Dear Chair Oshiro and Members ofthe House Committee on Finance:

Re: S. B. 169, S. D. 2, H. D. 1, Relating to Hawaii Health Corps

At a recent House Finance committee hearing on S. B. 169, S. D. 2, H. D. 1,Relating to Hawaii Health Corps, Vice Chair Lee requested data relating to thefederally designated health professional shortage areas ("HPSA") within the State.

The HPSA designations for all counties within the State are categorized bydiscipline: mental health, dentist, and primary medical care. Printouts from theHealth Resources and Services Administration ("HRSA") are enclosed. The HPSA"score" determines priority. For dental services, the HPSA score is a numberbetween 1 and 26, and for primary medical care and mental health, the HPSA scoreis a number between 1 and 25. The higher the HPSA score the greater the priority.The "# short" data category indicates the number of providers needed to remove theHPSA designation. The HPSA designations are reviewed periodically by HRSAbased on input from the State Department of Health. The HPSA designations willserve as the basis for assigning loan repayment professionals should the HawaiiHealth Corps is established.

It is my belief that there is sufficient data describing the current shortage ofhealth care professionals throughout the State to support the establishment of thehealth corp mechanism described in S. B. 169, S. D. 2, H. D. 1. Given this data set, Iwould propose that any funds used to support further analysis of the scope of theshortage might be more efficiently used by either the federally leveraged LoanRepayment or the community-based Recruitment/Retention Programs.
