IOAN, AUGUSTIN – The Identity of the Romanian Contemporary City- research grant (IDEAS/IDEI Program of CNCSIS) 2008-20010 with CCPEC/UAUIM, CIES/U.of Bucharest and Faculty of Philosophy/UBB Cluj. The project aimed at recomposing - out of the various fragments from which it is made - the ever changing profile of the contemporary Romanian cities, especially by looking critically at the rhytmical movements of groups between internal cities and between these and cities abroad. Furthermore, the goal of the project was to articulate a position of urban expertise, to join the others of various NGOs working on cities (like Bucharest and Cluj).

BĂNCESCU, IRINA – co-organizer within the Association for Urban Transition (ATU) of the EU-ROMA (EUropean ROma Mapping), European research project studying Roma communities living conditions. The project is part of the European Union program Cultura 2007 and is a collaboration between LAN (Laboratorio di Architettura Nomade), Napoli; ATU, Bucharest; the University of the Arts, London; TAMA, Athens

EU-ROMA is a 20-months project launching a European open confrontation on Roma housing issues and public space. It mobilises and cross-fertilises knowledge and experience from different domains like urban arts, architecture, humanities, sociology and human rights. Its activities take place between 11.2007-07.2009.

The project is aiming to build a global understanding of the living conditions of the Roma population in Europe: 13-15 million people spread all over the continent and concentrated mostly in suburban areas of big and medium cities. The extreme diversity and specificity of this most homogeneous distributed in territory European nation are the most important characteristics which, unexpectedly, are completely neglected in projects that are working for the Roma communities. One of the most striking and misunderstood differences is nomadism vs. migration, processes that rarely overlap in reality, but considered frequently one and the same thing by the local administrations. During the last years, along with the integration of the Eastern block, the phenomena of migration towards West accelerated and the scale of the Roma living conditions problem is expanding and becoming more intricate every day. In this last period the crisis got to the apex and there has been raised a real concern for the Roma situation in Europe. The project is trying to perceive it in terms of living space and human networks, through interdisciplinary perspectives and continuous interchange of knowledge at all levels.

CRITICOS, MIHAELA - Study regarding the Historical, Architectural and Urbanistic Value of Băneasa International Airport, Bucharest , in 5+5 Buildings for the National Cultural Heritage 1950-1977 – stage II , cultural project of the Inforom Cultural Foundation funded from the stamp duty by the Order of Romanian Architects – NEMŢEANU, Ruxandra (coordinator)

This cultural project aims to draw up documentary materials with a view to promoting the cultural value of ten buildings from the architectural heritage of the period between 1950 and 1977, morally rehabilitating them and, finally, listing them as historical monuments. The architectural objects proposed and studied in a first pilot stage were five major buildings, landmarks of the cultural, administrative or tourist centres of the Capital or of other towns in Romania: the «H» Pavilion in Herăstrău Park, the State Circus and the EREN Pavilion in Bucharest, the National Theatre in Craiova and the State Theatre in Târgu-Mureş. For the stage stage, the proposed buildings are: the ensemble of Sala Palatului, the former “Ştefan Gheorghiu“Academy and the Băneasa Airport in Bucharest, the political-administrative head-offices of the town of Baia-Mare and the „Perla“restaurant in Eforie-Nord.

The studied buildings, as well as many other that belong to the Romanian architectural heritage of this period, are seriously threatened by the aggression of the real estate interests or uncontrolled interventions, presenting the risk of arbitrary, noxious and irreversible transformations not only of the buildings themselves, but also of their neighbourhoods.

The danger of these edifices being degraded, altered and destroyed is aggravated by the lack of a corresponding legal framework, considering that, in most cases, the authors (project coordinators) are deceased, and their intellectual rights are not taken over or protected by successors or legal persons concerned (foundations, professional organisations).

For the preservation and rehabilitation of the representative buildings erected after 1945, popularising their patrimonial value would be imperative, along with their classifying as historical monuments (which, however, current Romanian legislation allows only for ante-1960 buildings). This double approach is all the more difficult as, during the post-1945 period, the

buildings in question were designed, to a great extent, within large state institutes, now privatised or dissolved together with their archives, which could have provided relevant data and documentations to a pertinent research.

Consequently, the major objectives of the project are, on the one hand, to inform and raise the authorities’, specialists’ and general public’s awareness about the values of post-war architecture in Romania, and particularly of this segment of the national architectural heritage (by means of presenting it on the site www.inforom-cultural.org and on CD-ROM with leaflet-cover distributed in free, itinerant exhibitions and tourist promotion), and, on the other hand, to prepare the necessary documentation for listing the buildings in question as historical monuments (historical and valuation studies, bibliographical and archive research, property deeds, novel testimonies regarding the authors of the projects, period and present day photographic documentation, topographical and site plans, surveys, analytical record cards).

MARIN, VERA - expert in the Methodology for improving the quality and functionality of public spaces in large housing estates, research and development consortium project (studies, methodology and pilot project) funded as service providing by the Ministry of Regional Development – Rose, Anne (Space Syntax, London - project coordinator); Esenghiul, Abdul; Schultz, Christian (authors Space Syntax Bucharest); Tudora, Ioana (author ATU); Răuţă, Emanuel; Pîslaru, Dragoş (GEA - Group of Applied Economics)

The study should mainly result in establishing the methodology of analysis and intervention in the public space of the large housing estates, and also the set of indicators needed for the analysis, for the purpose of improving functionality and quality (accessibility, positive urban image, comfort and safety). On the basis of the analysis methods, which will be set out by taking into account the urban and social, as well as the legal dimension of public space, typologies of possible problems and methods of intervention on the public space of the large housing estates are to be identified. The methodology will also include identified financial instruments and possible funding schemes. The study will have to present the data source, the territorial levels that can make data collections, the institutions standing to benefit from these indicators in the process of constructing urban policies, as well as the responsibilities of the beneficiary institutions.

DEGRA-co Project has a scientific dimension (academic research in social sciences), as well as an applied one. The Diagnostic instruments monitored will integrate the approach of physical framework with the economic and social ones regarding the phenomena of private apartments´ degradation and of the collective housing wards. In the DEGRA-co research consortium, the research teams have found arguments to claim that one factor isn’t enough to explain the difficulties facing the condominiums. Most often, we talk about a complex combination of factors which have cumulate effects. Some condominiums cumulate multiple flaws, while others (although with similar housing characteristics) function without problems. The results of this project will come to support the public decision of identifying priorities of intervention for ameliorating the living conditions in the great ensembles.

Project: "The innovation in the plan of the current floor: Zoning in blocks of flats for the middle class in the first half of the 20th century". Funding from the European Commission. The study will concentrate on European features of building stock which have not been covered by previous studies, namely the spatio-functional research of the interior organization of the dwelling in the blocks of flats for the middle class. The study proposes a heterogeneous model in which a zone has instead of a unique function a unique vocation. Zoning results as a structural product in the superposition and interpenetration of textures (sub-systems of the life-frame elements able to respond to the functionally requested situation) of morphologic elements, thanks to the co-operation process of human activities. There is a complex zoning with operational and organisational value. As case studies will be considered:

- Milan 1920-1940;- Bucharest 1920-1940;- Athens 1919-1939;- forerunners of and Avant-Garde in Budapest 1896-1939.

BOŞTENARU DAN, MARIA - Project "Multihazard and vulnerability in the seismic context of Bucharest city". Runtime: 18 September 2007-18 September 2010. Partners: National Institute for Research and Development on the Physics of the Earth, Academy for Economic Studies, National School for Political and Administrative Studies, Technical University for Civil Engineering, Bucharest

The project aims to identify the states historically connected and expressed in the form of the urban phenomenon in order to ensure a fast analysis instrument and for the spatial visualization of the environmental vulnerabilities in the Bucharest Municipality, from the perspective of the seismic risk as a multihazard generator. The final product will be not only a complete data base at the level of the urban environment parameters, but will also offer a variety of analysis procedures validated statistically and ecologically in order to identify the hazard and vulnerability situations in different scenarios of seismic risk, accessible for the local authorities in an attractive web interface that is easy to use and implement in the practice of the emergency situations management and the sustainable territorial planning.

The Exhibition jointly ellaborated by the French and Romanian architects involved displays the didactic approach and the professional achievements of more than 15 years of collaboration between UAUIM and Ecole de Chaillot/ Paris, materialized in eight international workshops at seven historic monuments in Romania.

BOŢIC, SEBASTIAN; STAN, SEBASTIAN; UNGUREANU, COSMIN; VULTUR, IOANA-ELENA - European PhD scholarship (October 1st, 2008 - 2012) awarded by the Doctoral School entitled Space, Image, Text, Territory (SD-SITT), organized by the Consortium including Bucharest University (UB), represented by the Centre for Excellence in the Study of Image (CESI), and the “Ion Mincu” University of Architecture and Urban Planning (UAUIM) in Bucharest, represented by the School of Research and Advanced Studies (SCSA), together with the Hermeneutical Studies Center (CH) of the Faculty of Philosophy (FF) of the “Al.I. Cuza” University (UAIC), Iaşi. This Consortium has a partnership treaty with the Istituto Italiano di Scienze Umane (SUM), headquartered in Florence, and especially with the Università di Siena (US), part of the SUM. All these act as IOSUD institutions in Romania and Italy.

B.4.1. Completed Doctoral Theses

MARIN, VERA - Housing policies and urban planning: improving the quality of housing in major ensembles in Bucharest, doctoral thesis tutored by Prof. Dr. Arch. Alexandru Sandu

The target of the doctoral thesis research consists in the collective housing ensembles built 1950-1989, based on an urban project which is a project of urban systematisation proposing the arrangement of the space and the location of the buildings out of the urban network appeared in the course of time.

The research theme is focussed on the analysis of the degree of adequation between the changes undergone by this park of residencies (changes of the physical framework, but also changes of their management after the privatisation of the apartments which belonged to the public property before „90 years) and the need of intervention in order to ameliorate the housing in these urban areas and the due measures proposed by the public central and local authorities after 1990 concerning this park of blocks of flats, respectively.

The studied area is in Bucharest, the way of selection of the analysed cases didn’t aim a special cut-out in a particular great ensemble (it wasn’t selected a precisely delimited area); on the contrary it involved exemplifying different cases from the point of view of the building and the association of owners, for which there were taken into consideration the elements of context too. Thus, a very large range of situations resulted, of which it was possible to operate a classification (typology) according to the criteria of evaluation of the quality of housing and of the potential of undergoing different categories of interventions.

B.4.2. Doctoral thesis in progress

BĂNCESCU, IRINA (non – attending doctoral candidate in architectural theory), Contemporary Tendencies in Waterfront Regeneration. Rehabilitation of the Romanian coast; coordinator Prof. Dr. Arch. Ana Maria Zahariade

The theme puts into discussion multicriterial modalities of definition and investigation of an area extremely sensible and conflictual from all points of view – the limit between land and water (the waterfront). The research is concentrating on the individualisation and analysis of the typological characteristics of the present processes of rehabilitation / reconfiguration of the coastal zones on an international level, distinguishing especially European case studies. The central element of the study is the dynamic relation between city or territory and water, through the multidisciplinary methods of analysis of this interaction at local and territorial level, focusing on urbanised areas (a special case is the historic and, recently, touristic port city).

The construction of this updated and complex frame of study is meant to determine typologies of situations and approaches, subsequently applied for a better understanding and placement in the global context of the case of the Romanian coast, starting from its historic evolution to the present transformations and empahsizing the intense and distinctive development during the communist period.

The research focuses on the role of architecture and urbanism in earthquake risk management, work not done until now, through a historical/memory view on architecture/urbanism and earthquakes (keeping historic substance through retrofit and the testimonies of catastrophes: ruins/rebuilding) and an elaboration of urban zoning, emergency housing and a cultural framework for interventions on vulnerable Modernist architecture in central Bucharest, Romania.

BOŢIC, SEBASTIAN (doctoral candidate in architectural theory) - Human Settlement as a form of knowledge? The relevance of the verificationist criteria from the philosophy of science in architecture and urbanism, doctoral thesis tutored by Prof. Dr. Arch. Augustin Ioan

The proposed research thesis develops a theory of knowledge and of its development. The starting point is the human settlement, seen both as amazement that occasions epistemological introspection, and as a theoretical, as well as practical instrument of increasing knowledge. The Greek word επιστήμη or episteme designates knowledge or science, and one of the notorious definitions of knowledge comes from Plato. The Socratic dialogue The Republic is one of the most influential works of philosophy and political theory of the Platonician tradition, due to the founding exposition of the concept of knowledge, and particularly to the edification of ‘The Ideal City’. Speaking about the knowledge that the ‘philosopher kings’ then, and overly specialized today’s architects, possess, Plato opens up an extremely interesting chapter for the history and theory of architecture. Few questions, however, arise for researchers: (a) what is the difference, if any, that occurs in modern times between knowledge and science; (b) how can one obtain knowledge and what is scientific progress; (c) who should manage the space of dwelling (the political or the specialized factor); (d) is it correct to formulate this way the previous question or do we lose something essential; and, finally, (e) which are the fundamental questions for science, or (f) can a criterion be envisioned for definitely establishing the ‘scientificity’ of a discipline?

These are just a bundle of the vital questions meant to define a profession, which can be found from ancient to post-modern thought. Obviously, the project of the thesis does not pretend to answer all these questions judiciously; also, the way they coagulated historically is not identical, and the variety of their formulation gave full measure of interdisciplinary transformation. But, in order to understand this disciplinary consubstantiation and to approach an approximation of the previous questions, a methodology is needed.

The suggested approach relies on Arthur Lovejoy's method, notwithstanding the fact that it has recently been challenged by Quentin Skinner, and will continuously follow the ‘unit-idea’ of legitimate oppression with the multiple permutations occured during its evolution. The ‘unit-idea’ of legitimate oppression states that everything accomplished by the person who regards herself or himself as the repository of knowledge is legitimate. Starting with antiquity, passing through various utopias from the eve of the industrial revolution and reaching present-day (post)moderns, the history of this particular idea will try to prove the fertility of its use in architectural theory.

The study of its evolution implies the most influential directions in the philosophy of science, without attempting any interpretation of their plausibility. The demonstration revolves around the assumption that the manner in which science defines itself and its own mechanism of evolution offers a safer, albeit possibly narrower, instrument for shaping a theory of habitation. If we are to understand ideology as a set of ideas that have the twofold character of naming something and of showing ways to approach that same thing, then understanding science, which, in turn, dictates the ideal organization of things, proves to be of the uttermost importance. Therefore, a substantial part of the work will include an analysis of the ideologies of habitation and their relation with the studied principle.

In the end, the concept of legitimate oppression will be discussed from a political perspective. As a result of studying the practices of scientific demarcation, it will be shown that one sole political system is compatible with the principle of self-containment, which Andrei Cornea named the auto-inclusion test, and that is democracy.

The urban interstice is a type of space, usually small or narrow compared to the context, found in between things or parts of things. Interstices exist at various scales and in many contexts, but they are usually perceived as residual spaces, lost or forgotten. The urban fragments of this type are bordered by the limits of the established spaces, from which they are excluded, and not seen as coherent and self-sustainable urban spaces.

From a public perspective, interstices usually pass unnoticed, yet when they are perceived publicly, they get a negative connotation and are seen as residual spaces. Many interstices are in the blurry area that separates semi-public from semi-private, which opens them to carelessness and abuses, but the immediate proximity of public or private spaces makes them attractive in an evolutive urban perspective.

The research topic starts from the postmodern and contextualist background of ideas, from the general notion of interstice and from the urban interstice defined by its structures and history. The research approach intends to speculate the capacity of conceptual and scientific (re)investigation of the fundamental boundaries of European urban spaces (and, by extension, of Romanian urban spaces).

This approach aims to inventory the evolutive mechanisms and to explore the symbolic and theoretical foundations of the urban interstitial spaces, for the purpose of determining, crystallizing and synthetizing the theoretical premises that characterize the evolutive patterns of the urban interstices, maximizing their evolutive potential and preceding subsequent urban regulations.

The aim of the PhD thesis is an interdisciplinary approach: the connection between architectural history and theory and the issue of art (history). The subject is to be placed inside the cultural, intellectual and political context of the 18 th century, while taking into consideration problems of taste, habits or conventions. The research will refer mainly to the Italian and French space, but also to the British and German one, to a certain extent.

The investigation is centered on the topic of representation (in a broad sense): from word (text, treatise) to architectural project (materialized or not) and image (painting, drawing, engravings). In other words, there will be an analysis of the various levels of embodiment of a common, more or less conventional image about architecture. In large measure, the research will be concerned with the ideal architecture, a concept to be traced for the most part in the field of theory (treatise) and visual rendering (veduta, capriccio), but also of architecture itself (Palladianism for instance). Other important issues are the stylistic dialogue between late Baroque (Rococo) Neo-classicism, and also the theoretical debate regarding ancient landmarks (the Latin or Greek heritage), the very nature of architecture or its rationality (the relation between form and matter, the status of ornament, etc.).

The choice of the 18th century, with a more applied attention on its second half, is justified by the cultural and intellectual effervescence. This age of crossroads, set between two epochs, is deeply rooted into the metabolism of the “resurrection” of antique architecture, in the way defined by Alberti, Palladio, Inigo Jones, etc., while illuminating certain aspects of modern architecture.

The three sections of the research project are both subsequent and interrelated. The first one, which also is the fundament of the thesis, envisages the texts (architectural treatises, philosophical essays, as well as literary writings such as voyage recordings), attempting to trace the ideological context of the time. As such, by analyzing texts on architecture, one might discover to what extent they are still indebted to the Vitruvian tradition or, on the contrary, postulate innovative ideas, for instance about the right use of the orders, about architectural abuses (Carlo Lodoli),etc. On the other hand, the development of archaeology, the aesthetical ideas (Lessing, Kant) and the initiation of ancient historiography (Winckelman) also represent a substantial research material. Subsequently, the outline of mentalities and ideology of the 18 th century is to be completed by travel books or writings inside the “Grand Tour” phenomenon (Goethe among others). All this bibliographical material might be structured by the general tendency of the 18th century towards reason, truth, method, or the idea of utility. In the architectural treatises, for example, the effect of all these issues might be the purity of form, the logic of function, the lack of decoration, etc. The extreme point of this debate is, of course, the utopia (C.N. Ledoux).

The second section of the study is dedicated to architecture itself, as incarnation (or not) of the ideal program. A fundamental aspect to be followed is the relation between the edifice proper and theory, and particularly the coordination between them.

The third part involves art (mainly painting) history - as an interpretative instrument for the phenomenon of ideal architecture. At the same time, an appropriate placement of this art species into the artistic context is required both in theory and practice. The inclusion of this section into the thesis is justified by the autonomous character of the phenomenon, on the one hand, and by its perfectly synchronized existence, on the other hand. In other words, the visual representation of architecture has its own rules, which do not necessarily interfere with the theoretical preoccupations in the field of architecture. Visual representation is to be associated with related processes and phenomena, such as the ‘Grand Tour’, the re-formulation of the relation with Antiquity, the national being and so on, while, at the same time, is connected to traceable architecture (surveys - Piranesi, Vasi, etc.).

The research was conceived as a critical study based on an interdisciplinary research (history of art, contemporary architectural theories, design methods, aesthetics), continuing the dissertation paper (completed in July 2008) and inspired by Umberto Eco’s „History of Beauty”: an analysis of the ciclicity of the non-euclidian phenomenon in architecture.

From theory to practice, this study of digital architure wishes in its first part to identify „the roots” of the cultural movement, formal typologies, an ethetic code, compositional relations and analogy problems, consistency and data, so as to be able to tackle design and execution methods (From File to Factory).

A “flock” of terms orbits in the language of the art of code since the 1980s–1990s. At the intersection between generative art, programming, nature and philosophy, the study of complex behaviours, of dynamic and open self-organizing systems is born: bee algorithm, boids (Craig Reynolds, 1987), collective intelligence, differential evolution, emergence, swarm robotics, flocking behaviour, harmony search.

The theories of “bio-philosophy” also found applicability in urban planning and architecture, strongly analyzed in the writings of Manuel DeLanda - A Thousand Years of Nonlinear History (New York, 1997) - and Steven Johnson - Emergence: The Connected Lives of Ants, Brains, Cities and Software (London, 2000).

Following the coordinates signed Deleuze and Guattari, Manuel DeLanda wrote a history of the urban space, understood as a self-adjusting “phylum machinic” that becomes a deterritorialisation area.The concepts of striated (rhyzomed) space and flat (even) space, so vital to a new understanding of urbanism, are translated into architecture.

Could it be chronologically cyclic, this predilection for non-euclidian geometries in art and architecture? Alternating the rectangular formula with the “hiperbolical”, non-euclidian one, could demonstrate what Jose Ortega Y Gasset stated in his work The Dehumanization of Art?

The computerized design methods are also called “post-Gaudian practice”. Any language, in order to be used properly, needs a grammar, through which the manner of using the given vocabulary is established.

In order to escape such platitude, the process needs to be integrated in the concept of structure. The intelligent material determines the concept of a structure through finding the optimum link between “fix” and “fluid”. The orthogonal grid – in its evolution since the Renaissance “was used to emphasize the expansive potential of the repeated module or individual axis-line in continuous or near continuous extension” (Jack H.Williamson, “The Grid: History, Use, and Meaning”, Design issues, vol. 3, no. 2, 1986, pp. 15-30). Later, during the Enlightenment, the grid “comes to represent not only the structural laws and principles behind physical appearance, but the process of rational thinking itself” (Idem). The grid not only carries the “drama of the cross”, but also the continuum of space and time.

The book proposes a new reading of the Art Deco phenomenon, seen as a temperate avatar of modernism, and a systematic investigation of its architectural manifestations (which still lack a complete monograph), along with the inclusion of relevant marginal contributions, particularly from Romania.

From this perspective, Art Deco appears as the “weak”, cordial and accessible alternative to progressive modernism and, simultaneously, as interface between the elitist and exclusive culture of interwar modernism and the taste of the general public, marked by the values of tradition, of consumer culture and of mass culture.

For those involved in finding future solutions in shaping the built environment (designers, architects, urban planners), the “lesson” of the deco phenomenon stands, besides the ludic and communicative dimension assimilated by the post-modern ethos, in attempting to restore to humanity the joy of living, the only utopia we discover in the Art Deco world.

Departing from Andrei Pleşu’s book on the European sense of nature in modernity, the paper puts forward to consider gardens as the artistic means of giving sense to nature. Gardens are also seen as a major kind of improvement for a place to be inhabited. Since the Renaissance, with the advent of the landscape, farawayness has been progressively integrated to the composition of gardens. Thus, boundaries tend to become invisible, and the aesthetic and conceptual coordinates of the garden are blurred. Therefore, the invention of the English garden is understood as the sign of a fundamental change in our ideas of the built environment.

In one of his latest books, Im Weltinnenraum des Kapitals (Within the interior -mundane space of the capital), the German philosopher Peter Sloterdijk proposes a philosophical analysis of the phenomenon of globalisation. The term has become so banal that it took the boldness and philosophical culture of the author of the monumental trilogy Spheres to approach this subject that has lost its meaning before its time from a new angle. „Globalisation“should not be understood starting from the socio-political analysis of today only, but from an historical perspective: its origin lies in the year of 1492, with the beginning of the discovery of the globe. Once this process is over, history itself comes to an end. The space that was perceived as limitless a few centuries ago, its conquering fueled the course of history itself. But conquered space is deleted space - it is replaced by the networks’ system. It remains to be seen whether the saving of space by regaining the ”place” notion is still possible.

However, this phenomenon is not the last word of modernity. If the main feature of modernity is that of the abstract universality, there is also a feature of the concrete universality which proposes the deepening of the human existence historicity, starting from its European culture roots - and of the modern world itself.

The phrase „greenery” has acquired an extended usage at teh expense of „garden”, which has become entirely marginalized. The paper discussesthe relation of contemporary urbanity with the natural element by reaching back to the founding document in the field, the Athens Charter. By analysing the position of the latter towards planted areas in the modernist town the prelininaries, as well as the continuation of the modernist ideas are explained and put into the context of theory and practice of today.

The lack of distance – or distancing – kills the chances of an aesthetic experience in front of a landscape. If we consider that landscape has no objective existence, but is a way of seeing, bodily entering the natural milieu brings the disappearance of the landscape the same milieu might provide if only contemplated from a sufficient – and safe – distance. That is, from a position where the other senses are not involved in the perception.

The topic of faraway-ness as substance of the landscape as aesthetic object is a basic one. And faraway-ness as distancing is a condition for the emergence of the landscape. And it is in this posture that the faraway-ness can and must be read in multiple keys.
