PART - I
PRELIMINARY
1. Short title and commencement :
(i) Veterinary Academic Regulations (2009) means 'The Academic Regulation for the award of B.V.Sc. & A.H. Degree'. (EC/31/2009).
(ii) This Regulation shall be in accordance with the Veterinary Council of India (Minimum standards of Veterinary Education) Degree course (B.V.Sc. & A.H.) Regulation, 2008.
(iii) It shall come in force from the academic year, 2009-2010 and shall be applicable to all the students in the year 2009-10 and onwards.
2. Definitions :
In these regulations unless the context otherwise requires :-
i) 'IVC Act 1984' means the Indian Veterinary Council Act. 1984 (52 of 1984)
ii) 'MAFSU Act 1998" means the Maharashtra Animal and Fishery Sciences University Act, 1998.
iii) 'VCI' means Veterinary Council of India. iv) 'VCI Regulations' means Veterinary Council of India (minimum
standards of Veterinary Education) Degree course (B.V.Sc. & A.H.) Regulations 2008.
v) 'Degree Course' means the course of study in Veterinary Science, namely B.V.Sc. & A.H. (Bachelor of Veterinary Science and Animal Husbandry)
vi) 'Credit Hours' means the weekly unit of work recognized for any particular course as per the course catalogue issued by the University. A lecture class of one hour per week shall be counted as one credit of theory whereas a practical class of two hours duration or a working period of three hours in the Teaching Veterinary Clinical Complex or Institution or Farm per week shall count as one credit hour for practical.
vii) 'First Schedule' and 'Second Schedule' means the First Schedule and Second Schedule respectively appended to the IVC Act 1984.
viii) (a) 'Semester' means a period consisting of minimum 100 instructional days, excluding Annual Examination days.
(b) Academic Year' means a period consisting of minimum 200 days i.e. two semesters of instruction excluding time spent for Annual Examination.
ix) 'Syllabus' and 'Curriculum' means the syllabus and curriculum for courses of study as specified by Veterinary Council of India.
x) 'Qualifying Examination' means Higher Secondary (10+2) examination or equivalent conducted by a State Board of Education or Central Board of Education.
xi) 'Teaching Experience' means teaching experience in the subject concerned in a Veterinary college or in a Veterinary Hospital or Institutions which are recognized by the Veterinary Council of India/MAFSU.
xii) 'Veterinary College' means an institution imparting veterinary education for the award of B. V. sc. & A. H. degree having the required number of
departments/units, infrastructure, manpower and other facilities as laid down in these Regulations under the overall administrative control of the dean/Principal.
xiii) 'Veterinary Hospital/Institutions' means teaching and non-teaching Veterinary Hospital/Institution relevant to Livestock health, production or technology by whatever name called.
xiv) 'Counselor' means an academic staff member who will help a batch of students assigned to him in planning of their studies and foster close personal relationship.
xv) 'Head of the Department' means the academic staff member principally responsible for teaching, research and extension education in the Department of the University.
xvi) 'Course' means a teaching unit of a subject to be covered within semester as prescribed in the syllabus.
xvii) 'Course content' means a concise outline of the subject-matter of a course.
xviii) 'Credit load' means the quantum of credits undertaken by a student in a semester.
xix) 'Paper' means the group of course(s)/course (if only single course is involved) listed under a subject title in a particular year.
xx) 'Grade Point (GP)' in a course will be the total marks obtained by a student out of 100 divided by 10.
xxi) ‘Credit Point (CP)’ in a course will be GP multiplied by the credit hours.
xxii) 'Grade point average (G.P.A.)' means the sum of total credit points earned divided by the sum of the credit hours.
xxiii) 'Overall grade point average (O.G.P.A.)' means the quotient of the total credit grade points obtained by a student in all papers during the degree programme, divided by the total number of credit hours successfully completed.
xxiv) ‘Head of the Section’ means the academic staff member who is working as in-charge of the section and is responsible for teaching, research and extension activities of his/her section at the institute/center.
xxv) ‘Section’ means a unit of teaching and/or research and/or extension education of college/institute/center.
xxvi) ‘Statute’ means the statute made under the Maharashtra Animal and Fishery Sciences University Act, 1998.
xxvii) ‘Student’ means a candidate who is enrolled in Veterinary College recognized by the University/VCI for receiving instructions for qualifying
himself for B.V.Sc. & A.H. degree certificate or other academic distinction conferred by the University.
xxviii) ‘Guidelines’ means the guidelines / instructions issued by the Veterinary council of India from time to time for uniform implementation of these regulations.
xxix) ‘Inspector’ means the Veterinary Inspector appointed under sub-section (1) of section 19 of the act.
xxx) ‘President’ means the President of the Veterinary Council of India. xxxi) ‘Secretary’ means the Secretary of the Veterinary Council of India
appointed under section 11 of the Act. xxxii) ‘Visitor’ means a Visitor appointed under sub-section (1) of section 20 of
the Act. Words and expressions used in the MAFSU Act 1998, IVC Act 1984,
MAFSU Statutes 2002 and Veterinary Council of India (Minimum Standards of Veterinary Education) Degree course (B.V.Sc. & A.H.) Regulations 2008 and not defined in this Regulation shall have the meaning assigned to them in the Act, Statutes and VCI regulations as the case may be.

PART – II
COURSE OF STUDY
3. Description:
A degree course of B.V.Sc. & A.H. shall comprise of a course of study consisting of
curriculum and syllabus provided as per VCI (minimum standards of Veterinary Education
Degree Course - B.V.Sc. & A.H.) regulations 2008 spread over five complete academic years
including a compulsory internship of six months duration undertaken after successful completion
of all credit hours provided in the syllabus.
During the course of study there shall be training of six months duration in a teaching
Veterinary hospital, livestock and poultry farms and field training in Veterinary Institution as
part of the course.
4. Duration of semester/academic year :
(a) It is essential that each academic year cover at least 200 days of instruction excluding
time spent for examinations.
(b) First semester in the respective academic year of B. V. Sc. & A. H. classes should
commence preferably in July or August every year but not later than 31st October.
(c) Model Academic calendar is given in Annexure-I.
5. Procedure to be adopted for imparting training in the Veterinary hospitals or
Institutions or Farms and Internship with suitable adjustment at :
5-1. Teaching Veterinary Clinical Complex (TVCC)
5-1: (a) The Teaching Veterinary Clinical Complex shall be a separate unit in every veterinary
college under the independent charge of a Faculty Member of the rank of a Professor
with specialization in any of the clinical subjects.
5-1: (b) Teaching Veterinary Clinical Complex shall be recognized only if it has an average
minimum of 500 outdoor cases and 10 indoor cases in a month.
5-1: (c) In case the Teaching Veterinary Clinical Complex does not have requisite number of out
patient and inpatient cases as prescribed in (b) the city Veterinary hospitals of State
Government/nearest Veterinary hospitals should be used and developed providing all the
infrastructure prescribed for a teaching veterinary clinical complex.
5-(2). Instructional Livestock Farm Complex (ILFC)
5-2:(a) The Instructional Livestock Farm Complex shall be a separate unit in every veterinary
college under the independent charge of a Faculty Member of the rank of a Professor
with specialization in any of the production subjects.
5-2:(b) The farm complex shall be for teaching in rearing of livestock species including poultry
with the requisite facilities.
PART – III
ADMISSION TO THE B. V. Sc & A. H. Degree COURSE
6(A): Eligibility conditions for admission to B.V.Sc. & A.H. degree course will be followed
as per the provisions in MAFSU Act 1998 and VCI Regulation, 2008 No.6.
6(B): The selection of the students to B.V.Sc. & A.H. degree course shall be on merit of the
student and for determination of merit, the criteria as prescribed in VCI Regulations
2008 (Minimum Standards of Veterinary Education Degree Course B.V.Sc. & A.H.)
No. 6 & 7 shall be followed.
7: Registration:
7:(1) An academic year shall be divided into two semesters each of 100 instructional days.
Dates of registration, commencement of instruction/classes, Annual examination,
semester end shall be determined by the University from time to time and notified
accordingly. (Refer Model Academic calendar : Annexure-I)
7:(2) Fees levied on account of enrollment, tuition, hostel, student’s council, examination
and other items shall be such as determined by the University from time to time.
7:(3) Students selected provisionally for admission to a degree course shall report to the
respective Associate Dean of the college. The last date for during the period notified
for this purpose by the Registrar of the University and shall receive necessary
directives for registration from the Associate Dean.
7:(4) A student shall get 50% refund of tuition fees, 100 % caution money and 100 %
examination fees if he/she desires to cancel his/her admission for bonafide reasons
and applies within one month after registration of first semester. However, no refund
except caution money may be refundable after cancellation of admission any time
(except I semester) during the degree course or completion of the degree course. Such
refund will however be materialized only on production of the original
receipts/satisfaction of the concerned authority. If a student does not claim the caution
money within one months after completion of degree course, the amount shall be
deposited to the student’s aid fund.
7:(5) Registration shall consist of :
(a) Payment of University/ College/ Hostel fees and other fees/ charges shall be made by
student himself/herself to the Associate Dean. In absentia registration is not permitted
in any case.
(b) Registration of a student in various courses in consultation with the respective
counselor and depositing with the Associate Dean of the College, the registration
form duly filled in and signed by the student and counselor.
(c) (i) Medical examination shall be compulsory for all the students admitted during the
first year and the same should be got done from the Civil Surgeon/Medical Officer as
directed by the University/Associate Dean before the end of first semester. If a student is
medically unfit, the Associate Dean will inform the concerned student and his/her
parents/guardian for rectification of the defects. If a student is found medically unfit,
he/she is liable to be discontinued from the University. Such cases would be reported to
the Registrar for taking necessary action. Refund of fees shall not be applicable in such
cases.
If a student fails to appear for the medical examination arranged by the
University/Head of the Institute, he/she will have to get himself/herself medically
examined from the above-mentioned medical authority at his/her own expenses and
produce examination report within the period specified by the college authorities. In
case, he/she fails to produce the medical examination report within the specified time,
his/her admission shall stand cancelled.
(c) (ii) At any time during the course of the degree programme, the student may be
directed to get himself/herself medically examined by the competent authority(s) as &
when it may deem fit.
7:(6) After receipt of the enrolment forms from students, the Dean/Associate
Dean/Principal of the college shall prepare the list of students and forward the same
to the Registrar normally within a month.
7:(7) Late Registration : A student seeking admission to semester other than the first shall
be permitted by the Associate Dean on payment of a late fee of Rs. 100/- per day or
as prescribed by the University from time to time up to a period of 5 working days
excluding the day notified for registration. No registration shall be permitted on the
expiry of this period on any ground. However, for genuine reason with the permission
of Hon'ble Vice-chancellor and payment of Rs. 200/- per day or as prescribed by the
University from time to time for additional maximum 5 days shall be permitted.
After the last day of registration (including the period specified for late
registration), the student shall not be permitted to register in that semester. However,
within two months from the last date of registration he/she shall have to obtain
written permission from the Head of the Institute for the registration of the next
semester, whenever due, provided he/she shall pay the fees of the semester(s) in
which he/she did not register. If he/she fails to do so, his/her name shall be removed
from the University roll and his/her admission shall stand cancelled.
7:(8) A candidate may be allowed provisional registration to the next professional year
provided he/she has failed in maximum of two papers. He/she cannot be promoted to
the next B.V.Sc. & A.H. class unless he/she has cleared the subjects in the ensuing
compartment examination.
7:(9) Eligibility certificate:
Students who are provisionally admitted in this University shall have to
apply in the prescribed form along with the true copies of the testimonials for
eligibility immediately on his registration.
Students migrating from the Universities or statutory examining bodies
other than the Maharashtra State and seeking admission in this University shall be
required to pay the fee as prescribed by the University for issue of eligibility
certificate. No student from other University or statutory examining body shall
finally be admitted to any institution/college constituent or affiliated to this
University without production of an eligibility certificate signed by the Registrar of
the University.
(a) While applying for an eligibility certificate, the applicant shall have to attach with
his/her application the attested true copies of the following documents.
(b-1) A statement of marks/grade card/transcript of the last qualifying examination
passed.
(b-2) A passing certificate of the last qualifying examination.
7:(10) Migration certificate:
(a) A migration certificate for the students outside the Maharashtra State - a student
already enrolled in a University/board other than the Maharashtra state shall have to
produce a migration certificate, within 6 months or else from the date of his first
registration, failing which he/she shall not be enrolled and the admission shall stand
automatically cancelled.
(b) In the case of students coming from Board/Universities outside India, the examinations
conducted by such Universities or examining bodies shall be given general equivalence
according to the rules prescribed for standard of passing and after verifying the course
catalogues/syllabus, etc. In absence of this, students possessing qualifications of such
Universities/ Boards, etc. shall be deemed to have been provisionally admitted on merit of
each individual case. Such provisional admission shall be finally confirmed only after the
issue of an eligibility certificate by the Registrar of the University before the end of first
semester. If he/she fails to submit the certificate, his/her semester end result will not be
declared and will not be permitted to register for second semester.

PART – IV
VETERINARY CURRICULUM – STRUCTURING AND ORGANIZATION OF COURSE CURRICULUM
8-1. Veterinary curriculum :
8-1: (a) The veterinary curriculum is comprised of six components of study :
(i) Core Courses,
(ii) Tracking Programmes,
(iii) Study Circles,
(iv) Entrepreneurial Training,
(v) Internship and
(vi) Competence in skills.
8-1: (b) The curriculum is meant to provide adequate emphasis on cultivating logical and
scientific habits of thought, clarity of expression, independence of judgments, ability to
collect information and to correlate them and develop habits of self education.
8-1: (c) A judicious balance as been ensured in distribution of course credits in theory and
practical and sequence among basic, production, preclinical and clinical subjects
including public health and livestock products technology.
8-1: (d) The educational process may be placed in a historic background as an evolving process
and not merely as an acquisition of large number of disjoined facts without a proper
perspective.
8-1: (e) Medium of instructions for B. V. Sc. & A. H. degree course shall be English.
8-1: (f) Clinical practice shall be organized in small groups of 5-10 students so that each
teacher can give personal attention to each student with a view to improve his/her skill
and competence in handling of the patients.
8-1: (g) Efforts may be made to encourage students to participate in group discussions and
seminars to enable them to develop personality, character, expression and other
faculties which are necessary for a Veterinary graduate to function either in solo
practice or as a team leader when he begins his independent career. An appropriate time
slot for this activity be provided in the student study time table.
8-1: (h) Practical training be imparted to produce a well balanced and all-rounder graduate.
Continuing self-education among students for further development in different aspects
of veterinary and animal science/technology be encouraged. Tutorials be organized for
this activity.
8-2. Subjects to be covered in the B. V. Sc. & A. H. degree course
1. Veterinary Anatomy
2. Veterinary Physiology and Biochemistry
3. Veterinary Pharmacology and Toxicology
4. Veterinary Parasitology
5. Veterinary Microbiology
6. Veterinary Pathology
7. Veterinary Public Health and Epidemiology
8. Animal Nutrition
9. Animal Breeding and Genetics
10. Livestock Production and Management
11. Livestock Products Technology
12. Veterinary Gynaecology and Obstetrics
13. Veterinary Surgery and Radiology
14. Veterinary Medicine
15. Veterinary and Animal Husbandry Extension Education
8-3. Migration/Transfer of student from one Veterinary College/Institution to
another :
8-3:(1) A student studying in a recognized veterinary college may be allowed to migrate/be
transferred to another recognized veterinary college under another/same University.
8-3:(2) The migration/transfer may be allowed by the University concerned after passing 1st
year B.V.Sc. & A. H. degree course within one month of the start of academic session
of 2nd year of the receiving college/University. In such cases, the incumbent has to
apply to the Registrar within one month after passing 1st year B.V.Sc. & A. H.
through the Dean/Associate Dean of the college/institute with his No Objection
Certificate. The Registrar may then, admit (on transfer basis) the said student, after
reviewing the position of the college of student’s interest.
8-3:(3) Migration/transfer of a student shall not be allowed during the middle of an academic
year.
8-3:(4) The number of students migrating/transferring from one veterinary college to another
veterinary college during the period of one academic year will be kept to the
maximum limit of 5 per cent of its intake capacity of each of the veterinary colleges
in one year.
8-3:(5) Cases not covered under sub regulations 8-3: (1) to (4) may be referred to Veterinary
Council of India for consideration of merit.
8-3:(6) An intimation about the admission of migrated/transferred students into any
veterinary college should be sent to the Veterinary Council of India by the respective
college/University.
8-3:(7) Transfer of student, however, will not be permitted in case of student who has been
expelled by the authority of the University or constituent or affiliated college as a
punishment for act of misconduct.
8-4. Re-admission:
8-4:(1) A student who leaves the college with the prior permission of the Associate Dean/
Dean/ Principal at the end of any academic year may be readmitted by the Registrar
of the University on request of the student within 2 year of leaving the college
provided that the said curriculum of the studies is in vogue. Such permission and
readmission shall be granted only once during the degree programme to that
particular student.
However, the student shall have to complete his/her studies within 08 years from
the date of his first admission.
8-5. Courses, credits, curriculum system of teaching and evaluation :
8-5:(1) The details of the courses, credits and curricula of the degree courses, shall be as per
VCI regulations.
8-5:(2) Students admitted to the degree course will be taught and evaluated through the
course-credit system as prescribed by Veterinary Council of India.
8-6. Counseling system:
8-6:(1) The students, on their admission, shall be grouped into convenient batches by the
Associate Dean/Principal of the College and each such batch of students shall be
assigned to a counselor who shall be an academic staff member of that college.
8-6:(2) A counselor will establish and foster close relationship with the students assigned to
him by having periodical meetings (either with the entire batch of students or with
each student separately as often as may be necessary) and shall endeavor to know
their problems and find solutions thereof and review their academic progress. The
counselor should conduct the monthly meeting to review the overall performance of
all the students allotted to him and submit the report to Dean/Associate
Dean/Principal of the college and inform his/her parents, if necessary.
8-6:(3) In order to have overall development of a student, the counselor shall also advise him
in personal difficulties. The student should meet the Counselor at least once in a
month.

PART – V
SYLLABUS
9-1 : (a) The semester-wise distribution of theory and practical courses comprising of 177 credits
(core course) for B. V. Sc. & A. H. degree course are summarized below:-

9-1 : (b) In addition to the core courses above , a student as to successfully complete the
Tracking Programmes, Study Circles, Entrepreneurial Training, Internship and Core
Competence in Veterinary skills as has been detailed under part IV(8)(1) of VCI
regulations 2008 for the award of B. V. Sc. & A. H. degree.
9-1 : (c) Remount Veterinary Corps (RVC) Squadron/ National Cadet Corps (NCC)/ Equestrian/
National Service Scheme (NSS)/ Sports and games shall be non-credit training
programmes one of which for a duration of minimum of Two Professional Years shall
be compulsory for the award of B. V. Sc. & A. H. degree. The performance of the
students will be assessed and graded as ‘Satisfactory’ or ‘Unsatisfactory’. A student
has to obtain ‘Satisfactory’ grading for successful completion of course requirements.
9-2. Tracking Programmes
9-2 : (a) These programmes have been developed to allow students to exercise more control
over the specific direction of their profession and motivate them for self-learning
through virtual classroom, distant learning, internet etc.
9-2 : (b) A student has to compulsorily take any two programmes of two credits each (2x2=4
credits) any time (one semester duration each) during second year to fifth year of B. V.
Sc. & A. H. Degree Course under the supervision of one faculty member as designated
by the Dean/Principal of the college for that programme.
9-2 : (c) Evaluation of the students for this programme shall be done internally on Grade basis
(A-Excellent, B-Good, C-Average). In case of unsuccessful candidates, the programme
can be carried to the next semester/year.
9-2 : (d) List of tracking programmes is given below :

9-2 : (e) These will be Non-Credit course but shall be mentioned in the Degree Transcript along
with the grades obtained.
9-3 . Study Circles
9-3 : (a) Each student of B. V. Sc. & A. H. Degree Course shall have to enroll himself/herself
for at least two study Circle activities during the B. V. Sc. & A. H. degree course out of
the proposed Study Circles as listed below :
i) Livestock and Livelihood Study Circle
ii) Production Systems Study Circle
iii) Ecosystems and Livestock Study Circle
iv) Equine Study Circle
v) Canine Study Circle
vi) Diagnostic study Circle
vii) Alternate Animal Use Study Circle
viii) Fun/Sport Animal Study Circle
ix) Law and Veterinary Science Study Circle
9-3 : (b) The Dean/Principal shall designate an Advisor for each of the above study Circle
activities who shall supervise, guide, monitor and evaluate the activities of the Study
Circles.
9-3 : (c) Each student shall have to present a Seminar on the topics of his/her Study Circles any
time during the Semester. The date and time of the seminar shall be notified inviting
participation of all students. The Study Circle shall also put up news, wall papers,
drawings, exhibits of their subjects in the college.
9-3 : (d) The Dean of the college shall coordinate the activities with the Advisors of each of the
above Study Circles.
9-3 : (e) The evaluation of the student for each of the registered Study Circles shall be done by
the Advisor who will grade them as A-Excellent, B-Good, C-Average as per the
performance. The same shall b recorded in the Degree Transcript long wit the grades
obtained. No student shall be allowed to change the Circles during the professional
year.
9-4. Entrepreneurial Training
9-4: (a) Each student of B. V. Sc. & A. H. degree course shall be required to compulsorily
undertake one of the activities of Entrepreneurial Training. This training is aimed at
developing entrepreneurial skill for self employment.
9-4: (b) The University/college shall provide technical support and infrastructure for these
activities. Inputs, day-to-day work and financial accounting shall be undertaken by the
students. The profits/loss, if any, shall be kept/borne by the students.
9-4: (c) However, in case of loss, the Dean of the college through the Entrepreneurship
Committee consisting of four faculty members (atleast one subject matter specialist)
may evaluate the reasons of such loss and provide compensation in case it is found that
the loss has been inadvertent.
9-4: (e) Proposed list of 16 Entrepreneurial activities is as follows :

Besides, the Colleges/Institutions may also offer the facilities for Entrepreneurial
Training involving the activities of regional interest.
9-5. Internship rules :
9-5: (a) Every student of B. V. Sc. & A. H. degree course shall b required after passing the fifth
annual examination to undergo compulsory rotating internship to the satisfaction of the
University for a minimum period of six calendar months so as to be eligible for the
award of the degree of B. V. Sc. & A. H. and full registration with the Council.
9-5: (b) Compulsory rotating internship shall include a full time training in veterinary and
animal husbandry services (including emergencies and night duties, Sundays and
holidays). He intern will devote whole time to the training and will not be allowed to
accept a whole time or part time appointment paid or otherwise.
9-5: (c) Internship shall be undertaken only after completion of all credit requirements of
veterinary curriculum including Tracking Programmes, Study Circles, Entrepreneurial
Training and R.V.C., Squadron/N.C.C./Sports and games as prescribed under VCI
Regulations 2008.
9-5: (d) The University shall issue a provisional course completion certificate of having passed
all the professional examinations and having successfully completed course work.
9-5: (e) The State Veterinary Council will grant provisional registration to the candidate on
production of the provisional B.V.Sc. & A.H. course completion certificate. The
provisional registration will be for a minimum period of six months and maximum of
eight months.
9-5: (f) After provisional registration with the State Veterinary Council, the candidate shall
register for internship of six calendar months.
9-5: (g) Interns will be actively involved in rendering veterinary service under the supervision
of an experienced teacher.
9-5: (h) They shall assist the teacher in all activities of the units they are posted in.
9-5: (i) During the period of internship they shall be paid consolidated remuneration in the
form of internship allowance as may be decided by the University/Institution from time
to time.
9-5: (j) Attendance will be compulsory. The candidate will be entitled for 06 days casual leave.
The leave cannot be claimed as a matter of right until and unless the sanctioning
authority sanctions it. If an intern willfully absents from the training programme even if
for part of a day or during off hours duty (including Sundays/holidays) he/she may be
treated absent for that day. The candidate will be required to undergo training for the
additional days in lieu of the absence period and internship allowance will not be paid
for these additional days.
9-5: (k) The internship programme shall be monitored by a committee constituted by the Dean
under his/her chairmanship including among others the Head of TVCC and the Head of
ILFC as members. This committee shall monitor effective implementation of the
internship training programme from time to time.
9-5: (l) In case of unsatisfactory work/performance and/or shortage of attendance, the period of
compulsory rotating internship shall be extended by not more than two months by the
appropriate authority. If this period is more than two months, the intern has to re-register
afresh for internship programme for entire six calendar months including registration
with the State Veterinary Council.
9-5: (m) Internship allowance will be paid only for six calendar months. No internship allowance
will be paid for the period of absence/unsatisfactory performance/extended period.
9-5: (n) The compulsory rotating internship for six calendar months shall be done in teaching
and approved Veterinary Polyclinics/Veterinary Hospitals, Veterinary Biological
Centres, Technology Centres, Farms and Veterinary Disease Investigation Centres. The
internship programme can be undertaken at approved veterinary institutions in India.
9-5: (o) The compulsory rotating internship shall be in the following areas:
(i) Clinical training covering veterinary medicine, surgery and radiology, animal
reproduction, gynaecology and obstetrics, clinical emergencies, indoor ward
care, hospital management record keeping etc. for three months.
(ii) Livestock production and management training, covering farm routines of
cattle and buffalo farms, piggery/rabbitary, sheep and goat farms, and
equine/ camel unit etc. for one month. _
(iii) Poultry production and management covering layer and broiler production,
hatchery and chick management, ,quail, turkey, duck units etc. as well as fishery
or any other recycling unit where feasible, for one month.
(iv) Livestock technology and service' covering familiarization in biological product
units, disease control campaigns (disease investigation and sample collection
and dispatch, vaccination, mass testing etc.) in plant training in meat plants,
milk plants, etc. training in zoo/ wild life center/national parks, for one month.
9-5: (p) Details of day to day work, posting and duration_ needs to be worked out by the
Veterinary Institution as per its needs and infrastructure facilities.
9-5: (q) Where an Intern is posted to a recognized Veterinary hospital for training, a
representative of the 'College and the In-charge of the Veterinary hospital shall regulate
the training of such interns.
9-5: (r) Every Intern shall render professional veterinary service, skill and knowledge under
supervision and guidance of a registered veterinary practitioner working in the
approved Veterinary Institution.
9-5: (s) Functions, responsibilities and duties of Interns:
(i) Participation with clinical faculty in the hospital practice.
(ii) Sharing the emergency and night duties on rotation in the large and small
animal hospitals including, Sundays & holidays.
(iii) Participation with staff of the place of posting in Veterinary Practice (production
or technology).
(iv) The intern responsibilities include hands-on diagnostic and treatment procedures
for hospitalized cases under the supervision of the attending veterinarian.
(v) Participation in the tutorial instructional program of the Veterinary College. (vi) The intern will administer primary care to emergency cases and participate in
service such as anaesthesia, radiology, ultrasonography, endoscopy, laboratory and diagnostic procedures. Medicine and Surgery rounds are held periodically allowing the interns to present cases and participate in topic discussion.
9-5: (t) The training shall be supplemented by weekly sessions of clinical conference, farm
operation and data analysis, preparation of. feasibility reports, project report,
campaigns/ discussions in c1inical training, farm training and technology and services
respectively .
9-5: (u) For the purpose of internship all necessary inputs/adequate clinical facilities etc. shall be
provided.
9-5: (v) The intern shall maintain a log book of day to day work which may be verified &
certified by the supervisor under whom he/she works. In addition the interns will
prepare a brief project report on the basis of his/ her case study/ case analysis, survey
reports etc. This shall be based on his/ her own study during the internship. Such
reports can be supervised by more than one teacher, if required. The interns shall
present such report in seminar organized for the purpose.
9-5: (w) The grading shall be based upon the evaluation of log book, their performance reports
from all the minimum prescribed training postings, project report and comprehensive
examination in core competence in veterinary skills conducted at the end of the
programme by an Evaluation Committee comprising of the faculty representing the
concerned departments appointed the Dean for this purpose.
9-5: (x) Every Intern shall have to submit an Entrepreneurial Project during the Internship
Programme.
9-6. Comprehensive Examination on Core Competence in Veterinary skills :
The Competence in veterinary skills examination shall be evaluated on core
competence in professional skills as per the Veterinary Council of India - Minimum
Standards of Veterinary Education – Degree Course (B. V. Sc. & A.H.) Regulations,
2008.
There shall be no marks for this examination. Every intern shall be graded as
'Satisfactory' or as 'Unsatisfactory' based on the evaluation of this examination and
submission of Entrepreneurship Project. The Dean shall then issue the certificate of
satisfactory completion of internship training as prescribed by the Veterinary Council of
India. In case of unsatisfactory performance in the comprehensive examination for core
competence in professional skills, the candidate has to repeat the entire internship
programme.
9-7. The candidate will become eligible for registration with State Veterinary Council only
on the award of the B.V.Sc & A.H. degree or production of a provisional degree
certificate by the University.
10. Examination and Evaluation
10-1: It shall be the responsibility of the teacher(s)/instructor(s) to ensure that the topics to
be covered in the theory and practical in each course is recorded through a
lecture/practical schedule and distributed to the students at the beginning of each
course. The Head of the Department/Dean shall ensure that the schedule is adhered to
and alternate arrangements are made to cover up the loss in case of any eventualities
of unavoidable reasons that lead to non- adherence of the above schedule.
10-2: Work distribution chart of each teacher should be available with Dean's office for
inspection of the Council. In each subject Professors and senior teachers must be
actively involved in teaching, especially in conducting practical for degree course.
The principle behind each practical, the objective of each practical level of
competence expected from the students etc. should be clearly explained to them by
senior teachers.
10-3: The examination shall be to assess whether the student has been able to achieve a
level of competence. For academic assessment, evaluation of practical aspects of the
curriculum should receive much greater emphasis leading to separate examinations
and requiring the student to secure a minimum of 50% marks, in theory as well as in
practical, in each such examination.
10-4: The weightage of Theory and Practical shall be in the ratio of 60:40 respectively in both
internal and annual examinations.
10-5: The distribution of marks for objective and subjective questions in each course/paper
shall be in the ratio of 60:40 respectively both in internal and annual examinations.
10-6: The schedule of examination during B.V.Sc. & A.H. course shall consist of internal
(semester) and external (annual) examinations: internal examination (theory and
practical separately) for each course at the end of each semester; and external
examinations (theory and practical separately) at the end of each academic year
comprising of all the courses of a particular subject taught during that year.
10-7: The internal assessment (Semester) shall be conducted in 50% of total marks in theory
and practical separately and shall invariably be conducted on completion of the course
as per lecture/practical schedule explained under sub-regulation (1) and shall be held
without any preparatory leave. It shall be the responsibility of the. University/College
authorities to conduct these examinations without loss of instructional days of a
Semester. Internal Practical examination shall be conducted by a board of examiners
consisting of Instructor(s} of the course and a representative of the head of the
department. Evaluation of answer books shall be done by the concerned instructor(s).
Marks obtained in theory and practical in the internal examinations would be recorded
separately and submitted to the Dean/ Principal. at the end of the particular semester.
10-8: A composite Annual examination for a group of courses/ a course (if only a single
course is involved in the paper) shall be conducted for the rest 50% marks in theory and
practical separately as per schedule of examination. The annual theory examination(s)
shall be conducted by inviting the question paper from appointed paper setter(s). A
paper setter shall be provided the courses and syllabus prescribed by the VCI including
detailed course outline. A paper setter shall be requested to prepare two sets of question
papers, each for main examination and compartment examination (if any). Where
necessary, more than one paper setter/ examiner can be appointed. The practical
examinations shall be conducted by the Board of Examiners appointed by the university
and shall consist of two or more internal (representing the subjects being examined) and
one external examiner. Evaluation of answer books of annual examinations shall be
done by the external examiner(s).
10-9: Annual examinations shall be held on such dates, time and places as the university may
determine and must be completed so that the results are announced before the onset of
the ensuing semester.
10-10: The schedule of examinations (internal/external) shall be adhered to strictly. No re-
examination shall be allowed in events of students strike, boycott, walkouts, medical
grounds or what-so-ever may be the reason.
10-11: There shall be no supplementary (make up) examinations during the academic session.
However, a candidate may be allowed to provisionally sit in the next class provided
he/she has failed only in two papers. He/she cannot be promoted to next B.V.Sc. &
A.H. class unless he/she has cleared the failed paper(s).
10-12: The records of examination shall be made available to the Council, as and when
required and the records of assessment may be retained till six months after the conduct
of the Annual examination.
EXPLANATION 1: For the first B.V.Sc.& A.H. examination, the subject of
Veterinary Anatomy, has .one course in the first semester (VAN-111,1+2=3) and one
course in the second semester (VAN-121, 2+2=4). Internal evaluations for VAN-
111shall be conducted at the end of the 1st semester and for VAN-121 the internal.
evaluation shall be conducted at the end of the 2nd semester. The marks obtained in
the examinations shall be recorded separately for theory and practical and sent to the
concerned Registrar/ Controller of Examinations/ Dean. After the completion of
courses in the second semester, a composite annual examination (for Veterinary
Anatomy Paper-l) shall be conducted for the theory and practical of VAN-111 and
VAN-121 giving due weightage to each course. The marks obtained in the theory and
practical of internal and annual examination shall be added and the grade point
calculated and recorded against Anatomy Paper-I. Similar pattern shall be followed
for all other subjects of B.V.Sc. & A.H. Degree course. (Annexure I )
EXPLANATION 2 : The teachers while evaluating practical. shall take into
account the followings:-
(1) A record or log book maintained by each student as practical records.
(2) Observation and recording of the skill with which each student executes the
practical.
(3) Assessment of the comprehensive skill and knowledge of each student
through an oral examination (viva-voce).
(4) Atleast ten percent marks may be awarded to day to day records including
record of case sheets etc.
NB: Practical manuals be prepared by the respective departments of each of the
courses.
11. Teachers, Examiners, Paper Setters
11-1: The persons with basic veterinary qualification (B.V.Sc./B.V.Sc. & AH.) shall be
recruited as teaching faculty in the Veterinary Colleges.
11-2: Teachers in the disciplines of' Biochemistry, Biotechnology, Biostatistics and
Computer Application, Entrepreneurship, Extension and Economics maybe requited
from the persons having qualifications other than the basic veterinary qualification
only in case of non-availability of candidates, with basic veterinary qualifications.
Where candidates with basic veterinary qualification are available, they should be
given priority in. selection/appointment over the candidates without basic veterinary
qualification. Appointment of persons without basic veterinary qualification as
teachers in the aforesaid disciplines shall require prior approval of the Veterinary
Council of India.
11-3: The post of Head of Department in a Veterinary College shall be' filled up only with a
teacher with basic veterinary qualification.
11-4: A person possessing qualification included in the First or Second Schedule to the Act
shall be generally appointed as examiner or paper setter for the conduct of a
professional examination for the B.V.Sc. & A.H. course. However, a person without
the qualifications mentioned above may also be appointed examiner in his/her
concerned subject provided he/she possesses the doctorate degree in that subject and
a minimum three years teaching experience.
Provided that –
(i) no such person shall be appointed as an external examiner unless he/she
has at least three year's teaching experience;
(ii) no person below the rank of Lecturer/Assistant Professor or equivalent
shall be appointed as internal examiner;
(iii) no person shall be appointed as an external examiner in para
clinical/clinical subject unless he/she possesses a recognized veterinary
qualifications and holds a postgraduate degree and teaching experience in
the subject concerned.
(iv) persons working in Government/Semi Government or similar
organizations may also be considered for appointment as external
examiners provided they possess qualification and experience as laid
down above;
(v) paper setter(s) cannot be appointed as practical examiner(s) in the same
paper.
(vi) local person(s) shall normally not be appointed as paper
setter(s)/external examiner(s). However, under exceptional
circumstances of unavoidable exigencies arising at the time of
examination (like not arrival of appointed examiner/ non-receipt of
question paper from paper setter etc.), the University may appoint any
qualified person for the purpose to avoid postponement/ cancellation of
annual board examination.
11-5: Oral and practical examinations shall be conducted by the respective internal and
external examiners with mutual co-operation. They shall allot marks to the candidate
appearing at the examination according to their performance and the marks sheet so
prepared shall be signed by both the examiners.
11-6: Every veterinary college shall provide all facilities to the internal and external
examiners which are necessary for the conduct of examinations and the internal
examiner shall make all preparation for holding the examinations.
11-7: The external examiner shall, have the right to communicate to the examining body his/
her views and observations about any shortcomings or deficiencies in the facilities
provided by the Veterinary College with a copy to VCI, if he/she so desires.
11-8: Verification of percentage of passing/failing and deviation from the normal curve
of distribution will be subject to scrutiny/ enquiry by the examining body.
12. Attendance
12-1: The required condition of attendance shall not be deemed to have been satisfied in
respect of the course, unless the student has ordinarily attended all the scheduled
theory and practical classes; however, the minimum requirement. of attendance shall
not be less than 75% (including attendance benefit. if any) of scheduled theory &
practical classes separately on the basis of cumulative attendance of all the courses
grouped for a paper for annual examination.
12-2: A candidate having attendance below 75% in a paper will not ,be eligible to appear in
the annual examination of that paper.
12-3: The percentage of attendance of a student in a course/ paper shall be computed on the
basis of the total number of theory and practical classes scheduled between the date of
commencement of instructions and date of closing of instructions irrespective of the
date of registration. However, for the students who are reverted back owing to failure
in the compartment examination, the attendance shall be counted from the date of
declaration of result of compartment examination and the date of closing of
instructions.
13. Promotions and Failure
13-1: Promotion or failure of a student in a professional year shall be decided only on the
basis of aggregate marks of internal and annual board examinations.
13-2: A student shall be promoted to next higher professional class only if he/she has
passed in all the papers of his/her class by obtaining atleast 50% in theory, and
practical separately (internal and external combined).
13-3: A student should secure over all grade point average (OGPA) of 5.00 out of 10.00 at
the end of degree programme to be eligible to get B.V.Sc. & A.H degree.
13-4: A student may also be allowed provisional promotion to next higher class till the
declaration of the result of the compartment examination(s). However, this promotion
shall be subject to clearance in the compartment examination(s) of that/those paper (s)
and shall be provisional. If the student fails in the compartment examination(s),
he/she shall stand automatically reverted to the class from where he/she was allowed
provisional promotion.
13-5: Failed students shall register again for the entire professional class, they failed. Such
students shall have to fulfill all requirements of the class afresh.
13-6: A student failing in the annual examination for three consecutive years in a
professional year of B. V. Sc. & A. H degree programme, shall be finally dropped
automatically from the University on account of poor academic performance.
13-7: In no case, a student shall be allowed to continue his/her B. V. Sc. & A.H. studies
beyond 8 academic years (16 semesters) in a Veterinary College.
14. Compartment Examination
14-1: A student failing in a maximum of two papers only may be allowed once to appear
in compartment examinations for those paper(s). Compartment examination shall
comprise of the external component of both the theory and practical of the failed
paper(s), which shall constitute the 100% weightage for that paper(s) and the
marks of Internal examination shall not be considered for the evaluation of
Compartment Examination.
14-2: The compartment examinations shall be conducted within 20 calendar days after
the date the results of the concerned professional year examination declared. The
results of such compartment examination shall be declared within 5 days after the
examination is conducted.
14-3: In case of failure in any of the compartment paper(s), the student will be reverted
back to the previous professional year and will be required to repeat all the
requirements of that failed professional year.
15. Scrutiny of Answer Books and Rectification of Errors
15-1: There shall be no provisions of re-evaluation of answer book(s).
15-2: A student, however, may be allowed to get his/her answer book(s) scrutinized, for
which, the student shall have to apply to Controller of Examination/Coordinator of
Examination within three days after the declaration of result and after paying
prescribed fee.
15-3: The Controller/Coordinator (Examination) shall arrange the scrutiny of answer
book(s) by the Moderation Committee. .
15-4: Scrutiny means re-totaling of the marks, and examination of unmarked question(s) if
any.
15-5: The answer book(s) of annual examination shall not be shown to the student under
any circumstances.
15-6: In case, the total marks are found to be incorrect on scrutiny, the same will be
corrected and the result shall be revised accordingly (even if it is towards lower side).
If, however, any question is found to be unchecked by the Examiner, the answer
book(s) shall be sent to the Examiner for doing the needful and the result(s) shall be
revised accordingly if there occurs any change in the marks.
15-7: No representation by the student(s) shall be entertained regarding the outcome of the
result after scrutiny.
15-8: In case a student on the basis of the result of scrutiny becomes eligible for the
compartment examination, he/she may apply to the concerned authority to appear in
the compartment examination on the announced scheduled date. The scheduled date
of the compartment examination shall under no circumstances be changed on this
account.
16. Moderation
16-1: Question Paper :
The examining body may appoint a single moderator or a board of moderators not
exceeding three in number. The moderator(s) shall review the question papers on the
day of examination after they have been distributed. Any corrections needed will be
conveyed to the examinees and any discrepancy in the question paper in respect of.
syllabus noticed will be conveyed to the Controller/Coordinator of Examination in a
written report.
16-2: The Results:
The Controller/Coordinator of Examination in consultation with the Dean of the
College shall form Committee of three members consisting of Dean of the College as
Chairman and two other teaching faculty members to moderate the results obtained at
the annual board examination. This Committee shall review the results for the normal
distribution of marks, the percentage of pass or failure. Any moderation suggested
shall be uniformly applied to all students for that paper(s) without altering the merit
of the passed candidates. Any moderation effected should not involve of enhancing of
more than total of 5 marks in a professional year for a particular candidate, and in no
case more than 3 marks in one paper. The provisions for Moderation of results shall
not apply to Compartment Examinations. There shall be no provision for grace marks
in any case.
17. Grading and Grade Point Average
17-1: Grade Point (GP) in a course will be the total marks obtained by a student out of 100
divided by 10.
17-2: Credit Point (CP) in a course will be the GP multiplied by the credit hours.
17-3: Total Credit Points = Sum of the credit points secured
17-4: The Credit Points will be zero if the GP in a paper is less than 5.00
17-5: Grade Point Average (GPA) = Sum of total Credit Points earned divided by the sun of
Credit Hours.
17-6: The corresponding ranking of OGPA with respect to traditional scoring system of
Division Ranking shall be as follows:
8.000 and above - First Division with Distinction
7.000 – 7.999 - First Division
6.000 – 6.999 - Second Division
5.000 – 5.999 - Pass
Formats of Detailed Marks Certificate (DMC) and Degree Transcript are at
Annexure III and IV.
18. Unfair Means
18-1: The Associate Dean/Dean/Principal of the college shall have the primary
responsibility of preventing and dealing with the cases of preparation, attempt,
abetment and use of unfair means in (theory and practical) the semester end internal
examination, annual board examination and compartment examination.
18-2: The concerned teacher or invigilator who during the course of examination notices or
to whose notice it has been brought that student is preparing, attempting, abetting in
use of or is actually using or has used unfair means in any of the examinations, shall
seize all the incriminating material, including answer book from the student and shall
issue fresh answer book to the student asking him to solve the remaining question(s)
within the rest of the examination period.
18-3: The teacher or invigilator concerned shall on the very day of the alleged preparation
for or attempt of abetment in use or actual use of unfair means by a student in a
semester end internal examination or Annual Board examination or compartment
examination (Theory & Practical) report to the Associate Dean/Principal, through in
charge of Examination. The occurrence of the said alleged preparation, attempt, and
abetment should be reported with records (including both the answer books) and
evidence in support to the same. If the student refuses to give his/her statement,
he/she be asked to record in writing his/her refusal to give a statement. If he/she
refuses to do so, the fact shall be noted duly witnessed by at least one member
engaged in invigilation. The invigilator shall however, write his/her remarks on the
answer book & affix his/her signature.
18-4: On receipt of the report referred to in clause (18-3) above, the Dean/Associate
Dean/Principal of the college shall himself hold enquiry into the alleged preparation,
attempt, abetment or actual use of unfair means in the examination within three days.
The concerned student shall be given an opportunity to be heard by the
Dean/Associate Dean/Principal. If student fails to appear for enquiry, ex-party
decision will be binding on student. Pending the said enquiry, the student shall be
permitted to appear at the remaining part of the examination, but his result shall not
be declared till a final decision in the said case is taken by the Associate Dean/
Principal of the college.
18-5: On the completion of the enquiry referred to in clause (18-4) above, if the
Dean/Associate Dean/Principal of the college holds that the student is not guilty of
the charge of preparation, attempt, abetment or the actual use of unfair means, he
shall direct to evaluate both the answer books and the result be declared accordingly.
18-6: If the Associate Dean/Principal of the college holds that the student is guilty of the
charge of preparation, attempt, abetment or actual use of unfair means, he shall award
punishment to such student as per details given below:

The student shall be declared to have failed in the concerned paper (subject) & reverted to the class from where he/she was conditionally allowed promotion.
18-7: Occurrence of any other incident and use of unfair means not covered above shall be
dealt with by the Associate Dean/ Principal of the college as per the ‘Maintenance of
Discipline & Good Conduct by students’ Rules of the University.
18-8: The Dean/Associate Dean/Principal of the college shall report to the Controller of
Examination/Registrar each such case of unfair means immediately by an order in
writing and order shall be binding on the student and all other concerned.
18-9: Apart from other punishments or the disciplinary actions as per the rules of the
University, a student(s) detected using unfair means during annual board
examination, shall also be deemed to have attempted and failed in that examination.
19-1. Students Responsibilities
Every student undergoing instruction, in the course leading to the award of the
Bachelor’s degree is expected to know the general academic requirements to qualify
himself for the award of the said degree and he/she is further expected to assume full
responsibility for complying with the same. He/she is also expected to keep
constantly in touch with him/her Counselor and course teacher so that the former may
watch his/her progress and guide him/her accordingly. In no case requirements of
these Regulations be waived or exception made simply because a student pleads
ignorance of the same.
19-2. Maintenance of the discipline among the student of University
The discipline of students will be maintained as per the provision under Section 56 of
the Maharashtra Animal and Fishery Sciences University Act, XVII of 1998.
19-3. Saving
Any changes or modifications in this Regulation made from time to time by the appropriate
authorities would be effective from the date as may be decided by the Maharashtra Animal and
Fishery Sciences University, Nagpur/Competent authority to all the students who are on roll on
that date and on subsequent date. Similarly, in the event of any difficulty arising at any time in
the implementation and interpretation thereof, the decision of the Hon'ble Vice-Chancellor,
shall be final and binding on all concerned.

RULES FOR SECURING GOOD BEHAVIOUR & PREVENTION OF MIS-CONDUCT BY STUDENTS OF THE MAHARASHTRA ANIMAL &
FISHERY SCIENCES UNIVERSITY, NAGPUR

In exercise of the powers conferred by Section 56 of Maharashtra Animal and Fishery
Sciences University Act 1998, the Vice-Chancellor, Maharashtra Animal and Fishery Sciences University, Nagpur is hereby pleased to make the following Rules namely—
Rule No. 1 Short title, application and commencement:
i) These Rules may be called the Maharashtra Animal and Fishery Sciences University, Nagpur. (Maintenance of discipline and good conduct by students) Rules, 2002.
ii) They shall come into force from the 27th day of August 2004 iii) Except as otherwise provided by or under these Rules, these Rules (and also any
Rules and orders in relation to students covered by these Rules, duly approved by the Vice-Chancellor from time to time and not inconsistent with the provisions of these Rules) shall apply to all students enrolled in any constituent College or Institution under the control of Maharashtra Animal and Fishery Sciences University or any College or Institution affiliated to or recognized by the University.
Rule No. 2 Definitions: In these Rules, unless the context otherwise requires,
i) ‘College’ means and includes a constituent College or affiliated College and includes a unit or division of the University responsible for imparting instructions and providing teaching, research or extension education programme to the students for any degree or diploma or certificate awarded by the University.
ii) ‘Competent authority’ means and includes, the Vice-Chancellor/Dean/ Associate Dean/Principals/Registrar/DSW/Hostel Warden/PTI/Librarian of Colleges and Institutions/Controller of Examinations and Heads of the Teaching Departments of the University and such other authority connected with the affairs
of the University as may be designated by the Vice-Chancellor to be such competent authority.
iii) ‘Department’ means the department designated as such by the Statutes of the University with reference to a subject or group of subjects.
iv) ‘Head of Institution’ means and includes, the Associate Dean and Principal of College or Principal of College or Institution or Principal of Training Centre.
v) ‘Head of Department’ means and includes the academic staff member principally responsible for teaching, research and extension education in a Department.
vi) ‘Head of Teaching Department’ means and includes all Heads of Departments of the various Faculties in the University.
vii) ‘Institution’ means and includes any Institution under the control of or recognized or which may be recognized hereafter, by the University, which is responsible for imparting instructions and providing teaching, research or extension education programme to the students for qualifying for any degree, diploma or certificate awarded by the University.
viii) ‘Student’ means and includes person who is enrolled as such by the University or College or Institution for receiving instructions and qualifying for any degree or diploma or certificate awarded by the University.
ix) ‘Rules’ means, the Maharashtra Animal and Fishery Sciences University, Nagpur (Maintenance of discipline and good conduct by students) Rules, 2002.
x) ‘Vice-Chancellor’ means the Vice-Chancellor of the Maharashtra Animal and Fishery Sciences University, Nagpur.
xi) ‘University’ means, the Maharashtra Animal and Fishery Sciences University, Nagpur.
Rule No. 3 Every student enrolled in the University or College or Institution as defined in these Rules shall, at all times:
(1) Conduct himself properly; (2) maintain good behavior;
(3) Observe strict discipline both within the campus of the University or College or Institution or Hostel, as also outside and (4) ensure that no act of his consciously or unconsciously brings the University, College, Institution or any establishment or authority connected therewith into disrepute.
Rule No. 4 Any act of a student which is contrary to the provisions of Rule 3 of these Rules will constitute misconduct and / or indiscipline, which terms shall mean and include, among others, any one or more of the acts jointly or separately, mentioned hereafter, namely—
i) Any act that directly or indirectly causes or attempts to cause disruption in the smooth functioning of the University or College or Institution;
ii) Habitual un-punctuality in attending lectures or practical; iii) Repeated absence from lectures or practical; iv) Canvassing for or accepting contributions or otherwise associating himself with
the raising of any fund or any collections in cash or in kind in pursuance of any
object whatsoever, without the previous sanction of the competent authority of the University or College or Institution;
v) Occupation of any building such as, hostel room, residential quarter or such other accommodation in the premises owned or hired by the University or College or Institution without prior permission from an authority competent to grant such permission;
vi) Permitting any person or conniving at any person not authorized to occupy any hostel room, residential quarter, or any accommodation in any premises owned or hired by the University or College or Institution;
vii) Securing admission to the University or College or Institution by fabrication or by suppression of facts or information as would constitute a barrier to such admission to any undergraduate or postgraduate programme;
viii) Obstruction to any student or group of students in his / her or their legitimate activities as such students whether in the class-room, laboratories, fields, play-grounds, gymnasia, or places of social and cultural activity within the campus of the University;
ix) Supply false information to the University or College or Institution for seeking any privileges while securing admission to the University or College or Institution or Hostel;
x) Possessing or using any fire arms, lethal weapon, explosive, explosive substances or dangerous or corrosive substance in the premises of College or Institution or Hostel or on the University campus;
xi) Possessing or consuming any poisonous or stupefying drug or intoxicant in any form in the College or Institution or Hostel or University campus;
xii) Ragging, bullying or harassing any student in a College or Institution or Hostel or University campus or outside thereof;
xiii) Indulging in any act as would cause annoyance or embarrassment to any other student, employee or staff member of the University, College or Institution or to any member of the family of such employee or staff member or would outrage or tend to outrage the modesty of any female student, employee or staff member of the University, College or Institution or a female member of the family of any such employee or staff member;
xiv) Indulging in any act of violence, assault, intimidation or rioting in the College or Institution or Hostel or University campus or outside thereof;
xv) Destroying or attempt to destroy or tamper any official record or document of the University or College or Institution or Hostel;
xvi) Conduct unbecoming a student at any meeting or social functions or sports and cultural activities arranged by the University or College or Hostel or at any other public place;
xvii) Stealing or damaging any farm produce or any property belonging to the University or University Library or Laboratory or College or Institution or Hostel or of any University employee or any other student;
xviii) Instigating violence or participating in demonstrations or agitation or strike in College or Institution or Hostel or on the University campus;
xix) Instigating or participating in any gherao in College or Institution or Hostel or on the University campus;
xx) Violation of any of the University or College or Institution Rules and Regulations or orders of the competent authority;
xxi) Any act of copying or impersonation at any examination and use of any unfair means in any of the examinations conducted by the College or Institution or University or by any member of the academic staff or any of these;
xxii) Gambling in any form on the University campus or in any premises belonging to or hired by the University, College or Institution;
xxiii) Disorderly behaviour in any form or any act specifically forbidden by a competent authority of the University;
xxiv) Any act involving moral turpitude; xxv) Any act violating any provision of the Maharashtra Animal and Fishery Sciences
University Hostel Students’ Conduct and Discipline Rules, which provision has not been specifically included in these rules;
xxvi) Any other act not specifically mentioned here-to-before, which, whether, by commission or omission, as would in the circumstances of the case, be considered by a competent authority as an act of misconduct and / or indiscipline.
Rule No. 5 The Vice-Chancellor may, in the exercise of his powers, by order, direct that any
student or students found guilty of any misconduct or indiscipline be expelled or rusticated for a specified period, not exceeding five years or be not admitted to a course or courses of study in a College, Institution or Department of the University for a specified period not exceeding 5 years, or be punished with fine, not exceeding Rupees Three Hundred, or be debarred from taking an examination or examinations conducted by the University, College, Institution or Department for a specified period, not exceeding five years, or that the result or results of the student or students concerned in the examination or examinations in which he/she has or they have appeared be postponed or cancelled.
Rule No. 6 Without prejudice to the power of the Vice-Chancellor, Dean/Associate Dean/Principals/DSW/Hostel Warden/ PTI/Librarian of Colleges and Institutions and Heads of the Teaching Departments of the University shall have authority to exercise such powers over the students in their respective charges, as may be necessary for the maintenance of proper discipline.
Rule No. 7 Procedure for imposing Penalties:
No order imposing any penalty on any student shall be made except after (a) holding an enquiry into the alleged act of misconduct and / or indiscipline; (b) taking into consideration the representation, if any, submitted by the student after having been given a reasonable time for making such representation; (c) recording a finding on each imputation of misconduct or indiscipline; (d) giving the student an opportunity to show cause, within a reasonable time, why the punishment proposed to be imposed on him/her should not be imposed; and (e) giving the student a personal hearing before passing any order of such punishment.
Provided that it shall not be incumbent on the Vice-Chancellor or any other competent authority to follow the procedure prescribed in any such case of misconduct or indiscipline, where, in the opinion of that authority a punishment of fine not exceeding Rs. 300/- is sufficient.
Rule No. 8 The Associate Dean and Principal of a College or Institution, shall maintain in respect of each student admitted to his College or Institution, a record of each punishment imposed on each such student for the complete period of the student’s enrolment in the College or Institution, in the form as prescribed in Schedule-1.
Rule No. 9 In case of raging the provision of Maharashtra Prohibition of Ragging Act No. XXXIII of 1999 be followed.
Rule No. 10 The Associate Dean and Principal of a College or Institution shall, on each occasion of any punishment being imposed on any student intimate by a letter to be sent under a Certificate of Posting, the fact of such imposition to the parent or guardian of such student.
Rule No. 11 Every punishment of expulsion or rustication or debarring from taking an examination prescribed in Rules No. 5 and 6 shall among other things, form a part of the College Leaving Certificate that may be granted to a student by the University or the Associate Dean and Principal of a College or Institution.
Rule No. 12 A copy of these Rules shall be supplied to each student at the time of his admission to the University, College or Institution, and a receipt accepting such supply shall be obtained from the student. This receipt shall form a part of the record of admission of the student to the University.
Rule No. 13 Saving :
If any question arises relating to the interpretation of these Rules, the decision of the Vice-Chancellor shall be final.
