Not applicable.
9. What type of material is the natural gas piping/pipeline within and to the facility composedof?
A detail of the pipe spec has not been foiind, however it is believed to be black iron pipe.
'10. How many linear feet of natural gas piping/pipeline are located within and to the facility?
Approximately 880 linear feet of natural gas piping is located downstream of thedemarcation point.
11. What is operating pressure (psig) of the natural gas piping/pipeline within and to the facility?
The operating pressure of the natural gas piping is 290-300 psig to the gas tiirbine and 125-150 psig to the duct burner and aiixiliary boiler.
12. What is the nominal pipe size in inches within and to the facility?
The nominal size of the majority of the pipe (approximately 535 linear feet) within the facilityis 6" schedule 40 pipe, above ground. There is approximately 35 linear feet of aboveground piping which is 12" schedule 40 pipe, 235 linear feet of above ground piping which is4" schedule 40 pìpe, and 75 feet of below ground piping which is 12" schedule 40 pipe.
13. What is the length in feet of piping/pipeline that requires/required purging within and to thefacility?
It is believed that all 880 linear feet of the aforementioned piping reqiiired purging prior tocommissioning of the facility.
