In the spring of 1088, the Hong Kong IJST Council was officially inaugmted. The

Inauguration IXnner was a formal affair. and hundreds of distinguished guests decked out

in black tie and gowns came, presumaldy to hea the president-designate expound his theory

of education and technology. What they heard, however, was a speech entitled “Profile of

a Graduate”, the story of I.0 Wilzg hi’z~tzg. who graduated from IJST in 1006, and his girlfriend

Carol. an MBA student at UST.

The story, set in the year 2001, lqan with Wing Keung on the way to his alma mater,

where hc hat1 heen pursuing applied research for a joint venture. On his way, he reminisced

u4th sweet feelings about his years at IJST and his life afttar graduation.

Let me hasten to 3cld that these sweet feelings did not rdllect colorful student-day

experiences. Nor did they reflect the career successes which follo~d. They arose from his

knowledge that, right at that moment, Carol was waiting for llis arrival at the campus entrance.

They intended to take a quiet wdk past the w~lterfall hefore she went off to ;l seminar in ha

MEA program.

The story I told recounted that back in 1996, right after his graduation, Wing Keung

had gone to work for a technology-leased company called Logitron. Three years later. in l<)()(),

he had accepted ;I company assignment to work in 21 joint venture with the [Jniversity‘s

Technology Transfer Center. Without the benefit of graduate training, Wing Keung had to

learn on the joI>, firsthand, how to take acadendc research through product development to

nl~inu~lcturing. The project had advanced rapidly. A nlere two years later, in 2001, Wing

Keung felt that he was ready to spin off ;I sul>sidiary for Logitron, sharing equity with the

Llniversity’s K&l> 13ranch.

It \vas during his tenure at the Technology Transfer Center that hc had fallen in love

with Carol. And vice versa.

Now. please close your eyes so that you can travel through time to the year 2001. Let

us rcnlinisce alongside Wing Keung and Carol. First, howecer, let nle inform you that Carol

now prefers to 1~ called by her Chinese name: El.\./idzr.

Wing Keung vividly recalls the pressclrc of study throughout his tllree college years.

In secondary school he had been a good athlete, and had hoped to represent Hong Kong

son~eclay in the All-China [Jniversity Sports Meet; but it had not taken long for him to realize

that he would halve to gi\e up practising in order to finish his clad>, holne\vork and prepare

for the frequent quizzes.

Cultural :ictivities hcl lwen alniost non-existent, causing liiiil to feel inadequate when

discussions cvith non-local students turned to\vards the arts. Tllere had ken little time. too,

for student societies. Me had ~~onclerecl liou~ lie and his fellow stildents coulcl learn al,out

Democratic self-governance and e\~entually t:tke part in “Hong Kong people governing Iiong

Kong”.

Jidu recills the pressure of study in ;i different way. Her father is ;i junior civil sen3nt.

Her nlother is ;I textile \\,orker \vho lost her jol> in the arly 1990s when the factory that

eniployed licr moved across tile l~order. Iidii’s secondary sc~hool days had I,ccn difficult -

particularly 13ec:iuse her parents, being very Chinese, wc’rc deterinined to save up cvcm in

times of financial hardship so 21s to IX alie to send her to c~dlege. They cvere overjoyed when

Iialu was admitted to the Chinese lJniversity of Hong Kong in 1007. She chose to nujor in

histoiy - not quite llcr parents’ choice, biit college M~is college, and they u’ere happy l~cause

studying histoq made her happy.

She matured. Hong Kong l>eing Hong Kong, she l~canle pragmatic. As an only child,

she considcrcd it her oldigation to clioose ;I career that woiild gii:irantee ;I good income -

and thus ;I conifortal3le living for her parents. So. while jialii thoroughly enjoyed her history

classes at CtJ, which were well taught zncl most stimulating . she took up other subjects on

the side. to prepare herself for entrance to I3iisiness school.

Everyone was then talking about the School of Business and Management at UST, in

particular its MHA course with a China orientation - a program difficult to get into, even with

a GMAT score of 625. Since her primary scl~ool days, Jialu had enjoyed playing the piano and

writing short stories, but she quickly realized that there would be little time for either if she

wanted to get into that MBA program at UST.

Frankly, what she had hard about LJST did not really excite her. IJST sounded like

an institution where the rule was all work and no play. The place was runmred to be like

an IBM research laboratory, where “nerds wearing thick lenses walked mm-d in white coats

carrying laptop computers and conversing in matlleiiiati~s.”

Well, it has turned out to 1~ ;l totally pleasant surprise. As a campus resident since

landing in UST ;1 year ago, in the year 2000, she has found that faculty rnemlm-s and students

mingle 3 lot outside the classrooni, discussing issues in world affiiirs and music almost 3s

much as finance or physics. The Center for the Arts, estat~lished back in 1996, provides

enlightenment 3rd entertainment for the students, as well as iiiircli-appreciated cultural

stimulation for the staff and their families. That the Center’s activities wo~11d have so quickly

hillside and waterfront amenities, the pavilions, and the watcrfiill - where she

spends consider3lde time with Win g Keung these days - allow beauty, poetry, and romance

to cntcr the students’ awareness. The ancient Shaw Family Village - actually just a snull

reconstructed nlovie set at the end of ;I winding path leading southwards from the I Jniversity

Center - recounts Hong Kong’s history as a nujor center of film industry. Sculptures don:~ted

by European and Asian friends of the IJniversity are collected in snull gardens sprinkled all

o\rer the campus. Harmony prevails wherever Chinese 2nd international heritages meet.

Jialu has learned frown Wing Keung that plans to make IJST more genteel, nlore

cultural, nlorc Chinese. and more international had gotten under way in 1905-96. Apparently

the changes had conle quickly. By 1999, the pron+d improvements had all materialized.

and this “no-nonsense teaching and research institution” - as it was once referred to, with

pride though not ;i little wistfulness - had flourished and l~~oine 3 full-fledged z~~~i2vmi()f

Wing Keung recalls a rumor that had gone around in 1906, to the effect that the

Working in the Technology Transfer Center has given Wing Kcung the opportunit),

dissertations. Both of them - one local and one from the Mainland - have good job offers

waiting for them in Hong Kong’s newly spawned high-tech industry. A young German from

Stuttgart who came under the aegis of IJST’s German Center is now in his third year of I’hD

research, and is being hotly pursued by a number of German corporations interested in

strengthening their activities in the South China manufacturing region. Two French students

joined the group just a month :igo. Wing Keung now appreciates why the University

administration was so eager to forge strong links with Europe, and why, in turn, all the

European consuls-general here have been so supportive of IJST’s Europe Institute.

The [Jniversity’s joint laboratories with the Chinese Academy of Sciences - 1,~ now

seven in number - have attracted talent from the Mainland and everywhere else. Graduate

students, postdocs, and other research staff have come from North America as well as from

LJST’s sister universities in .Japan, Korea, the Chinese Mainland, and Taiwan, all meml,ers of

the elite Association of East Asian Research ITniversities. Many of them say they want to

remain in Hong Kong after their study, to work in universities or multinational corporations

and join their colleagues as Hongkongers in this dynamic and ever-l>ooming international

city.

But now the time has come for Wing Kecmg and Jialu to plan the next step in their

lives. Wing Keung’s spin-off company will require his full attention. His energy should be

focused on the technology, for technology is the locus of his strength. Yet someone

competent and totally relide will have to attend to the managerial side of the start-up. _Jialu,

he sighs; Jialu will surely 1~ happy to work by his side. She will have completed her MBA

in ;I year. They will get married right away. She will then 1,~ in 21 perfect position to manage

the company for ;I year or two before settling down to raise a family. Tea for two. ;I boy and

a girl. and all that. Yes, he is certainly grateful that _Jialu is there for him.

Friends, I’d hate to end today’s stoly on an uncertain note - hut, ah, you don’t know

Jialu. As Win 1 K I, eung and ]ialu walk hand-in-hand against the rainbow-spanned hackdrop

of Port Shelter’s blue water and green isles, Jialu cannot wait to tell Wing Keung her latest

decision. She has fallen victim to the lure of academic life. and has made up her mind to

pursue a doctoral degree in marketing with ;I China orientation, followed l>y ;I university

teaching and research career. She will not legume rich, but her income will IX adequate to

give her parents a reasonatdy good livin g. She is sure that Wing Keung will IX just as thrilled

to have a professor in the family 21s her parents, and will support her financially through ;I

few more difficult years. Yes, she is certainly grateful that Wing Keung is there for her.

A conflict is brewing. You know it. I know it. Win g Keung and Jialu do loot. Will the

conflict 1~ resolved? Hozl’will it be resolved’! Well, for the continuing saga of Wing Keung

and Jialu, we’ll have to Msait for another episode.

Now, when you open your eyes, suddenly it is 1996 again. Look to your left: Lo Wing

Keung is sitting quietly among his fellow ,qduating students, un;iware of the future being

laid out for him on this podium. Fzu Iialu, still known 21s Cad in 1006, is, of course, 21s yet

nowhere to 1~ found.

Each of you in the ceremony here today is 3 Wing Keung, or a Iialu. Each of you will

find exciting things to pursue, conflicts to resolve. and achievements to make your own. Your

future will be shaped by how well your dedicated professors have prepared you. by how hard

and intelligently you have learned and will continue to learn, and, ultimately, 1,~ the strength

of your individilal will and character. We gather here today to congratulate you on your

I quote from the corporate mission statement of the Shui On Group, of which Mr

VINCENT H. S. LO, whom we honour here today, is Chairman and Chief Executive.

The Shui On Group, which Vincent Lo founded in 1971, is one of Hong Kong’s most

significant young enterprises, engaged in property investment and development, construc-

tion, and construction materials in Hong Kong, China and North America.

This large, and diverse, company has been built up through its founder’s single-

minded drive for excellence, and commitment to training and development. Vincent Lo has

striven to provide a working environment in which his staff, at all levels, can excel and

develop and be eager to stay and grow with the company. By recognising that people are

3 company’s most important asset, he has created a corporate culture which attracts, develops

and trains people of high professional competence and personal integrity. The management

philosophy he has evolved, one of participation rather than top-down direction, encourages

the Airport Authority. As a current member of the Governor’s Business Council, and President

of the Business and professional Federation of Hong Kong, he has made important

contributions to the commercial life of Hong Kong.

He is also a Hong Kong Affairs Adviser to the Chinese State Council’s Office of Hong

Kong and Macao Affairs, and a member of the Preparatory Committee for the Hong Kong

Special Administrative Region.

With his commitment to, a-d interest in, education, he was a member of the Council

of Hong Kong Baptist College from 1987 to 1989. During the crucial planning stages of our

own IJniversity, from 1988 to 1990, he was a member of our Council, and he is currently 3

member of our Court.

Chinese. It is fitting therefore, that we should honour to&y seine-one who is not only ;I world

le:ider in scientific research, hiit also generally recognised as one of the Chinese scientists

most responsilde for the proniotion of acadeniic exchange and collaboration lmween China

and other countries, particularly the IJnited States.

Professor XIE XII)E, erstwhile President of Fudan IJniversity in Shanghai, and currently

Professor of Physics there, first graduatd with a 13s in Physics from Xianlen IJniversity, but

sul>secluently took her MA in Physics from Smith College, and her I’ll13 in Physics from the

Massachusetts Institute of Technology, specialising in solid state theory.

She returned to China via the IJnited Kingdom to take up ;I lectureship in the

Department of Physics at Fudm IJniversity, where she has spent her entire cart‘er as a teacher,

rcstucher and administrator. After a period as Adjunct 1)irector of the Shanghai Institute of

Technical Physics of the Chinese Academy of Sciences, she was rmninated Vice-President

of Fudan LJniversity, a post she held from 1978 to 1983. From 197X to 1983, she was also

1)irector of the Institute of Modern Physics at Fudan [Jniversity. And from 1983 to 1988, she

held the Presidency of the IJniversity. Fudan is one of China’s leading universities, and its

reputation is due in no small part to Professor Xie’s work in the evolution of science in China,

through her truly pioneering contrilmtions in the veiy early days of the developnimt of senii-

conductor physics.

She has authored four lmoks, and over 60 r~search papers in the fields of energy lm-ds

of solids, and the electronic states of surfaces and intt.rfaces. Her co-authored lmok

“Selnicondir~tor Physics” was one of the first putdished in China on the subject. She still leads

21 research group in surface science in China, and is in collal,oration with colleagues

worldwide, including those at our own Ilniversity, in research on seniiconductor surfaces and

interfaces. She and her colleagues have made key contril>utions in this area, providing insights

into questions of geoni~trical structures and vil3rational spectr3 in lieterojunctions 2nd

superlattices.

Iluring her carter, she spent two years at Peking LJniversity training groups in

semic~onductor physics. Many of her students are now professors in leading universities 01

research centres.

She is an elected member of the Chinese Academy of Sciences, md ;1 Fellow of the

Third World Academy of Sciences and the Anmican Physical Society md 21 Foreign Honorary

Mend>er of the American Acadetny of Arts and Sciences.

Highly rqq~rded l>y the intern:~tional academic community, Professor Xic has dready

received ten honorary doctorates from universities in the IJnited States, Canada, the IJnited

Kingdom and Japan. Fully aware of the importance of international exposure in the

dissemination of resarc~h, she played ;I key role in the estal~lishmcnt of educ~~tional

prograninies and ;i research infrastructure, offering opportunities to young researchers in

China to participate in tlic activities of the international conm~imity, through study visits and

Ladies and Gentlemen:

It is a great honor for me to receive an honorary doctorate from the Hong Kong

IJniversity of Science and Technology during the 1996 Congregation. Thank you very much

for allowing me to say a few words on this occasion. I 3ni especially pleased to he here as

the University marches into its second ‘five ymrs’.

I still renienil>er vividly that I had the privilege, in early 1989, of listening to President

Chia-Wei Woo’s plan and vision for the new [Jniversity, and I also had an opportunity to visit

the campus at Clear Water Bay, then in the very early stages of its construction. Thus I would

like to congratulate the faculty md staff, the students and the President for the miracle created

here at Clear Water Bay within such 3 short time.

Over the past five years, the University has not only reached its targeted number of

undergraduates and postgraduates, but it has also laid solid and prominent foundations in

scientific research. Your distinguished faculty leads Hong Kong’s tertiary institutions in the

competition for academic research funding. A number of laboratories and research centers

with state-of-the art facilities have been built up in the LJniversity over the years. Not long

also, ;I Dutch electronics giant - Philips Electronics - established the Philips Electron Optics

Asia Pacific Competence Center on this campus. HKlJST has also collaborated with the

Chinese Academy of Sciences to set up joint laboratories in life sciences and l,iotechnology,

one in Shanghai, the other in Hong Kong. This collahoraticm will further the developn~ent

of I%otechnology in Hong Kong. In fact, HKIJST is well on the way to I~ecoming a first-rate

research university.

Looking at the hundreds of eager faces in the audience, I would also like to extend

my warmest congratulations to all the graduates and their parents, as well 3s to President Chia-

Wei Woo md all the faculty members for giving the students such a fine education at this

I33iitiful campus.

I share the excitement of the students who m-e graduating today. You are the ones to

be envied since it is you who will be leading us into a new century. There will he new

opportunities as well 3s c*hallenges lying ahead as you f3ce the future with confidence and

grcit anticipation. Conip~ired with when you graduated from secondary scliool, it is quite

possible that you have discovered by now how much you do not know, and feel filr less

knowledgeal~le than you did three years ago.

While this commncement ceremony marks the completion of ;i certain phase of

learning, what it really synil~olizes is the beginning of another, lifelong learning process.

Instead of being a student of the Hong Kong IJniversity of Science and Tcd~nology, you will

be ;i student of society in the years to come.

You are fortunate to he graduating in an era with the following important character-

istics. The first is the rapid development of science and technology, which has brought ahout

great changes in all aspec-ts of modern society.

The second is the peaceful transition of sovereignty which will take place here in less

than ;I year. In 1999, Portugal will return Macau to China. For the first time in 400 years, all

of Asia will he under Asian control.

Last, and most importantly, is the modernization of Asia, which will forever reshape

the world as we move toward the next millennium. Hong Kong has already ken esta~~lislxxl

3s ;i significant financial , trade md commercial center. To maintain its competitive edge 21s

a n~odern city in the 21st century, Hong Km g must develop high technology and strive to

be an inforniation center.

With the skills and knowledge you have acquired from this LJniversity and the

necessary ~uckgrouncl and strong motivation for the pursuit of further learning, I ani sure that

Mr Chancellor:

Fortitude. Determination. The drive to excel. These are the qualities that we have been

reminded of in this Olympic year. We may recall the example of Eric Liddell, immortalised

in the film ‘Chariots of Fir&, who refused to compete in one of the events at the 1024 Olympics

when he discovered it had been scheduled for a Sunday.

As a pupil in a missiona-y school in Tianjin in the late lc)3Os, Dr CHENG HON-KWAN,

whom we honour here today, was educated in an atmosphere which attempted to init,ue

such qualities, whilst all around was strife and chaos. Iluring the summer following his

graduation in Civil Engineering from the Liniversity of Tianjin, he travelled to southern China

to visit his ancestral home. He fell ill in Hong Kong, and was unable to return to Tianjin in

time to take up the university position that was awaiting him. Forty-eight years later, he is

still here.

He joined the former Public Works Department of the Hong Kong Government, in

which he served for 24 years as a Governnxnt Structural Engineer. In 1977, at the age of 50,

he took premature retirement, and in the highly competitive environment of Hong Kong, he

set up his own engineering consultancy, H. K. Cheng & Partners Ltd, of which he rem:iins

Director. It was ;i bold, lut successful, move.

Since his retirement, Cheng Hon-kwan has eng:ag:ed himself widely in professional

and public service. In 1078, he was elected President of the Hong Kong Institution of

Engineers, and from 1985 to 1001 he served as a functional constituency representative on

the Legislative Council. From 1788 to 1771, he was a meml~er of the Executive Council.

Cheng Hon-kwan has an abiding interest in education , and his contril>utions in this

area have lxzn significant. Hc was Chairman of the Planning Committee and Founding

Chairman of the Council of the Open Learning Institute of Hong Kong from 1787 to 1772;

and Chairman of the Council of the erstwhile City Polytecllnic of Hong Kong from 1088 to

100 1. More recently, he has been appointed Chairman of the Curriculum I>evelopment

Council.

His work in the field of education, as well as community service, has been recognised

1,~ the awards of ;I Fellowship of London’s Imperial College of Science, Technology and

Medicine, and honora-y doctorates from the Open Learning Institute and the City LJniversity

of Hong Kong, and the Open LJniversity in the IJnited Kingdom.

In 1786, he was appointed Deputy Chairman of the I’lanning Committee for our own

Iiniversity. In the summer of that year, he went to Ireland for a quiet golfing holiday. His

golfing partners have something to thank us for: one day he received a telephone call to the

effect that the Chairman of the Planning Committee had been taken ill, and that on his return,

3s I>eputy Chairman, he would have to chair the inaugural meeting. He was so nervous that

lie was not able to win even one game for the next two days!

In the event, he carried out his engagement with diligence and dedication. And until

this year, he served as Vice-Chairman of our Council, to which he l>rought not only his

technical expertise and professional interest, IJut also a determination that our University

s110u1d excel.

The spirit of Eric Liddell lives on. For although he is famous for his principled stand,

3s well 3s for his Olympic achievements, it is perhaps less widely appreciated that lie was,

later in life, a missionary and 21 teacher of Science at a school in Tianjin. And Cheng Hon-

kwan was one of his pupils.

Mr Chancellor, it is my honour to recommend, on l~half of the LJniversity, I>r Cheng

Globalisation is one of the hallmarks of successful business enterprise in this universe

of tumbling barriers and rapid ~ommunic‘ations. And none know this better than those who

prepare aspiring executives for careers in Business and Management in the modern world.

As Calvin Coolidge, the 30th [J.S. President, once put it, “The business of America is business.”

And Professor DONALD I’. JACOBS, whom we honour here today, has been ;I leader in

American business education and research for nearly forty years.

I1onakl Jacol~ graduated in Economics from Roosevelt [Tniversity, and earned his MA

and I’ll11 in Economics at Columl>ia IJniversity. He has spent the whole of his working life

in teaching, research and educational administration, in Switzerland - at the International

Institute for Management at Burgenstock - and in the tJnited States, notably at the IJniversity

of Wisconsin-Madison, and Northwestern IJniversity, where he is currently l>ean of the .T. L.

Kellogg Graduate School of Managenlent, a position he has held since 1075. Known as “the

dean of deans”, he is the longest serving 11ean of any of the le:lding North American business

schools.

l>onald ~acol,s’ deanship has, not coincidentally, witnessed the transforiii~ition of his

Business School from one in the minor league to one of the finest in the I Jnited States, cited

by Business Week three tinles in the past decade as top of its list of business schools.

His pioneering focus has been on executive education and lifelong learning. His most

recent initiative is the estaldishment of an innovative two-year doulde-MBA progranune for

experienced European executives, a joint venture with the lnstitut d’Administration des

Entreprises in Aix-en-Provence in France.

Consonant with his belief that one of the imajor characteristics needed for the

successful manager, and a sign of potential leadership ability, is that of superior inter-personal

skills, his School was the first in the IJnited States to reyuirc all candidates for admission to

undergo an interview. He perceives this as an essential ingredient of the important elanent

of forming 3n iimpression of each applicant 3s 3 person.

11onald Jacol~’ business expertise is not confined to the world of academic theory but

is firmly rooted in experience. As consultant to a numl>cr of corporations, institutions a-d

government agencies, he has been directly involved in policy making at ;I high level. In the

corporate world lie is, or has t3een, a nienil>er of the Board of Directors of several important

companies, in a variety of commercial contexts, including the Benefit Trust Life Insurance

Company, Opelika Manufacturing Company, Wesley-Jessen Inc., AMTRAK, Commonwealth

E&on, Ul>C Homes Inc., the First Chicago Corporation and the First National Bank of

Chicago. Since 1774, Donald ~acol~ has also been a mern~m- of the Advisory Born--cl to the

School of Business and Management of our liniversity.

His research has concentrated in the field of banking, including comma-cial bank

regulation, bank capital, risk capital and lending policies, 3s well 3s corporate governance

and computerisation in large companies. He has received numerous awards and honours for

his work, including six honoruy doctorates, and culniinating in 1774 with the Otto Wirth

Award for Lifetime Achievement.

t~clinology-clrivcn society where conipetitivcness is rising. causing an acceleration in the

pace of change. Thus the half life of my idea, concept, or methodology is shortening. So

we cmnot rest on what we know today. We must continue to ahsorh new n~etl~odologic,s

Therefore. today does not mark the end of your education. You must return again

and again, throughout your life. to receive ~ldditional education to learn tllc new’ know~leclge

educ~~tional venture: The Sclmol of hsiness and Management at I TST is joining forces with

the Kellogg Shml at Northwestern LJni\u-sity to respond to the need in the region for MBA

training for iiiicLcarc33 executives. This program is aimed at exmutives who missed the

educ~~tiond material provided in an MBA program hut now understmd how this knowledge

usill dramatically increase their effectiveness. The executives will come from throughout this

region of the world. The progran~ will he presented in English and taught 50 percent by

Kellogg faculty md 50 percent by lJST Imsiness scl~ool hcdty.

The educ~ational program will have ;I strong resenddanc~e to the highly ranked Kellogg

Exccutivc Mastds Program at Northwestern, where 400 mid-career executives arc currently

enrolled for two years to attend scl~ool on weekends while still working at full-time

nianagenient jobs.

The Hong Kong progmm will IX part of the glohl expansion of this program. In fact,

it w~ill follow similar worldwictc dlimces that Kellogg has started in Israel with the Iiecanati

starting in the Fall of 1097 md in Europe at Aix en Provence, France, which will open at the

component in the institutional nuance of doing business in Asia.

And in the second year of these programs, students will come to the Allen Center at

Kellogg for one week of interchanges and group work with the LJ.S. executives enrolled in

the program there.

Our vision is that eventually the Allen Center educational periods will be conducted

with groups of executives from all of the schools with whom we have alliances, at the same,

thus giving us a living global educational experience.

The future is in front of you and the challenges of globalization and technology will

force you to think differently than managers did in the past. You have been prepared by this

wonderful university and faculty who will always be here for your lifelong education.
