The Times Of India - Delhi, 5/28/2019 Cropped page Page: 7 THE TIMES OF INDIA, NEW DELHI TUESDAY, MAY 28, 2019 7 TIMES CITY Gurgaon: The government agencies, not just the develo- pers, should also be held re- sponsible for the delay in real estate projects if they delay per- mission, said the Haryana Rera chairman K K Khandelwal. Speaking at an event in Gurgaon on Sunday, Khandel- wal said that H-Rera’s Gurga- on bench, since its formation, has disposed of around 60% complaints filed by the home- buyers against the developers. However, he also said that go- vernment officials and public offices should also be held re- sponsible for delaying appro- vals to the realty projects. According to Khandelwal, the authority has received 4,785 complaints from aggrie- ved homebuyers against va- rious real estate developers in Gurgaon, and disposed of 2,718 of them — around 60% — till date. “Most of the compla- ints registered with H-Rera are related to the delay in pro- jects and refund of money from the builders,” he said. Khandelwal said that H-Re- ra had also imposed heavy fi- nancial penalties on various developers for delaying their projects. “However, the reason for the delay in several projects is not always due to the fault of the developers. The govern- ment authorities are also equ- ally responsible for the delay as they take their own time to approve the projects,” he said, adding that the government of- ficials and establishments sho- uld also be made answerable for the delays. Since the formation of the authority in Gurgaon, 410 projects and 1,900 realtors ha- ve been registered under H- Rera in the region. Khandelwal has been say- ing that the biggest achieve- ment of the new real estate law is the confidence among the homebuyers that the deve- lopers can no longer act on their whims and fancies. Al- so, according to him, the buy- ers know that H-Rera will en- sure completion of the pro- jects and possession of homes to them. The H-Rera chairman had earlier said that the authority is not just a compensation-dispen- sing body, and that it has a lar- ger role, which also includes en- suring timely commencement and completion of projects, mo- nitoring of the fund diversion, possession of homes and main- tenance by the developer. However, homebuyers of a few Gurgaon-based projects have been alleging “partial ac- tion” by the regulatory autho- rity saying H-Rera is favouring developers and not investors. In April, H-Rera had direc- ted the police commissioner to register a criminal case against four major financiers of big re- sidential projects for alleged mi- sappropriation of crores of ru- pees deposited by allottees for completing housing projects. In January this year, H-Re- ra for the first time had direc- ted that the application forms for buying a flat under affor- dable housing scheme should be available at government of- fices. The move came after H- Rera received complaints al- leging malpractices in allot- ting flats under the scheme. They Take Too Long To Clear Projects: Haryana Rera Chief ‘Govt agencies must pay for realty delays’ New Delhi: The Delhi high court on Monday stayed the Central Board of Seconda- ry Education’s (CBSE) new affiliation bylaws with re- spect to schools granted af- filiation earlier. A bench of Chief Justice Rajendra Menon and justice Brijesh Sethi asked CBSE to “maintain status quo” on ex- isting schools, while hearing a petition challenging the “prohibit and restrictive conditions” for affiliation imposed by the 2018 rules. Filed by the Indepen- dent Schools Federation of India (ISFI), the plea says that in the name of affilia- tion bylaws, the board can’t impose unreasonable rest- rictions, more so in matter of extension of provisional affiliation granted earlier. Senior advocate S K Rungta, appearing for ISFI, highlighted that any furt- her conditions demanded by CBSE at the time of ex- tension for affiliated scho- ols is not feasible and may lead to closure of schools, affecting large number of enrolled students. “Such major departures from earlier affiliation by- laws cannot be made applicable to existing scho- ols. Otherwise, a large num- ber of schools would be in serious difficulty if they are required to follow new affiliation bylaws,” the petition says, urging the co- urt to ensure that schools which had already obtained affiliation on the basis of a no objection certificate earlier, are allowed to conti- nue to operate. The private and unaided schools pointed out that sin- ce Delhi has its Delhi Basic Education Act, 1972 regula- ting private schools affilia- ted to central boards such as CBSE and ICSE, it has tri- ed to regulate school fee through circulars issued from time to time. However, in other parts of the count- ry, once a school obtains NOC from the concerned state, at time of affiliation to central boards, there is no interference. HC stay on CBSE’s new bylaws on affiliation Meerut: Two businessmen from Delhi and another from Ghaziabad, all friends, were feared drowned after their car went out of control and fell into Upper Ganga canal in Meerut’s Sardhana area, just 6km away from the spot on the “killer stretch” where five from a family were washed away a day ago in a similar incident. The accident took place on early Sunday morning, but there was no trace of anyone by Monday evening. Just like the other days, 32-year-old Hunny Setia, Vi- vek Verma (33) and Harnesh Singh (33) had left homes on Saturday evening after telling their families that they were going for some work. But, they had other plans in mind, and later po- lice said that they were heading for Haridwar. On their way to the holy city, they took the Upper Ganga canal route, an unlit and patchy shortcut which saves commuters from highway rush and cuts the total distance by 20km. How- ever, it is also known as a “killer” stretch locally. Their car veered off the road and fell into the canal at 3am on Sunday, leaving just a wheel cap as trace. While Setia and Singh lived in Delhi’s Mahendra Park, Verma lived in Gha- ziabad’s Loni area. Setia and Verma jointly own a soap manufacturing unit in Swa- roop Nagar of Delhi. Singh is also a businessman and a friend of the duo. According to locals, a passerby made a distress call to police soon after the accident at 3am on Sunday morning. But the relief op- eration started only after 11am, after about eight hours of delay. Due to obso- lete methods and archaic diving gears, local police was unable to find the car by Sunday. The search oper- ation again started on Monday morning and divers of 44 batallion of PAC were pressed into service but to no avail. Meanwhile, the families of the businessmen also re- ached the spot. They de- manded deployment of Na- tional Disaster Response Force (NDRF) team for search operation. When contacted, Meerut SP (rural) Avinash Pandey said, “We have already re- layed our request to NDRF. They will be sending a team on the spot.” This comes a day after five of a family, including two children, died due to drowning after their SUV fell into the canal. They were going from Gurgaon to Haridwar. The “killer” stretch along the Upper Ganga canal, which has a one-foot barricading sepa- rating the 15-foot-wide road used for two-way traffic from the canal, has wit- nessed several similar inci- dents in the recent past. 3 NCR traders feared dead as car plunges into Meerut canal New Delhi: More than a week after the deadly shootout at Dwarka Mod metro station, police have nabbed the fourth accused who was the infor- mer of gangster Vikas Dalal and his associates. Officers nabbed Gopal Kishan alias Pali (34) on Sa- turday night. He had been tas- ked to track the movements of their target, Praveen Gehlot, and at the time of the shooto- ut, he spotted Gehlot’s car and alerted Dalal which started the shooting. DCP (Dwarka) Anto Alphonse said that the accused is a close associate of jailed gangster Pradeep So- lanki and used to run his ex- tortion network. During interrogation, cops found that the plan to kill Gehlot was made inside Tihar Jail by Solanki. As he was plotting it, Dalal, who is on the run ever since he fled from po- lice custody in Faridabad last year, also reconnected with Solanki. Police said that Pali was arrested for attempting to murder a doctor in Najafgarh. However, three months later, he was released on bail. The taxibots, which are semi-ro- botic vehicles, will not only curb pollution at airports but also save fuel. These vehicles will be remote-controlled by pilots till the runway point. An official of the Delhi In- ternational Airport Limited (DIAL) said the taxibots were ready for commercial opera- tions after lengthy trial runs. To begin with, these will be used by the aircraft of Spice- Jet. An official explained that the semi-autonomous vehicle was developed by Is- raeli Aerospace Industries (IAI), which an enabled air- craft to taxi without their engines running. The tech- nology aims to reserve the use of aircraft engines and serves as a tug to tow them sa- fely and efficiently. “Taxibots are a technolo- gical innovation in the avia- tion space. We are proud to be world’s first recipients of this technology and to com- mence its commercial opera- tions. We are excited about introducing this advanced taxiing solution that is ope- rationally efficient and envi- ronmentally friendly. Delhi Airport has won numerous awards for its sustainable and green initiatives. The commissioning of taxibots further strengthens our posi- tion in this league,” Videh Kumar Jaipuriar, DIAL CEO, said. Jaipuriar said the taxibot system would save approximately 213 litres of fuel per flight. “This converts into a potential saving of $35 million annually for domes- tic carriers at IGI alone.” DIAL conducted intensi- ve trials for eight months to assess the operational viabili- ty and safety of the machine. The trials included stakehol- ders like Directorate General of Civil Aviation, Air Traffic Control and various airlines. Almost 400 successful trials were conducted with three airlines — SpiceJet and two other domestic carriers. To begin with, two taxi- bots are operational and the number would go up to 15 in four years, an official said.
