Why a Sense of Urgency in Indiana?

• Lack of explicit lessons being taught
• Misunderstanding of progress monitoring importance
What purposes are served by state literacy frameworks?
• Address a high priority goal or problem
• Summarize the knowledge and beliefs that should inform reading practices
• Set forth a framework to organize efforts at all levels
