    A troubling revelation has broken regarding a mental health bill

    recently defeated in Connecticut during this calendar year. Had it

    passed, that bill could have possibly taken Adam Lanza off the

    streets so he would not have been free to commit his heinous act

    on December 14.

    In February 2012 (http://cga.ct.gov/2012/TOB/S/2012SB-00452-R00-SB.htm),

    Connecticut Senate Bill 452 (SB452) was put forward to remedy the fact that Connecticut

    was one of less than ten states in the U.S. to lack an "assisted outpatient treatment

    (http://www.countercontempt.com/archives/4364)" (AOT) law.

    But the bill was passed (http://www.cga.ct.gov/asp/cgabillstatus

    /cgabillstatus.asp?selBillType=Bill&bill_num=452&which_year=2012&SUBMIT1.x=11&

    SUBMIT1.y=13&SUBMIT1=Normal) to Connecticut's Joint Committee on Judiciary in

    March, where it quietly faded away because of opposition by those who viewed it as

    commitment-or-assisted-outpatient-treatment-kendras-law/)" and "outrageously

    discriminatory."

    Had this law passed, it may have forced Adam Lanza to be treated for his alleged mental

    illness instead of allowing him to roam free, and ultimately to kill 26 persons and himself

    laws preempt older statutes that only allow the mentally ill to be forcibly institutionalized

    for treatment if they've done harm to themselves or others. This is possible because AOT

    laws allow a state to institutionalize a mentally ill person for treatment if the state has

    reason to suspect such institutionalization will prevent the individual from doing harm to

    self or others.

    Why didn't the legislation pass? Because the ACLU and other "civil liberties" groups and

    individuals cried foul. The ACLU in particular said 452 would (http://www.cga.ct.gov

    /2012/JUDdata/Tmy/2012SB-00452-R000329-David%20McGuire-%20ACLU-

    TMY.PDF)"infringe on patients' privacy rights by expanding [the circle of] who can

    medicate individuals without their consent." They also said it infringed on patient rights

    by reducing the number of doctors' opinions necessary to commit someone to

    institutionalization.

    To be clear, no one can know that the passage of SB452 would have stopped Lanza for

    sure, as there's no guarantee a doctor or mental specialist would have seen the warning

    signs in time to institutionalize him for treatment.

    However, it is worth noting that proponents of SB452 had the prevention of situations like

    Friday's shooting in mind when they tried to provide Connecticut residents with another

    layer of protection from the mentally ill (and criminal).

    I usually agree with what I read on Breitbart, but you're WAAAY off-base in supporting any so-called "mental

    health" bill that allows the state to forcibly institutionalize people on the flimsiest suspicion that they're "mentally

    ill". Much of what is currently called "mental illness" used to be known as "personality".

    As Thomas Szasz wrote: "Mental illness" is an expression, a metaphor that describes an

    offending, disturbing, shocking, or vexing conduct, action, or pattern

    of behavior, such as schizophrenia as an "illness" or "disease".

    "If you talk to God, you are

    praying; If God talks to you, you have schizophrenia. If the dead talk

    to you, you are a spiritualist; If you talk to the dead, you are a

    schizophrenic."

    While people behave and think in ways that are very disturbing, and

    that may resemble a disease process (pain, deterioration, response to

    various interventions), this does not mean they actually have a disease.

    To Szasz, disease can only mean something people "have," while behavior

    is what people "do". Diseases are "malfunctions of the human body, of

    the heart, the liver, the kidney, the brain" while "no behavior or

    misbehavior is a disease or can be a disease. That's not what diseases

    are".

    I have a close friend who is mentally ill and if there wasn't a way to get him into a mental hospital, he

    might be dead now. Of course, patients have their rights and can only be held for a certain period of

    time and then they go into an out-patient treatment. I was alone in dealing with my friend and there

    was nothing I could do without the right medications being administered so I called 911 for help. They

    viewed the situation and took my friend to the hospital. I was at the end of my rope trying to deal with it

    all on my own. My friend has thanked me for it and is grateful that there was help out there for him.

    Unless you are dealing with someone who is mentally ill, you just don't know how hard it is.

    I worked for Community Mental Health in the 1980's .. I believe if more people knew who was walking

    amongst us they would ALL have a CCW.

    Those who are determined to be mentally ill have more rights than you and I.

    police would not come into the facility without guns drawn. I found another job.

    The mother was evidently getting a good amount of money from the divorce. I heard $200,000 a yr. She didn't

    have to work and from the looks of the home she lived in this woman had enough money to have her son into a

    private psychiatrist. The boy may or not been under the care of said dr. May or may not have been medicated.

    May or may not have had a mental illness. We do not know enough about this case to be so judgmental. What

    I do know is that people with mental illness is looked at by society with distain. The average person does not

    understand it. People who have loved ones with mental illness become knowledgeable (if they take an interest

    in it) so they can better understand what the person is going through and how best to help them, signs to look

    for, treatment programs, resources, etc. It isn't an easy process to sometimes get people help. If a person is an

    adult they have Rights. The families of these people are usually denyed any access to information because of

    Privacy Laws. Assuming the person is competent enough to understand their problem and they can be helped

    with medications, etc. then they will hopefully be responsible enough to take their meds and continue to see the

    drs. So many people don't recognize they have problems or they stop taking their meds. Nobody can make

    them take meds. Only if they 'do something' to harm themselves or to cause harm to others can the State have

    juristicion to commit someone. Usually, people are taken care of in outpatient programs. The funding for these

    outpatient programs and facilities are often not adequate, which is the fault of your State Legislators for nottaking this more seriously. Instead they more than likely will fund birth control and abortion clinics. Mental

    Illness is devastating and ruins lives. But there can be some good results with the right kind of care and

    treatment. Anybody is subject to having a mental illness. It does not discriminate. Some people have a family

    history of mental illness which makes them more vulnerable. I always feel sorry for mentally ill people because

    they are very misunderstood. They can't help it. That's the biggest thing people need to know. They need lots

    of support, and understanding. We still don't know what happened to Adam.

    Just a tad bit self righteous for me, even for a progressive. Over 80% of the news reporters

    are of democratic affiliation and they are falling all over themselves to get "news" out. So

    much so they've mis-represented who the shooter was right down to the mother being

    employed at the school. In the end I don't think it's conservatives politicizing as much as we're

    just sick of the news being tailored to a narrative. It's great tragedy and the reality is we now

    live in a society the progressives have been developing since the 60's; one unlike the previous

    If we are as a society to get to the bottom of such senseless acts of violence we must put the relationship of

    psychiatric medications and gun violence on the table. There is considerable evidence that these medications

    cause severe adverse reactions in a percentage of users. Psychiatrist Peter Breggin has written about this in

    his text Medication Madness. I think it's about time for congressional hearings on the subject

    psychiatrists, the ACLU and the Democrats have passed laws to make it IMPOSSIBLE for

    I have not read the book, but I am willing to wager all of this started back in the early 1990's. Before

    then kids were not on this ridiculous list of psychiatric medications and were made to deal with their

    problems.

    Most guns were legal back then and kids were not going around schools, malls, etc shooting everybody

    in sight.

    The ACLU strikes again. If we stop paying their legal fees when they "win" they will file far fewer cases. The

    ACLU is a money laundering operation, or welfare for lawyers. They file case after case so they can get fees,

    regardless of merit, or constutionality.

    There was one person who could have prevented this entire sad event - the boy's MOTHER. She had a

    disturbed young man in her home, but she kept guns there as well? Does that sound like a sane, responsible

    decision? Whatever she did, if anything, to keep those guns away from her son, it was ineffective. Her lack of

    responsibility resulted in her own death, and the death of all those innocent children. And yet, there are those

    who would rather ban all guns than blame the ONE person who was truly responsible.

    Oh, give me a break! Being "mentally disturbed" DOES NOT mean someone will go out and kill

    people! It doesn't sound like the shooter was ever "violent" at home---yet, we won't know that until all

    the facts come out. And according to his Adviser at school, he was never "violent" at school, either.

    The Adviser said he was "shy" and found it difficult to socialize---which is common in Aspergers! Are

    we going to put ALL shy people "away," and people who have difficulty making friends????????? I

    I live in CT and from what I've been told there was NO altercation with school officials on Thursday...the ACLU

    and ilk should be sued to the absolute max along with anyone else responsible for the deaths of the innocent

    children and adults..money talks..

    CT has one of the strictest gun laws in the America..he tried to buy a rifle on Thursday and was turned down

    flat..

    Sandy Hook School didn't stand a chance..he broke the door windows to get inside..he wasn't buzzed in..

    It is well past time to bring back the mental institutes and lock the crazies up for good..I'm sick of the 'temporary

    insanity' or 'mentally ill' for ANYONE..its been so abused that its common practice now..a practice that should

    put any attorneys who try to use it in jail for a few weeks to think about what they're doing..
