Description of the accounting period • The accounting period lasts 12 months.

• No event that occured subsequently to the reporting date had any impact upon the financial statements for the year ending December 31, 2014.

Balance sheet • Cash in hand: This item corresponds to the balance on the bank

account held at Crédit Lyonnais, Paris and the cash available in foreign currencies as of December 31, 2014.

Statement of income • Operational products consist of: subscriptions recognized in the

2014 financial year; grant from FNTP; other grants from CICA’s Friends

• Operational costs consist of: administrative supplies; rent; travel expenses; fees; telecom/postage, social charges.

3) Events since last Board-Council Meeting

• Round table on Disputes Prevention and Resolution

Board, Paris, 10 December 2014

- The globalization and the existence of different systems of laws favor disputes, increase the difficulty of their resolution and increase costs and deadlines.

- Companies have to watch the adoption of adapted contractual clauses and the insertion of clauses of effective risks allocations.

- The meeting of December 10th, 2014 had for object to make a presentation of the various mechanisms allowing reaching there.

- You will find the various presentations made on this occasion on the Web site set up for our Board.

B20 - Task Force Infrastructure & Investment Washington, 16-17 April 2015

CICA attended 3 workshops:

- Face to global challenges; - Internationalization of the SMEs, what MNEs could do; - Infrastructure & Investment.

In the Infrastructure & Investment workshop, the approach was the traditionnal Project Finance with a focus on bankability and protection of FDIs.

CICA announced the creation of the international Center of Excellence on PPPs.

The Minutes of the meeting will be sent to the CICA members as well as all the related documentation.

ISMED - OECD • CICA contributes to the work done by the working group on fostering

infrastructure investment in the Middle East & North Africa (MENA) region. The working group is addressing the issue of how to facilitate the decision-making process of the private sector in view of investing in infrastructure projects in the MENA region, including those done by PPP. Discussions focus in particular on ways to expand the use of existing guarantees and risk sharing mechanisms.

• Four Task Forces deal with the following topics:

– I Risk mitigation instruments;

– II Developing arbitration in the Mediterranean;

– III Risk mitigation in PPP;

– IV Islamic finance.

• CICA is the team leader of the Task Force III.

• CICA contributes to a simplified vade mecum on the conception, realisation, exploitation and maintenance for PPPs.

African Development Bank (AfDB)

CICA met with the African Development Bank representatives on the occasion of their presence in Paris. CICA met with Vinay Sharma (AfDB Director), Ashraf H. Ayad (Chief Procurement Officer) and Valérie Robert (Principal Procurement Specialist).

A mission is foreseen in September/October.

CICA and AfDB discussed the agenda of this meeting.

It will be developed around these main points:

• Reform of the Bank’s Procurement;

• Development of Infrastructure in Africa, including topics such as professional training and co-financing with Multilateral Development Banks and Development Finance Institutions;

• Public-Private Partnerships;

• Performance-based road maintenance contracts and their possible use for the development and training of the local industry.

IAGP Meeting Cairo, 17-18 February, 2015

CICA with the EIC participated to the IAGP Council in Cairo last 17th and 18th of February. The world of construction (FIDIC EIC CICA) is not satisfied with the project of reform as presented by the OPCS. Many texts are judged fuzzy or ambiguous, notably on the following points:

• Capacity building

• Institutional Strengthening

• Value for Money decision making

• Sustainable Procurement

• International Competitive Bidding

• Alternative Procurement Arrangements

• Integrity

• Bank supervision

Observations and disagreements were expressed via a joint letter FIDIC, EIC, CICA and during the meeting in Cairo. A letter with our concerns was also addressed to the Executive Directors.

7) Friends of CICA, Members and Observers CICA is pleased to announce the membership of a new Friend thanks to President Emre Aykar: Orascom Construction (OC) is a leading global engineering and construction contractor primarily focused on infrastructure, industrial and high-end commercial projects in the Middle East, North Africa, the United States, and the Pacific Rim for public and private clients. Orascom Construction employs approximately 53,000 people in over 20 countries.

• DRBF 15th Annual International Conference in Genoa Italy on 21st -23th May 2015

• CICA will attend CHINCA’s 6th IIICF in Macao on the 4th & 5th of June, 2015 and visit south-east Asian national federations (Japan, Korea, Australia & New-Zeland to increase Friends of CICA and, tentatively, set up a sub regional federation

• UNECE’s Business Advisory Board and PPP days in London, June 17th & 18th, BafD : a mission is foreseen in September (topic evoked earlier) : date to be determined

• Paris Board-Council Meeting : date to be determined
