FSSAI rolls out guidelines for food recall

India’s food safety authority has set guidelines for the process to recall food products from markets if found unsafe, putting the onus of implementing any recall on manufacturers and distributors.

Food Safety and Standards Authority of India (FSSAI) also said it may review the license of the concerned food company if the recall is related to serious health issues.

FSSAI will monitor the progress of the recall and assess the adequacy of the action taken by food companies. It will also ensure the destruction of the recalled item. The regulator had sought to expedite the process of putting in place a national framework to recall products when found unsafe or defective

FSSAI make Gazette Notification on FSS (Food Products Standards and Food Additives) Seventeenth Amendment Regulations, 2017 related to adoption of vertical standards for food additives.

FSSAI has made provisions for new food additives in the draft Food Safety and Standards (Food Products Standards and Food Additives) Amendment Regulation 2017. After stakeholders representation the FSSAI has made more amendments in the Food Safety and Standards (Food Products Standards and Food Additives) Regulation, 2011 and has prescribed their limits as per CODEX standards. The Food Safety and Standards (Food Products Standards and Food Additives) Amendment Regulations, 2017 will come into force on the same day of publication in the Official Gazette.

Exemption of Import of raw cashew nuts from FSSAI clearance

Lot of raw cashew nuts import consignments are referred by custom to FSSAI for clearances since the raw cashew nut is directly not an edible item and used by cashew processing units as raw material, hence until the standard of raw cashew nut are framed, FSSAI need not detain consignment, which only have plant quarantine angle. However, FSSAI should instead inspect processing units.

Imported food items will need to have three months to go for expiry, notifies FSSAI

All food items imported from other countries will need to have at least three months to go for expiry or a minimum 60 per cent of shelf life, the food safety regulator has proposed. To enforce this, the regulator has proposed that no customs officer will approve import of any food item that does not meet this norm.

In a draft notification issued by Food Safety and Standards Authority of India (FSSAI) said that, "Customs shall not clear any article of food unless it has a valid shelf life of not less than sixty per cent or three months before expiry whichever is less at the time of import."

Shelf life refers to the period between the date of manufacture and the 'best before use' or 'date of expiry', whichever is earlier as printed on the label.

The move gains significance since there have been instances of foodstuff landing in India with very little time before their expiry.

The draft notification also specifies that the food importer shall register with the Directorate General of Foreign Trade and needs to have a valid import-export code. Moreover, FSSAI shall profile the importer, custom house agent, manufacturer of the imported product, imported product, country of origin, and source country of the consignment, port of entry and history of compliance.

FSSAI issues gazette notification specifying standards for canned tomatoes

The Food Safety and Standards Authority of India (FSSAI) have issued gazette notification further amending the Food Safety and Standards (Food Products Standards and Food Additives) Regulations, 2011. With this amendment, the authority has specified new standards for canned tomatoes, as well as revised the standards related to thermally-processed tomato juice, jams, fruit jellies and marmalades.

The said regulations may be called the Food Safety and Standards (Food Products Standards and Food Additives) Sixteenth Amendment Regulations, 2017, and the food business operators (FBOs) are instructed to comply with the said provisions by July 2018.

As per the notification, under the Fruits and Vegetable Products clause, the new standards for canned tomatoes have been added after the Thermally-Processed Vegetables category.

Samples collected during Diwali fails Quality test

As many as, 46 samples, out of 313 samples of food including sweets failed quality test which was taken during a campaign launched ahead of Diwali by the Punjab Health Department.

The failed samples include a fish of some renowned shop, peas being sold after coloring of one shop in the vegetable market and gravy used in cooking the vegetable of one hotel.

As per the sources, the failed sample of color used for peas to attract the customers has been found to be ‘unsafe’ for human consumption and could invite the chronic disease like Cancer. Food Inspector said, after the report, the case is being sent to Food Commissioner for further hearing. Another sample of Sol fish which has also failed of a prominent shop has been sent to Ghaziabad and further action will be initiated after the receipt of the report.

In the meantime, notices have been issued to all those samples have failed under the law for making an appeal for re-testing of samples, said health department official. He further said if the samples failed even in re-testing, they will produce challan in the court against the traders or shopkeepers for selling food items which are unsafe and sub-standard.

APEDA phytosanitary import requirements for fresh grapes from India to Canada

Canada has granted market access for fresh grapes subject to initial trial shipment period during which Canadian Food Inspection agency (CFIA) was inspected 100% of the consignment of grapes entering in Canada. In the recent communication received from CFIA, it has been informed that the trial period for fresh grapes from India will be concluded. Further, it has been informed that effective October. Further, it has been informed that effective October 11, 2017 a permit to import fresh grapes from India will no longer be required and import inspection rates will be reduced to standard levels of CFIA. Canadian Food Inspection agency has allowed the export of grapes from India subject to the following conditions: • Vineyard and pack house must be registered • Traceability must be maintained • Pest freedom must be ensured • Inspection of minimum 2% of packed fruit cartons

Fruit juices, cereals, cereal-based foods, bakery products will soon have fortification standards

Fruit juices, cereals, cereal-based foods and bakery products will soon have standards for fortification. Safe foods will have a logo of declaration set by national food regulators.

The committee, which includes large packaged food companies like Kraft Heinz, Britannia, ITC, Kellogg, Cargill and GSK Consumer, is working with FSSAI to set the standards and looking to strengthen regulatory monitoring to ensure quality and safety of fortified foods and promote a national logo for easy recognition of safe foods.

“Intention is to create an enabling environment by issuing fortification standards for multiple foods.” The logo for easy recognition of ‘safe’ foods could be yellow, similar to the existing red and green logos to identify vegetarian and non-vegetarian packaged foods.

“We are focusing on fortifying staples like wheat flour, milk, rice and oil. This will be followed by packaged food. FSSAI also plans to work with packaged foods companies on advertising campaigns to increase consumer awareness about fortification.

APEDA: Registration of contracts for export of organic sugar

Department of Revenue, Ministry of Finance has allowed the export of 10,000 MT of Organic Sugar by claiming exemption from export duty in a year beginning with October and ending with September. This Trade notice is for export of 6000 MT organic sugar subject to the following conditions.

1. Quantity limit shall be 6000MT;

2. It should be duly certified by Certification Bodies accredited under NPOP as being organic sugar

3. Export contract has to be registered with APEDA, New Delhi, prior to shipment

4. Export shall be allowed only from Customs EDI ports.

India's food processing sector may attract $33 billion by 2024

India's food processing sector has the potential to attract USD 33 billion (about Rs 2.14 lakh crore) in investments by 2024. The country's food and retail market is expected to touch USD 482 billion by 2020, up from USD 258 billion in 2015, with recent reforms making the sector more competitive and market-oriented. There is a huge scope for large investments in food processing technologies, skill development and equipment as total food production in India is estimated to double in next 10 years. As a result, the food processing sector has the potential to attract USD 33 billion investments and generate employment of 9 million person days by 2024. While the sector provides opportunity for growth, it needs to focus on product conformity with global standards and quality together with factors like logistics traceability and safety, quality of packaging and delivery, said the study. "There is a need for policy intervention and field level changes for India to develop global competitiveness in many related sub-sectors and ensure that they are firmly entrenched in global value chains

Tea Board planning campaign to promote tea consumption

The Tea Board of India is planning a generic campaign for promoting tea, and has sought opinion of the industry stakeholders on it.

In 2013, the Tea Board had launched a campaign, “Chai pio, Mast jio (Have tea, Remain healthy)”. The previous campaign had happened a decade earlier.

“Tea production is increasing, so we need to increase tea consumption. The generic campaign must focus on promoting tea as a health and lifestyle drink.”

Currently, per-capita tea consumption in the country is around 650 grams and with efforts from industry and government, it can cross 800 grams. In India, tea consumption is growing at an annual rate of 3%.

Coca Cola launches 'Thums Up Charged', first ever variant to 40-year-old brand

Beverages major Coca-Cola India today said it expects its soft drink Thums Up to be a US$ 1 billion brand in the next two years, for which it is adding variants to the home-grown product. With the introduction of 'Thums Up Charged', the company today added the first ever variant to the 40-year-old brand. "We expect Thums Up to become a US$ 1 billion brand in next two years. The launch of Thums Up Charge will help accelerate the journey of becoming the first home-grown billion-dollar beverage brand, Coca-Cola globally has 21 brands which are in billion dollar club and a large chunk of them has come from

Marico enters soup segment, plans healthy snacks too

Marico started selling Saffola soups last week, entering Rs 450 crore segments that is dominated by Hindustan Unilever and Nestle. The move is part of its strategy to launch healthy, in-between snacks and at the same time, add premium products to its portfolio as it targets a 70% increase in revenue to Rs 10,000 crore by 2020. In foods, Marico will enter in-between healthy foods that will benefit heart health and weight management. Saffola, which crossed Rs 1,000 crore in sales in the previous financial year, has been driving the company’s innovations within food — from salt and oats to rice and the recently launched meal replacement beverage. While the Indian market for soups has been primarily driven by increasing urbanization, rising incomes and heavy marketing, penetration is less than 5%, significantly lower than in western countries. Hindustan Unilever controls a majority shares in the market with its Knorr brand of soups, followed by food giant Nestle’s Maggi soups. Marico said this could change with a healthier perception of overall packaged foods.

ITC's food division eyes 10% revenue from chocolates in 5 years

Diversified conglomerate ITC expects chocolate category to contribute 10 per cent to its food division revenue in next five years. The company had entered into chocolate category with brand Fabelle in May last year. "In five years time we should see a 10 per cent share of the total food business from chocolates.

The chocolate industry in the country is pegged at `8,000 crore and ITC is now looking at the mass premium space. It also plans to enter coffee category soon, and the company is evaluating opportunities in health and nutrition space for its existing categories.

"We have already forayed into the health and wellness segment with some very niche and innovative products. We are formulating products

which will have health benefits. While indulgence will play a large part in the food market, the nascent health segment is expected to grow and we will make a significant play in this area.

Dairy brand Keventers plans 32 outlets in Hyderabad by 2019

Dairy brand Keventers, which entered the Hyderabad market recently with three outlets at Forum Mall, GVK One Mall and Inorbit Mall, has announced plans to launch more than 15 stores in Hyderabad over the next few months and reach a network of 32 outlets by end of 2019. Company envisages Hyderabad to become the fourth largest market for Keventers in terms of number of outlets after Delhi, Mumbai and Bangalore, eyeing annual revenue of around Rs 20 crore from Hyderabad outlets. Keventers will offer milkshakes in various ranges of unique flavors across different beverage categories such as thick shakes, classic shakes, fruity shakes and hot beverages.

South Korea's Lotte Confectionery to buy Havmor's ice cream business for Rs 1,020 crore

Lotte Confectionery of South Korea made a foray into the Rs 5,000-crore ice cream market in India by signing a deal to buy 100% of homegrown ice cream brand Havmor for Rs 1,020 crore in an all-cash deal. "Lotte will acquire the plants, machinery and the staff of the company. The deal values Havmor Ice Cream at more than 2.5 times its 2016-17 turnover of Rs 400 crore. Today, Havmor boasts a product portfolio comprising 150 kinds of ice creams retailed through a parlour network operating across 14 states. FSSAI launches new tool for ‘FOOD REGULATORY PORTAL’

A decade after India introduced a single nationwide law - the Food Safety and Standards Act-to maintain uniform standards for food items in the country, the authority that implements the law FSSAI has come out with a comprehensive plan to make it work, in letter and spirit.

It has developed a uniform operational manual for its field official, launched an IT platform to do digital inspections and a nationwide network of all food testing labs on a single technology platform, Indian Food Laboratory Network (InFoLNet), in Delhi.

While the single nationwide manual for Food Safety Officers (FSOs) is expected to help them follow uniform practices and procedures across the country, the leverage of digital and smart technologies is meant to bring an end to arbitrariness and adhocism in inspections and sampling. The new digital platform, Food Safety Compliance through Regular Inspections and Sampling (FoSCoRIS), replaces manual inspections with digital inspections. It uses simple mobile devices with dashboards to monitor, on real-time basis, at the district, state and national level. For consistency, standard matrices have been developed for inspection of various kinds of food businesses. FoSCoRIS is to ensure a consistent experience to food businesses across States and UTs, thereby building their confidence in the regulatory environment.

For credible and efficient food testing for food businesses, a nationwide network of all food testing labs on a single technology platform, Indian Food Laboratory Network (InFoLNet), has also been launched. This would bring in much desired standardisation in food testing, that is 'one food product, one set of parameters and one parameter one test method', the agency said. Several measures towards trade facilitation, including a single window clearance fully integrated with Custom Authorities and risk-based inspection, have been adopted. To ensure hassle free imports, a 'Manual for Food Imports' has also been developed.

All these tools are part of the Food Regulatory Portal, a full service, business-friendly portal for food businesses that focuses on six key areas viz. food standards; consistent enforcement; hassle free food imports; credible food testing; codified food safety practices; and training and capacity building. "This would prove to be a game changer by addressing food business concerns across the spectrum by ensuring ease of entry; reduced burden of compliance and facilitating trade", FSSAI says.

FSSAI launches online platform to reduce food waste

In a bid to reduce food waste FSSAI today launched an integrated web-based platform which will allow people to share their surplus meal with those in need. The Indian Food Recovery Alliance (IFRA) initiative will guide citizens and food recovery agencies on ways to prevent food loss and also how to safely recover the surplus food.

The platform allows donors, individuals, and volunteers to register themselves under the initiative. The donors will be able to track the status of the food they had donated, using personalized logins.

"It is not enough that food is available but the food should be nutritious as well," Union Minister of State for Health said at the national 'Conclave on Nutrition Security: Partnership and Convergence' organized by the FSSAI on the occasion of World Food Day. He also emphasized the need to raise awareness about nutritious food and cautioned people against adulteration and also released a report on 'Large Scale Food Fortification in India – The Journey So Far and Road Ahead'. He also launched a food fortification website at the function.

From farm to fork: India can become global hub for processed food

India has the potential to turn itself into a global hub for processed foods, Prime Minister Narendra Modi addressing global food and retail industry stalwarts and international business delegations, PM Modi called for more private investments in the sectors of food processing, storage and retailing.

Highlighting the government's initiatives in ease of doing business in the sector, the prime minister said that 100 per cent foreign direct investment (FDI) was now allowed in trading and e-commerce channels for food items, the goods and services tax (GST) simplified the country's indirect tax structure, and India's rank in the global innovation index

Oak Analytics wins top award at World Food India

Oak Analytics, a start-up that has been mentored and supported by the FSSAI, has bagged the top award for its low-cost technology to detect food adulteration, at the World Food India.

The start-up awards which have been instituted by the Ministry of Food Processing in collaboration with CII and Yes Bank attracted 150 applications. Oak Analytics received the first prize in the Start-Up Award at the valedictory function of the three-day conference.

While the current solutions to tackle food fraud rely on expensive and time-consuming laboratory testing, the start-up aims to offer a low-cost, advanced and non-invasive technology in the form of a hand-held device to check on food adulteration.

“Based on the discovery by Indian Nobel laureate Dr. CV Raman, Oak Analytics has combined spectral analysis with artificial intelligence and machine learning techniques to move expensive laboratory testing into the field for instant molecular authentication. Mentored by the FSSAI, the company conducted hundreds of verification tests at FSSAI-approved labs and major industry partners. Oak Analytics’ device named RAMAN, is expected to provide food safety inspectors and brands an instant method for testing of products for adulteration and counterfeiting.

FSSAI will continue to support such innovators and is considering setting up an accelerator to deepen its involvement with the start-up ecosystem in the food safety and nutrition space.

FSSAI will look at collaborating with innovators in various areas of food safety to address key areas such as food testing, nutrition, food labelling among others.

The other winners include Intello Labs for developing computer vision based solutions for agriculture problems, and YCook for developing technology that extends the shelf life of food without any additives or preservatives.

APEDA - INTEGRATED ABATTOIR-CUM-MEAT PROCESSING PLANT/STAND ALONE ABATTOIRS AND MEAT PROCESSING PLANTS

The existing plant registration certificate issued to integrated abattoir-cum-meat processing plant/stand alone abattoir and meat processing plant is based as per buffalo livestock calculation fixed 150 Kgs i.e. (boneless buffalo chilled/frozen meat: 138 kgs and buffalo offals 12 kgs = 150) and accordingly capacity calculated for exports of meat and meat products. With the approval of the Department of Animal Husbandry, the quantities of meat per animal have been revised from 150 kgs to 190 kgs. of boneless buffalo meat and edible buffalo offals derived from the buffalo livestock which are as under : 1. Frozen Boneless Buffalo meat 141 Kg per buffalo livestock 2. Buffalo offals 49 Kg per buffalo livestock In view of the above, APEDA is in the process of amending the existing certificates according to revised calculation depicted above. It is, therefore, requested to apply online with the all the meat plant data which was filled up at the time of registration or renewal by respective meat plants in order to revise the meat plant registration certificate at the earliest.
