Wade-Davis Bill- When 50% of the voting population in the 1860 election had taken an oath of loyalty and established a government, it would be recognized. 13 th Amendment- an amendment to the Constitution which would abolish slavery in the United States. 14 th Amendment- grants citizenship to "all persons born or naturalized in the United States" which included former slaves who had just been freed after the Civil War. Lincolns Reconstruction Plan The 10% Plan- Permitted the state to rejoin the Union when 10% of its residents swore their loyalty to the United States. When 10% of the voting population in the 1860 election had taken an oath of loyalty and established a government, it would be recognized. Lincolns Plan Continued Lenient Reconstruction Angered Radical Republicans He didnt consult Congress regarding Reconstruction. Johnsons Plan Similar to Lincolns Plan Each state had to Offered amnesty upon simple oath to all except Confederate civil and military officers, and those whose wealth exceeded $20,000 In new constitutions, they must accept minimum conditions repudiating slavery, secession and state debts. To repudiate is to refuse to have anything to do with. Named provisional governors in Confederate states and called them to oversee elections for constitutional conventions.
