Change perceptions of the crime• Create awareness-make a difference• Create positive cultural connotations of “honor”• Erase misconception about crimes of honor• Promote and create awareness of women’s rights as well as

men’s rights

Change legislative frameworks• Change legislation and institutions that deal with the crime

(before and after) to make the punishment harsher for perpetrators

• Repeal in full penal code article 340 (providing a reduced sentence for a male who kills a female relative engaged in illicit sex)

• Repeal legal provisions that allows family members to drop charges for "honor" crimes.

Provide support to institutions working on violence against women

• Train Police to prevent and investigate "honor" crimes more effectively

• Build the capacity of existing organizations for more effective performance

• Support the establishment of organizations that provide services to women at the local level

• Increase the number of adequate shelters for victims of domestic violence, victims of " honor" crimes ,and who are at risk of such violence

• Increase information services to women at risk by publicizing telephone hotlines for women victims of violence in all major cities.

Policy Makers and Civil Society should take note

• Establish from the top down, a commitment to pursue" honor" crimes as any other crime

• Improve welfare and empowerment of womenwomen (economic, legal, and social) and menmen

• Establish reliable national statistics on the incidence, nature, and circumstances of "honor" killings and other types of violence against women.
