Presenter: Scott Barnard, Parks and Recreation Director

Mr. Barnard discussed the future of Parks and Recreation, and mentioned how more partnerships may be in our future. We are currently seeing a lot of people use our facilities - however we are not charging them to rent out these spaces, for example - individual tennis lessons, and teams who have not officially rented fields. In order to make changes, Mr. Butch Lawter talked about having to have better signage, letting people know they are not to make a profit on town property, that fields are on a rental basis only. Staff can not be present at all times, therefore signage is essential. We will continue to follow up on this as Covid numbers lower, and more people take advantage of these facilities.

b) All Star Park

Presenter: Darren Banks

Mr. Darren Banks attended the board meeting with Mr. Rod Clark, and Mr. Kareem Rowland. They presented the idea of renaming All Star Park after long time Clayton resident and professional basketball player Donald "Clyde" Sinclair. These three gentleman presented a handout to the board (attached), with information about Mr. Sinclair. They shared their ideas and the inpact that his legacy has had on the youth of Clayton, both on and off the court.

The board gave Mr. Banks, Mr. Clark, and Mr. Rowland their support and discussed what their next steps should be. They are going to work on gathering more local support - such as businesses, councilman, churches, and schools who know of Mr. Sinclairs legacy. With this support - they will be able to present their ideas to the Town for consideration.

c) Joint Committee with Planning

Presenter: Emily Beddingfield, Board Chair

As a follow up to a prior meeting, it was discussed that the joint committee has been formed and that emails have been sent back and forth through members. If you have not been included in these, but wish to be part of the committee, members were instructed to either email Lauren, Scott, or Emily.

5 STAFF REPORTS a) Athletics

Athletics are still on hold, we will hopefully be seeing some partnership between Parks and Recreation and the high school, which would allow for more field and gym space. There is still discussion regarding taking over Civitan in the new year, but nothing has been finalized. Partnerships will be discussed more in the new year.

b) Programming

All fitness classes outside have finished up, with the cold weather heading our way, registeration numbers were sure to drop. The possibility of featuring

Zoom classes this winter has been discussed, but we are all hoping for a decrease in Covid numbers. The Clayton Youth Council will be putting together craft boxes for families to pick up on Saturday the 12th. These boxes were free to register for, however they are asking for a small donation towards Harbor House of Johnston County. Santa Calls are right around the corner, and we are always looking for volunteers! Santa will ride down Main Street on a fire truck throughout the month of December, stay tuned for my details.

c) Facilities

Construction has started at the Community Center, the expansion of the track is currently being built. The basketball court will be completely sanded down and resurfaced. Making a few changes to the design, but looking forward to a fresh court when we open back up. Hopefully renovation on the new front desk area will begin soon, lots of changes and exciting things going on in the building.

Discussion over bond progress is moving forward. We are have been getting lots of input from the steering committee and will continue to get feedback from stakeholders in the next few weeks.

b) Covid-19

Presenter: Scott Barnard, Parks and Recreation Director

The community center remains closed and staff is still taking procautions during this time. Masks are being worn when staff can not social distance and maintenance crews continue to clean playground equipment multiple times a day. Halloween events are unfortunatly cancelled this year, however we are looking into doing a movie at Town Square. The community center will most likely remain closed through the rest of 2020. Consctruction on the building is set to start soon.

c) Follow up from meeting with McAdams and HH

Thank you to everyone who was able to show up for the steering committee meeting with McAdams and HH. They both took notes regarding our ideas and feedback. If you have any other ideas or suggestions, please send them our way so that we can continue to communicate with the architecs.

5 STAFF REPORTS

a) Athletics

Adult athletics are about to begin, including soccer and softball. Hoping to get some basketball clinics going once the community center reopens, we hated to miss the season but are looking forward to a successful 2021 season.

b) Programming

Outdoor fitness classes are still in session, and the turn out has been great. These classes will stop at the end of October due to weather changing. Will still offer as much as we can, possibly do a virtual Santas workship event. Joni did a great job with bingo, and our Halloween cutouts were a huge hit as well. Will hopefully have some type of game for the holiday season. Stephanie is going to begin an online couponing class, and we will be offereing a babysitter training course in a few weeks.

c) Facilities

Construction has not begun yet, but the contractors have been by several times making final plans. Hoping to start anytime now. Contractors will begin with expanding the track area for more equipment. The track will receive a full makeover, and the basketball court will be sanded all the way down and redone. We are excited about these renovations and looking forward to when
