Gurgaon: The governmentagencies, not just the develo-pers, should also be held re-sponsible for the delay in realestate projects if they delay per-mission, said the Haryana Rerachairman K K Khandelwal.
Speaking at an event inGurgaon on Sunday, Khandel-wal said that H-Rera’s Gurga-on bench, since its formation,has disposed of around 60%complaints filed by the home-buyers against the developers.However, he also said that go-vernment officials and publicoffices should also be held re-sponsible for delaying appro-vals to the realty projects.
According to Khandelwal,the authority has received4,785 complaints from aggrie-ved homebuyers against va-rious real estate developers inGurgaon, and disposed of2,718 of them — around 60% —till date. “Most of the compla-ints registered with H-Reraare related to the delay in pro-jects and refund of moneyfrom the builders,” he said.
Khandelwal said that H-Re-ra had also imposed heavy fi-nancial penalties on variousdevelopers for delaying theirprojects. “However, the reasonfor the delay in several projectsis not always due to the fault ofthe developers. The govern-ment authorities are also equ-ally responsible for the delayas they take their own time toapprove the projects,” he said,adding that the government of-ficials and establishments sho-uld also be made answerablefor the delays.
Since the formation of theauthority in Gurgaon, 410projects and 1,900 realtors ha-ve been registered under H-Rera in the region.
Khandelwal has been say-ing that the biggest achieve-ment of the new real estatelaw is the confidence amongthe homebuyers that the deve-
lopers can no longer act ontheir whims and fancies. Al-so, according to him, the buy-ers know that H-Rera will en-sure completion of the pro-jects and possession of homesto them.
The H-Rera chairman hadearlier said that the authority isnot just a compensation-dispen-sing body, and that it has a lar-ger role, which also includes en-suring timely commencementand completion of projects, mo-nitoring of the fund diversion,possession of homes and main-tenance by the developer.
However, homebuyers of afew Gurgaon-based projectshave been alleging “partial ac-tion” by the regulatory autho-rity saying H-Rera is favouringdevelopers and not investors.
In April, H-Rera had direc-ted the police commissioner toregister a criminal case againstfour major financiers of big re-sidential projects for alleged mi-sappropriation of crores of ru-pees deposited by allottees forcompleting housing projects.
In January this year, H-Re-ra for the first time had direc-ted that the application formsfor buying a flat under affor-dable housing scheme shouldbe available at government of-fices. The move came after H-Rera received complaints al-leging malpractices in allot-ting flats under the scheme.

New Delhi: The Delhi highcourt on Monday stayed theCentral Board of Seconda-ry Education’s (CBSE) newaffiliation bylaws with re-spect to schools granted af-filiation earlier.
A bench of Chief JusticeRajendra Menon and justiceBrijesh Sethi asked CBSE to“maintain status quo” on ex-isting schools, while hearinga petition challenging the“prohibit and restrictiveconditions” for affiliationimposed by the 2018 rules.
Filed by the Indepen-dent Schools Federation ofIndia (ISFI), the plea saysthat in the name of affilia-tion bylaws, the board can’timpose unreasonable rest-rictions, more so in matterof extension of provisionalaffiliation granted earlier.
Senior advocate S KRungta, appearing for ISFI,highlighted that any furt-her conditions demandedby CBSE at the time of ex-tension for affiliated scho-ols is not feasible and maylead to closure of schools,affecting large number ofenrolled students.
“Such major departuresfrom earlier affiliation by-laws cannot be made applicable to existing scho-ols. Otherwise, a large num-ber of schools would be inserious difficulty if theyare required to follow newaffiliation bylaws,” the petition says, urging the co-urt to ensure that schoolswhich had already obtainedaffiliation on the basis of ano objection certificate earlier, are allowed to conti-nue to operate.
The private and unaidedschools pointed out that sin-ce Delhi has its Delhi BasicEducation Act, 1972 regula-ting private schools affilia-ted to central boards suchas CBSE and ICSE, it has tri-ed to regulate school feethrough circulars issuedfrom time to time. However,in other parts of the count-ry, once a school obtainsNOC from the concernedstate, at time of affiliationto central boards, there isno interference.

Meerut: Two businessmenfrom Delhi and anotherfrom Ghaziabad, all friends,were feared drowned aftertheir car went out of controland fell into Upper Gangacanal in Meerut’s Sardhanaarea, just 6km away from thespot on the “killer stretch”where five from a familywere washed away a day agoin a similar incident.
The accident took placeon early Sunday morning,but there was no trace ofanyone by Monday evening.

On their way to the holycity, they took the UpperGanga canal route, an unlit
and patchy shortcut whichsaves commuters from highway rush and cuts thetotal distance by 20km. How-ever, it is also known as a“killer” stretch locally.Their car veered off the roadand fell into the canal at 3amon Sunday, leaving just awheel cap as trace.
While Setia and Singhlived in Delhi’s MahendraPark, Verma lived in Gha-ziabad’s Loni area. Setia andVerma jointly own a soapmanufacturing unit in Swa-
roop Nagar of Delhi. Singhis also a businessman and afriend of the duo.
According to locals, apasserby made a distresscall to police soon after theaccident at 3am on Sundaymorning. But the relief op-eration started only after11am, after about eighthours of delay. Due to obso-lete methods and archaicdiving gears, local policewas unable to find the car by Sunday. The search oper-ation again started on
Monday morning and divers of 44 batallion of PACwere pressed into servicebut to no avail.
Meanwhile, the familiesof the businessmen also re-ached the spot. They de-manded deployment of Na-tional Disaster ResponseForce (NDRF) team forsearch operation.
When contacted, MeerutSP (rural) Avinash Pandeysaid, “We have already re-layed our request to NDRF.They will be sending a teamon the spot.”
This comes a day afterfive of a family, includingtwo children, died due todrowning after their SUVfell into the canal. Theywere going from Gurgaon toHaridwar. The “killer”stretch along the UpperGanga canal, which has aone-foot barricading sepa-rating the 15-foot-wide roadused for two-way trafficfrom the canal, has wit-nessed several similar inci-dents in the recent past.

New Delhi: Come Tuesday,IGI will become the first air-port in the country to havetaxibots to tow aircraft whoseengines are shut from the par-king bay to the runway. Thetaxibots, which are semi-ro-botic vehicles, will not onlycurb pollution at airports butalso save fuel. These vehicleswill be remote-controlled bypilots till the runway point.
An official of the Delhi In-ternational Airport Limited(DIAL) said the taxibots wereready for commercial opera-tions after lengthy trial runs.To begin with, these will beused by the aircraft of Spice-Jet. An official explainedthat the semi-autonomousvehicle was developed by Is-raeli Aerospace Industries(IAI), which an enabled air-craft to taxi without theirengines running. The tech-nology aims to reserve the
use of aircraft engines andserves as a tug to tow them sa-fely and efficiently.
“Taxibots are a technolo-gical innovation in the avia-tion space. We are proud to beworld’s first recipients ofthis technology and to com-mence its commercial opera-tions. We are excited aboutintroducing this advancedtaxiing solution that is ope-rationally efficient and envi-ronmentally friendly. DelhiAirport has won numerousawards for its sustainableand green initiatives. Thecommissioning of taxibotsfurther strengthens our posi-
tion in this league,” VidehKumar Jaipuriar, DIALCEO, said. Jaipuriar said thetaxibot system would saveapproximately 213 litres offuel per flight. “This convertsinto a potential saving of $35million annually for domes-tic carriers at IGI alone.”
DIAL conducted intensi-ve trials for eight months toassess the operational viabili-ty and safety of the machine.The trials included stakehol-ders like Directorate Generalof Civil Aviation, Air TrafficControl and various airlines.Almost 400 successful trialswere conducted with threeairlines — SpiceJet and twoother domestic carriers.
To begin with, two taxi-bots are operational and thenumber would go up to 15 infour years, an official said.
The taxibot system aidsin reduction of fuel cost, im-proves apron usage and re-duces harmful gases.

right when he says thatgovernment agencies, too,should be held accountable fordelay in sanctions. True,builders should be dealt withharshly if they play withhomebuyers’ hard-earnedmoney and delay housingprojects, but sometimes thedelays are caused by the apathyof government agencies, whichsit on clearances. Hopefullythis will deter officials fromholding up projects.
