I am pleased to inform you that we are looking for a national expert (SNE) for a secondment to the Delegation of the European Union to Egypt, within the framework of the Decision of the High Representative of 23.03.2011 '.

Job Content

Overall purpose: Under the overall supervision of the Head of Delegation, contribute to the Delegation's work in the security and consular fields, as well as regarding the EU Presidency functions. The post will be under the direct supervision of the Head of Section (HoS) Political, Press & Information. The job holder will assist him/her and the Head of Delegation in co-ordinating the activities in this domain where required, and will assist the Deputy Head of Delegation with respect to EU Presidency coordination functions.

Functions and Duties: The candidate may be asked to provide expertise in the following Indicative domains (that will be further defined, limited or extended by the Head of Delegation):

• Security sector reform. Monitor developments in this field, interact at the appropriate level with local interlocutors, provide policy advice to the Delegation's hierarchy (and assist them in their interaction with government interlocutors) and operations colleagues on SSR matters, and help prepare SSR-related visits from HQ.

• Disarmament and non proliferation. Monitor developments in this field related to Egypt and the region, interact at the appropriate level with local interlocutors on these matters and assist the Delegation's hierarchy in the conduct of official demarches and in the preparation of visits from HQ.

• Consular/Schengen issues. Prepare and coordinate the bi-monthly meetings of the Local Schengen Cooperation group. Provide policy advice on consular and more generally justice and home affairs matters, as necessary.

• EU Presidency. Assist the Deputy Head of Delegation in preparing and reporting on monthly EU HOMs and DCMs/PCM meetings, and on other tasks related with the EU Presidency role.

In particular the candidate will: • Analysis & Advice: contribute to preparing briefings and/or visits; contribute to advice on coherence of EU external

policy activities in the country and region; to the implementation of regional integration initiatives; Contribute to formulation of the country-specific cooperation strategy, to political dialogue and strategy in above mentioned horizontal areas.

• Networking: develop contacts with national authorities, line Ministries and Institutions, with representatives of the EU Member States' diplomatic missions, of other main partners and of regional organisations, ; Monitor activities supported by other donörs, with a view to ensuring coordination in the elaboraiiön~öf projects andltomestic strategy papers;

• Presentation, information and communication: Where requested to do so by and under the HoD supervision, contribute to explain and present EU policies to domestic audience, particularly politicians, press, business and academics; contribute to the Press and Information activities of the Delegation in all relevant areas;
