RASR: Promoting Synergy• Main Thrusts to Date:
• EUCOM J5/Offices of Defense Cooperation: have coordinated Defense
Threat Reduction Agency-led stockpile assessments in most Balkan
countries to date, and have coordinated Unexploded Ordinance
demilitarization or Physical Security/Stockpile Management training in
several countries.
• Adriatic Charter: EUCOM J5 has been engaging directly with Balkan
countries through Adriatic Charter in order to develop regional,
partnership-based solutions to common problems – demilitarization of
Unexploded Ordinance is a main agenda item
• Whole of US Government Approach: EUCOM Commander’s Interagency
Engagement Group has been engaging with DoS and USAID in order to
leverage our forward presence and military liaisons in the region
• NATO: EUCOM welcomes Slovak Republic’s Explosive Ordnance Disposal
Center of Excellence cooperative approach, and Czech Republic’s
Chemical Biological Radiological and Nuclear (CBRN) Center of
Excellence

• Key Efforts in South East Europe”:
• Albania: EOD officer one-year assignment to coordinate US military support
to demilitarization; Mobile Training Teams to develop organic expertise
• Bosnia-Herzegovina: EOD training conducted though Maryland National
Guard State Partnership Program (SPP)
• Region-wide: DTRA-led Physical Security and Stockpile Mgmt training
seminars, Small Arms Light Weapons and Man Portable Air Defense Systems
(MANPADS) assessments
• Key USEUCOM regional partnerships
• Capacity-building: On-site assessments, best practice seminars, mobile
training teams
• Coordination with regional partners/orgs: NATO / A-5 / Black Sea
