VISION 2040
Manufacturing/Industrial Center Goal:
The region will continue to maintain and support viable regional manufacturing/industrial centers to accommodate manufacturing, industrial, or advanced technology uses.
VISION 2040
MPP-DP-8:Focus a significant share of employment growth in designated regional manufacturing/industrial centers.
MPP-DP-9:Provide a regional framework for designating and evaluating regional manufacturing/industrial centers.
Project objective: recognize different scales of centers with consistent designation criteria and procedures
Policy recommendations since 2002 to review designation of existing centers:• VISION 2040• 2002 and 2014 monitoring reports• 2003 designation procedures
Member request to consider tiers or changes to MIC criteria
Manufacturing/Industrial
Industrial Lands Analysis
Strategy 6. Update Regional Designations
PSRC should consider:
• Focus on core industrial land designation• Housing should not be allowed on core industrial
land • Developing regional designation criteria for
countywide MICs
Current Approach
• Existing employment: at least 10,000 jobs
• Target employment: at least 20,000 jobs
• At least 80% designated for industrial and
manufacturing uses
• No recommend size - average size is just over
3,000 acres
Alternatives address related policy objectives
Recognize Employment Centers Preserve Industrial Land
Manufacturing/Industrial
Common to all alternatives:
• Emphasis on:
• Core industrial uses
• Industrial retention strategies
• Demand management + planning for transit where appropriate
• Consider regional or countywide role
• Industrial infrastructure
Manufacturing/Industrial
Alternative A [Major employment centers]• Two regional tiers, one larger than current standard
• Create guidelines for countywide MIC designation
Alternative B1 [Industrial land + employment tiers]• Two regional tiers based on current employment standard• Create tier to designate large areas of industrial land
Alternative B2 [Industrial land + employment types]• Create center types to designate large areas of industrial
land and employment centers
Manufacturing/Industrial
Alternative A
• Two regional tiers
• Tier larger than current standard (20,000 jobs +)
• Designate countywide tier for centers with less than 10,000 jobs
• Minimum % of industrial employment
Description:
Alternative B1
Description:
Two regional tiers:
• Existing employment (10,000 jobs) and planned employment (20,000 jobs)
• Significant concentration of industrial land (2,000+ acres)
Alternative B2
Description:
Two non-hierarchical regional types
• Regional Industrial Lands: Significant concentration of industrial land (2,000+ acres)
• Regional Employment Center: Existing employment (10,000 jobs) and planned employment (20,000 jobs)
Committee Feedback
o Review the minimum number of jobs
o Consider alternative/supplemental measures to assess economic outputo Freight, export, revenue, other?
o Concerns about equitable distribution of centers
Alternative A [Major employment centers]• Two regional tiers, one larger than current standard
• Create guidelines for countywide MIC designation
Alternative B1 [Industrial land + employment tiers]• Two regional tiers based on current employment standard• Create tier to designate large areas of industrial land
Alternative B2 [Industrial land + employment types]• Create center types to designate large areas of industrial
land and employment centers

Manufacturing/Industrial
Minimum Standards - Alternatives
Existing activity + planned growth. How should the criteria address preservation of industrial land and major employment centers?
New criteria. Should there be a minimum percentage of industrial jobs or expectations for market potential?
Tiers or Types. Would identifying additional regional types/tiers support regional or local planning?
Outcomes – Overall System
Number of Centers. Should the standards encourage designation of more regional centers?
Distribution of Centers. What is an appropriate regional distribution of centers?
Redesignation. What should be the standards and timing for review for existing centers?
Manufacturing/Industrial
Discussion Questions
• What information do you need to support your review?
• Do the alternatives provide a good range of options? Are there other factors or considerations missing?
• Are there other directions you’d like us to explore?
