PREFACE

The Regional Innovation Monitor (RIM)1 is an initiative of the European Commission's Directorate General for Enterprise and Industry, whose objective is describing and analysing innovation policy trends across EU regions. RIM analysis is based on methodologies developed in the context of the INNO-Policy Trendchart which covers innovation policies at national levels as part of the PRO INNO Europe initiative.

The overarching objective of this project is to enhance the competitiveness of European regions through increasing the effectiveness of their innovation policies and strategies. The specific objective of the RIM is to enhance the scope and quality of policy assessment by providing policy-makers and other innovation stakeholders with the analytical framework and tools for evaluating the strengths and weaknesses of regional policies and regional innovation systems.

RIM covers EU-20 Member States: Austria, Belgium, Bulgaria, the Czech Republic, Denmark, Finland, France, Germany, Greece, Hungary, Ireland, Italy, the Netherlands, Poland, Portugal, Romania, Slovakia, Spain, Sweden and the United Kingdom.

This means that RIM will not concentrate on Member States where the Nomenclature of territorial units for statistics NUTS 1 and 2 levels are identical with the entire country (Estonia, Latvia, and Lithuania), Malta which only has NUTS 3 regions, Slovenia which has a national innovation policy or Cyprus and Luxembourg which are countries without NUTS regions.

The main goal of the 50 regional reports is to provide a description and analysis of contemporary developments of regional innovation policy, taking into account the specific context of the region as well as general trends. All regional innovation reports are produced in a standardised manner using a common methodological and conceptual framework, in order to allow horizontal analysis, and ultimately preparing the Annual EU Regional Innovation Monitor reports.

Executive Summary 1. Introduction: Main recent trends in the Regional Innovation System

Andalusia is located in the south of the Iberian Peninsula. It is divided into eight provinces and its capital is Seville. It has the largest population among Spanish regions (8,285,692 inhabitants in 2009).

Since 2008, the global recession has led to uncertainty in Andalusia, and expectations of future economic growth in the region have decreased. Andalusian GDP fell 0.6% in 2010, compared with -3.6% in the previous year, a greater decline than the national average (-0.1%). These results put an end to a long period of convergence towards the economic performance of the overall Spanish economy, although in relation to Europe-wide economic growth the region remained slightly above average.

Research and development (R&D) expenditure has experienced significant growth since 1987, the first year in which data were recorded. Over the past 22 years, R&D expenditure in Andalusia has increased at an average annual rate of 13%. This rate is 1.7 points higher than the national Spanish rate (11.3%), and almost triple the rate recorded for the Euro Zone over this time period (4.9%).

R&D intensity, - R&D expenditure as a proportion of GDP - reached 1.1% in 2009 in Andalusia, compared with 0.36% in 1987. These levels are below the national rate (1.4%) and the rates recorded in the Euro Zone (2.1%), the European Union (2%), and the OECD (2.3% in 2008).

2. Major innovation challenges and policy responses

The major challenges in Andalusia over the new few years are the following:

Challenge 1: Create value from research results

The creation of new technological-based companies will allow Andalusia to enter the knowledge-based society through transferring scientific findings from the academic sector to the corporate sector in the form of innovative products.

Almost half of the jobs created by these types of companies are dedicated exclusively to R&D projects, and half of the investments made by these companies are also dedicated towards R&D.

Challenge 2: Foster Public-Private Cooperation

It is necessary to provide tools and other measures that facilitate public-private cooperation, so that the knowledge generated in Universities and Technology Centres can be transferred to companies who can then deliver this technology to the market.

To accomplish this, it is important to promote the creation of multidisciplinary teams and collaborative projects, so that universities, public and private research organisations, and companies work together cooperatively within a given sector.

Challenge 3: Intensive use of Information and Communication Technologies

Information and communication technologies (ICTs) play a crucial role in modern economies, not only because they have significantly contributed to economic growth in recent decades by promoting competition and reducing transaction costs, but also in generating a digital Cultural Revolution.

While the level of regional public administration has improved, the digital divide that exists between the corporate sector on the one hand, and society and the administration on the other, must be reduced.

3. Innovation policy governance

Article 54 of the Statute of Autonomy of Andalusia, passed by the Organic Law 2/2007, March 19th 2007, recognises autonomous competence related to Research, Development, and Innovation, without prejudice to the powers of general promotion and coordination left to the State per article 149.1.15 of the Constitution.

The Regional Ministry of Economy, Innovation and Enterprise directs and coordinates the Andalusian Knowledge System. The Regional Ministry relies on the various agents of the Andalusian System of R&D and Innovation, which can be grouped into the following categories based on their primary functionalities:

• Technology and Knowledge Spaces: Technology Parks and Industrial Parks • Entities oriented towards generating knowledge: Knowledge Generation

Centres • Entities oriented towards the transference and application of knowledge and

technology • Entities that support the Andalusian Knowledge System with coordination,

management, and dissemination of R&D and Innovation.

There are six entities for supporting coordination, management, and dissemination: the Andalusian Network of Technology Spaces (RETA), the Innovation and Business Development Agency of Andalusia (IDEA), the Venture Capital Investment and Venture Capital Management of Andalusia (INVERCARIA), the Technological Corporation of Andalusia (CTA), and the Andalusian Foundation for Innovation and Knowledge Dissemination (FUNDACIÓN DESCUBRE).

Regional innovation policy is defined in the Regional Ministry of Economy, Innovation and Enterprise, with the Innovation and Modernisation Plan of Andalusia (PIMA). This Plan, in turn, subsumes the following Plans:

• Andalusian Research, Development, and Innovation Plan (PAIDI 2007-2013) • Andalusian Industrial Development Plan (PADI 2008-2013)

• Andalusian Information Society Plan (PLAN ASI 2007-2010)

Innovation and knowledge comprise one of the principal priorities of the Regional Government of Andalusia’s economic policy. These priorities have been agreed upon by the economic and social actors, and can be broken down into 4 main objectives:

1.) Generate knowledge for creating market value 2.) Develop an entrepreneurial culture in Universities, Research Organisations,

and Companies 3.) Improve the knowledge exchange channels 4.) Encourage private enterprises to participate in the Andalusian system of R&D

and Innovation

4. Conclusions: future actions and opportunities for innovation policy

The Regional Government of Andalusia’s support for innovation over the last few years has been a key factor in achieving the targets outlined by the PAIDI. However, these achievements would not have been possible without financial support from the European Regional Development Fund (ERDF). This Operational Programme will be in effect in Andalusia through to the end of 2013. It is critical that this EU public financing programme continues its current level of support in order for Andalusia’s innovation activities to continue to grow.

Given the state-level budget reductions and changes to innovation policies, it is very important that resources are streamlined over the new few years, in such a way that there is no overlap between polices at a regional, national, and European level. This will necessitate improvements in the coordination between the various intermediary organisations. Additionally, R&D activities in Andalusia should be internationalised via collaboration with companies in other countries and the search for international financing.

It is necessary to continue fostering the development of the defined strategic sectors, but it is also important not to ignore the traditional sectors such as tourism and agriculture, which have generated significant employment and contributed to the trade balance of Andalusia over the past several decades.

Furthermore, it is important to strengthen the current business innovation support services, for the purpose of increasing the number of companies that carry out innovation projects in Andalusia.

1. Main Trends and Challenges in the Regional Innovation System

1.1 Recent trends in regional economic performance

Since the mid-1990s, Andalusia has experienced strong growth and economic development, incrementally converging with the Spanish economy and the European Union. From the mid-1990s to 2008, economic growth of the Autonomous Community has been strong, sometimes higher than the national average. Despite this strong growth, Andalusia has still not caught up with the national and European Union economies - in 2010, GDP per capita in Andalusia was estimated to be €17,405, 75.5% of the national average, 71.1% of the average of the 27 EU Member States, and only 62% of the wealthiest Euro Zone nations. As a result of the economic stagnancy over the period 2009-10, the aforementioned convergence process has effectively reached a standstill.

Economic growth in Andalusia from the mid-1990s through 2007 has been linked to the most notable social change of the past years: an increase in the foreign population, as well as migration from other Autonomous Communities of Spain. Today, about 8% of Andalusia’s population is foreign. This has led to a migratory change in the region, which has gone from a situation of net emigration to other Autonomous Communities within Spain, to being a receiver of immigrants, as a result of the increased economic appeal of the region. Nationally, the foreign population has become even more significant; according to the National Institute of Statistics in 2010, 12.2% of the Spanish population are foreign residents (a proportion similar to the previous year). This positive migration balance has caused the Spanish and Andalusian populations to continue growing in the last decade – without increased immigration, the Spanish population would have hardly increased during this period.

Before the onset of the economic crisis, the national and Andalusian labour markets made satisfactory progress, with a continual increase in the number of employed people, workforce entry, and a reduction of unemployment - between 1997 and 2007, there was an overall decrease in unemployment rates to 18% and 12% in Andalusia and Spain, respectively, reducing the gap between the Spanish and the Euro Zone rates to one percentage point (although female unemployment rates for this period were 17% and 24% respectively). After the onset of the economic crisis, the regional unemployment rate worsened, reaching 29% (female) and 28% (male) in 2010, eight percentage points higher than the national unemployment rate. The gap between Andalusia and the Euro Zone unemployment rates widened to more than 10%, the largest difference in 13 years.

1.2 Recent trends in regional innovation performance

The latest information published by the Spanish National Institute of Statistics (INE) indicates that, in 2009, Andalusian domestic R&D expenditure carried out in research centres and by other regional stakeholders, and including secondary expenses such as suppliers contributing to R&D projects, reached €1.57b, 2.5% more than in 2008.

This growth in Andalusia has occurred during a period in which the national expenditure decreased. Over this period, R&D expenditure in Andalusia comprised 10.8% of national expenditure, making it the third highest regional contributor in Spain, behind the Region of Madrid and Catalonia.

Research and development expenditure in Andalusia has experienced significant growth since 1987, the first year in which data were recorded. Over the past 22 years, R&D expenditure in Andalusia has increased at an average annual rate of 13%, 1.7 points higher than the national Spanish rate (11.3%), and almost triple the rate recorded for the Euro Zone (4.9%).

R&D intensity - R&D expenditure as a proportion of GDP - reached 1.1% in 2009 in Andalusia, compared with 0.36% in 1987. These levels are below the national rate (1.4%) and the rates recorded in the Euro Zone (2.1%), the European Union (2%), and the OECD (2.3% in 2008).

Despite these differences, Andalusia’s R&D intensity is higher than that in nine European Union countries, and, like Spain as a whole, the region has reduced the gap when compared to the European average. From 1995 to 2009, R&D intensity increased by a factor of 1.9 in Andalusia, compared with 1.7 at a national level, and 1.2 at the Euro Zone level.

Higher Education organisations account for 43.3% of Andalusian R&D expenditure, compared with 31.9% by companies and private non-profit institutions and 24.8% by public administration. This distribution contrasts with that of Spain as a whole and Europe; companies and non-profit institutions combined account for the highest expenditure in both Spain and the Euro Zone (52.1% and 62.9%, respectively).

The number of personnel dedicated full-time to R&D in Andalusia reached 24,767 in 2009, 11.2% of all Spanish workers (220, 777 people). Since 1987, the first year that data were recorded, R&D personnel increased in Andalusia at an annual rate of 9.5%, 2.4 percentage points higher than the equivalent national figure (7.1%). This growth has led Andalusia to increase its standing in the overall Spanish R&D landscape.

Regarding the distribution of company innovation expenditure across sectors, 90% of the expenditure was accounted for by industrial companies and service companies, (50.6% and 39.3%, respectively) in 2009, the remaining 10% being divided between agricultural enterprises (4.7%), and construction enterprises (5.4%). However, the agriculture sector has the highest technological intensity (innovation expenditure as a proportion of turnover) at 1.3%, followed by the industrial sector (1.1%), the service sector (0.7%), and construction (0.2%).

1.3 Identified challenges

The major challenges facing Andalusia can be identified from the strengths and weaknesses of the system:

• STRENGTHS: o Although Andalusia does not have a long history of highly technology-

oriented human and technical resources, it has made significant improvements in recent years, and now has a scientific and technological level comparable to Spain and the rest of Europe. Andalusia has recently created new technology centres and parks, which favour the generation and transfer of knowledge. These present strong opportunities for the region.

o In 2005 the Regional Government of Andalusia identified several prioritised economic growth sectors (while still allocating resources to the traditional sectors). The targeted growth sectors are: aeronautics, biotechnology, ICTs, renewable energy, agrifood, and metalworking.

• WEAKNESSES: The main R&D challenges arise from the weaknesses of the industrial system:

o In Andalusia there are many SMEs, but few multinational companies that could have a growth impact on the local economy.

o Andalusia is a peripheral geographic location, which makes technology-focused relationships and interactions with the more advanced regions of Europe somewhat difficult. It is easier for the more centrally located regions to collaborate in R&D and innovation projects, given their close proximity to other centres of R&D activity.

o The percentage of the population with high levels of business English is low.

These weaknesses make it difficult for Andalusia to reach global economies.

2. Innovation Policy Governance

2.1 Degree of institutional autonomy

Article 54 of the Statute of Autonomy of Andalusia, passed by the Organic Law 2/2007, March 19th 2007, recognises autonomous competence related to Research, Development, and Innovation, without prejudice to the powers of general promotion and coordination left to the State per article 149.1.15 of the Constitution.

Article 10.3.11 of the Statute of Autonomy of Andalusia establishes industrial and technological development, based on innovation, scientific research, public and private entrepreneurship initiatives, energy self-sufficiency and quality assessment, as basic regional goals and pillars for the harmonious economic growth of the region.

Likewise, article 37.1.13 establishes entrepreneurship, research and innovation support as guiding principles for Andalusian regional policy. In the same way, articles 46.1, 47.1 and 158 recognise the political competences of the Autonomous Community of Andalusia for defining self-governing rules and setting up separate legal entities as instrumental organisations for implementing its regional policies.

In this context, the regional government has the capacity for designing the Andalusian Knowledge System.

The Autonomous Community of Andalusia began to develop their research capabilities relatively early. In 1984 the Science Policy Programme was created, which was the predecessor of the current Research Plan of Andalusia. In 1987, one year after the approval of the National Law 13/1986 April 14, General Promotion and Coordination of Technical and Scientific Research (a law passed with the intention of regulating the Spanish national system for R&D and innovation), the government of Andalusia created the Interdepartmental Commission of Science and Technology, and established the Research Plan of Andalusia (PAI) as an instrument for promoting and coordinating research. In April 1990, the regional Governing Council finally approved the 1st Research Plan of Andalusia (1990-1993), which has subsequently been followed by similar plans.

Research in Andalusia following the initiation of the first PAI (Research Plan of Andalusia) initially faced the limitations that had been previously recognised in the design of the PAI. Significant limitations included a lack of scientific-technology infrastructure and skilled researchers, low quality results, results lacking an international visibility (with a few exceptions), a lack of social awareness regarding R&D and innovation, low participation from the private sector, research out of touch with the current issues of the region, and a lack of an organised framework and receptive environment for research activities.

Between 1984 and the present, the Andalusian Knowledge System has produced significant changes which have enabled the region to overcome many of these limitations. The successive Plans have placed significant emphasis on institutional

design, planning, financing, and organization of the Andalusian Knowledge System. Some of the instruments used were quite innovative, such as the “Research Group”, which was adopted as an operative concept for designing science-related policies in Andalusia. Following some years in operation, this Research Group gained recognition in State law (Organic Law 6/2001, December 21, Universities).

Moreover, there has been a notable increase in the public resources provided for research, although these have not reached the average levels of Spain or Europe. There has been a significant increase in the number of universities, public R&D centres, researchers, and research groups. There is also greater diversification in the scientific community and a higher capacity for quality science in Andalusia; the technology demands from the public and private sectors have increased and become more complex.

Similarly, there have been changes that modified the original framework of the development and launch of the Research Plan of Andalusia. When the original plans were made, the concept of innovation and public policy oriented towards scientific-technology developments had not been sufficiently incorporated. The need to closely link the R&D and innovation system with the corporate sector and with general social wellbeing and economic development was not recognised in the first draft of the plans, but has been included in recent versions. At the time the original PAI was created in 1990, several key European R&D and Innovation policies, such as the Bologna Declaration of 1999 and the European Research Area defined in the Lisbon Declaration of 2000, had not yet been developed. Since then, both of these initiatives have generated a series of changes that have affected the R&D and Innovation systems of European countries, and were not anticipated when the PAI was launched in 1990.

2.2 Institutional-set up, co-ordination and implementation mechanisms

The Regional Ministry of Economy, Innovation, and Enterprise directs and coordinates the Andalusian Knowledge System. Specifically, the Regional Ministry is responsible for the following functions:

• Establishing the foundation and fundamental structure of the Andalusian Knowledge System within the public sector

• Planning and coordinating the framework of policies and strategic lines of research, development and innovation of the Administration of the Regional Government of Andalusia

• Coordinating, monitoring, evaluating, and accrediting the agents of the Andalusian Knowledge System

• Coordinating with State and European level policies related to R&D and innovation

• Developing structures that promote or execute R&D and innovation activities

The agents of the Andalusian system of R&D and Innovation, based on their primary role within the system, can be grouped into the following categories:

• Technology and Knowledge Spaces: Technology Parks and Industrial Parks • Entities oriented towards generating knowledge: Knowledge Generation

• Entities oriented towards the transference and application of knowledge and technology

• Entities that support the Andalusian Knowledge System with coordination, management, and dissemination of R&D and innovation.

There are six entities that support the coordination, management, and dissemination of R&D and Innovation:

• The Andalusian Network of Technology Spaces (RETA2) is a non-profit association founded in April 2005, with the objective of promoting innovation and the technological development through the technology spaces (i.e. technology and industrial parks) of Andalusia. RETA’s principle mission is the coordination of the main actors of the regional innovation system, based on their participation in the association. The specific goals of the association are the following:

o Representing the interests of the associates in the national innovation system

o Boosting the knowledge of the associates o Facilitating the associates’ connection amongst themselves in the

RETA group, as well as with other actors within the Andalusian Knowledge System

o Fostering cooperative projects with added-value o Providing strategic information to the associates o Disseminating of the activities, services, and projects of the associates.

• The Andalusian Knowledge Agency3 is a Public Business Agency provided for

by article 68.1.b. of the Law 9/2007 (October 22 2007) of the Administration of the Regional Government of Andalusia, with distinct legal powers, management and administrative autonomy, and with its own equity and assets. The functions of the Agency are the following:

o Promotion and management of research: Promotion of research activities, public management of the activities of the Andalusian Knowledge System agents, implementation of studies related to prospective R&D and Innovation

o Evaluation and accreditation of university institutions and faculty, research activities, and the individuals of the Andalusian Knowledge System, R&D and Innovation Programmes

o Introduction of services linked with advanced training, the promotion of innovation, or university training programmes

o Promote technological innovation in Andalusia as well as the participation of companies and agents in the Andalusian Knowledge

System: transfer of knowledge and participation in European Union R&D and Innovation Programmes

• The Innovation and Development Agency of Andalusia (IDEA4) has gone from being a regional development agency to being a specialised instrument for the promotion of innovation in Andalusian society. To do this, it is strongly supporting Andalusian entrepreneurship by managing and granting incentives to companies, managing projects and programmes of the Regional Ministry of Economy, Innovation and Science, and managing the construction of industrial and technology infrastructures. The core competences of the IDEA Agency are the following:

o To stimulate the activities of the principle clusters of Andalusia o To attract investments from national and international companies o Strategic management of the investment portfolio of the IDEA agency o Singular actions to support large business investment projects and

companies experiencing temporary financial, market, or technology difficulties

o Incentives for the promotion of innovation and business development o Creation of a new framework and support mechanisms to foster high-

growth companies o Development and improvement of productive infrastructure and

industrial areas

• Venture Capital Investment and Management of Andalusia (INVERCARIA5) is a public company belonging to the Regional Ministry of Economy, Innovation and Science of the Regional Government of Andalusia. It was founded in 2005 and is 100% owned by the Agency IDEA. The mission of INVERCARIA is to strengthen the entrepreneurial network, change the production model of the region, and develop high-growth-potential entrepreneurial projects in strategic or innovative sectors, using financial instruments of venture capital.

• The Technology Corporation of Andalusia (CTA6) is a private foundation promoted by the Regional Ministry of Economy, Innovation, and Science of the Regional Government of Andalusia to strengthen the collaboration between the scientific and production environments in order to address the needs for innovation and development in Andalusian society. The final goal is to get businesses to focus their development on innovation as a factor of competitiveness. To this end, CTA’s main objectives are the following:

o To improve the transfer of technology from universities o To promote collaboration between the Technological Agents to

generate, develop, and transfer technology o To optimise the available resources by promoting cooperation

between universities and companies o To promote Andalusian companies’ participation in the National R&D

Plan, and the VII Framework Programme of the European Union.

• The Andalusian Foundation for Innovation and Knowledge Dissemination (FUNDACIÓN DESCUBRE7) is a private non-profit foundation promoted by the Regional Ministry of Economy, Innovation, and Science. It is a successor to the knowledge and scientific dissemination project that was initiated with the creation of the Andalusian Network of Scientific and Technological Dissemination Spaces, December 12 2007, and has assumed the rights and obligations derived from this Network. Its objectives are the following:

o To promote interest and social awareness regarding science, knowledge, and innovation

o To stimulate the dissemination of innovation and knowledge, and establish and reinforce channels of communication for scientific and technology advancements to the wider society

o To boost the public image of science and technology in a way that will help society to understand and recognise its importance in daily life

o To facilitate a dialogue between the agents of the Andalusian Knowledge System and society, within the framework of a strategy for comprehensive dissemination.

Regional innovation policy is defined by the Regional Ministry of Economy, Innovation, and Science through the Andalusian Innovation and Modernisation Plan (PIMA). This Plan in turn subsumes the following policy initiatives:

• The Andalusian Research, Development, and Innovation Plan (PAIDI 2007-2013)

• The Andalusian Industrial Development Plan (PADI 2008-2013) • The Andalusian Information Society Plan (PLAN ASI 2007-2010)

The entities that support the coordination, management, and dissemination of the Andalusian Knowledge System (R&D and Innovation) implement innovation policies through these Plans by means of various measures.

There is some duplication of functions, particularly between universities and intermediary agencies. Such overlaps could be attributed to fact that the intermediary agencies previously belonged to different Regional Ministries. Likewise, there is some

duplication between Andalusia and the State; despite the existence of regional-national coordination bodies, regional interests take priority over national ones and lead to duplication.

There are various coordination mechanisms for policies and innovation measures. There is an interdepartmental regional Commission that meets once a term. At a national Ministry level, there are also organisations that coordinate with the Autonomous Communities, but their efficacy is dependent upon the individuals that manage these structures. To ensure coherence between national and regional objectives, Work Groups comprising General Directors and Regional Ministers have been created.

The new Law of Science and Knowledge of Andalusia, created with the renewal of the Statute of Andalusia in 2007, has boosted coordination mechanisms at a regional level with the PAIDI, and coordination with national entities. This effort has produced two important measures in Andalusia for coordinating regional and national innovation efforts:

• There is coordination between the Incentive Programme for Promoting Innovation and Business Development in Andalusia, from the IDEA Agency, and the Centre for Industrial Technological Development (CDTI – Spanish National innovation Agency)

• The Incentive Programme for the Agents of the Andalusian Knowledge System is in line with the National R&D and Innovation Plan.

2.3 Availability and use of policy intelligence tools

The Andalusian Research, Development, and Innovation Plan 2007-2013 (PAIDI) sets up the general framework for the programming, promotion, and evaluation of R&D and Innovation policies. This plan takes account of all agents involved in the process of generating and sharing knowledge, and outlines the general planning and sector programmes.

The General Director of Research, Technology and Enterprise (within the Regional Ministry of Economy, Innovation and Enterprise) publishes an annual report on the progress of PAIDI and the current state of Andalusian R&D and Innovation. This report is divided into four sections, beginning with the organisational framework and finance of the regional Andalusian administration. The report then goes into further detail regarding the indicators of the Andalusian and National Knowledge Systems, highlighting R&D and innovation at the EU level, as well as presenting indicators specified in the Andalusian R&D and Innovation Plan.

The direct participation of the regional public administration is a fundamental element in the construction of a knowledge-based economy. The third section of the report outlines the research incentives directed towards the Andalusian Agents of Knowledge and Entrepreneurial R&D and Innovation, and knowledge transfer. This chapter has been developed in close collaboration with the Permanent Commission of the universities’ technology transfer offices network (Oficinas de Transferencia de Resultados de Investigación - OTRIs) that provides data allowing comparisons at regional and national levels.

Finally, the document contains an exhaustive review of the R&D and innovation activities carried out by other Andalusian Governmental organisations, through their corresponding sector programmes and activities developed by the various centres included in the PAIDI.

Additionally, the IDEA Agency publishes an annual report that covers the activities which address the goals set by the Regional Ministry of Economy, Innovation and Enterprise, to:

• Boost the main clusters in Andalusia • Develop and improve the infrastructure and productive spaces • Promote and attract strategic investments • Promote business and advanced services.

2.4 Key challenges and opportunities

Innovation and knowledge are considered to be the two main aspects of the economic policy created by the Regional Government of Andalusia. This policy is based on the provision of productive capital, entrepreneurial culture, competition, qualified human capital, and the promotion of R&D as determining factors of economic growth, and has been agreed by the economic and social agents, and recognised in the agreements approved by the Regional Government of Andalusia. The current regional 7th “Social Agreement” (ratified by trade unions, business federations and regional government) outlines two primary lines of development: one oriented towards promoting a knowledge-based and information-based society, and the other towards promoting innovative activities within companies. These two lines have four principal objectives:

1. To generate knowledge to create value, by:

o Promoting competitive research: developing a solid research environment which generates scientific and technological knowledge that transforms traditional products and services into new value-added products

o Improving human and social capital: facilitating ongoing training, maintaining the necessary standards, and making the career paths of researchers more attractive

o Building research capacity: reinforcing the basic elements that contribute to knowledge generation - human resources, technical equipment, and basic organisational structures.

2. To develop an entrepreneurial culture in universities, research organisations and companies, by:

o The development of an Andalusian entrepreneurial culture and knowledge based company culture, with an entrepreneurial spirit as a principle driver of innovation, competitiveness, and economic growth

o Supporting business projects based on results of R&D and Innovation, through support mechanisms for entrepreneurs, especially related to projects to which the research staff are committed, and by the creation of technology and spin-off companies.

3. To improve the channels for knowledge-sharing, by:

o Developing a comprehensive management system for R&D and innovation, through the establishment of a basis for companies to familiarise themselves with the key principles of research, and for institutions dedicated to R&D to take into account market needs while developing their technological research

o Furthering the development of network and interface structures, by promoting the creation of multidisciplinary teams and collaborative work, with projects involving universities, public and private research bodies, and companies in a particular sector.

4. To involve the private enterprise sector in the Andalusian R&D and innovation system, by:

o Recognising innovation as a driver of social and economical progress, through the motivation of the business sector to increase their awareness of innovation as a driving factor of social progress and as a means of promoting a general state of wellbeing

o Promoting business participation in the Andalusian Knowledge System, by facilitating the private sector’s access to the management of system structures, to existing financial opportunities, and to scientific and technological instruments and infrastructures that could be relevant to their field.

3. Innovation Policy Instruments and Orientations

3.1 The regional innovation policy mix

In 2007 Andalusia created its Plan of Research, Development and Innovation (PAIDI) for 2007-2013, approved in April 2007, and allocated the largest investment under a single plan (€25.4b) to cover research, technological development and innovation.

This plan represents the principal instrument for programming, coordination, enhancement, and evaluation of the policy of scientific and technological development of Andalusia. As such, it emphasises the importance of promoting R&D as an engine of social change and modernisation of Andalusia, while establishing a series of priority actions considered strategic for the development of Andalusian society.

As mentioned above, PAIDI has four overall objectives:

1. To generate knowledge and create value

2. To develop an entrepreneurial culture and innovation in universities, research organisations, and companies

3. To improve channels for knowledge sharing by encouraging technological development and innovation

4. To ensure the participation of private initiatives in the Andalusian Knowledge System through research, technological development and innovation.

Within PAIDI, actions apply to the implementation of specific programmes, including the following:

• Cooperative research programmes between scientific groups from different universities, to stimulate research in emerging sectors

• Programmes designed to create technology-based companies within universities

• Programmes for management support and marketing of researchers’ intellectual property

• Programme Building of the Andalusian Knowledge Map • A Technological Sponsorship Programme between companies, so that at least

100 companies will safeguard the most innovative processes of innovation in smaller companies

• Creating a Space Network for the Popularisation of Science and Technology of Andalusia.

Similarly, the IDEA Agency is developing a set of Action Programmes specifically for sectors and clusters considered to be strategically important by the Regional Government of Andalusia. These programmes, which fall within the industrial and innovation policy objectives designed by the Regional Ministry of Economy, innovation and Science, are oriented towards improving the competitiveness of productive sectors and clusters. They support innovation, cooperation, and

internationalisation as specialised strategies that contribute to the generation of employment and business activities in Andalusia.

The programmes currently under development are the following:

PAIDI is a plan coordinated by the Regional Ministry of Economy, Innovation, and Enterprise of the Regional Government of Andalusia, which directs and coordinates the Andalusian Knowledge System.

Responsibility for the implementation of this Plan is mainly divided between the Innovation and Development Agency of Andalusia (IDEA), which supports the private sector, and the Andalusian Knowledge Agency, which supports the public sector. Both Agencies are directly supervised by the previously mentioned Regional Ministry.

In addition, the Technology Corporation of Andalusia (CTA), a private foundation, supports companies that collaborate with Andalusian Research Centres and Universities.

The three key measures provided by the Regional Government of Andalusia for supporting innovation are the following:

1. Incentives for the Promotion of Innovation and Business Development in Andalusia 2008-2013 (R&D and Innovation)

The main objective of this incentive programme is to drive innovation, a key strategic factor in the development of Andalusia, which, since 2005, has had a dynamic impact on the regional economy. This programme will be in effect until December 30, 2013. It is financed by the Global Grant “Innovation-Technology-Business” of Andalusia 2007-2013, and is co-financed by the European Regional Development Fund (ERDF) Andalusia 2007-2013.

In order to achieve the innovation objectives, projects that create, consolidate, and modernise companies, promote business cooperation and R&D and Innovation will be supported. To do this, the following categories of support are available:

• Creation of companies • Modernisation of companies • Research, Development and Innovation • Competitive cooperation of companies

2. Incentives for R&D and Innovation of the Technological Corporation of Andalusia

These cover:

• Projects for the generation of new knowledge (Research): planned research whose purpose is to generate new knowledge that can be useful for the development of new processes, products or services or to improve existing ones.

• Projects for the application of existing knowledge (Development): projects aimed at applying the results of the research, including simulations or prototyping prior to implementation.

• Technological Innovation Projects (Innovation), comprising projects that apply technological knowledge in solving problems in enterprise and generating innovation.

• Technical feasibility studies prior to the R&D and Innovation, to measure the utility and viability of the R&D project that it is intended to undertake.

The projects should be related mainly to the following sectors: Aerospace and Production Processes, Agribusiness, Biotechnology, Energy and Environment, Cultural Industries, Information and Communication Technologies (ICT), Building and Civil Works, Tourism and Leisure.

The organisations targeted by the measure are companies with activities in R&D and Innovation and intermediate organisations in Andalusia.

3. Incentives for Andalusian Knowledge System Agents

In July 2005, the Regional Ministry of Innovation, Science and Enterprise consolidated the incentives available to universities and research centres, which traditionally were subject to separate calls depending on their specific topics. This produced a positive impact on research activities in the region, giving priority to research, development and innovation, and cooperation with business. By uniting the research centres and universities into more streamlined lines of research, they were able to collaborate more effectively. This has led to an increased market-oriented approach to research.

Incentives for Andalusian Knowledge System Agents comprise three main activities, each with sub-areas:

• Research projects o Research projects of excellence o Knowledge application projects (R&D and innovation) o International projects

• Training researchers and promotion of scientific activity o Scientific and technical activities o Incentives for the training of research staff in public universities,

public research centres and technology centres in Andalusia o Incentives for the recruitment of R&D and innovation personnel in

the technology centres of Andalusia o Knowledge Acquisition Programme for Andalusia

• Improvement of infrastructure, equipment and operation for the benefit of: o Technology parks, applied research organisations and entities in

charge of knowledge dissemination o Non-university research groups

The organisations targeted by the measure are located in Andalusia, and qualify as Andalusian Knowledge System Agents. They include::

• Andalusian Universities • Agencies and public research institutions with a legal standing • The Andalusian Institute of Agricultural Research, Fisheries, and Ecological

Food Production (IFAPA) • Foundations and research groups in the field of the Regional Ministry of

Health • Qualified private or non-profit agencies • Technology centres, innovation centres and technology and advanced

technology centres.

3.2 Appraisal of regional innovation policies

The Regional Ministry of Economy, Innovation, and Science of the Regional Government of Andalusia releases an annual report that includes indicators of the Andalusian Science and Technology System, as a tool for evaluating the R&D Support policies contained within the Andalusian R&D and Innovation Plan (PAIDI) 2007-2013.

In recent years, regional public funds allocated to innovation policies in Andalusia have grown steadily, reaching €546m in 2010, as shown in the figure below.

The increase in public funds allocated to R&D and Innovation has contributed to a rise in total Andalusian R&D and innovation expenditure from €542m in 2000 to €1.57b in 2010, raising expenditure as a proportion of GDP from 0.66% to 1.1%. Nonetheless, one of the remaining challenges is to increase the participation of private organisations in R&D and Innovation. Currently, 68% of the R&D expenditure in Andalusia is carried out by the regional and national public sector.

The number of personnel dedicated to R&D activities has almost doubled, from 13,457 in 2000 to 24,766 in 2010. In 2010, 71% of these individuals worked in the private sector. The public sector research groups that are a part of the PAIDI have not increased at the same rate as those in the private sector because their structure was established earlier, with consolidation during this decade.

Indicators for the private sector show that it has achieved significant progress; 157 companies carried out R&D activities in 2002, increasing to 430 by 2010. Additionally, there has been an increase in the number of companies involved in innovation; there are currently 3,307 companies carrying out innovation activities (for statistical purpose, ‘innovation activities’ involve R&D activities, but also include license acquisition and the purchase of technology embedded in capital equipment).

These improvements would not have been possible without the support of the European funds provided by the Operative Programme of ERDF for Andalusia 2007-2013. It will be important for Andalusia to at least maintain this European funding in the period of 2014-2020.

However, many of these indicators have suffered setbacks over the last three years, as a result of the economic crisis. The crisis has resulted in a reduction in the amount of financing provided by the public sector, compared to the maximum levels reached in

2007 - the intensity with which companies and public entities have carried out R&D and innovation projects has been reduced by more than 10%.

In response to the key challenges facing Andalusia, the following measures have been developed:

• The Regional Government of Andalusia has provided a significant amount support to start-up companies in recent years. Almost 100% of start-up companies have been supported by the government, through the Incentives Order managed by the IDEA Agency. Over the past few years, an annual average of 40 start-up companies have received support.

• To promote public-private cooperation, the IDEA and CTA (Technological Corporation of Andalusia) Agencies provide separate incentives for supporting R&D projects. A mandatory prerequisite is subcontracting to a research group certified or approved by the PAIDI, for a total amount of 15% of the total project budget. Between them, the two organisations have awarded more than 200 grants a year for R&D projects. These actions have led to the consolidation of research groups, and facilitated the transfer of knowledge generated in technology centres and universities to the corporate sector.

• The Information Society is receiving a strong boost from the Regional Government of Andalusia as a result of the strategies defined in the Operative Programme of ERDF for Andalusia 2007-2013. This strategy defines the following support measures covered in Priority 1 of the Programme (Development of Knowledge-Based Economy - R&D and Innovation, Education, Information Society, and ICT):

o Telecommunication infrastructures (including broadband networks) o Information and communication technology (access, security,

interoperability, risk prevention, research, innovation, electronic content)

o Accessibility of services and applications for citizens in the context of Public Administration, Universities and teaching Services and applications for SMEs (e-commerce, education and training, networking)

o Other measures to improve SMEs’ access to, and efficient use of, ICT

3.3 Good practice case

The Technological Corporation of Andalusia (CTA) was created in October 2005, driven by both the Regional Government of Andalusia and by a group of companies committed to innovation. Its purpose was to foster knowledge transfer between Universities and the business sector, in recognition of this as one of the critical factors in competitiveness. This body was created as a private Foundation promoted by the Regional Ministry of Economy, Innovation, and Science of the Regional Government of Andalusia.

The Corporation brings together researchers from universities and research centres and innovative companies, financial institutions, and the public sector, forming an alliance of innovation, research, and development.

The overarching goal of the Corporation is to ensure that companies base their development on innovation as a factor of competiveness. The main objectives are the following:

• Foster the transfer of technology from Universities • Promote collaboration with Technological Agents to generate, develop, and

transfer technology • Optimise the available resources by promoting collaborative activities between

universities and companies • Encourage Andalusian companies to participate in the National R&D Plan,

and in the VII Framework Programme of the European Union.

The scope of application can be divided into three areas:

• Financing R&D and Innovation projects in strategic sectors • Promoting projects that are feasible from economic and social perspectives:

o Identification and review of strategic areas o Management of calls for proposals and support for creating project

financing proposals o Advising on the identification of partners o Financing projects with CTA’s own funds o Search for additional funding o Promotion of opportunities and dissemination of results

• Finding new business opportunities: o Focus on strategic sectors o Orientation towards private entities o Comprehensive approach o Selective participation o Coordination and collaboration o Multidisciplinary approach o Agility in management.

The creation of the CTA was in itself innovative - it is a private body that advises companies that have an interest in R&D activities in Andalusia together with Technology Centres and Andalusian Universities. It also finances projects that arise from this cooperation via a Financial Fund to which the companies and the Regional Government of Andalusia contribute capital.

The CTA liaises at a regional level with the Government of Andalusia through the IDEA Agency, and at a national level with the Spanish Ministry of Economy and Competitiveness (MINECO) through the Centre for Industrial Technological Development (CDTI), in order to maximise the financial and fiscal aid for R&D projects that are carried out by participating companies.

As of December 31 2011, the CTA had financed 413 R&D projects, involving more than 250 research groups from PAIDI, comprising researchers from Andalusian Technology Centres and Universities collaborating with more than 140 companies. The projects have leveraged private investments of more than €342m, of which €108m are incentives from the CTA Foundation.

3.4 Portfolio of innovation support measures

The financial aid provided to bodies in Andalusia for promoting innovation can be divided into two categories: non-repayable grants or zero or low-interest loans, and fiscal aid in the form of corporate tax deductions for eligible activities such as R&D and Innovation or Patent Box (a reduction of taxable income for the transfer of intangible assets).

The fiscal aid is administered by the Spanish Ministry of Finance and Public Administration. It permits Corporate Tax deductions for eligible activities of R&D of a minimum of 25% of expenditure, and deductions of 10% of eligible innovation expenses.

Patent Box, or article 23 of the National Corporate Tax Law, is a fiscal benefit that consists of a 50% reduction of taxable income for the transfer of intangible assets, up to six times the cost of the intangible asset.

For R&D activities, it is also possible to obtain financial aid at a regional, national, and European level.

Regional level financial aid is 80% co-financed by the Operative Programme ERDF for Andalusia 2007-2013. The aid is divided into two categories:

• Priority Line 1: Development of the Knowledge-based Economy (R&D and Innovation, Informational Society, ICT)

• Priority Line 2: Business development and innovation.

The European financing for Line 1 is €434m out of the total budget of €543m, and for Line 2 is €1.17b out of the total budget of €1.64b.

There is also an opportunity for R&D projects to be co-financed at regional and national levels. There is an agreement between the IDEA Agency, CDTI, and the Spanish Ministry of Economy and Competitiveness that allows for the collaborative financing of the same R&D project, following the maximum amounts established in the Community Framework of State Aid for R&D and Innovation (2006/C 323/01).

Additionally, CDTI manages a substantial part of the Technology Fund, a special section of the funding from the ERDF of the EU, which is dedicated to business R&D and innovation in Spain. 90% of this Fund is dedicated to Convergence Regions, which include Andalusia. This special section has two financing instruments:

• Research and Development projects (PID –Proyectos de Investigación y Desarrollo). CDTI assigns a higher intensity of financial aid for those projects that include co-financing from the Technology Fund

• INNTERCONECTA is a programme that has been provided with €100m for financing cooperative R&D projects carried out by Andalusian companies with a minimum project budget of €5m, of which 70% is financed by the Technology Fund, and the remaining 30% by IDEA.

For R&D projects that include collaboration between companies and non-profit entities such as Universities and Technology Centres, the Spanish Ministry of Economy and Competitiveness (MINECO) has created a programme called

INNPACTO, which provides loans to the companies, and non-repayable grants to the Universities and Technology Centres.

Similarly, MINECO has also developed the programme INNCORPORA which creates incentives for the incorporation of research personnel in companies. This Ministry, integrated with the National Innovation Strategy, also provides other assistance programmes for the transfer of technology, technological platforms, etc.

The Andalusian Knowledge Agency has encouraged Andalusian companies to participate in the Framework Programmes of the EU. CITANDALUCIA provides Andalusian organisations interested in internationalising their R&D activities with the services necessary for successful participation in the various calls for proposals. This support has resulted in an increase of the funds obtained within the VII Framework Programme. Andalusian organisations obtained €15m in funding in each of 2007 and 2008, and €25m in each of 2009 and 2010, giving a total of €80m in funding from the VII Framework Programme. The services that the Andalusian Knowledge Agency provides include the following:

• Training: workshops and seminars for preparing proposals for the Framework Programme, and awareness and dissemination of information days

• Consulting: preparation of proposals, individualised strategic plans, and other consulting services

• Information • Support for attending international events.

3.5 Towards smart specialisation policies

In 2008 the Andalusian Industrial Development Plan (PADI) was published with the purpose of addressing the following needs:

• Transform manufacturing into a knowledge-based industry to compete with other regions of the EU and other countries

• Correct the structural deficits within Andalusian industry • Integrate environmental and social sustainability into the growth model.

The PADI, in alignment with other directives of the Competiveness Strategy of Andalusia, the Innovation and Modernisation Plan of Andalusia (PIMA), and the Spatial Plan of Andalusia (Plan de Ordenación del Territorio de Andalucia - POTA), has established a strategy for industrial development focused on three main areas: Transverse, Sector, and Territorial.

The sector focus is designed to create cspecialised productive districts, which make up the industrial productive sectors. These will allow the design and execution of specific sector policies of regional scope, without excluding transverse or cross-sector policies. Some specialised productive districts are spread over different locations in the region but their members share common productive and organisational models and business approaches, and therefore share goals and face common challenges.

Within each district, there is generally a predominant industry sector. The Regional Government of Andalusia has created different sector strategies that are designed to promote the growth of the key industries in each district. These strategic sectors are

Aeronautics, ICT, Metalworking, Agrofood, Biotechnology, Energy and Environment, and Cultural Industry.

The IDEA agency has set up a comprehensive programme to stimulate the creation, consolidation, and networking of sector and cross-sector clusters in the main geographical areas of Andalusia. With this objective, the agency has been deploying the cluster working methodology and working with all the agents of the Andalusian Knowledge System. To stimulate the creation of clusters, the IDEA agency consulted key stakeholders to define Action Plans, which analyse the main market and technology trends for each cluster, and define the roadmaps to overcome the market, technology and business challenges they each face.

To support the creation and empowerment of the clusters within these strategic sectors, a series of Technology Centres have been created. One of the principal functions of these Centres is to manage the clusters, facilitating value-added solutions for the companies through collaborative work or subcontracting.

Within the initiatives included in the Programme to Promote Business Innovation and Development, the IDEA agency also facilitates the following:

• Projects from companies that belong to sectors and activities which are considered as strategic for regional economic development and have strong international growth potential

• Projects from companies that belong to the clusters that are part of the Specialised Productive Districts established by the Andalusian Plan 2008-2013, whenever there is a specific Action Plan for this District and the project is in alignment with the Plan’s objectives.

The IDEA agency also liaises with the national Ministries of Industry, Energy and Tourism (MINETUR) and of Economy and Competitiveness (MINECO) to provide support in the form of finance or advice for these strategic sectors and clusters.

All the activities carried out have been based on the Regional Strategy for Smart Specialisation (RISS) regarding technological specialisation, promoted by the European Commission.

The activities carried out by the Regional Government of Andalusia in recent years have allowed Andalusia to become a reference region in three strategic sectors: Energy and Environment (thermo-solar), Biotechnology, and Aeronautics.

3.6 Possible future orientations and opportunities

The innovation support provided by the Regional Government of Andalusia in recent years has been a very important factor in making considerable improvements, as measured by the indicators set out in the PAIDI. Nonetheless, these changes would not have been possible without the financial support of the Operative Programme of the ERDF, which runs until 2013. It is therefore critical that this programme continues, in order to maintain the growth and progress of innovative activity.

An important objective over the next few years, given the current state of public financing for innovation in this period of economic slowdown, will be to streamline the process so that there is no duplication of activity between the regional, national, and European levels. This requires improvement in the coordination between the various intermediary organisations, a need addressed by the creation of the Andalusian Knowledge Agency in 2011. This Agency is directed by the Regional Ministry of Economy, Innovation and Science, and brings together all services and resources provided by the Government.

It will also be important to internationalise the results of Andalusian R&D projects through collaboration with other countries, and to obtain financing through programmes such as the VII Framework Programme (and its successor Horizon 2020), and the Competitiveness and Innovation Framework Programme - CIP (and the future COSME programme).

While focusing on the future growth and development of the strategic sectors, the traditional sectors must not be ignored. Tourism and agrifood have been an integral part of the Andalusian economy for many decades, generating employment and improving the trade balance.

Finally, it will be necessary to strengthen business innovation support services, so that the number of companies carrying out innovation activities in Andalusia continues to grow.

Economy

The Government of Andalusia (whose name in Spanish is 'Junta de Andalucía ') is the institution that organizesself-government of the Autonomous Community of Andalusia . The President is the supreme representat ive of theAutonomous Community and the current President is José Antonio Martínez Griñán.

The Governing Council is the national polit ical and administrative officer of the Community. It comprises the Presidentof Andalusia's Government, and the Directors in charge of various Regional Ministries. In the current legislature(2008-2012) there are 15 Regional Ministries that, sorted by priority, are: Presidency, Interior, Finance, Education,Justice and Public Administration, Innovation, Science and Enterprise, Construction and Transport, Employment, Health,Agriculture and Fisheries, Housing and Spatial Planning, Tourism, Trade and Sport, Gender and Social Welfare, Cultureand Environment.

From the economic point of view, in 2008, due to the international economic circumstances, a scenario of uncertainty inAndalusia has been detected, decreasing expectations of economic growth in the region.

The real GDP growth of Andalusia in 2008 was 1%, two tenths lower than that recorded by all state and clearly awayfrom those reached in previous years (3.6% in 2007). These results put an end to a long period nominal convergencewith respect to the Spanish economy, although in relation to Europe-wide economic growth in the region remainedslightly top (tenth more than in the EU-27 and three tenths above the euro area).

In relation to Europe it is noteworthy that the share of spending on R&D on GDP in Andalusia is higher than tencountries in the current European Union (EU). Furthermore, while the EU and OECD technology efforts has remainedlargely stable over the past two decades, in Andalusia has been producing a gradual increase so that the level ofexpenditure on GDP has been multiplied by 2.9 since 1987, the date from which data are available.

The percentage of unemployed in the region in 2009 was 26%, having increased in the first half of 2010 due to thecurrent general economic crisis. The GDP of the region is €148,711m (2008) and the GDP per capita is €18,357 (2008).

Research, Development & Innovation

The total expenditure for the community of Andalusia in R&D in 2008 was €1,538 million,  that represents the 1.03% ofits GDP. Total expenditure in R&D by sector of performance in Andalusia (2008):

  Companies: €516 .57m

Public Administration: €361 .33m

High Education: €661 .05m

Private Institutions Non Profit: €955,000

 

In Andalusia, domestic expenditure on research and development (R&D) experienced significant growth in 2007 over2006, well above the whole of Spain.

Andalusia has increased the weight of its R&D over the total of Spain, from 10.3% in 2006 to 11.1% in 2007. However,this is st i l l much lower than the first two Communities, Madrid and Catalonia, although both reduce their weights from29.0% to 26.9% and 22.2% to 21.8%, respectively.

The total expenditure in R&D&I in Andalusia reached in the year 2007 €1,478 million, 22% over the previous year,accounting for 1.01% of GDP, placing the community among the eight exceed 1% of the respective GDP on theseactivities, and as the third with most resources invested in R&D in absolute terms. The weight of public expenditure, asum of contributions from government and universities accounted for 62.8% of the total, i .e. more than 0.62% of GDP inAndalusia. Private investment accounted for 37.2% of the total expenditure on R&D in Andalusia, equivalent to just over0.37% of regional GDP. In 2008, increased by 4.5% the total expenditure amounted to €1,538 million, i.e. 1.03% of GDP,keeping our community as the third with most resources invested in R&D in absolute terms.

Considering the sectors of performance, the behavior of Andalusia in relation with the national average, has a greaterinput from the Administration Public and a smaller share of private enterprises.

In short , Andalusia is a region with an important weight in the country for i ts size but also by the number of industriesand the possibilities of its economic potential. Although is not the first in the list of expenditures in R&D, innovationpolicies are highly developed, which foresees an increase in such spending, allowing to climb, if the sectors leading areboos ted .

Governance

As mentioned above, the Andalusian Regional Government is divided into 15 ministries, one of which is the RegionalMinistry of Economy, Innovation and Science. The Regional Ministry of Economy, Science and Innovation is responsible for managing all aspects related to thefollowing matters, among others:

- University education in Andalusia and their different levels, modalities and specialties.

- Coordination and promotion of scientif ic and technical research, innovation and technology transfer.

-Technological development applied to companies by promoting the implementat ion of new technologies and businessinvestment in technology.

- Innovation support in the region.

- Foster of economic activity, development of the guidelines for economic and financial policy of the AutonomousCommunity of Andalusia, the coordination of their implementation and the internationalisation.

- To programme, monitor, evaluate, coordinate and check the economics and financials actions, in the AutonomousCommunity of Andalusia,that are derived from the interventions of the Structural Funds, Cohesion Fund, other financialinstruments non-structural establ ished by the European Union and the European Investment Bank.

- Economic planning of all related to the development, monitoring and evaluation of the economic plans of Andalusia.Coordination and supervision of al l horizontal and sectoral plans under the regional economic planning andprogramming. Evaluation and monitoring of public investment.

The entity within the Ministry of Economy, Innovation and Science responsible for managing all aspects of theincentives for R&D in the community of Andalusia is the Innovation and Development Agency of Andalusia (IDEAAgency), with power also to evaluate all the projects submitted in the region.

Policy

Andalusia created in 2007, the Andalusian Plan of Research, Development and Innovation (PAIDI) for 2007-2013. It wasapproved in April 2007, and it has been the biggest investment effort (€25,400 million), to cover under one roof theresearch, technological development and innovation.

This plan const i tutes the principal instrument for programming, coordination, enhancement and evaluation of thepolicy of scientif ic and technological development of the Andalusian and as such, assumes and emphasizes theimportance of promoting R&D as an engine of social change and modernisation of Andalusia, while establishing a seriesof priority actions considered strategic for the development of Andalusian society.

There are four objectives of PAIDI:

1. To generate knowledge and put i t in value.

2. To develope an entrepreneurial culture and innovation in universit ies, research organizations and companies.

3. To improve channels for exchange of knowledge by encouraging technological development and innovation.

4. To involve the participation of private initiative in the Andalusian Knowledge System through research, technologicaldevelopment and innovat ion.

 

Within PAIDI, actions are planned for implementation of specific programs, among which we highlight:

Cooperative research programmes between scientif ic groups from different universit ies, to st imulate research inemerging sectors.Programmes designed to create technology-based companies within universi t ies .Programme management support and market ing of intel lectual property of the researcher .Programme Building of Andalusian Knowledge Map.Technological Sponsorship Programme between companies, so that at least 100 companies will safeguard the mostinnovative processes of innovation in smaller companies.Creating a Space Network for the Popularization of Science and Technology of Andalusia.

There is a regional regulation (ORDER of April 19, 2007), laying down the regulatory basis for an incentive programmeto promote innovation and business development in Andalusia, in force until 2013.  I ts main calls are dedicated to:Creation of new Companies, Modernization, Projects of Competit ive Cooperation between Companies and Projects forResearch, Development and Innovation, being the 'IDEA Agency' the responsible for managing these calls.

Presentation of the measure

The purpose of this l ine of incentives is to promote innovation and therefore the competit iveness and productivity ofenterprises, especially small and medium enterprises (SMEs), through actions based on co-operation among these.

For this reason, agreements will be performed to carry out common activit ies among companies, detail ing specific

objectives and incluiding a degree of coordination structure to carry them out and i ts duration and t imescale. Theseactions of co-operation are aimed to the creation of new products or improve the exist ing ones, new processes andtechnological developments and services, to increase the usage of information and comunication technologies (ICT's)collaboration with research centres and other co-operation actions to improve the competi t ive posit ion of part icipantsin the projects .

To apply for these incentives, the projects must be focused to at least one of the l ines defined at two levels ofcategories. In the first level, the project must be identified with the creation of new products, innovative processes orservices, with an improveness of the competit ive posit ion or with a project of network co-operation. In the secondlevel, i t should be identified with internationalization and commercialization, with clusters membership, with themerger or creation of a new company, with the priori ty sectors or with projects promoted by young people or women.

The deadline is on 30th of December 2013, being an open call t i l l that t ime. The presentation is made online throughthe electronic tool of the Andalusian Development and  Innovation Agency (IDEA Agency).

The measure is regulated by the order of December 9th 2008. Some of the general objectives of this order arepromoting the integration of Andalusia in the knowledge society and encourage the use of ICT's, simplify andstreamline the management of incentives (a single command, a single management organisation, the Agency IDEA, anda unique processing procedure) focusing on eGovernment and supporting special strategic sectors l ike aerospace,agribusiness, biotechnology, emerging sectors, ICT 's, metalworking, culture industry, energy and environment.

The success of such incentives is that i t encourages businesses to work in co-operation within competi tors sharing thesame interests and /or common products. I t can be horizontal or vert ical cooperation, exist ing a direct contributionfrom  each one depending on their know-how. These incentives are thought to promote innovation and therefore thecompetitiveness and productivity of enterprises, especially SMEs, through actions that are specified in agreements forcarrying out a common activity with specific objectives and with a certain degree of coordination and structure toaccomplish it .

Do's and Don'ts

It is interesting that all regions do have specific incentives which support co-operation. Promoting projects focused inco-operation is useful because of the fact of the raising of agreements among companies from the same sector, whichsign projects in common. This sharing brings the improvement of their own knowledge as well as broadens their scope,generat ing the creat ion of new products to high-added-value markets .

The Regional Ministry of Innovation Science and Enterprise, by Order of July 5, 2005, has unified the incentives touniversit ies and research centres. These have usually depended on different calls according to a set of objectives. Thishas been something that has produced a positive impact on research activities across the region. The fields of R&D&Iand business operations have been a priori ty for the funding.

The order of October 15, 2006 laying down the regulatory basis for granting incentives to the technology centres hasalso produced a set of technology centres and activit ies within them.

The approval of the order of 18 September 2006 establishing the classification of agents of the Andalusian knowledgesystem and creating the electronic register of the Andalusian knowledge system agents, provides a common structureto all Andalusian knowledge system agents.

The purposes of this provision are the establishment of the regulatory basis for granting incentives to the variousandalusian knowledge system agents and the preparat ion of the cal ls for the years 2007-2013.

Within the various activities that this call comprises, five lines can be distinguished:

Excellent research projects and research and development (R&D); incentives for infrastructure improvement andoperation of research centres and inst i tutes, areas of knowledge, application and transfer inst i tut ions anddissemination of knowledge: last cal l for applicat ion in 2010 was from 15/01/ 2010 to 15/02/2010.

As a strategy derived from the polit ical of complementarity and networking, the Andalusian Plan of Research,Development and Innovation (PAIDI), should not be satisfied to comply with multiple stakeholders and articulate theprevious strategies, but must be configured as a new framework for interaction. This interaction should be pointing toobtain a true Andalusian knowledge system, understood as an agile and effective tool in achieving the goals that aredefined at all t imes.

The PAIDI reflects the demands emanating from society, from Andalusian universities, from the social and economicagents and from Andalusia i tself . One of the first actions which is expected to be addressed is the homogenization ofthe cast of incentives for research and  development (R&D) funded by the Ministry of Science and Innovation. This lineaims to bring together all the incentives that are processed by the ministry in the field of promotion and investment inknowledge research which used to be coming from the Directorate General for Research, Technology and Enterprise.

Therefore, the great advantage is the consolidation in a unique call , of what in the past , was funded through a differentset of cal ls addressed to the stakeholders from the Andalusian knoledge system.

Do's and Don'ts

If other regions would be interested in introducing a similar measure, i t would be interesting to assess the quantity andquali ty of the insti tutions that compose i ts system of knowledge and i ts actual needs to receive grants. This meansanalyzing what agents are part of i ts knowledge system, how many technology centers and research insti tutions exist ,how many universi t ies are , how many researchers and teachers work and how many pre-doctoral s tudent and doctoralstudents exist . Start ing from these figures, then i t would be important to analyse the areas of knowledge  the centres,universi t ies and individuals are focused to, in order to obtain a better understanding of those requiring a moreextensive support .

Presentation of the measure

Depending on the Regional Ministry of Economy, Innovation and Science and aimed at SMEs, the Innovation Voucherlets these enterprises access to incentives that enhance business activity and competit iveness of SMEs. The measure,within the Order of Incentives for the Promotion of Innovation and Business Development for Andalusia 2008/13, isintended for contracting non-technological and technological innovation advanced services. The maximum incentiveper applicant will be of €9,000 and could encourage up to 100% of the project.

The three services offered by the Voucher are:

The Innovation for the transformation of business processes has the aim of identifying management problems,improving performance in the organisation, both functional or technological. I t is not a change in the product orservice from the company, but on how it is produced. The incentive is €2,000 and i t is addressed to enterpriseswith less than 20 workers, with l i t t le or no technology and / or procedures and withous a quali ty system.

Innovation as a result of the implementation of a marketing strategy, will encourage with  €3,000 to companieswith the aim of diversifying its customer base and geographic markets. I t is addressed to SMEs with more than 20employees (may be less than 20 if they are companies in the ICT Sector and Advanced Services), with products /services placed on the market, technologies and procedures available for i ts core business processes and havestrong quali ty systems.

 The Innovation for the redesign or creation of new products or services, intended for more mature andconsolidated companies. In order to perform this, the consultancy will consider the methodology for innovation inthe redesign or new product or service, the plan to establish this innovative process and the tools forimplementation. The incentive amount is   €6,000 plus another €3,000 if the company finally executes theimplementat ion phase .

To obtain this incentive, those interested should apply via web through the IDEA Agency, that will give an answer withina month. Once informed of the resolution and if posit ive, the company will contact one of the companies orconsultants accredited to request their services. When the work is completed and certified, the Ministry of Economy,Innovation and Science will pay the check to the consultancy or the consultant.

The Innovation Voucher is a business support tool developed to improve innovation and competi t iveness of thebusiness environment of Andalusia.

Andalusian MicroSMEs will have access to advanced services for innovation, information technologies and knowledge,consuming up to €9,000 refundable in al l activit ies aimed at improving i ts products, business assessment or actionplans to increase R&D or the added value of their companies.

Being not a very large amount of money, it is feasible for SMEs and microSMEs to benefit from these incentives,becoming a global performance measure. This consulting service can usually serve as the basis for defining new R & Dlines of company, as well as an init ial help for submission of proposals to more ambitious programmes.

To introduce a similar measure in other regions, i t would be interesting getting to know the figures regarding thenumber of SMEs and micro SMEs in this one, their importance and contribution within the area of activity and the

Presentation of the measure

Technological Corporation of Andalusia (CTA) was born in October 2005 promoted by the Government of Andalusia andby a group of privates companies committed to innovation in order to promote knowledge transfer betweenuniversit ies and the business, convinced that this is crucial to ensure competit iveness.

CTA is a private foundation sponsored by the Ministry of Economy, Innovation and Science of Andalusia Government toenhance collaboration between the scientif ic and productive sectors as a way of responding to the needs of innovationand development of Andalusian society .

The CTA provides an important incentive for research and development (R&D) projects. There are four calls per year,approximately one per quarter and the period to apply is one month. Projects of any sector could be submitted,although in all participating projects is indispensable the participation of an Andalusian research groups with at least15% of the total project budget.

The amount that can be obtained is at most 50% of the approved budget fundable and the deadline for resolution is twomonths. The type of financing consists of a 25% non-refundable and 75% in loans with zero interest rate, withthree-year grace period and a deadline for repayment of the incentive of 10 years.

The evaluation criteria for approving a project are the scientific and technological potential, the potential forcommercial exploitation, the abili ty to impact on the region and the formulation and project planning. Collaborationbetween companies is also another cri terion especially valued as i t strengthens the competit iveness of all the businessand facilitate growth of  small and medium enterprises (SMEs).

Since its creation in October 2005, the corporation has funded 375 projects in R &D with more than €128m inincentives, which have mobilized nearly €380m of private investment. In these projects,   the amount of €76m has beenallocated among public research groups and technological centres, involving more than 1000 researchers from 250different research groups.

Among the positive features of this call for incentives to R & D can be highlighted the fact that there are a public andprivate parts in the  financing, in particular,   private funding represents the 60% of the total budget available, while theregional administration provides the remaining 40%. Therefore,  a part of financing comes from the publicadministrat ion but there is always a s trong commitment from private funding.

 It is also noteworthy that one of the indispensable requirements to qualify for this incentive is the participation ofresearch groups at least 15% of the project budget, ensuring the university-industry technology transfer. Also stressthat a part of the funding are non-recoverable funds but   for the most part is refundable incentive, which guaranteesthe provision of funds for successive calls.

To start a similar incentive offered by the CTA is important that large companies in the region or installed in it arewilling to provide private funding to create the funds to this incentives.

In addition to the economic effort on the part of private enterprise is also very important the financing by the regionalpublic administrat ion and strengthening the relat ionship and cooperation with al l actors of knowledge, encourage theestabl ishment and incorporat ion into the body of technology-based f i rms (spin-offs , s tar t -up) , s t rengtheninguniversi ty-industry relat ionship and encourage the enhancement of regional patents and protected knowledge.

The incentive called INNOEMPRESA (Programme of Innovation Support in Small and Medium Enterprises - SMEs- ) isregulated, along with other regional measures, by the Incentive Programme for the Promotion of Innovation andBusiness Development in Andalusia (PAIDI) 2008-2013.

The following actions may be eligible for funding under the programme INNOEMPRESA:

1. Organisational innovation and advanced management:

a. Programme to support projects involving the adoption of new or innovative business models.b. Support for running diagnostics status and development and implementation of general strategic plans for SMEs.c. Support for the inclusion of product design, which may include elements of identity graphics, packaging andcommunicat ion which are associated to new products .

2. Technological innovation and quality:

a. Making projects for technological improvement plans through advice companies and use of technology centres,other centres research and specialized technical consultancy services for the implementation of specific solutions .b. Applied technology developments for the execution of projects.c. Support for the implementation, certification, technology and certification in accordance with UNE 166 001 -Reseaerch and Development (R&D)  and UNE 166.002 - Management Systems R&D.d. Support for the implementation and certification of environmental management systems (UNE-EN-ISO 14001),for quality management systems (UNE-EN ISO- 9001), when accompanying the previous European Foundation forQuality Management (EFQM) business excellence and Systems Management of Information Security (ISO 27001 orany subsequent developments) .

3. Collaborative innovation projects:

a. Support for projects submitted by groups of companies whose businesses are part of the value chain of aproduct , through joint implementat ion of integrated logist ics management projects , environmental or energyfocused.

b. Identif ication of technology needs, development of common technical and organizational solutions and shareduse of advanced services for SMEs groups.

INNOEMPRESA programme is within the Andalusian Research Programme, Development and Innovation 2008-2013,which includes five sub-programmes (modernization, research and development (R&D), cooperation, creation andINNOEMPRESA).

This incentive counts with specifically three areas of assistance: In the organizational innovation and advanced

management (support for projects involving the adoption of new innovative business models, support for theachievement of status and diagnostics development), technological innovation and quality (realization of technologicalimprovement plans through advice to businesses through the usage of technology centers , other research centers andspecialized technical consult ing, implementation of applied technology development projects, support for theimplementation, certification, technology and certification) and collaboration in innovation projects (support forprojects submit ted by groups of companies with common interests) .

An indicator showing this programme is having a posit ive impact on the network of small and medium enterprises inAndalusia is that in the previous edit ion (2005-2007) 32% of the approved projects were for sub-programmeINNOEMPRESA, accounting for 40% of total given incentives in the previous call. Estimates made after the previousprogramme (2005-2007), s i tuate at 11,000 the number of future projects and at 60,000 the number of companies thatmay be benefi ted, and may reach €1,500m of private investment induced by the programme, for the total of Spanishregions.

I ts success is due to the appropriate extent of the measure with respect to the real needs of companies in Andalusia aswell as the promotion which the Andalusian government has given to this measure through the Innovation andDevelopment Agency of Andalusia (IDEA agency).

In case other regions are interested in the application of similar incentives, i t is recommended to them performing adeep review of the targets of this measure in terms of the kindo of existing incentives and the real needs of thecompanies located in other areas. This should be done focusing in the areas of organisational and technologicalinnovation as well as innovation management.

Presentation of the measure

The incentive represents the most important call in the Andalusian region for research and development (R&D). It is

managed by the IDEA Agency of the regional government. It is funded by the Global Grant Innovation TechnologyEnterprise of Andalusia 2007-2013, in turn financed by the European Regional Development Fund (ERDF).

It is divided into four major categories of support: R&D&I, business start-up processes, modernization of enterprisesand competi t ive cooperat ion between enterprises.

In each one of these four categories, there are two other sub-levels of categories below.  At the second level categoriesare, among others, innovation projects, projects for technology companies, entrepreneurial projects, projects thatincorporate information technologies and communications ((ICTs), network cooperation projects, etc. In the third andfinal level of categories, we can find e.g. projects located at sciencie and technology parks or innovation and businessparks, belonging to priori ty sectors, social economy enterprises, projects promoted primarily by youth and women,internationalization and marketing, belonging to clusters, and so on.To apply for an incentive, the project of theenterprise should be identified with, at least, one category per level.

The type of provided funding can be non-recoverable or repayable grant. In terms of gross grant equivalent (GGE) theamount can be up to 60% depending on the categories in wich the project be framed.

The call is open so you can submit applications at any time until 31st December 2013. Usually, the deadline forresolution and notification of the incentives granted will be two months.

The general aim in which this measure is based on, is as follows:

- Making Innovation based on the system of incentives for businesses in Andalusia.

- Promoting the integration of Andalusia in the knowledge society and encourage the use of information technologiesand communications (ICTs).

- Simplify and streamline the management of incentives: a single command, a single management organisation (theAgency IDEA) and a unique processing procedure.

- Focusing on e-Government .

- Supporting special strategic sectors: Aerospace, Agribusiness, Biotechnology, Emerging Sectors ICTs, Metalworking,linked to the Culture Industry, Energy and Environmental Sector.

The budget of €1,500m in the period 2008-2013 includes four categories of incentives (R&D, modernization, buildingcooperation between companies and the call INNOEMPRESA). From the experience of the previous edition 2005-2007,the percentage given to projects of R&D has been about 6% in number of projects and about 29% of the total budget,although it is noted that, in other lines of incentives, there is also a subcategory of R&D.

It is noteworthy that one of the indispensable requirements to qualify for this incentive is the participation of researchgroups at least 15% of the project budget, ensuring the technology transfer between university and industry.

A positive aspect has been the improvement of the presentation procedure. Electronic submission is available, whichpermits savings in terms of paper based documentation registrat ion processes. After an init ial evaluation of the projectby the competent enti ty, and if this is l ikely to be encouraged, a second stage of documents submission is requested.

Do's and Don'ts

This incentive is the most important in the region for R&D and is managed by the regional government.

All European regions should have a regional incentive of this kind, which must have part of european, national and

regional funds. To encourage this type of incentives the strategic sectors of the area should be very well known. Thetype of companies that exist, small and medium enterprises (SMEs), large companies, etc. and their specific needs tocreate an incentive customized.

Also important i t is to consider removing administrat ive and procedural burden on the processing of the incentives, sothat both procedures and grant application could be easily expedited and simplif ied.

PAIDI is the principal instrument for programming, coordination, dynamic and policy assessment of scientific andtechnological development of Andalusia and as such, i t assumes and emphasizesthe importance of promoting R&D asan engine of social change and modernization of Andalusia, while establishing a series of priority actions consideredstrategic for the development of Andalusian society.

PAIDI has four general objectives:

1. To generate knowledge and put i t in value.

2. To develop an entrepreneurial and innovation culture in universit ies, research organizations and companies.

3. To improve channels for knowledge exchange by encouraging technological development and innovation.

4. To involve the participation of private initiative in the Andalusian Knowledge System through research,technological development and innovation.

Among the highlights materialisations  of PAIDI, the Sectoral Programs can be found. These are plans, projects andactions in the field of R&D that the different Regional Ministries and public entities design and manage, finance fully orpartially.

PIMA is born as a result of the strong commitment of the Government of Andalusia with the concept of SecondModernisation and the idea of promoting, based on i ts towering developments of social welfare and Communityeconomic growth of Andalusia.

It collects 286 actions grouped into 31 strategic lines, with 82 goals and six lines of action. Among these, concentratinga greater investment effort , are those related to Promotion of Knowledge Industry and Universit ies (€2,667m) andentrepreneurial drive (€1,823m). The rest of the budget forecast is split between blocks of Sustainability, Environmentand Energy (€560m), Information Society (€482m), Equal Digital Opportunities  (€93m) and Intelligent Management(€55m).

Among other notable developments, the plan includes establishment of a technology corporation with funds forresearch quality, developing a plan of incentives for university professors, the creation of the Andalusian Center ofSupport to Industrial Design, the launch of a programme to at tract prest igious researchers in strategic sectors and theextension of measures to promote household access to Internet/Andalusia digital public services.

Mission

The Technological Network of Andalusia (RETA), founded in April 2005, is a non-profit entity, boosted by the Ministryof Economy, Innovation and Science to foster innovation and improve competit iveness of the Andalusian business.

 

RETA groups the entities comprising the Andalusian Knowledge System. Through its network of technical assistance, i thelps traditional companies to innovate, i t helps companies which are innovators to incorporate R&D, and for thosewhich already do their own R&D, it helps them to grow.

 

RETA's mission is to transfer the innovation capacity of the technology centres in Andalusia and the knowledgegenerated in universi t ies, throughout the Andalusian productive network.

 

RETA guarantees equal opportunities for all businesses.Therefore, i ts work focuses on technology parks and industrialsites, for both large companies as more traditional SMEs who can take advantage of the benefits they receive from thetechnology and innovation.

Activities

RETA is made up of 53 Andalusian's partners and its main objectives are:

 -To encourage and ensure the Innovation and Technology Transfer .

- To identify opportunit ies for innovation and technological development.

- To encourage networking and promote internat ional izat ion.

- To improve the competi t iveness of the productive Andalusian.

RETA operates in the terri tory through Technology Partnerships. These are concentrations of firms in science parks andindustrial areas where a technician from RETA works directly with employers in the area to facilitate access to R&Dservices provided by the network.

The value and uniqueness of RETA is working directly and personally with businessmen. The technicians of TechnologyPartnerships visit companies, meet their needs and detect in the Andalusian Knowledge System the most effectivesolutions.To achieve these objectives RETA has defined a decalogue of services to support the uptake of R&D&I inAndalusian companies, with particular emphasis on SMEs of industrial areas.

Among the services that  RETA's technicians perform are protecting the results of the research, technologicaldevelopment and innovation (RDTI), informing businesses and managers about funding for R&D&I, supporting thecreation of innovative companies and technology base, encouraging and facil i tating collaboration and cooperationbetween enterprises,   promoting the industrial SMEs, providing business and systems management tools, encouragingthe transfer of technology, etc.

To carry out these tasks, RETA's core activities are carried out by technicians from different technology parks andindustrial estates in the community through direct contact with business. Another activity worth mentioning is thedevelopment of courses and seminars available to all employers and stakeholders on matters related to R&D as well asfunding and incentives.

Moreover, there is a usefull tool developed by RETA, a daily web-based newsletter that reports the latest news oninnovation at regional and national level, the various regional, national and European incentives programmes, thesearching of business partners for certain projects and jobs advert isements, among others .

Mission

CITA is mainly engaged in the promotion of technological innovation in Andalusia through transfer knowledge andparticipation of enterprises, research centers and groups in R&D programs of the European Union.

It has two main objectives aiming at contributing to the development of innovative activity in Andalosie:

Strengthening/Promoting Technology Transfer in Andalusian companies, research inst i tutes and research groups atregional, national and international levels (Detection of innovative technologies that may be of interest to company,promoting company's technology at regional, national and European level, advice on all stages of technology transfer).

Promote/Encourage part icipation of Andalusia 's companies, research centers and groups in European projects ,Framework Program (Design of the company's strategy to part icipate in European programs based on i ts outstandingR&D+i, advice on the formation of consortia and partner search, training in the preparation of proposals).

Technology Transfer

CITA is the Andalusia 's agent responsible for promoting technology transfer between technology centers, researchgroups and companies Andalusian in regional, national and European levels.

 

CITA tries to convey companies of the need for technology transfer, the acquisition of innovative technology.Furthermore i t helps them to reduce development costs, leverage their own innovative technological developments, andultimately increase their competit iveness.

 

European Service Center for Andalusian Companies, CESEAND

Andalusian CESEAND is the node of the Enterprise Europe Network, European Network of support services to SMEs.

 

The aim of CESEAND, is to help small and medium enterprises in Andalusia to develop its potential for innovation, topromote business cooperation, internationalization and part icipation in European programs, as well as to improve theirknowledge of the policies of the European Commission.

 

CESEAND is a consortium formed by the following institutions in Andalusia: Innovation and Development Agency ofAndalusia (IDEA), Centre for Innovation and Technology Transfer (CITA),  Andalusian Institute of Technology (AIT),Employers Confederation of Andalusia (CEA),Andalusian Council of Chambers of Commerce.

 

 

European Programmes

 

CITA has an area of International Programs with the main objective of promoting the participation of Andalusianentities in the EU Framework Programs. There are six sectoral experts, regional focal points of each sector forInternational Projects.

 

Technological Studies

CITA has designed a methodology for the exploitation of technology data analysis that allows sectoral interrelatingbetween the technology offer and real demand in the business. I t is an innovative tool that facil i tates the empowermentof competitiveness of enterprises in the region and, with the first version, CITA received the "Best Good Practice" of theEuropean Network of Innovation Relay 2005

Mission

IDEA reports directly to regional Ministry of Economics of Innovation and Science, one of the thirteen regionalministries form regional government called 'Junta de Andalucía ' .

IDEA is the organization responsible for the management of funds of this community for research, development, andinnovation.

IDEA has moved from regional development agency, to become the primary agency and specialized instrument inpromoting innovation in Andalusian society. To do this , i t focuses  on Andalusian business support , from managementand incentives to businesses, managing projects and programs of the Regional Ministry of Economy, Innovation andScience, as well as constructing industrial and technological infrastructure.

In parallel with financial incentives that are managed, i t offers Andalusia companies a set of services aimed atpromoting entrepreneurship, innovat ion, cooperat ion in the science- technology-company system, and thecompeti t iveness of the productive structure in the region.

Activities

Main goals of the agency are:

- To increase competi t iveness and productivi ty of Andalusian companies

- Mult iply the number of innovative high performance and medium and high-tech companies.

- Convert Andalusia in an attractive region for:

                                                - National and foreign investment.

                                              - Innovative ideas and projects.

- Strengthen the Andalusia industrial sector, with more and larger companies.

 

The main activities of the Agency are:

- To boost the main clusters of Andalusia.

- Attract ing investment and nat ional and internat ional companies.

- Strategic management of the investment portfolio of the Agency IDEA.

- Singular performances in support ing investment major projects and business f i rms which pass through economicdifficulties (financial, market, technological, etc.)

- Manage the regional law on incentives for the Promotion of Innovation and Business Development.

- Creat ing a f ramework and support mechanism for the enhancement of high-growth companies .

-Development and improvement of product ive infrastructures .

 

Among the most important sectors which are enhanced from the agency, without excluding others, are the aeronautics,industrial , mechanical engineering, information technology and communications, environment, energy, etc.

 

There is only one permanently open call to incentives, where companies can present their R & D + i projects. Unlikeother administrat ions, in a f irst delivery of information i t 's not necessary to submit formal documentation. Documentswill be delivered only if the evaluators concluded that the project is likely to be given an economic incentive.

 

In addition to managing the financial incentives, the agency provides to innovative entrepreneurs and small business aservice of incubation and business development through the European Business and Innovation Center (BIC), providinginformation on other international and national incentive programs, self-assessment tools that provide insight into thesituation of a company relative to other organizations doing the same activity and with respect to i ts sector, and so on
