1. Introduction 1.1 Residential use

South East Water supplies Class A recycled water for residential use (i.e. for toilet flushing and

outdoor use) from Melbourne Water Corporation’s (MWC) Eastern Treatment Plant (ETP) via

TopAq’s Eastern Irrigation Scheme (EIS) and from South East Water’s Pakenham Water

Recycling Plant (WRP).

South East Water supplies recycled stormwater for residential use (i.e. for toilet flushing and

outdoor use) from Troups Creek Recycled Water Treatment Plant.

Schedule I sets out a map of the residential areas connected to recycled water infrastructure,

at the time of preparation of this version of the Regional Health and Environment Management

Plan (RHEMP). In future it is expected that there will be up to approximately 88,000 homes

connected to alternate water sources within South East Water’s service area.

1.2 Agricultural and Open Space use

South East Water supplies recycled water to customers for agricultural and open space

irrigation use along the South Eastern Outfall (SEO) from MWC and from South East Water’s

WRP at Lang Lang, Koo Wee Rup, Pakenham, Blind Bight, Longwarry, Somers and Boneo.

Schedule I has a map of the SEO and also a map showing each of South East Water’s WRP.

1.3 Industrial and Commercial use

South East Water supplies recycled water for industrial and commercial use out of South East

Water’s Somers WRP and the SEO respectively. Schedule I includes separate maps of the

transfer pipelines to the Logis Industrial estate in Dandenong and BlueScope Steel at

Hastings.

1.4 Future Schemes

Future schemes may include recycling of stormwater for commercial as well as for residential

use such as the Fisherman’s Bend development. Where South East Water owns and operates

any other alternate water scheme, this RHEMP will be used as the management tool for

preventative risk strategies. When a new scheme is to be supplied, after the Department of

Health and Human Services (DHHS) has approved the appropriate RWQMP as ‘fit for purpose

use’, South East Water will send a letter notifying EPA of the new scheme. New schemes will

be included in Schedule II for reporting purposes.

2. Outline of this RHEMP 2.1 Objectives

The objectives of this RHEMP are:

To ensure the safe (health) and sustainable (environment) transfer of recycled water

from the source of recycled water to the customer site.

To ensure the safe (health) and sustainable (environment) onsite usage of recycled

water on all South East Water customer sites residential, commercial and industrial.

To outline the monitoring, reporting and auditing framework for supply and use of

recycled water that meets requirements of EPA and DHHS approved Recycled Water

Guidelines including:

National Water Quality Management Strategy – Australian Guidelines for Water Recycling: Managing Health and Environmental Risks 2006;

Residential use – EPA Publication 1015 “Guidelines for Environmental Management – Dual Pipe Water Recycling Schemes – Health and

Environmental Risk Management” October 2005 and any amendments that may be issued by EPA from time to time; and

Industrial and Commercial use – EPA Publication 464.2 “Guidelines for Environmental Management – Use of Reclaimed Water” June 2003.

The above documents are collectivily referred to in this RHEMP as “The Guidelines”.

2.2 Scope of South East Water’s RHEMP

Inclusions

All customers to whom South East Water supplies recycled water. This is the sole

management document used for supplying, managing and operating South East Water’s

recycled water networks. All other HEMPs and REIPs are now superseded by this

RHEMP, see Section 6.1.

Transfer of recycled water from the outlet flange from the relevant source water quality

infrastructure up to and including usage on the customer site.

Exclusions

Customers to whom TopAq supplies recycled water from the SEO via the EIS. TopAq is

responsible for all its infrastructure to supply their commercial customers.

ETP treatment processes covered under MW’s RWQMP and any MW infrastructure

related to the SEO – ETP.

South East Water’s treatment processes and procedures to the upstream face of the outlet

flange of the relevant WRP. These processes and procedures are covered by the WRP’s

Recycled Water Quality Management Plan (RWQMP) and South East Water’s Hazard

Analysis Critical Control Point (HACPP) plans.

South East Water’s treatment processes and procedures for any current and future

alternative water treatment plants (e.g. Potentially Fisherman’s Bend).

South East Water’s treatment processes for any future upgrades to the current plants (e.g.

Lang Lang).

2.3 Required Approvals

Under this RHEMP South East Water may approve individual Environmental Improvement

Plan (EIPs)/ Customer Site Management Plan (CSMPs) prior to supply commencing for non-

residential customers whose uses are covered by The Guidelines. Uses of recycled water

allowed for all residential and non-residential customers under this RHEMP are listed below:

advice from EPA or the DHHS.

3. Key Roles and Responsibilities Key roles and responsibilities for the recycled water supply chain are set out in the following Tables.

Responsibility Document

Develop and maintain an approved South East Water RHEMP for supply of recycled water to all South East Water Customers. Operate all South East Water’s schemes in accordance with this RHEMP, including reviewing and ongoing improvement.

As detailed by this document

Ensure that South East Water’s recycled water distribution and reticulation assets are designed and constructed to Water Industry Standards.

4. Risk Management Plan

4.1 Environmental Risks and Mitigations for Irrigation with Recycled Water

Nutrients:

Some plants can be sensitive to high nutrients and nutrients can transfer into ground

and surface waters. Excess nutrient levels in surface water can cause algae growth

and impact on the beneficial use of groundwater.

Risk managed by customer undertaking nutrient balances to balance fertiliser usage

and ensure that land is not over fertilised and that excess nutrients do not reach

groundwater.

Salinity and Sodicity:

Excessive concentrations of sodium can impact soil integrity and affect the drainage

capability of the soil.

Risk managed by customer applying appropriate irrigation practice and not over-

watering.

Inorganic and organic compounds:

Compounds can accumulate in the soil increasing ecotoxicity, however levels typically

found in recycled water are very low and well below drinking water limits (Reference:

South East Water Risk Assessment Paper 2005 – Inorganic and organic contaminant

risk assessment).

Ecotoxicity is the effect that chemicals have on the environment and organisms that

live in it.

Risk managed by customer applying appropriate irrigation practice and not over-

watering.

Chlorine residual:

High levels of residual chlorine can pose a risk to the environment through ecotoxicity.

Risk managed by South East Water adjusting chlorine levels to meet RWQMP

requirements from the supply source.

Land Capability:

Land may be unsuitable for application of recycled water. Customers have applied

recycled water to their land for various uses (e.g. open space, market gardens, golf

courses, turf growing, and sports ovals) for up to 30 years in South East Water’s area.

The risk is assessed as very low and will continue be managed by non-residential

customers through their EIPs / CSMPs as appropriate. South East Water will continue

to monitor and review future soil results from these sites.

4.2 Human Health Risks and Mitigations

Risks to human health could arise from:

1. Inadvertent consumption of recycled water;

2. Drinking water contamination in retailer drinking water reticulation system due to a

cross connection with recycled water;

3. Recycled water contamination due to a cross connection; and

4. Inappropriate use or management of recycled water and drinking water by the

customer.

The potential risks from using ‘fit for purpose’ recycled water for onsite use at South East

Water Customer sites are summarised in Table 5 below. The table also details appropriate

measures required to control all identified risks.

Plumbing Inspections Plumbing inspections during construction will be carried out to meet requirements specified in The Guidelines. South East Water will also conduct risk based inspections to verify compliance with South East Water’s Conditions of Connection (CoC) for the further protection of human health and South East Water assets. As outlined in South East Water’s Recycled Water Plumbing Inspections AM 2627.

4.3 Awareness and Communication of Recycled Water

South East Water has several communication tools to deliver recycled water messages to customers, builders, plumbers and developers. These are outlined in Table 7 below. Where specified in a separate CSMP or EIP, the customer is responsible for training and awareness of recycled water use on site.

Operation, Maintenance and Reporting 5.1 Design & Construction All recycled water systems will be designed and constructed in accordance with the Water Services Association of Australia Water Supply Code of Australia – Melbourne Retail Water Agencies Edition (MRWA) Version 2.0. Referenced Standard Drawings are accessible from the MRWA Web Portal (Link provided below) http://www.mrwa.com.au/Pages/Standards.aspx# These standards also detail the necessary identification of hydrants to clearly label which hydrants are for operational activities and which hydrants are for firefighting. Where the pipeline being constructed is to be privately owned the customer takes responsibility for operating or maintaining these works as defined and agreed with the customer in their RWSA. All dual pipe storages will be a tank supplying a mandated recycled water area and constructed to the same standards as drinking water tanks. They will be operated to take into consideration the low turnover issues associated with winter periods. Monitoring of water quality will be undertaken as detailed in South East Water’s Recycled Water HACCP. Developer works will be undertaken by the developer in accordance with South East Water’s Quality Assurance (QA) system for design and construction. The QA system will detail the process for undertaking inspections of the constructed works and for commissioning.

5.2 System Operation South East Water’s SoPs include the management of its recycled water supply. These documents are regularly reviewed and updated as part of South East Water’s Continuous Improvement Strategy, and are located on South East Water’s Quality Management System. They are listed in Section 7 of this document and are available for review. The quality documents outline how South East Water operates its recycled water system across its service area and as a minimum, these documents address the following issues:

• Mains alterations and repair procedures that reduce the amount of recycled water discharged to the environment in the event of a burst. South East Water will respond to recycled water and drinking water bursts and leaks using the same response times. The typical response time for a burst where South East Water risk a loss of supply or large volume of water being wasted is usually within 1 hour. Response time for a leak, such as a leaky tapping or partial valve failure will be within 8 hours.

• Recycled water mains alteration process with preventive measures as detailed in South East Water’s RW HACCP plan.

• Recycled water storage operation and maintenance • Recycled water quality monitoring within the South East Water supply system and

reporting to EPA • Shut down of recycled system when Class A recycled water cannot be supplied and

switch to potable water backup in residential and commercial estates. • Preventive measures to avoid cross connections with drinking water system which

includes: o Registration of the BFPD or appropriate cross-connection control device for the

potable water back up of the recycled water system South East Water’s Backflow Management System. Provides alerts for an annual check by a licensed plumber.

o Use of approved contractors such as licensed plumbers.

5.3 Property Plumbing

All plumbing will be installed in accordance with AS/NZ 3500:2003 – National Plumbing and Drainage Code, which includes standards for recycled water. Plumbing inspections and audits will be carried out as outlined in Table 6 of this document.

5.4 Recycled Water Quality

Recycled Water quality for each of South East Water’s WRP will be monitored and maintained in accordance with our HACCP/RWQMP and EPA Licence. South East Water’s recycled water distribution system is also monitored as part of South East Water’s SoPs.

5.5 Incident Notifications Incident – Onsite Customer Usage (Both Residential and Non Residential sites) In the event that South East Water becomes aware of an incident that results in ingestion of recycled water on a customer site then South East Water will notify EPA and DHHS immediately on becoming aware of the incident. South East Water will implement its Crisis and Emergency Management Plan as determined depending on the nature of the incident at the time. Out of Specification - Non Residential Customers South East Water will manage outages or out of spec incidents to non residential customers by:

1. In the event of an outage or out-of spec incident from any of the WRPs, South East

Water will notify non residential customers to cease usage if necessary;

2. South East Water will notify non residential customers once the incident is over and

compliant recycled water becomes available; and

3. Non residential customer can resume usage. In the event that out of spec water is supplied to a non residential customer’s site, South East Water will work with the customer and determine remediation actions as outlined in the customer’s EIP/CSMP. Out of Specification - Residential Customers As noted in 5.2 above, South East Water will supply potable water in the event of non availability of Class A recycled water to residential customers.

5.6 Environmental Monitoring

South East Water will maintain its environmental monitoring in accordance with South East Water’s EPA Licence obligations and where appropriate as mentioned in Section 4.1.

5.7 Audit Program for both Residential and Non Residential sites South East Water has established an Inspection and Audit Program (Table 8) aimed at ensuring that usage of recycled water both against this RHEMP and on the customer’s site complies with requirements of their EIP / CSMP, depending on usage. The auditing frequency of customers is determined by South East Water and based on factors including:

Customer practices, management or infrastructure changes;

Proximity to risk receptors (surface waters, humans);

Outcomes of past audits; and

Self-Auditing performance and reporting diligence.

The Customer is responsible for managing their compliance requirements and providing South

East Water with an annual compliance declaration.

South East Water will, in the first two years of Class A supply to an area, engage an

experienced external independent auditor to assess compliance with this RHEMP and The

Guidelines, and to make recommendations for improvements or corrective actions.

South East Water will confirm its recycled water schemes as being compliant in its annual

statement to EPA.

Should South East Water be audited or requested by EPA to show evidence of being compliant

with its licence, South East Water will keep on record an annual statement confirming:

End usage and volumes consumed at each customer site as outlined in South East Water’s

annual environmental report format;

Compliance with this South East Water RHEMP; and

Details of non-compliances (ie treatment or usage) that may have occurred during the year as

well as actions taken to address the non-compliance in this annual statement.

6.2 Future Approval of South East Water Schemes This South East Water RHEMP will be used as the management tool for preventive risk strategies for current and future schemes as discussed in Section 1.4 and Section 2 of this document. When a new scheme is to be supplied from a new water source, after the DHHS has approved the RWTP as ‘fit for purpose use’, South East Water will send a letter notifying EPA of the new scheme and update Schedule II. New schemes will be included in the annual environmental report.

6.3 Future Updates to this RHEMP In the event of a significant change South East Water will discuss the situation with EPA prior to the change and submit an updated RHEMP to EPA for its approval if deemed necessary. Significant changes such as change in management of recycled water after an incident or changes to guidelines or legislation related to the management of recycled water.
