The 1982 school is built on an approximate 24 acre site. The school is a two storey brick and concrete blockstructure.The circulation around the interior and exterior of the school is barrier free, and an electronic door opener isprovided at the east entrance of the school. Five portable classrooms were added to the school in 1999 on thesouthwest corner of the 1982 school. These portables are now an integral part of the school -- they are consideredpart of the main building for the purposes of the report.

General Summary:

Structural Summary:The structure of the school consists of poured in place concrete foundation walls and footings, exterior and interiorconcrete block masonry construction, a concrete slab on grade, metal floor and roof decking, steel floor and roof trussesand associated steel support beams and columns. The concrete foundations and footings were poured in phases duringthe construction process, beginning in 1982 and finishing in 1983. Concrete topping has been poured over the metal floordecking. A reinforced concrete slab extends above the paint booth room located within the building construction shopclassroom. Overall, the structure is in good condition.

Envelope Summary:The exterior building envelope of the school consists of 90mm thick giant brick, a 26mm air space with 64mm rigidinsulation placed over a vapor barrier that has been layered over an interior load bearing concrete block wall or 13mmexterior use gypsum board that has been fastened to 92mm structural steel studs with gypsum board fastened to theinside wall face. The inverted roofing application appears to be failing with roof leak stains appearing on interioracoustic ceiling tiles located throughout the school. The damaged roofing application needs to be replaced with a newSBS roofing application and a new vapor retarder. Insulated metal exterior doors and frames with wired glass side litewindows have been installed around the perimeter of the school at entrance locations. Aluminum storefront doors andsidelights were installed in 2011 on the east entrance. Large overhead doors are located at the automotive, welding, art and building construction shop classrooms. Theoriginal glass block windows located at the curved stairwell locations have been filled in with matching giant brick andnew aluminum window units. Stains appear to be occurring on southeast portion of the giant brick facade. The bricksat this location require some cleaning and maintenance work. Major envelope work recommended from this assessment includes: - replace caulking/joint sealers - repaint parapet flashing and exterior doors - replace windows throughout - replace built-up roof Overall, the building envelope is in acceptable condition.

Interior Summary:The interior of the school consists of gypsum board ceilings, stippled/spray texture ceilings and T-bar acoustic tileceiling systems. Acoustic ceiling tiles throughout the school have been water stained and need to be replaced. In theautomotive, mechanics, welding, building construction and art shop areas and within the gymnasiums, the undersideof the metal roof decking and trusses have been painted. Interior partitions consist of either painted concrete block walls or gypsum board covered metal stud partitions. Quarry

tile has been installed in all washrooms, and in the commercial kitchen area. Ceramic tile flooring has been installed inall shower location, residential style bathrooms, and in the designated barrier free washroom. Ceramic tile wallcovering in the commercial kitchen area. Hardwood sports flooring is installed in both gymnasiums. Carpet has beeninstalled in the administration area, performing arts classroom, music room, and the upper second floor lobby area. Aclear epoxy concrete finish has been applied to the flooring on the stairwell treads and landings. Vinyl composite tileflooring has been installed in the other areas of the 1982 school such as in the classrooms, storage rooms, teacherpreparation offices, and in the corridors. Sheet vinyl flooring has been installed in the cafeteria and main entrancelobby area of the school. The mechanical room, shipping and receiving areas, generator room, electrical room, and theelevator machine room have painted concrete floors. Handrails and guardrails at stairwell and mezzanine locations have horizontal pickets welded between the postsupports. At the second floor level adjacent to the library, below the top guard rail, wire has been stung through theposts for bracing protection. The wire bracing has also been used on some areas of the guard rails and they no longermeet current code standards. Barrier free washrooms have been provided to students. Staff washrooms are notbarrier free and the issue has been addressed under the functional assessment section of this report. Interior pressedmetal door frames and hollow metal doors are provided throughout the school. Wooden interior window frame units have also been installed in the interior partitions of the counseling offices, viceprincipal's office, the manager's office and the principals office. Full height metal lockers are installed in corridor areason the main and second floor levels. Half height lockers and metal tote boxes have been installed in the changingrooms for both female and male students. Major interior work recommended from this assessment includes: - repair damaged gypsum board walls - replace moveable wall system - replace interior doors - repair/replace damaged lockers - upgrade west entrance to meet barrier free standards - upgrade washrooms to meet barrier free standards - replace damaged tack boards - replace ceiling tiles - upgrade stair and mezzanine railings - add resilient flooring to weight room Despite the fact that most of the the interior of the school is in acceptable condition, the overall rating of the interior isassigned marginal due to the related repair recommendations outlined in the report.

Mechanical Summary:The school mechanical system consists of two gas fired heating water boilers, two air handling units, two domesticwater heaters, domestic water, sanitary, storm, and natural gas systems. Perimeter zones are heated by circulatingheated water through fin tube radiation in cabinets. Control is provided by pneumatic thermostats through out theschool. The air handling units provide heat and ventilation with fans moving air through hot water heating coils. The hotwater is circulated with pumps in the mechanical room above the boilers. A newer Building Management system usingCSI, controls the pneumatic actuators through out the system. This school is sprinklered through out. Anunderground fuel storage tank has been removed. An existing above ground tank is being used. There are severalABC fire extinguishers through out the school. Major recommended mechanical work from this assessment includes: - repair of a roof drain and replacement of missing domes - installation of an exhaust system for tailpipe emissions in the auto shop - replacement of the rooftop condensing and air conditioning units - replacement of the fire sprinkler pump. Overall, the mechanical systems are in acceptable condition.

Electrical Summary:The main power distribution is 1800A 600V 3phase 4 wire, with secondary 208V 3 phase power available throughoutthe school, and an emergency generator. Data distribution is up-to-date, with outlets in all classrooms, labs and shops,and the telephone system has been updated recently (VOIP). The fire protection system is in good condition, withspare room for new zones. The security system is a Silent Knight system with no operational issues. The site is litsatisfactorily and the parking plugs are in relatively good condition.

Recommended electrical work from this assessment are as follows: - Installation of additional computer power outlets (dedicated neutrals) to library and computer labs. Provideappropriate raceways along the furniture for power and data cables. Provide circuit breakers, wiring and panelboardsto suit. - Replacement of the transfer switch for the emergency power generator. - Replacement of incandescent pot lights in cafeteria area with compact fluorescent lighting, c/w dimmable electronicballasts. Overall, the electrical systems are in acceptable condition.

Concrete foundation piers have been poured within the interior of the school footprint and along the perimeter of theexterior of the 1982 school.

Poured in place concrete foundations have been installed around the perimeter and within the interior layout of the 1982school. The pouring of the concrete foundations was completed in phases beginning in 1982 and finishing in 1983.Continuous concrete footings have also been provided under the concrete foundation walls.

A 100mm thick concrete slab on grade has been installed throughout the school. Slab thickening with reinforcement hasalso been carried out at particular interior wall and exterior wall locations.

50mm thick ridge insulation is fastened to the inside face of the perimeter exterior concrete foundation wall.

Metal trusses support the second floor metal decking, and the trusses bear on concrete block interior and exterior wallsand steel columns. Steel C-channels support the metal floor decking in corridor areas. The channels are integrated withsteel perimeter beams or cast in place above reinforced concrete block corridor walls.

190mm wide concrete block load bearing interior walls are integrated with the steel column support of the second floormetal decking and metal roof decking.

Metal decking with concrete topping has been provided for most of the second floor level construction. A reinforcedconcrete slab has been poured in placed over the paint booth room located within the building construction shopclassroom as well as above the barrier free elevator shaft. Another reinforced concrete slab has been poured above thegymnasium storage room and physical education instructor's office which are situated between the two gymnasiums. Theslab forms the floor assembly of the second floor level mechanical room that houses two house keeping pads as well.

Structural steel floor joists with metal decking and concrete topping are used for the construction of the mezzanineslocated in the industrial shop classrooms on the South side of the 1982 school. The mezzanines are located in thewelding, automotive, construction, and art classrooms. Fastened to the underside of the metal framing of the mezzaninesis a gypsum board ceiling.

The metal floor decking and steel trusses exposed in the mechanical rooms and electrical rooms have been coated witha fire-proofing spray. Above the paint spray booth room located in the building construction shop, a reinforced concreteceiling/floor slab has been installed.

No visible issues were seen regarding the floor construction firestopping.

Above the continuous concrete foundation walls and concrete footings concrete block load bearing walls have been built.Most of the the exterior perimeter concrete block walls are 290mm thick. Some portions of the exterior wall constructionconsists of 190mm concrete block. The exterior perimeter concrete block walls are combined with interior reinforcedconcrete block walls to support the floor and roof trusses and C-channels that support the metal floor and roof decking.Brick is combined with the exterior concrete block construction with rigid insulation and an air space placed between thetwo materials.

Steel beams are integrated into the roof framing design to support the metal roof trusses and metal roof decking.

Steel columns support steel beams that support the roof trusses and metal roof decking.

Steel roof trusses support the roof metal decking. The trusses are supported by steel beams and concrete block loadbearing reinforced walls.

Metal decking has been installed at the roof locations. The metal decking is supported with steel roof trusses.

Cast in place concrete slabs have been poured over the entranceway adjacent to an interior stairwell. The underside ofthe suspended concrete slab at the particular location has been tied back into the concrete block construction to the sidesof the slab, below it and above it, and reinforced. Bond beams and a poured in place concrete beam supports the end ofthe slab at the canopy location and the remaining concrete block wall extending the the parapet location above thecanopy. Below the poured in place canopy slab includes cement parging over metal lath and 13mm thick exterior gypsumboard, which has been fastened to suspended metal framing above it. 64mm rigid insulation has been placed betweenthe top surface of the exposed exterior gypsum board layer and another layer of 13mm thick gypsum board with a vaporbarrier which has been placed above the insulation. Above the gypsum board and rigid insulation assembly layers issuspended metal framing that is tied back to the poured in place canopy slab.

Interior ceiling tiles show signs of leaks andsaplings have begun growing on top of the roof, penetrating the roofing assembly. It is likely that the vapor retarder hasbeen damaged. Caulking has been applied to the expansion joints and around the exterior windows and door frames, as well as aroundthe clerestory windows.

290mm and 190mm thick Concrete block walls are installed in some exterior walls. The concrete block walls appear to beload bearing. 64mm rigid insulation and a 26mm air space are placed between the concrete block walls and exposedbrick veneer facades.

Some walls (primarily the east walls) are steel stud framed exterior walls. Behind the exposed 90mm thick giant brick veneer, a 26mm air space is provided along with 64mm of rigid insulationfastened over top of a vapor barrier applied directly to 13mm thick exterior gypsum board sheathing that has beenfastened to 92mm thick perimeter structural steel studs. In locations where steel studs have been used for the wallconstruction, the interior face of the steel studs have been covered with 16mm thick gypsum board. Steel beams carrythe structural loading of floor and roof assemblies at such locations, and the steel stud construction does not appear to beload bearing.

Consequences of Deferral:If the caulking is not replaced, moisture may enter the buildingenvelope and damage the building, and associated doorand/or window frames.

At the west main entrance of the school, adjacent to the cafeteria and administration office, painted hollow metal doorswith wired glass inserts have been installed within pressed steel door and window frame units.

Interior fire rated doors and frames have been provided at fire separation locations and at the mechanical room locations.At the mechanical room location a 3 hour fire rated pressed steel frame and a 45 minute fire rated hollow metal door hasbeen installed. Two fire separations divide the building into three zones. One fire separation extends in an East Westdirection between the shipping and receiving department on the West side of the school past the former child care andnursing classroom on the east side of the school. It appears that 45 minute fire rated hollow metal doors and three hourfire rated pressed steel frames are provided at the two corridor locations where the fire separation cuts through thebuilding. The other fire separation cuts through the building adjacent to the community storage room, performing arts classroom,and staff lounge. At the two corridor locations where the fire separation cuts through the building at that location itappears that 45 minute fire rated hollow metal doors and three hour fire rated pressed steel frames have been providedat the locations. At the very South end of both 1982 school corridors leading directly to the vestibules of the school on thefar South side of the 1982 building, 1 1/2 fire rated hollow metal doors have been installed in the pressed steel metalframes. Both the fire rating labels on the pressed steel frame and hollow metal doors have been peeled off at theNorthwest vestibule location which is adjacent to the music room and 1999 portables addition. The fire rating labels atthat location need to be replaced and it is estimated that replacement fire rating labels would be within $1000.00.

Two metal coiling grilles have been installed at the commercial kitchen check out area. Metal bars are bent in someareas, but doors work as intended.

A domestic hot water storage tank is located in the mechanical room and labeled as T-1.

The school has a water softener for the domestic hot water. Soft water is introduced into the hot water recirculation line.

There are 36 roof drains that are cast iron bodies with dome tops.

There is natural gas to the building. From the gas meter a high pressure line runs to the mechanical room. At themechanical room the gas pressure is reduced with a gas regulator. A 4" steal pipe feeds the boiler room and branchesout to each appliance with smaller pipes. There are lab gas outlets in science rooms 209, 206, 205, and 204.

There are two air handling units in the mechanical room above the storage room for the gymnasium. These units haveglycol heating coils and steam humidifiers. The steam for the humidifiers is not functioning. There are several gas firedmake up air units in the school. These are needed to provide air to make up for the numerous exhaust fans through outthe school and in the shop areas.

Ducts are typical galvanized sheet metal.

There are linear grills through out the school such as in the entrances and in the center open area. Square diffusers andegg crate returns are used in the classrooms. The hall way diffusers are typically adjustable rectangle grills. Most grillsare manufactured by E.H. Price.

Within the automotive and mechanics shop classrooms, a vehicle hydraulic lift and engine hoist has been provided.

Within the commercial kitchen, commercial dishwashing equipment has been provided, as well as two pizza ovens,baking ovens, deep fryers, gas stoves, a grill, a large commercial vent hood, bakery blenders and mixtars, commercialpots and pans, a meat slicer, and cold food display units. A soda pop machine and coffee brewer are also on site.

In the childcare and nursing classroom, a stove, fridge, and microwave oven are installed with kitchen cabinetry, as wellas a residential style bathroom equipped with a toilet, bath tub, sink and vanity. In the multi-purpose classroom, a fridge,microwave has also been provided along with a residential style bathroom that includes a sink and vanity, bath tub, andtoilet. In the home economics classroom four cooking labs have been set up each with its own stove, and sink andmicrowave. Three residential style fridges are also installed in the home economics classroom. In the staff lounge afridge, stove, two microwaves and a coffee maker are installed in kitchen cabinetry, along with a sink. A small fridge isalso provided in one of the second floor social studies classrooms. In the home-economics room, beauty cultureoffice/storage room, in the commercial kitchen storage room and in the severe handicap washroom (attached to themulti-purpose room) a washer and dryer has been installed.

In the graphic arts classroom four darkrooms are provided, each equipped with a large sink for photo development, anenlarger, a timer and plastic pans for developing film. Cabinetry is also installed in each darkroom with acid resistantcounter tops. One darkroom is equipped with a revolving door to prevent light from entering the space. It appears that theadditional fourth darkroom was added to the graphic arts space after the initial school construction was completed.

Six basketball hoops and backstops are installed in the large gymnasium with crash mats on the end court walls. In thesmaller gymnasium three basketball hoops and backstops are installed. In both gymnasiums electronic score boardshave been mounted and each gymnasium is equipped with speakers. A retractable gymnasium divider curtain is installedin the middle of the large gymnasium.

On the second floor level in each science room, upper and lower wood cabinetry is installed. The upper cabinets havesliding glass doors. Counter tops appear to be acid resistant. A demonstration counter is provided in each science room.Upper and lower wood cabinetry and shelving is installed in the science and chemistry storage rooms, and in the teacherpreparation work room. In the adjacent janitors room upper wooden cabinetry is installed over the slop sink. In the threeother classrooms within the same second floor sector of the school where the science rooms are located, wall mountedcounter shelving is provided in each classroom. On the south side of the second floor level the language, and social studies classrooms have a small wall mountedcounter installed. In the three teacher work rooms located around the perimeter of the library, upper and lower woodcabinetry has been provided, and within the library, a wooden check-out desk with book depository has been built. In oneof the social studies classrooms a wooden built-out storage closet has been provided in the rear corner of the room. Inthe corridor area adjacent to the library, a large wooden display unit is installed with glass panels. On the main floor level, within the automotive shop, fixed wooden shelving and storage cabinets have been installed inthe offices and storage rooms below the mezzanine and along the north wall of the classroom shop area. Towards theNortheast north of the shop under the mezzanine, additional work benches have been provided and wall mounted. In themechanics shop, welding shop classroom, and building construction shop, upper and lower wooden cabinetry to storetools and materials are provided in the offices and storage rooms located directly under the mezzanines. At the perimeterof the shop work bench counters are located. Additional large wood sheathing and wood material storage shelving hasbeen located in the building construction classroom shop and on the mezzanine level. In the art classroom shop, woodshelving storage is provided in the office and storage located under the mezzanine. Towards the center of the art shopclassroom area, fixed wooden work benches are provided. Within the multi-purpose classroom, a small kitchenette with upper and lower cabinetry is installed. On one of theperimeter walls a wall mounted counter has also been provided. In the adjacent classrooms, a small wall mountedcounter shelving unit is installed and upper and lower cabinetry is installed in the teacher preparation work room. In thehome economics classroom four kitchenettes are provided with upper and lower cabinetry, and storage shelving units arewall mounted adjacent to the where the refrigerators are located. Fixed wooden based work station islands are situated inthe middle of the classroom in the home - economics room. In the graphic arts classroom, upper and lower woodencabinetry with acid resistant counter tops are installed in the four dark rooms and upper and lower cabinetry is alsoinstalled in the instructor's office within the classroom area. Towards the rear of the room built in shelving and counterspace has also been installed. In the child care and nursing classroom, a small kitchenette with upper and lower cabinetshas been installed adjacent to the residential style bathroom. On the other side of the room, an additional upper and lowercabinetry unit has also been installed. In the classrooms located adjacent to the West entrance of the school, a small wall mounted shelving unit has beenprovided. On the East side of the commercial kitchen, a cooking demonstration classroom has a fixed demonstrationcooking counter with reflective ceiling mirror. The associated teachers preparation room has an upper and lower woodencabinet unit build against two opposite perimeter walls. In the teacher lounge, a kitchenette area with upper and lowercabinetry has been installed. In the administration office area, a counter with sink and upper cabinets is placed in theinfirmary, wooden paper storage shelving is provided in the staff storage room, and built-in upper and lower cabinetry isalso provided in the printing photocopy room. In the waiting area of the administration office, fixed reception counters with staff mail boxes are provided. The greetingcounters are equipped with plastic laminate counter tops. In the central cafeteria area, two large wooden trophy displaycases are built into the East and West walls of the area. Additional display cases are provided in the corridor leading tothe gymnasiums located on the Southeastern side of the main floor level. On the south side of the main floor level, thebeauty culture classroom is located. In the beauty culture training area, beauty style chairs are provided, with built incounters and island shelving and counter space. A reception area has been created. Within the classroom area, a horseshoe shaped table has been provided for students to group around. In one of the storage office areas where the washerand dryer is located, upper and lower shelving with a sink is provided. In the instructor's office, upper and lower shelvinghas been installed as well. Situated between the two gymnasiums, the instructors office has on one wall face upper and lower shelving. Within thegymnasium storage room, upper and lower wood shelving and storage is provided. Located in the weight room that isplaced between the changing rooms, a wood reception area is built. In each student and staff washroom and changingroom vanities with plastic laminated counter tops are provided.

Horizontal blinds have been installed over the interior window unit of the principal'soffice that is exposed to the office administration waiting area. Vertical blinds are hung over the interior facing windows atthe two seminar room locations on the second floor level adjacent to the library.

Moveable planting containers with plants are stationed on the second floor corridor area adjacent to the library and twoseminar rooms.

Metal bleacher/grandstands with wood sub-floor assemblies are located in the large gymnasium.

A weight room is provided with free weights, pully weight systems, and four exercise bicycles. One wall has a mirrorsurface, and a small check-in desk/ refreshment bar is also installed in the school. Sport mats are also available in theroom. Several Acoustic ceiling tiles have been damaged with replacement recommended under C3030.06

Four floor carpeted music practice rooms are built within the music room. The rooms appear to be sound-conditioned.

Two walk-in cool/refrigeration storage rooms are installed in the commercial kitchen.

A paint booth with ventilation extraction has been built in the building construction shop. The ceiling of the paint booth isreinforced concrete. The room has a painted concrete floor and concrete block walls.

Located within the Automotive shop classroom is a car wash bay. The wash bay is services with a sump located in themiddle of the wash bay slab and the slab is sloped to drain to the center drainage sump grill. Currently automotive partsand equipment are stored within the wash bay. No operational car washing equipment was noted within the wash bay.

Within the welding shop classroom, 14 welding stations are provided. Oxygen and Acetylene tanks are stored outside ofthe shop in two separate storage rooms attached to the building. A beauty culture classroom contains hair dresser chairs, sinks and vanity units as well as a check -in reception desk. Located in the corridor adjacent to the two gymnasiums, table and chair storage has been built adjacent to the musicroom. The storage units are designed for typical below stage use in gymnasiums. In the commercial kitchen classroom, an angled ceiling mirror is provided along with a demonstration cooking table forcooking students to observe. A wall mounted TV is also provided in the cooking demonstration classroom. The school is adequately served with a large cafeteria and commercial kitchen area.

Within the automotive, and mechanics shop classrooms, lack of direct fume extraction is noticeable. Automobile fumes inthe air suggest poor air quality for teachers and staff. Recommendation to provide direct ventilation and fume extraction inthe Automotive and mechanics shop areas is contained in the mechanical section of this report under D3040.04.01.

Barrier free signage for loading and parking is provided at the east side of the school. The concrete sidewalks have beenindented adjacent to the east main entrance doorway where the barrier free loading and parking area is located and at thenortheast corner of the school sidewalk . Barrier free markings on the pavement have been provided. All parking lots arepaved asphalt and a concrete sidewalk extends to the south side of the school providing barrier free access from thestudent and staff parking areas to the main entrances of the school. No stairs have been integrated at the schoolentrances, but instead the concrete sidewalks have been ramped up to entrance doorways on the west side of the school.

A door opener is provided at the East main entrance doorway.

A barrier free elevator is provided to obtain access to the second floor.

Necessary grab bars are missing from the barrier free toiletstalls. Staff washrooms are not equipped to deal with a barrierfree employee. Vanities in the student washrooms are notbarrier free. Although a handicapped staff person could utilizea student washroom that is barrier free, generally school staffdo not want to come into contact with students withinwashroom areas. After speaking with the Authorities havingJurisdiction, not only is the lack of barrier free washrooms forstaff a concern, but also the locations of such barrier free staffwashrooms .

Concern:

All vanities within student washrooms that offer a barrier freestall are to be replaced with barrier free vanities. Provideadditional grab bars at the rear of the toilet stall and replacethe existing vanities in the student washrooms with vanitiesthat are barrier free. Convert the staff washroom adjacent tothe main office infirmary into a unisex barrier free washroom.This can be done by removing one stall from the existingwashroom and renovating the vanity to make it barrier free.An additional washroom would then be added next the thenew barrier free staff washroom by reducing the staffconference room in size. The added washroom could also belabeled as a unisex staff washroom. It is proposed that theteacher preparation room adjacent to the shipping andreceiving area also be converted into a staff only barrier freewashroom. With the two staff only barrier free washroomslocated on either side of the cafeteria area and the possibleuse of the severe handicap washroom adjacent to the shopclassrooms, the main floor would be better equipped to servea handicapped staff member. Moverover, the proximity of theproposed washrooms would allow for more reasonable traveldistances from the various main floor learning wings of theschool to the staff only washroom locations. On the second floor level the following is recommended.Create a barrier free staff only washroom within the studentpractice area that is adjacent to the Northeast stairwell.Relocate some of the immediate lockers in the corridor to alocation further down the hallway to allow for a corridor accessdoorway to the barrier free washroom. On the South side ofthe second floor level, convert one of the two teacherpreparation rooms into a barrier free staff only washroom.Relocate the two converted teacher preparation rooms fromthe main floor level and the second floor levels into one of theseminar rooms that is adjacent to the second floor lobby areaand main entrance to the library. Install a permanent gypsumboard covered partition within the converted seminar room inorder to create two teacher preparation rooms. In each new

No asbestos materials were observed during the building review.

No mould was observed during the school site review, however, given the number of water stained acoustic tiles left inthe T-bar ceiling grid and the amount of water damage to some ceiling tiles, it may be possible that mould may be presentabove the tiles within the ceiling plenum space. With the recommendation to remove the damaged water stained ceilingtiles under the interior portion of this report, any potential mould conditions that might exist, will likely be eliminated withthe removal of the water stained tiles.

No other hazardous material conditions were observed on site.

Consequences of Deferral:In the event that a handicapped student or staff memberrequires the use of a school washroom, the washrooms wouldnot be able to fully accommodate the individual.
