(Dev.)/181/5 dated 01.10.2015 for setting up of Rail Coach Factory at Kancharapara, West Bengal with capacity to manufacture EMUs comprising 500 rail cars per annum & Procurement- Cum-Maintenance of EMU Coaches through Public Private Partnership (PPP) on Build Own Operate (BOO) Basis for a period of 10 years. To enable broader participation and in continuation to RFQ dated 1st Oct’2015, Indian Railways have come up with its revised RFQ on 10th June’2016 as Rev-01. A brief description of the project may be seen in the information memorandum of the project at the Authority’s website on following link: http://www.indianrailways.gov.in/railwayboard/rb/corrigendum/1445338707185_Corrigendu m_201015.pdf . The same is also enclosed herewith as Annexure-I for ready reference. Scope of the subject project broadly comprises (a) Setting up of a factory and (b) Supply train sets, about 5,000(five thousands) electric cars of 3660 mm /3250 mm width and powered by a dedicated propulsion system over a period of 10(ten) years along with maintenance of a specified number of Rail Cars for a period of ten years. Eligibility of applicants of this project: i. The applicant for pre-qualification may be a single entity or a Consortium. ii. The applicant shall have designed propulsion systems based on IGBT technology and manufactured the same. iii. The applicant (including its associates) shall have executed at least one Eligible Project each 2 (two) different countries. iv. The Applicant shall over the past 5 financial years preceding application due date should have designed, produced and supplied propulsion systems for train sets or locomotives comprising traction converters, and electronics employing IGBT technology for more than 1200 (twelve hundred) rail cars and the total horsepower of propulsion systems exceeding 12,00,000 HP (twelve lakh). v. Minimum net worth of Rs. 500 Crs at the close of preceding financial year is set as financial capability. BHEL is keen to associate with eligible organization to partner for setting-up the factory in line with RFP and also utilization of BHEL facilities at Bengaluru, Bhopal and Jhansi for electrical assemblies/components and provide support for after sales services for these trains. BHEL is willing to hold equity in SPV (minimum 26%).

BHEL is a public sector undertaking of Government of India and is the largest manufacturer and integrator of engineering equipment and systems for power generation, industrial systems, transportation, transmission, defence and renewable energy sectors. Our annual turnover is about US $ 4 billion and present outstanding order book is about US $ 16.5 billion.

In transportation sector, BHEL is into the manufacture of complete electric and diesel electric locomotives and electrical assemblies/components including traction motors, traction transformers, power & auxiliary converters and controls, gear wheels etc.

At our Jhansi plant, we manufacture complete Electric Locomotives upto 5000 HP rating for mainline application of Indian Railways, Diesel Electric Locomotives from 350 HP to 1400 HP rating. Till date, we have supplied 360 nos. of main line electric locomotives Indian Railways and more than 250 nos. of diesel electric locomotives for shunting operations to different industries. Our Jhansi plant with an installed capacity of 75 nos. locomotives per year has the distinction of being the only electric locomotive manufacturer in India other than Chittaranjan Locomotive Works of Indian Railways. At Jhansi, we have complete state-of-the-art facilities for manufacturing, fabrication and testing of bogies, loco shells, under frames and other mechanical components of locomotives.

Among electrical propulsion equipment, we manufacture and supply traction motors, traction transformers, power converters (IGBT/GTO) & controls, auxiliary converters (IGBT/GTO) and vehicle control units for electric locomotives, diesel electric locomotives, EMUs, DEMUs & metro trains of Indian Railways. Our manufacturing range includes conventional DC drive to current IGBT based 3-phase drive equipment upto 6000HP rating. BHEL has also been in the forefront of providing maintenance and spares/replacement support to Indian Railways for their locomotive fleet. We have full fledged service department located at major centres in the country.

BHEL have supplied 1.03 million HP of IGBT propulsion system for 6,000 HP E-Loco (WAG9) application of IR till the end of last financial year and have an RDSO approved system for AC-EMU requirement of IR.

Over the years, BHEL have entered into a large number of co-operation agreements with almost all the major global engineering giants. Our associations have always proved mutually beneficial, trustworthy & cordial and have resulted in opening of new avenues for further development of the relationship.
