HISTORICAL NOTE

The office of County Trustee was established with the appointment of John Sevier as the first Trustee for Washington County (then in North Carolina) in 1778. The trustee’s office acts as the banker for the county. The office handles the finances for the county, collecting fees, taxes, and revenues, and disbursing payments for county expenses. The primary source of revenue and tax collected is from the levy placed on property in the county by the County Court (now known as the County Commission). The following have served as Trustee for Washington County: John Sevier (1778); Landon Carter (1795-1796); Charles McCray (1796-1798); John Strain (1798-1820); John C. Harris (1820-1836); Robert J. West (1836-1842); Joseph McLin (1842-1846); George W. Willett (1846-1848 and 1852-1856); James A. Dillworth (1848-1852); Shelby T. Shipley (1856-1862); Edward Armstrong (1862-1864); Azariah Peoples (1864-1865); Alexander Mathes (1865-1866); George McPherson (1866-1874); John H. Naff (1874-1876); John M. Morrow (1876-1878); Mc. C. Wagner (1878-1882); A. M. Stuart (1882-1884); John S. Mathes (1884-1890); Samuel H. Pouder (1890-1892); J. A. T. Bacon (1892-1896); Smith A. SCOPE AND CONTENT

Records in this record group document the administrative functioning of the office of Trustee, the collection of taxes in the county, and the dispersal of payments on behalf of the county government by the trustee. The primary activities of the county trustee, as noted in the collection records, involves the collecting of taxes and the dispersal of county funds to pay various expenses incurred by county offices and departments. Among the types of records found in the collection are accounting ledgers, receipts, reports, tax books, and delinquent tax books. Note: In addition to tax records found in this record group, there are also early tax lists and other early tax records found in Record Group 5, County Clerk Records, Series L.

ARRANGEMENT

Tax records/books have had a varied physical format over the years. From the beginning volume (1814) to 1939, tax information was recorded in bound volumes; from 1939-1971, tax records were printed on cards (7 ½” wide x 11” tall) and filed in filing cabinet file drawers; from 1972-2009, tax records were printed on oversized computer paper print outs and bound in binders (17 ½” x 17 ¼” x 3”); from 2010 to the present, records were printed on smaller computer paper print outs and bound in binders (20 ½” x 12” x 3”). Series A: Administrative Records, 1798-1950

9 linear feet (19 volumes) Series Description Records in this series document general administrative operations of the Trustee’s office. This includes volumes recording fees, fines, and costs collected; county appropriation records; and receipts and receipt books for monies collected. One interesting volume is the “Waste Book B.” This records a variety of miscellaneous information regarding the collection of monies by county officials and deposited with the trustee for the period 1798-1818. It includes items such as fines for stray livestock, fines for bastardy, fines for breaking the Sabbath or using profane language, among much else. This volume was taken to Nashville in 1886 for preservation and returned to the county archives in 2017. Records in this series are generally arranged in alphabetical order by document type or title and then chronologically with the exception of the “Waste Book” that begins the series.

Series B: Tax Records, 1814-2005

282 linear feet (214 boxes and 151 volumes) Series Description Records in this series document the collection of taxes (primarily property tax) assessed on county taxpayers as well as for taxes not paid and declared delinquent. Among the types of taxes collected and recorded are taxes on real and personal property, poll taxes, estate taxes, road taxes, state taxes, school taxes, among others. Records vary over the years as to the taxes collected and the information recorded. Information always included the name of the property owner and the amount of tax owed. At various times it might also include acres of land owned, value of real property, number of polls, value of money/stocks/bonds/jewelry held, number and value town lots, among others. Early volumes are arranged by Captain’s Companies and, in addition to the name of the property owner and tax owed, sometimes recorded the number of livestock owned and the white and black polls. The volumes of tax books are arranged in chronological order. Within individual tax years, the volumes are further arranged in order of civil district (after these were established in 1835). The volumes of so-called “Pick Up” records include poll taxes collected that apparently were missed earlier as well as double assessment and erroneous assessments being corrected. Sometimes the reason for the failure to collect a tax is recorded. For instance, prior to the passage of women’s suffrage, women were not charged the poll tax. Note that for some years without these “Pick Up” volumes, this type of information is recorded in the back pages of volumes for District 15 (Jonesborough). The tax book for the town of Jonesborough for 1906-1913 is filed at the end of Sub-series B.1. Sub-series B.2, Inactive Accounts and Tax Receipts contains 19 boxes of inactive account records (1939-1973) and 1 box of tax receipt journal records (1972-1973). The inactive account records are loose card sheets arranged alphabetically by the property owner’s surname. Information included on the sheets are owner’s name, property address, property valuation, tax, date the tax was paid, tax receipt number, and the amount paid. The tax receipt records are printed lists of receipts issued along with the receipt or warrant number and the amount paid. Sub-series B.3, Delinquent Tax Books record the names of property owners who failed to pay their tax, the amount of the tax, number and value of town lots, number of acres of land and value, value of personal property, penalty for late payment, fees paid the constable, interest paid, when the tax was paid or if the property was sold in lieu of back taxes. In some of these volumes, the names of property owners bounding the property delinquent in tax are listed. These volumes are arranged in chronological order.
