Recruitment Rules of Technical Cadre of Central Institute of Educational Technology Need and Justification for the revision: 1.0 The Central Institute of Educational Technology(CIET), NCERT is involved in the design, production and dissemination of media products, which include audio, video, graphics, multimedia and ICT. It also disseminates media products through CD/DVD and the web. 1.2 The technical cadre of CIET are mainly involved in media production and management. They can be classified into three main categories, viz., Media Production, Engineering and Supporting personnel. 1.3 The Recruitment Rules of CIET were modelled on All India Radio and Doordarshan in the late nineteen seventies and have been used to develop the recruitment rules of EMPC, IGNOU and UGC-CEC. Need and Justification for the revision:

1.2 The technical cadre of CIET are mainly involved in media production and management. They can be classified into three main categories, viz., Media Production, Engineering and Supporting personnel.

The Recommendations: 2.0 A number of Committees have been set up over the years to examine the Recruitment

Rules and recommend rationalisation of the structure, qualifications, pay scales and promotional avenues. The Kiran Karnik Committee, the B. S. Bhatia Committee, the T. N. Dhar Committee and two internal Committees headed by the Joint Directors' of CIET have addressed the issue.

2.1 The current proposals derive benefit from the analysis and the consequent proposals made by these committees. They aim to address three core issues:

• Rationalise the structure so as to provide equitable opportunities for promotion to all;

• Move the institution towards a sound upgradation of qualifications and utilisation of new technologies; and

• Broaden the scope of the application of Educational Technologies in addressing issues of education.

2.2 The technical cadre is merged and restructured into five levels, Level 01 through Level 05. No changes in pay scales are proposed and existing heirarchies are maintained. The emphasis is on equating posts carrying similar work profiles and consequent provision of upward mobility. Qualifications for the posts have been rationalised in keeping with prevailing Government norms and uniformity across posts within the cadre.

2.3 The present cadre of Assistant Engineer Grade B, with a grade pay of Rs. 4600 is proposed to be phased out. This post was created to provide a promotional avenue for Engineering Assistants, who did not fulfill the qualifications needed for the post of Assistant Engineer. Not only has this led to the creation of an anamoly in the fixation of pay subsequent to MACP, but also there is no equivalent structure among the production personnel. There are three positions of Assistant Engineer Grade B, one of which is vacant. The post is proposed to cease to exist, when the current incumbents are promoted or attain the age of superannuation, whichever is earlier.

2.4 The present cadre of supporting staff with grade pay of Rs. 1900 and Rs. 2400 is also proposed to be phased out. However, this activity is to be carried out in two phases. Presently, the range of isolated posts will be merged into two, Media Assistant – II with a grade pay of Rs. 1900 and Media Assistant – I with a grade pay of Rs. 2400. A provision for 100% promotion from Media Assistant – II to I, subject to fulfillment of essential qualifications, seniority and fitness is proposed. Posts lying vacant due to non-availability of candidates at the Media Assistant – I level and vacation of posts at the Media Assistant – II level will not be filled up.

2.5 Hiring of personnel at this level would not be required as most of these posts have been rendered obsolete due to technological advancements. Requirements in specialised situations, for instance carpenters, painters, electricians, will be met out of casual task contracts as per norms of the Council or against specific media production activities.

2.6 Of the two posts of Superintending Engineers, one is proposed to re-designated as Executive Engineer and the other as Executive Producer with a grade pay of Rs. 7600. The two posts of Film Director and Film Producer with grade pay of Rs. 6600 is proposed to be re-designated as Senior Producer, analogous to the posts of Senior Engineer at the same grade pay.

2.7 Posts released due to the phasing out of posts at level 3b, viz., Assistant Engineer Gr. B and level 6, viz., Media Assistants I and II will be converted to an equivalent number of positions between levels 3, 4 and 5, without changing the financial liability of the Council. The proposal will be operationalised as and when the posts fall vacant following promotion / superannuation of present incumbents.

2.8 Details of posts, relative positions and pay, promotional avenues and the detailed rules for recruitment are presented in the subsequent sections.

Note: 1. The technical cadre of CIET is classified into two broad categories, Engineers and Producers.2. Engineers are placed at five levels, viz., Superintending Engineer, Senior Engineer, Engineer-I, Engineer-II and Engineer-III.3. Producers are placed at five levels, viz., Chief Producer, Senior Producer, Producer-I, Producer-II and Producer-III.4. All issues related to determination of vacancies, seniority, application of rosters, appointments and promotions will treat Engineers as one single category and Producers as one single category.5. Within the category Engineers-I, II and III are categorised into five specialisations, viz., Operations, Maintenance, Post Production, Media Management and ICT Applications. Similarly, Producer-I, II and III are categoriesed into five specialisations, viz., Audio-Radio, Video, Camera, Stage Craft and Graphics and Animation. 6. Where relevant, persons with specific qualifications will be appointed / deployed, for example, Editor under Post Production, Set Design under Stage Craft or Artist under Graphics and Animation. 7. The categorisation is based on existing media applications undertaken at CIET. Some of these categories may become obsolete or be replaced with newer ones in the future. 8. Care will be taken to ensure equal opportunities for promotion for all. The total number of personnel across and within each specialisation will be maintained. However, there may be variations in the number of persons at grade I, II and III within a specialisation. Example: Producer I in the Camera specialisation; the vacancy is filled up by a Producer II from Graphics and Animation; the vacancy at Producer II is filled up by a Producer III from Video; the vacancy at Producer III is advertised and selection made of a candidate with qualifications for the Camera specialisation. Hence at that point in time, the number of Producers with Camera specialisation will be 2:3:4
