1)Freedman’s Bureau: What should it do? How long should it be in place?
2) How many people need to pledge their loyalty to the U.S. before admitting states? Should they be the same states, or new ones?
3) What involvement should former Confederate leaders have? What about those who fought for the South?
4) What rights should African Americans hold, and who should determine those rights?
5) Troops: Should there be troops enforcing the plan? If so where at, and how long will they be there?
