In addi- tion, I would also like to ex- tend a special thank you to Kevin Dee and Bill Hanniman for their exceptional work on the IT Panel! As we have all seen in the last year our world has chang- ed dramatically and with that came changes to our industry and to the way that we must carry out our business. I truly believe that change is a good thing as “without change there can be no progress” but firstly believe even more so, that we must continue to strengthen the cooperation amongst our membership or the changes we are about to face will not be easy ones. With that thought in mind, please remember as we gather here this weekend it is not only to educate ourselves will have the opportunity to be inspired by an excellent line- up of motivational speakers and trainers. You will also have the chance to surround your- self with professionals who ex- cel in our industry, and with whom you can share experi- ences and knowledge. A Summary of ACSESS Government RelationsInitiatives: May 2003IN Ontario, ACSESS continues to play

an active role as safety group sponsorand is working closely with the WSIB andother safe workplace associations on de-veloping occupational health and safetyprevention materials that will provide asummary of best practices for the tempo-rary help industry in provinces acrossCanada. The first draft of the manual isnow complete and we hope to launchthe product to members this fall.

In early May, the British Columbiagovernment released their private-sectorprivacy legislation, the Personal Infor-mation Protection Act, for first readingin the legislature. The BC legislation in-corporates the 10 privacy principles of

the CSA Model Code for the Protection ofPersonal Information, and is scheduledto come into force on January 1, 2004.Please see our May 2003 edition of Legis-lative Watch for a summary of the legis-lation and the implications on thestaffing industry.

In Quebec, ACSESS made representa-tions before PQ Minister of Labour, JeanRochon, as part of a roundtable discus-sion on the recommendations containedin the Rapport Bernier (report studyingthe non-traditional workforce in Que-bec). ACSESS Quebec members and theConseil du Patronat welcomed the elec-tion of a new, Liberal government in theprovince.

The ACSESS National Capital com-mittee continues to encourage andmonitor ongoing discussions betweenPublic Works and Government ServicesCanada insurance advisors and the In-surance Bureau of Canada representingthe insurance industry regarding RMSO

insurance coverage requirements for thesupply of temporary help to federalgovernment. We are confident that amutually acceptable agreement will bereached within the next six months.

U.S. Press Release Gives Optimistic ForecastONE OF OUR U.S. counterparts, the

National Association of Personnel Serv-ices (NAPS) recently released the resultsof a staffing industry survey that theycompleted in conjunction with Ad-vanced Recruiting Trends (ART). The fo-cus of the survey primarily addressedrecent and anticipated performance bystaffing organizations, as well as anumber of peripheral issues that arelikely to be of interest to professionalswithin the staffing marketplace.

Approximately 200 staffing profes-sionals, representing a broad range of

industry sectors, and dispersed through-out the U.S., participated in this inaugu-ral quarterly survey.

The NAPS press release quotes thefollowing survey findings:

“Survey results reflect a great deal ofoptimism relative to an improving mar-ket climate over the remainder of 2003.In fact, 69% of those participating in thesurvey anticipate the marketplace willimprove tangibly over the remainder ofthe year.”

“Approximately 40% expect that theirfirms will strive to add headcount priorto the conclusion of 2003.”

In addition, Don Evans, a Principalwith ART, is quoted as saying, “Whileoverall recent performance was some-what mixed, we think it’s significant that

those firms citing improved perform-ance represented a wide range of indus-try areas. This would seem to suggestthat any recovery is likely to be broad-based in nature.”❏

Many ACSESS members will be awareof our own efforts to report on trendsand statistics. We receive many calls re-questing information, yet find responserates to surveys to be too low to providemeaningful data.

We are again exploring the collectionof information with an independentmarket research firm that specializes inthis industry (U.S. based, and interestedin working in Canada). It is our hopethat if we get this off the ground you willsupport and indeed encourage partici-pation by your company.

Danny Cahill’s Peak Performance Semi-nar in Toronto at the end of February.Despite the failure of the Internet dial-up line, Danny presented the type ofoutstanding learning opportunity forwhich he is well known. ACSESS Adopts New Board PolicyACSESS continues to place emphasis

on the importance open communicationplays in the success of any organization.This includes: regular contact with mem-bers via mail, email and our website; en-couraging members to provide inputand direction; frequent sharing of infor-mation between our national staff anddirectors, and Chapter leaders who pro-vide the essential services in citiesacross Canada.

Occasionally, we also receive requestsfrom members wishing to sit in on a Na-tional Board meeting. And, why not –this is a great way to gain a better un-derstanding of what your Association isdoing and where we are heading. TheNational Board meets three to fourtimes a year, usually in Toronto andwith one meeting held in conjunctionwith the Annual Conference. Materialsare circulated in advance and air travelis paid for elected directors (sadly, wecan’t stretch the budget to cover guests).

In response to the interest expressed,the following policy has been devel-oped and was unanimously approved atour March meeting.

Attendance at Meetings. While it isexpected that elected directors attend,participate in, and vote at Board meet-ings, other persons – including mem-bers – may attend upon request or by

invitation, and it is the position ofACSESS that all reasonable requests forpermission to attend or petition theboard shall not be denied. It should benoted that voting by proxy or ballot isnot permitted at Board meetings [as it isat an annual or special meeting of themembers] and thus individuals attend-ing on behalf of an elected director mayparticipate in discussions, but do nothave the right to vote.

When Do Consultants/Advisors/Non-Elected Members Attend Meet-ings?

(a) An invitation may be extended bythe President or his/her designatethereby permitting those involved in aspecific ACSESS activity to participateand/or present on an agenda item. Thedecision as to whether such guests beinvited to attend the full Board meetingor only a portion of the meeting will bedetermined on a case-by-case basis.

(b) A member may request permis-sion to sit in on a National Board meet-ing at any time. This request should besubmitted to the President or ExecutiveDirector, following which a confirma-tion of attendance will be provided to-gether with the meeting agenda. While

such members will be attending as ob-servers, they will be encouraged to par-ticipate in general discussion. In caseswhere the member requesting permis-sion to sit in on a meeting is not theAuthorized Representative of a MemberCompany, then the permission of theAuthorized Representative should beobtained.

(c) A member may request permis-sion to attend and address a specificsubject at a National Board meeting,providing the request is received no lessthan 15 days prior to the meeting and isaccompanied by a brief written descrip-tion of the issue they wish to raise. Themember will be given a 5-minute pres-entation time on the agenda. The deci-sion as to whether such guests beinvited to attend the full Board meetingor only a portion of the meeting will bedetermined on a case-by-case basis. Notmore that three petitions to address aspecific subject will be accepted at anyone meeting.

The objective of this policy is to create agreater degree of openness and to providea means for members to approach Na-tional Board and take part in the formu-lation of national goals and services.❏
