Upcoming Projects: The meeting kicked off with a discussion regarding any potential projects we see arising in the near future. Frank & Joyce are going to continue following up on this issue. The thought is that we would not endeavor to do this work until next spring. Bats – The Moyers found a bat in their unit and this is not the first time. The Moyers are going to have a company come out to see if there are bats living somewhere that we can close off in order to eliminate them. 1. Upcoming Projects: The meeting kicked off with a discussion regarding any potential projects we

see arising in the near future. The following items were mentioned: • Basement Flooding – Frank explained that the reason we sometimes have a bit of flooding in

the storage units and in the Polance’s unit is the way our pipes to the sewer system are set up. Our pipes run under the Polance’s unit and hook up with the city pipes. When we get really heavy rains the city pipes are full and the rain water coming through our pipes cannot get into the city system as it is backed up. Additionally, the city water is free to flow back into our system. Frank & Joyce had a company come out to look at the issue and they explained that we could fix the problem by putting a flap where our pipes meet the city’s. • Gutter cleaning – We all agreed that we need to get the gutters cleaned before each winter to prevent the ice build-up in the back.

This can be covered out of reserves and will be added to the budget going forward. 2. Tuck pointing cost: If the total tuck pointing cost is paid out of reserves we would end 2009 with

only $15,000 in reserves. The association has a floor of $25,000 that we do not like to dip below. The tough economy, however, resulted in the board wanting to facilitate a discussion on how we want to proceed with paying for the tuck pointing: special assessment or letting the reserves dip below our floor. The overwhelming consensus was that it was very important for us to have the $25K floor in our reserves come the end of 2009, thus a $10,000 special assessment is needed. It was, however, suggested that having the option to pay the special assessment in two installments would be beneficial.

• 11 of 15 units were present or emailed their vote prior to the meeting. 10 of the 11 accounted for units voted to have the $10,000 special assessment due in two parts on July and Nov 1st.

• The breakdown by unit is as follows:

3. Board Elections: It’s time to have elections again. Frank can no longer be VP, but Bob Humer

volunteered at the meeting. Other than that all current board members are fine continuing in their roles, however, Marci will send an email to the association to see if anyone is interested in running for any of the positions, if not we will vote to confirm the board as follows: Janet – president, Bob – VP, Jess – treasurer, Marci – secretary, Jen – member at large.

1. Tuck pointing Quote Selection: In August, we received a citation from the city concerning the state of the

tuck pointing/exterior of our buildings. Essentially, we have significant brick crumbling that needs to be repaired within a year of the citation date or fines may be incurred. Jen & Jason Bullock secured three quotes (thanks again!) and the board discussed these at our meeting last week. We have decided to move forward with the quote from Mark’s Tuckpointing & Remodeling Inc. Our plan is to get on Mark’s schedule for late spring 2009 (sometime in May is our hope). The project will cost around $20K.

2. Financial Situation: We will come out of 2008 with approximately $35K in reserves. This is $10K over our floor of $25K. The 2009 projected budget (without considering the above tuck pointing work and/or a raise in monthly assessments) will leave us with about $37K in reserves come the end of 2009. This of course only takes into consideration normal costs. Please keep in mind that recently the trend has been that reserves have been very close to the floor thus making special assessments more prevalent. If we keep a bit of a cushion going forward, we can hopefully absorb some special project costs using reserves. The board came up with 2 options regarding how to handle the tuck pointing costs. These will be discussed below.

3. Special Assessment Recommendation & 2009 Monthly Assessment Recommendation: The board has

come up with 2 options that we will put forth to the association for an email vote. The options are as follows:

Option 1: Use $5K from reserves for the tuck pointing project and have a ~$15K special assessment. Option 2: Use $10K from reserves for the tuck pointing and have a ~$10K special assessment. In addition raise monthly assessments to increase our yearly income from monthly assessments by $4000. NOTE: As we do not know the exact cost of the tuck pointing project (we have a quote now that has some areas where the cost will be determined once work starts) the amount of the special will vary a bit. Below is an outline of the effects of these two options. Please note that for the year Option 2 is better financially as the $10K special + the monthly increase x 12 comes out to be less for every unit than if we did the $15K special. Numbers below are estimates and will vary depending on the final cost of the tuck pointing project.

A few items to note: monthly assessments have not been raised in years. By raising the monthly assessments we are hoping to keep more of a cushion in our reserves and therefore have a little more leeway when special projects arise. The general consensus amongst the board was to go with Option 2, but we wanted to present two options for the association to vote on.

4. Recycling: The board discussed the information gathered by Margo in regards to recycling. We all felt it

would be good to start a recycling program. The feedback from the association to Margo’s email was positive as well. The board’s proposal is to replace one of our trash dumpsters with a recycling dumpster. The trash dumpster will continue to be emptied twice per week and we will start with a 1x/wk pick up for recycling and move to twice weekly if necessary. As far as cost goes, we will actually be paying a bit less than we currently are because of a rebate we can apply for. This will be put to a vote as well.

5. Electrical Work: The quote we had for the electrical work is over a year old. It was decided to secure new

quotes. Additionally, the main concern is to repair the buzzer/intercom system of the 4451-4453 building which has not been working for almost a year. Marci will work on this.

1. Financial Situation: Our reserves are currently sitting at about $15K. Therefore we are $10K short of the$25K minimum that we try to maintain. We will need a special assessment to get our reserves back up to thenecessary minimum. Board recommendation disclosed in Order of Business point 4, below.

2. Budget: Jess presented us with the proposed 2008 budget prior to the affects of the necessary specialassessment. The budget already includes a few special projects (discussed in point 3 below). We currentlyhave two outstanding items on the budget to pay: (1) Refund to Vargas – they paid the special assessment thisfall that we later voted not to assess; (2) Ports’ Bill – This covers the damage to the Ports’ unit when the waterpipe burst. As the pipe was a common condo pipe, the damages in their unit were the responsibility of thecondo association as a whole. Once these two items are paid our reserves will be down to the $15Kmentioned below. Jess will be reworking and finalizing the 2008 budget once the assessment amount is votedon and once all foreseeable special projects have been added (see topic 3 below).

3. Special Projects: The following two items were already factored into the 2008 draft Budget: (1) ElectricalWork ($6K) – this covers the porch lighting, buzzer work and looking into the reasoning behind light bulbs incommon areas burning out quickly; (2) Porch Sealing ($3K) – to be done this spring. In our meeting we alsodiscussed 3 other expected special costs in 2008: (3) Orkin termite protection ($400); (4) Dehumidifiers in thestorage areas – will need to purchase 4 at ~$500 apiece. We were told when the storage areas were repairedthat in order to prevent mold growth it would be wise to have dehumidifiers running in the storage areas.; (5)Sealing of the common area ($2900) – Frank/Joyce will be getting some other quotes on this work.

4. Special Assessment Recommendation: The Board suggests a special assessment of $15,000. This will getour reserves back to the necessary minimum of $25K plus build a small amount of cushion into the reservesin case any unforeseeable projects arise. We will need the condo association to vote on this recommendation.We propose to hold the vote at a meeting on Monday, February 18th.

5. Miscellaneous: (1) We have been having problems with the doors of the 2 Paulina buildings not closing ontheir own. Margo Gremler had requested to get a quote to have this problem repaired to increase the securityof the buildings. The board felt it was fine for Margo to move forward on this. (2) The two units that werefor sale have now sold. We will need to get the contact info for the new owners at which point I (Marci) willdistribute new contact lists to everyone.

1. Drywall/Storage unit work/Insurance claimJesse Cuezada, who removed the drywall in the storage units, provided an additional proposal to follow-up. The plan involves leaving the walls in the bike room bare but installing foam insulation along thelong outer wall on the north side of the room, building wire cages to separate storage units, installinggreen board underneath the 4457 N. Paulina first floor unit, and installing insulation and Durarock againstwalls in all storage areas that have units behind them. The bid comes out to $2400 which is roughlyequivalent to his original bid to install Durarock on all walls that had water damage. Jesse still needs tobe paid for the remainder of the drywall removal work. Note: The board approved to let Jesse remove allof the drywall in the bike room.

The check from the insurance company has still not arrived although the treasurer received a letter datedAug. 20 detailing the level of coverage and requiring the Associaton to sign off on and notarize theirterms. The plan outlines coverage for up to $11,070. However, our $5000.00 deductible will need to besubtracted from that. Bob Humer agreed to follow up with Merrimack to pursue adjusting this claim asthe damages to the units seem to be higher than that now that some repairs have actually been completed.Coverage for up to $13,500 worth of damages would be helpful and appropriate. We will wait to sign theterms of the Aug. 20th contract.

Bob Humer bought two dehumidifiers for a total of 433.82. These should be used to remove excessmoisture in all of the storage areas. It will be important for someone to empty the basins each day. Theboard discussed buying additional dehumidifiers so that there is one for each storage unit. Again, thiswill be pointless if no one empties them.

Lastly, upon removal of the drywall in the bike room, it was discovered that there is a chimney openingthat leads directly outside. This a definitely a source for water damage and a potential source for bats.Kristy Humer agreed to call a roofer to come and give an estimate for covering the chimney andprotecting the interior.

2. ElectricalAs of September 16th, John Babos was reluctant to provide a proposal for the front/inside electrical workuntil the check for the final portion of the bill for the work out back had been paid.

3. Van der BoschVan der Bosch came out sometime early September. They cleaned the sewer traps and the lines leadingout to the street. Our lines are okay and there appears to be no damage. VDB warned Janet Borggren,who met with them, that our sump pump in the bike room is on its last leg. The cleaning out of thedownspouts was not done. As that task was included in the bid, Janet Kashuba agreed to contact MargoGremmler asking her to follow up with VDB.

4. FinancialsJess Moyer provided an update of our financials. In summary, RR has a monthly income of $2,477. Ourexpenses generally equal out to $825 assuming no more lawn or garden work. Each month, about $1,652go towards our reserves. As of September 16, there is $19,905 in the reserves.

In addition to some of the expenses discussed at the August meeting, payouts for the chimney opening,power-washing and sealing of the porches (being arranged by Janet Kashuba for by mid-fall), andelectrical work are expected.

5. Upcoming meeting/Officer voteAn all association meeting is set for the November 5, 2007 at 8:00 PM. At that time, we will vote for areplacement for Janet Kashuba. Sadly, she and Adam are moving to New York.

1. Update on ElectricalThose present seemed happy overall with the work done by All Power (John Babos) as of early August.Janet Kashuba is meeting with John Babos again on August 16 to discuss the projects involving the frontand inside issues (buzzers, lights burning out frequently). The group helped develop a list of questionsand concerns to ask Babos.

2. Drywall removalRegency of Ravenswood has not heard back from the Merrimack insurance adjustor since the end of July,but, presumably, a check is in the mail. On August 9th, the final vote was tallied in favor of removing thedrywall (via an email vote, 13-2). Jesse Cuezada is set to start that work next week (Aug. 23) and willneed at least two days to remove the drywall. He requires, in advance, a check for 1/2 of the $3500 andthe rest when the work is done.

Those present talked about the pros and cons of reinstalling drywall in storage areas and whether or notthe sewer work being done by the city would help alleviate future water back-up. Bob Humer offered totalk with the city and find out how the city’s work will help improve our problems. Jed offered to askJesse to give us a quote for building cages to divide individual storage units.

3. Proposals to address sewer lines/flooding/backupMargo Gremmler and Joyce Polance each talked about the companies they’d met with and receivedproposals from. Margo met with Van der Bosch and Strickley Sewers. Joyce met with Nuzzo Repair.Van der Bosch and Strickley Sewers are capable of cleaning and mapping the sewer lines to see whatrepairs, if any, need to be made. Joyce touched on Nuzzo Repair’s plan to install pumps (3 at 10K each)that would alleviate the massive amounts of water that collect under the property.

Additionally, Joyce met with Star Tuckpointing who suggested water resistant membranes aroundbasement windows. Star Tuckpointing will be repairing two windows (one in the bike room and one inJoyce’s unit) for $800 each.

The board voted to accept Van der Bosch’s proposal and pay them up to $3500 to clean and map oursewer lines and to clear the downspouts and catch basins.

4. FinancialsAs of Aug. 14, some of the costs to be considered when analyzing RR’s financials include the following:

5. Other IssuesThe Vargas family (1625 W. Sunnyside) paid for the “2nd” Spccial Assessment that was once discussedfor the porches, but which, has yet to be collected. Should they be reimbursed if a “2nd” assessment is notcollected at all?

The “1st” Special Assessment has never been collected from the 4453 #1 unit. According to theGremmlers, the former owner, Joe Balitewicz, agreed to pay this.

1. Minutes--the minutes from the April meeting were read and approved

2. Garbage/RecyclingOn June 15, Marty with the 47th Ward contacted Regency of Ravenswood to alert us to the fact that wewere being written up for an overflow of garbage and to inform us that our neighbor to the east of us,Crossroads, had complained about us and demanded our dumpsters be removed. (Our easement istechnically on the Sunnyside side. Our Sunnyside neighbors complained years ago and the dumpsterswere moved out back. Our set-up predates new regulations requiring a direct easement.)

As per our April meeting, the association had agreed to leave chains and locks off of the dumpsters on atrial basis. The result was not good as we were the victims of repeated fly dumping, setting our neighboroff.

Kristy Humer and Janet Borggren both had conversations with Marty at the Alderman’s office and Janetalso spoke with Crossroads. Since then, Janet Borggren said, we seemed to have “dodged that bullet.”As of July 12, the locks and chains on the dumpster have been replaced. In the future, it will behoove theassociation to

1) be very considerate of our neighbor who allows us to place our dumpster on their property, to2) be wary about the amount of waste thrown out in general, and to3) call Waste Management (the number is on the phone/contact list) if there is excessive garbage.

It is ok to put large items in the alley so long as you follow it up with a call for an extra pickup (providedthe item is not highly desired and immediately picked up by scavengers). To quote the MTA, “If you seesomething, say something,” please.

On Saturday, July 7th Sandy Gordon and Kristy Humer attended the 47th Ward’s kickoff meeting for thenew Blue Cart Recycling Program. Blue Cart Recycling will be up and running in our part of the ward asof July 23rd. As we are a multi-unit association and have pickup by a private waste company, we do notqualify for the Blue Cart program. However, our ward is a test ward, so the program’s overall successdepends heavily on its success here. Additionally, as our building is not an elevator building and couldtechnically pass as 3 separate walkups, we may have some wiggle room. Please pass the word on tofriends and neighbors in the ward who live in single family homes and 2- and 3- flats that this is a reallywonderful program that will significantly reduce the amount of waste that goes into landfills while at thesame time providing a source of profit for the city. If you feel strongly about trying to have access tobetter recycling efforts, a call to the ward wouldn’t hurt. (Carl at 312-744-0111)

Lastly, the city is offering discounts on composters on July 14. We will purchase one and try compostingour yard waste.

3. FloodingThe extreme heavy rains of June 26 and June 27 caused fairly extensive flooding in the basements andcommon storage areas. Four of the five 1st floor duplex owners had to replace part or all of their flooringand have drywall repaired. The storage and common areas are full of molded drywall. Severalcompanies have been out to assess the damages and give quotes.

Both Van der Bosch (7/6) and Strictly Sewer (7/13) have been asked to give quotes on cleaning out thecatch basins and sewer drains. Additionally, Jesse Quezada was out to quote the repair of the commonarea drywalls (7/12).

The Board agreed that it was important to contact our insurance agent and to see what kind ofcompensation we qualify for as per our policy. At that time, a request for a second contact to quotedrywall repair will be requested. Janet Borggren agreed to ask Frank Polance to be the contact or tocontact Merrimack Insurance Company herself. Thank you to Margo Gremmler and Joyce Polance formaking the calls to these companies and to Joyce, Margo, Sandy Gordon, Bob Humer, and Jed Gremmlerfor meeting with them.

All efforts to resolve the growing mold issue will be handled as expeditiously as possible. The possibilityof removing all of the drywall and converting to a wire cage storage system was also discussed.

4. ElectricalAt the meeting, Janet Borggren signed off on the contract with John Babos’s company, All PowerConstruction. The work on the porch lighting is to begin two days after All Power receives the deposit inthe amount of 1928.00 (1/3 of the total 5785.00 bid for the porch lighting work). All Power has agreed toaddress the additional problems with building lighting and buzzers/intercom. The quote for that work isforthcoming. Thanks to Janet Kashuba for keeping that ball rolling!

5. Grills on porches/InsuranceAfter talking again with Dovora Guminski, our insurance rep with Merrimack, Frank Polance reported thefollowing in an email dated April 24th, “Our insurance is going to cover the risk on the grills but we willget dropped if we ever have a problem.” Any insurance company would likely be hesitant to cover usafter the fact, but for now, we are covered. Jess Moyer reported that in her conversations with Dovora,Dovora recommended that we use metal mats underneath grills and are careful to pull grills away fromthe railing while in use. Owners of grills on decks are STRONGLY ENCOURAGED to purchase a metalmat. They are available at Home Depot.

The Board has been discussing the necessity to increase the amount of coverage to about $130 per squarefoot. Jess Moyer is shopping quotes from other insurance companies to ensure our current rates staycompetitive. Until we’ve made a final decision to stay with Merrimack, the increase in coverage has beenpostponed.

6. Transfer of business to new board members/Financials

The final vote for the election of officers was tallied on May 31st. as our new treasurer becomes more fully acquainted with the duties and officially audits the books. Aspecial thanks to Frank Polance for serving as our treasurer which requires so much work!!

7. Special AssessmentsThe wait time between the special assessment approval and the actual start time of the porches allowedfor greater buildup of the reserves. At one point earlier this year we discussed putting the secondinstallment towards the cost of the porch’s electrical work. However, our reserves are still sufficient forhandling the 5785.00 required for that work. Though the work to the intercom and buzzers will requireadditional funds, as will the drywall repair and sewer cleaning, the Board decided to wait and see how theexpenses shake out.

8. MiscellaneousIt was noted that the May 19th Spring Cleaning was very successful. Thanks to all who pitched in!

Janet Kashuba met with Bob Handley from Lumber 1 late June and alerted him to some of problems withthe porches, the most significant of which is the large column (underneath the long staircase) that is notattached to the ground and swings easily. Lumber 1 was to return within a short amount of time to fix theproblem. Handley made note of other loose boards and reminded us that after the weather and seasonshave shifted a bit more, these naturally occurring problems will be addressed at no extra cost. JanetBorggren agreed to contact the company recommended by Lumber 1 to do the sealing and make anappointment for some time in September. Thanks Janet Borggren and Janet Kashuba for making thesecontacts.

Kristin Paychek asked about her crumbling, back, concrete stoop. As some of the stoops at otherentrances need repair, the board recommend she call a mason to come and give a quote.

Janet Borggren has a possible opportunity to work in London for six months beginning some time lateSeptember. If that happens, she will likely step down as President. Good luck Janet!

Porches

After choosing Lumber 1 to build our porches at an estimate of $42,850, BobHandley contacted Regency of Ravenswood to point out that steel would be needed afterall. The steel, which was missing from the supply list but included in the drawing, can beoutsourced to another company for an additional cost of $3500, bringing the total bid upto $46,350.

Based on input from the Regency members, the board has decided to ask Lumber1 to continue with the project.

On the bright side, since making the decision regarding porches and trying tobudget the process back in June, our reserves have grown somewhat, perhaps alleviatingthe need for as sizeable special assessment as originally thought.

Once information about the timing of the porch becomes available, everyone willbe notified. Until then, we will need to be thinking about a plan for relocating grills. Thecourtyard in between the Paulina buildings was suggested as was the small space at thebottom of the stairs leading down to the bike room.
